“I hope that decision makers will find this initiative an important echo chamber of citizens’ concerns, hopes, and aspirations for the kind of world they want for themselves and their children. It is also an important contribution to galvanizing public understanding of what can often seem a highly complex topic, but one that goes to the heart of everyone’s lives,” Figueres said.

The participants—from tricycle drivers, housewives, students, teachers, farmers, minibus drivers, street vendors, and professionals—were able to tackle and discuss important issues of climate change together with the discussion moderators.

“The poor are the ones who feel the effects of the heat and rain. The rich have houses and air conditioning,” said Bartolome Pidar, a tricycle driver, one of the participants of the consultation.

This project is coordinated by the Danish Board of Technology Foundation, in collaboration with Missions Publiques and the French National Commission for Public Debate. It is co-initiated by the UNFCCC Secretariat and implemented by partners in the World Wide Views Alliance.

SEAMEO INNOTECH conducted a 3-day program to build a team

of K to 12 instructional coaches in the School Division Office 1 of Pangasinan. Last 7-9 May 2015 at the SEAMEO INNOTECH Center, 43 participants, consisting of division and district supervisors that will serve as the instructional coaches, were able to develop an action plan that outlined the School Division-wide K to 12 instructional plan.

Building a team of K to 12 instructional coaches

This program was organized to strengthen the support system for K to 12 at school level under the new structure of the School Division Office, with Dr. Maria Celia J. Fernandez as the new head. Under the new structure, there are two units in the School Division Office, Curriculum Implementation and School Governance and Operations. These units are headed by Division or District Supervisors

who are expected to provide technical assistance to the schools and learning centers.

Through the sessions of this program, the participants were able to understand and appreciate their roles and responsibilities better, and how they impact on the implementation of K to 12. They were also able to identify better working arrangements to build and sustain quality and sustainable relationship within the Division Office. Team building activities were also done to strengthen the team spirit and their coordination.

SEAMEO INNOTECH, in partnership with the

Department of Education Division of Misamis Oriental, conducted a week-long program, Leading and Managing K to 12 Schools, for the school leaders of Misamis Oriental.

With the implementation of the K to 12 program, school heads are greatly affected. There are high expectations from school heads to deliver the promises of K to 12 and to produce a better 21st century Filipino learners. This program is one way of helping the school leaders be

more competent and equipped in leading their schools.

Through this program, school leaders were able to prepare a school action plan that outlines the key steps in leading and managing K to 12 schools. Through the different modules of the program, school leaders were able to understand broadly the changing education realities. It also helped them understand the K to 12 curriculum deeper and re-evaluate themselves, their leadership, and their work.

The program have already run for two batches in Misamis Oriental. The first batch was on 16 – 20 February 2015 and the second batch on 27 April to 1 May 2015.

In 2000, the international community agreed on

an agenda to reach six key educational goals by 2015—early childhood care and education, universal primary education, youth and adult skills, adult literacy, gender equality, quality education—branded as the Education for All (EFA) goals.

Now that the deadline of these goals have been reached, SEAMEO INNOTECH, together with other partner organizations, convened last 18 June 2015 at the SEAMEO INNOTECH Center to launch the EFA reports, discuss the practices and challenges in achieving EFA locally, and plan for more actions and strengthen partnership to reach EFA.

“In the same way that it takes a village to educate a child, it

takes a whole nation to reach this goal of education for all.” Said SEAMEO INNOTECH Center Director, Dr. Ramon C. Bacani.

“There’s much to celebrate. There has been tremendous progress since 2000 that we must not forget.” Ms. Nurhajati Sugianto, Programme Assistant from UNESCO Jakarta, said as she discussed the highlights of the EFA Global Monitoring Report.

Although the EFA goals were not reached, it can be seen through the report that education for every learners has improved significantly. There have been an almost two-thirds increase in the number of enrollees in pre-primary. The number of out of school children has greatly decreased. Participation in lower secondary education has increased quickly

since 1999. The rate of illiteracy has dropped. Progress in tackling severe gender disparity has been made. Primary school teachers are trained up to national standards. These are just a few of the achievements made by different countries. And now, more and more organizations are participating and committing to help reach these goals.

Department of Education Assistant Secretary Jesus L.R. Mateo, also the head of the National EFA Committee, told everyone about the plans and practices of the Philippines in line with the EFA goals. Some of the DepEd programs he mentioned were the Early Years Act of 2013, Mother tongue based multilingual program, Tech-Voc education, and Alternative Learning System.

On 18-22 May 2015, SEAMEO INNOTECH, through

its Learning and Training Development Unit, conducted the first Phase of the Regional Scholarship for Education Leaders and Managers (SELM). This program focuses on one of the five major competencies of the 2014 Competency Framework for Southeast Asian School Heads. Strategic Thinking and Innovation (STI) ranked as the most essential competency where training is needed the most.

Designed to prepare the school leaders for the challenging and fast-changing education environment, the program aims to strengthen the school heads’ competencies in defining the strategic direction of their

school, making informed decisions, and leading change and innovation to bring their schools to a new level of excellence.

Using the INNOTECH Flexible Learning System (iFLEX), 17 participants joined the online interaction for the Phase 1 of this learning program. Through this, the participants were able to voice out their concerns and issues related to their strategic leadership and leading innovations.

Phase 2 of the program, which will be a face-to-face interaction focused on action planning is scheduled on the third week of June 2015.

He emphasized that these programs could do better with the help of partnerships.

“What’s important right now is for all of us to work together to monitor the progress of these programs in relation to the direction of the department, as well as in relation to the challenges that the education sector is facing right now.” ASec Mateo said.

The whole day event also included plenary sessions by Dr. Jose Ramon Albert of Philippine Institute of Development Studies who talked about out of school children, DepEd Undersecretary Mario Deriquito who talked about identifying the last mile learners, Mr. Efren G. Peñaflorida, President of Dynamic Teen Company, who talked about Kariton Klasrum, and Ms. Roda Mañalac from DepEd who talked about the Abot Alam Program. Participants were also able to identify and suggest action plans to further improve the education programs and also to strengthen the partnership within different organizations.

Education for All is a global commitment led by UNESCO to provide quality basic education for all children, youth, and adults. SEAMEO INNOTECH was tasked by the Philippine Department of Education to conduct a study, assessing the implementation of EFA and prepare a catch up plan that will bring the country closer to its EFA goals.

On 13 April 2015, SEAMEO INNOTECH, through its

Knowledge Resource Center, has shared old books, magazines, and journals to the National Vocational Rehabilitation Center (NVRC), a vocational center for persons with disabilities (PWDs).

Over123 volumes of books and 1,788 issues and bindings of magazines and journals have

been donated to NVRC for their newly renovated library.

NVRC helps PWDs learn and develop technical skills through their training courses. Some of the courses they offer are consumer electronics, garment trades, food management service, scientific massage, computer technology, and repair of watches and mobile phones.

For two years now, NVRC tapped different organizations for their campaign to develop their library in order to help the trainees of the center. NVRC is still accepting donations to help build a bigger and better library for their active PWD trainees.
