THE PROPERTY OWNERSHALL BE RESPONSIBLE FOR ALL WORK ASSOCIATED WITH THE TERMINATION. INCLUDING EXCAVATION, SHORING, BACKFILL,AND RESTORATION. THE CITY OF HAGERSTOWN SHALL BE RESPONSIBLE FOR PHYSICAL TERMINATION OF MAINS.

10. CONTRACTOR SHALL FIELD VERIFY CONDITION OF EXISTING CMP SECTIONS TO REMAIN WITHIN MD-SHA RIGHT-OF-WAY ANDNOTIFY ENGINEER IF CONDITIONS ARE INADEQUATE FOR PROPOSED REVISIONS (I.E., PIPE DAMAGED, BLOCKED, ETC.).

UPON SUBSTANTIAL STABILIZATION OF THE SITE, (AT A MINIMUM: CONSTRUCTION OF BUILDINGFOUNDATIONS AND CONCRETE FLOOR, UNDERGROUND UTILITIES, CURBING, STONE BASE ANDASPHALT BASE) REMOVE PERIMETER SILT FENCE ADJACENT TO ROADWAYS AND CONSTRUCTROAD IMPROVEMENTS. ROAD BASE BOXED OUT SHALL BE STABILIZED BY THE END OF EACHWORK DAY WITH COMPACTED AGGREGATE. DO NOT LEAVE SOIL EXPOSED. CONSTRUCTCURBING, SIDEWALKS AND PERFORM BASE PAVING. ALL OTHER SILT FENCING AND SEDIMENTCONTROLS TO REMAIN.

9. CONTACT THE ST. MARY'S COUNTY SOIL CONSERVATION DISTRICT FOR INSPECTION OFSTABILIZATION PRIOR TO INSTALLATION OF WETLAND SOIL AND FINAL GRADING OF WATERQUALITY STRUCTURES (GRAVEL WETLANDS).

10. FINE GRADE SITE AND INSTALL WETLANDS SOIL, TOPSOIL, SEED, WETLANDS PLANTINGS,LANDSCAPING, SOD, ETC. COMPLETE SITE WORK SUCH AS SIGNAGE, PAVEMENT STRIPING, ETC.

7. STOCKPILES MUST BE STABILIZED IN ACCORDANCE WITHIN THE 7 DAY STABILIZATION REQUIREMENT, AS WELL AS, STANDARD B-4-1 INCREMENTAL STABILIZATION AND STANDARD B-4-4 TEMPORARY STABILIZATION(AS APPLICABLE).

8. ALL CONSTRUCTED CHANNELS AND SWALES SHALL HAVE SPECIFIED TREATMENT INSTALLED TO THE DESIGN FLOW DEPTH COMPLETED DOWNSTREAM TO UPSTREAM AS CONSTRUCTION PROGRESSES. ANINSTALLATION DETAIL SHALL BE SHOWN ON THE PLANS.

12. TEMPORARY SEEDING SHALL BE IN COMPLIANCE WITH SECTION B-4-4, STANDARDS AND SPECIFICATIONS FOR TEMPORARY STABILIZATION, OF THE 2011 MARYLAND STANDARDS FOR SOIL EROSION AND SEDIMENTCONTROL.

13. PERMANENT SEEDING SHALL BE IN COMPLIANCE WITH SECTION B-4-5, STANDARDS AND SPECIFICATIONS FOR PERMANENT STABILIZATION, OF THE 2011 MARYLAND STANDARDS FOR SOIL EROSION AND SEDIMENTCONTROL.

B. THE MARYLAND DEPARTMENT OF THE ENVIRONMENT (GENERAL/INDIVIDUAL PERMIT "NOTICE OF INTENT" (NOI)) APPLICATION AND PERMIT SHALL BE POSTED AND/OR AVAILABLE ON-SITE AT ALL TIMES. DURINGCONSTRUCTION, ALL SOIL EROSION AND SEDIMENT CONTROL PRACTICES (BMP’S) SHALL BE INSPECTED AND RECORDED ON THE “STANDARD INSPECTION FORM”, “GENERAL PERMIT FOR STORMWATER ASSOCIATEDWITH CONSTRUCTION ACTIVITY” PER THE MARYLAND DEPARTMENT OF THE ENVIRONMENT (GENERAL/INDIVIDUAL PERMIT "NOTICE OF INTENT" (NOI)).

C. FOLLOWING CONSTRUCTION AND RELEASE OF THE SITE FOR SOIL EROSION AND SEDIMENT CONTROL BY THE ST. MAY'S COUNTY SOIL CONSERVATION DISTRICT, I.E., ALL PORTIONS OF A SITE HAVE BEENPERMANENTLY STABILIZED, AND ALL STORMWATER DISCHARGES FROM CONSTRUCTION SITES THAT ARE AUTHORIZED BY THE PERMIT ARE ELIMINATED, THE AUTHORIZED PERMITTEE SHALL SUBMIT THE MARYLANDDEPARTMENT OF THE ENVIRONMENT, GENERAL/INDIVIDUAL PERMIT "NOTICE OF TERMINATION" (NOT).

1. PRIOR TO THE START OF WORK, THE CONTRACTOR IS TO OBTAIN MDE AND ST. MARY'S COUNTY SOIL CONSERVATION DISTRICT APPROVAL OF ANY PROPOSED PLAN CHANGES AND SEQUENCE OF CONSTRUCTION,SPECIFICALLY RELATING TO INSTALLATION, INSPECTION, MAINTENANCE AND REMOVAL.

2. SEDIMENT CONTROL MEASURES ARE NOT TO BE REMOVED UNTIL THE AREAS SERVED HAVE ESTABLISHED VEGETATIVE COVER, OR WITH THE PERMISSION OF THE ST. MARY'S COUNTY SEDIMENT CONTROLINSPECTOR.

3. WHEN PUMPING SEDIMENT LADEN WATER, THE DISCHARGE MUST BE DIRECTED TO AN APPROVED SEDIMENT TRAPPING MEASURE PRIOR TO RELEASE FROM THE SITE.4. ALL TEMPORARY STOCKPILES ARE TO BE LOCATED WITHIN AREAS PROTECTED BY SEDIMENT CONTROL MEASURES, AND ARE TO BE TEMPORARILY STABILIZED.5. ALL SEDIMENT CONTROL DIKES, SWALES, BASINS AND FLOW LINES TO BASINS WILL BE TEMPORARILY SEEDED IMMEDIATELY UPON INSTALLATION TO REDUCE THE CONTRIBUTION TO SEDIMENT LOADING.6. DISPOSAL OF EXCESS EARTH MATERIALS ON STATE OR FEDERAL PROPERTY REQUIRES MDE APPROVAL, OTHERWISE MATERIALS ARE TO BE DISPOSED OF AT A LOCATION APPROVED BY THE LOCAL AUTHORITY.7. STORMWATER CONCEPT NARRATIVEPER THE ST. MARY'S COUNTY DEPARTMENT OF PUBLIC WORKS CHECKLIST, THE FOLLOWING ITEMS HAVE BEEN REVIEWEDAND INCORPORATED INTO THIS DESIGN:

· NATURAL RESOURCE PROTECTION AND ENHANCEMENT: SITE AND RESOURCE MAPPING HAS ESTABLISHED ABSENCE OFPARTICULAR RESOURCES IN NEED OF PROTECTION AND ENHANCEMENT. SITE SOILS ARE TO BE PROTECTED USINGEROSION AND SEDIMENT CONTROL MEASURES APPROVED BY THE ST. MARY'S COUNTY SOIL CONSERVATION DISTRICT.

· MAINTENANCE OF NATURAL FLOW PATTERNS: THE EXISTING PROPERTY SHEET FLOWS ACROSS THE SITE IN A PRIMARYWEST/EAST DIRECTION. THIS PLAN PROPOSES TO MAINTAIN THOSE EXISTING PATTERNS, AS WELL AS PROVIDELOCALIZED TREATMENT PER ESD REQUIREMENTS.

· REDUCTION OF IMPERVIOUS AREAS THROUGH BETTER SITE DESIGN, ALTERNATE SURFACES, AND NON-STRUCTURALPRACTICES: THIS PLAN PROPOSES THE COMPLETE TREATMENT OF ESDV THROUGH THE USE OF NON-STRUCTURALPRACTICES.

· PERMEABLE PAVEMENTS: WHILE PERMEABLE SURFACES HAVE BEEN CONSIDERED,PARTICULARLY IN PARKING STALL AREAS, THE RELATIVE AREA WHICH WOULDACCOMMODATE PERMEABLE PAVING WILL NOT EFFECTIVELY TREAT THE AMOUNT OFESD RUNOFF VOLUME REQUIRED.

· REINFORCED TURF: REINFORCED TURF HAS BEEN CONSIDERED ALONG THE EXACTSAME LINE OF THINKING LISTED ABOVE FOR PERMEABLE PAVEMENTS. REINFORCEDTURF DOES NOT PROVIDE AN EFFECTIVE STORMWATER MANAGEMENT SOLUTION ONTHIS SITE.

ACCORDING TO USDA WEB SOIL SURVEY DATA, SOILS ON-SITE ARE LISTED AS CHILLUM LOAM (HYDROLOGIC SOIL RATING: C).INITIAL GEOTECHNICAL INVESTIGATION PROVIDED BY PSI INC. SHOWED SIGNIFICANT LAYERS OF CLAY AND CLAYEY SANDTHROUGHOUT THE SITE. DUE TO THE EVIDENCE OF POOR SOILS, INFILTRATION IS NOT A VIABLE OPTION IN OUR GOAL TOPROVIDE ESD TO THE MEP. ADDITIONAL GEOTECHNICAL INVESTIGATION PROVIDED BY J. D. HYNES & ASSOCIATES SHOW NOINFILTRATION IN THE AREAS AVAILABLE FOR ESD PRACTICES. IMPLEMENTING THE SUBMERGED GRAVEL WETLAND ISAPPROPRIATE TO MEET ESDV & WQV REQUIREMENTS FOR THIS SITE.

ON THIS PROJECT THE FOLLOWING ESD PRACTICES ARE USED TO PROVIDE TREATMENT OF STORMWATER:

SUBMERGED GRAVEL WETLAND

SUBMERGED GRAVEL WETLAND AREAS (2) ARE USED IN TREATING A TOTAL CONTRIBUTING IMPERVIOUS AREA OF 0.6633ACRES (28,896.9335 SF) ON THIS SITE. THE TOTAL SUBMERGED GRAVEL WETLAND SURFACE AREA IS 3,355 S.F.

THE TOTAL SITE DRAINAGE AREA HAS BEEN DIVIDED INTO THREE (3) SUB-AREAS, WITH TWO (2) OF THE THREE (3) AREASGOING TO INDIVIDUAL TREATMENT PRACTICES, AND THE THIRD BEING RELEASED ALONG THE NATURAL DRAINAGE PATTERNSOF THE EXISTING PROPERTY.

SIZING FOR THE TWO (2) INDIVIDUAL PRACTICES IS AS FOLLOWS:

PROPOSED DRAINAGE AREA NO. 1

PROPOSED DRAINAGE AREA NO. 1 CONSISTS OF THE EAST PARKING AREA AND DRIVE AISLE, AS WELL AS A PORTION OF THEMAIN ENTRY INTO THE SITE, AS SHOWN ON THE ATTACHED POST-DEVELOPED STORMWATER MANAGEMENT DRAINAGE AREAMAP (SHEET SWM-POST). DRAINAGE CONTRIBUTES TO SUBMERGED GRAVEL WETLAND NO. 1 (GW-1) VIA SHEETFLOW ACROSSTHE PARKING LOT THROUGH THE STONE DIAPHRAGM AND EITHER DIRECTLY INTO THE SGW OR INTO A GRASS SWALE NORTHEND AND THEN INTO THE PRACTICE. IT IS NOTED THAT A MINIMUM OF 10% PRE-TREATMENT IS REQUIRED FOR THIS PRACTICE,SAID PRE-TREATMENT IS PROVIDED IN THE FORM OF THE GRAVEL DIAPHRAGM.
