Awarded projects must be entered into WSDOT’s online Statewide Transportation

Improvement Program (STIP) database. It may be more efficient to do project planning

directly in the STIP database. Projects without secured funding can be entered in the

system as “planned”. See Additional STIP Database Fields below and the STIP Manual

for more information on this tool. Or contact Brian Wood for assistance.

Transportation Element Certification Requirements Each regional transportation planning organization (RTPO) shall certify that the

transportation elements of comprehensive plans adopted by counties, cities, and towns within the region (RCW 47.80.023):

Reflect a set of regional guidelines and principles (RCW 47.80.026) Are consistent with the adopted regional transportation plan (RCW 47.80.030)

Conform to relevant portions of Washington State’s Growth Management Act (GMA)(RCW 36.70A.070).

Attend to appropriate sections of the state’s GMA Procedural Criteria for AdoptingComprehensive Plans and Development Plans (WAC 365-196).

As a newly formed organization, members of Island RTPO have developed an interim set of guidelines and principles, aligned with state requirements. Island RTPO is currently

developing the organization’s first regional transportation plan. As such, the interim guidelines and principles do not reflect additional elements that may be included in that

document.

The procedural criteria set out under WAC 365-196 are comprehensive in nature and

provide useful guidance for plan development. The language of RCW 47.80.026 suggests that some of the optional components from WAC 365-196 are required for members of

RTPOs. A detailed outline of the transportation element certification requirements from RCW 47.80.026 can be found in Appendix A.

PROCESS FOR CERTIFICATION The consistency review will be completed by IRTPO staff and representatives of member

jurisdictions through the Island RTPO Technical Advisory Committee (TAC). The TAC will recommend approval of certification to the IRTPO Executive Board. If the plan is consistent, a certification letter from the Executive Board Chair will be sent to the local

jurisdiction.

A checklist will be used to determine where there is consistency and where there is not. There is a comment section for each checklist item to help clarify any

inconsistencies. A five-step certification review of local transportation elements is proposed:

1. Submitting jurisdiction cites location(s) of supporting evidence for each checklistitem.

2. IRTPO staff will conduct a preliminary checklist review to confirm will be used asan aid in conducting the preliminary certification review. Any inconsistencies orpotential problems across jurisdictional boundaries wou ld be noted at this

time.3. IRTPO staff will prepare an overall certification report that addresses all of the

individual elements from a checklist. The staff certification report will then bereviewed by the Island RTPO TAC.

4. Following the review by the TAC, the final report will be sent to the IRTPO

Execut ive Board and a recommendation will be presented for action.5. After action by the IRTPO Executive Board, a copy of the final report will be

forwarded to the jurisdiction.

If inconsistencies and/or problems are identified, discussions will first occur between

IRTPO staff and the jurisdictions’ staff. If issues cannot be resolved at this level, the discussion will next take place with the TAC. Any unresolved issues from the TAC level

will then be discussed by the IRTPO Executive Board who will ultimately make the decision on certification. The review process will be accomplished within sixty days.

Once the local transportation elements are certified, they remain certified until they are amended or updated. Revised transportation elements would require recertification.

Appendix A

The following is a detailed outline of the transportation element certification requirements as they apply to Island Region. A designation of NA indicates that this requirement is not relevant to Island Region. Follow the RCW links to access the complete text from which this summary is drawn. Outline numbers/letters do not align with actual RCW item references.

Per RCW 47.80.023 Each regional transportation planning organization (RTPO) shall certify that the transportation elements of comprehensive plans adopted by counties, cities, and towns within the region:

1) Reflect the guidelines and principles developed pursuant to RCW 47.80.026a) Guidelines and principles shall:

i) Be established by each RTPO, with cooperation from component cities,towns, and counties Island RTPO is in the process of establishing guidelinesand principles. In general, the organization intends to align this effort withstate law and will use the template (checklist) devised by WSDOT NorthwestRegion for continuity. The WSDOT template does not address provisions ofRCW 47.80.026, except where there is overlap with other RCWs. Items notcovered by the WSDOT checklist have been added to that tool. Additionalguidelines may be established to fit the IRTPO regional context.

ii) Provide specific direction for the development and evaluation of thetransportation elements of comprehensive plans, where such plans exist. Theestablished Consistency Review Checklist is intended to satisfy thisrequirement.

iii) Assure that state, regional, and local goals for the development oftransportation systems are met In cooperation with WSDOT NorthwestRegion, this checklist will be updated to reflect current Washington Statelaws. If specific regional (IRTPO) compliance requirements are identified, theywill be revisited during the next regional transportation plan update cycle.

iv) Address at a minimum the relationship between transportation systems and:(1) Concentration of economic activity (1d; 1e) Transportation elements

should reference appropriate sections or policies from land use elements. (2) Residential density (1d; 1e) Transportation elements should reference

appropriate sections or policies from land use elements. (3) Development corridors and urban design that, where appropriate,

supports: (a) High capacity transit (4c) Island region is not a candidate for high

capacity transit solutions such as light rail or high frequency transit at this time. For Island region this component will more generally address transit.

(b) Freight transportation (1d; 1e; 4a) Traffic forecasts include freight vehicle movement and projections of state and local need may address freight deficiencies. Inclusion of 4a ensures that support for freight activity is considered in the event that freight impacts from land use plans are not revealed through traffic modeling.

(c) Port access (1d; 1e; 4b) Island Region is home to two ferry terminals that could be considered significant ports of entry for travelers and freight. Plans must consider impacts to ferry terminal operations to maintain ferry LOS. Inclusion of 4b ensures that support for port activity is considered in the event that impacts from land use plans are not revealed through traffic modeling.

(4) Development patterns that promote: (a) Pedestrian and non-motorized transportation (1f) (b) Circulation systems (1d; 5a) Regional traffic modeling may suggest

deficiencies in motor vehicle circulation, but will be less likely to consider other modal circulation patterns. Inclusion of 5g ensures that circulation patterns (for any mode) are considered with transportation elements.

(c) Access to regional systems (5b) Access to regional systems should consider potential access deficiencies, by any mode, to regional transportation options. This component may address within region concerns, such as between towns, and access to more distal regional transportation assets such as mainland transit.

(d) Effective and efficient highway systems (1b;1c) Assessing LOS concerns and identifying specific actions to address them will ensure highways act as corridors for efficient motor vehicle travel. Highway deficiencies for other modes will be addressed in other sections.

(e) The ability of transportation facilities and programs to retain existing and attract new jobs and private investment and to accommodate growth in demand (1d, 6a) Travel demand forecasting is one tool that can identify deficiencies with the potential to impact job retention or attraction. 6j allows jurisdictions to comment on other existing or planned transportation strategies that may improve economic vitality outcomes.

(f) Transportation demand management (1g) TDM references a wide range of tools to reduce the demand for motor vehicle travel. As such, TDM strategies may be identified throughout a transportation element. It is recommended that reference to TDM policies or plans be made explicit somewhere in the document, even if strategies appear in other locations.

(g) Joint and mixed use developments (7a) Certain types of transportation policies can support mixed use development patterns, such as policies promoting connectivity and non-motorized access.

(h) Present and future railroad right-of-way corridor utilization (NA) Island Region is unlikely to ever establish a rail corridor.

(i) Intermodal connections (1d, 1g, 5c) Regional traffic modeling may suggest deficiencies for intermodal connections such as vehicular access to ferry terminals. 5i addresses intermodal connections directly, providing an opportunity to highlight plans and policies that may not be suggested by modeling, but still benefit the transportation system.

2) Are consistent with the adopted regional transportation plan (RCW 47.80.030)Additional guidelines may be established to fit the IRTPO regional context.

3) Conform, where appropriate, with the requirements of RCW 36.70A.070:

a) Each comprehensive plan shall include a plan, scheme, or design for atransportation element that implements, and is consistent with, the land useelement (3b)i) The transportation element shall include the following subelements:

(1) Land use assumptions used in estimating travel (1d)(2) Estimated traffic impacts to state-owned transportation facilities (1e)(3) Facilities and services needs, including:

(a) An inventory of: (i) air, water, and ground transportation facilities and services,

including transit alignments and general aviation airport facilities (1a)

(ii) State-owned transportation facilities within the city or county's jurisdictional boundaries (1a)

(b) Regionally coordinated, level of service standards for all locally owned arterials and transit routes (1k) (1b) (3a,b)

(c) Level of service standards for highways (per 47.06 and 47.80 RCW) for state-owned transportation facilities. (1b) (i) As a county consisting of islands whose only connection to the

mainland are state highways or ferry routes, state highways and ferry route capacity must be a factor in meeting the following concurrency requirements: 1. Local jurisdictions must adopt and enforce ordinances which

prohibit development approval if the development causes thelevel of service on a locally owned transportation facility todecline below the standards adopted in the transportationelement of the comprehensive plan, unless transportationimprovements or strategies to accommodate the impacts ofdevelopment are made concurrent with the development.(3a,3b) ordinances can be mentioned?

RCW 47.80.026 Comprehensive plans, transportation guidelines, and principles.

Each regional transportation planning organization, with cooperation from component cities,

towns, and counties, shall establish guidelines and principles by July 1, 1995, that provide

specific direction for the development and evaluation of the transportation elements of

comprehensive plans, where such plans exist, and to assure that state, regional, and local goals

for the development of transportation systems are met. These guidelines and principles shall

address at a minimum the relationship between transportation systems and the following factors:

Concentration of economic activity, residential density, development corridors and urban design

that, where appropriate, supports high capacity transit, freight transportation and port access,

development patterns that promote pedestrian and nonmotorized transportation, circulation

systems, access to regional systems, effective and efficient highway systems, the ability of

transportation facilities and programs to retain existing and attract new jobs and private

investment and to accommodate growth in demand, transportation demand management, joint

and mixed use developments, present and future railroad right-of-way corridor utilization, and

intermodal connections.

Examples shall be published by the organization to assist local governments in interpreting

and explaining the requirements of this section.
