NORM PRICE FOR CRUDE OIL PRODUCED ON THE NORWEGIAN

CONTINENTAL SHELF 1st QUARTER 2016

Pursuant to the Petroleum Taxation Act § 4 the Petroleum Price Board (PPB) has set norm

prices for the 1st quarter of 2016.

Norm prices are set in accordance with law of 13.6.75 no. 35 regarding taxation of subsurface

petroleum deposits, etc. and regulations for setting the norm price dated 25.06.1976.

The licensees were informed of the preliminary price bands in PPB’s letter dated 16th

February 2016.

The PPB has, after meetings with the companies on June 2nd 2016, set the final norm prices

for the 1st quarter of 2016. Norm prices for crude oil are set in NOK per bbl and are found in

appendix 5. Appendix presents the norm prices in USD per bbl, using the exchange rates as

seen in Appendix 4. Norm prices for Njord and Draugen are presented in Appendix 2. The

norm prices for Balder for the 1st quarter of 2016 will be sent separately to the licensees of

Balder.

The PPB has decided not to set norm prices for 1st quarter 2016 for the following crudes:

Knarr, Forties,Varg, Brent and DUC (Trym).

The PPB aims to set normprices for Knarr starting from 2nd quarter 2016.

Due to new information, among other things, regarding Alvheim in February and March, and

Norne in January and March, the PPB has made new evaluations of preliminary normprices

for these months. The new preliminary normprices are sent to licensees separately, with a

deadline for comments, before the final normprices are set.

The PPB has decided to exempt Gullfaks cargo #4250 with bill of lading 5th January 2016

from normprices, due to "special circumstances", referring to the Norm Price Regulations § 4,

section one, second sentence.

The PPB’s decisions are unanimous.

In accordance with the Petroleum Taxation Act § 4 and the Norm Price Regulations § 2 with

annotations, the PPB made overall assessments of the crude oil markets during the 1st quarter

2016 in the norm price determination. The PPB has taken into account the data and views

presented by the companies (both orally and in writing), as well as calculations and

assessments made by the Secretariat to the Petroleum Price Board and KBC. In addition, the

PPB has considered the Platt’s market indicators and other market indicators provided by the

companies. The companies have stated that these indicators are based on price quotations

from official publications and their own observations.

The PPB has used Brent indicators for the calendar months. The monthly averages are

presented in the table below. PPB seeks to identify the market indicator(s) which, in the

PPB’s opinion, best represent the market conditions for the given time period.

The PPB emphasizes that the weights given to each of the different spot price indicators are

continuously assessed based on market developments.

The companies have also reported achieved price differentials to Dated Brent. This is

important information in the PPB’s assessments of the different crudes. The PPB has taken

into account all crude sales in the norm price determination, including spot, intertnal and

contract sales in and outside of the European market. The companies' assessments and

recommendations in terms of price levels and price differences are taken into consideration.

In accordance with the Norm Price Regulations § 5, companies may appeal the final norm

prices for the 1st quarter 2016 to the Ministry of Petroleum and Energy. The appeal shall state

the decision being appealed and the desired changes. The appeal shall be sent to the PPB. The

appeal should also include reasons for the appeal, and other information that may be

important for the appeal.

The deadline for an appeal is set to 30 days after the date of this letter, see the Norm Price

Regulations §5, 1st paragraph. Please note that a legal case cannot be made before the appeal

procedures described in the Norm Price Regulations have been fully exploited, see the Norm

Price Regulations § 6. Otherwise, the Civil Procedure Act § 437 applies, see also the Public

Administration Act § 27.
