requesting to have the Family Court Clerk position reclassified to a grade 6 due to
additional requirements of the position. The County Clerk 2016 budget will absorb
the cost ($5,432) of the upgrade of two Family Court Clerks.
2. Letter from Andrew Clark, Director, Monroe County Historical Museum, dated July
22, 2016 requesting approval of the proposed reorganization of part-time staff and
adding an additional part-time position of Operations Attendant to the Museum,
resulting in an annualized savings ($200) in the Museum budget.
3. Letter from Aundrea Armstrong, Human Resources Director, dated August 16, 2016
requesting approval of the proposed Community Corrections succession/transition
plan for 2017 and authorization to incorporate staffing changes in the 2017 budget
including the additional annual cost of $5,457.

I. The Personnel Services/Human Resources Committee of the Monroe County Board of
Commissioners was held in the Board Chambers in the City of Monroe on Tuesday,
February 16, 2016. Commissioner Oley called the meeting to order at 4:300 p.m. Roll
call by Clerk as follows:
PRESENT: Dan Donahue, Jerry Oley, Gary Wilmoth, and R. Mark Ellsworth
A quorum being present, the Personnel Services/Human Resources Committee was able
to conduct business.
II. Commissioner Oley led the Pledge of Allegiance.
III. Approval of Agenda –
Motion by Commissioner Donahue to approve the February 16, 2016, Agenda as
presented. Supported by Commissioner Wilmoth.
Motion carried.
IV. Approval of Minutes (02/02/2016)
Motion by Commissioner Donahue to approve the February 2, 2016, minutes as
presented and waive the reading of the minutes. Supported by Commissioner Ellsworth.

V. Board Action
1. Letter from Michelle Marcero, 1st District Court Administrator dated February 11,
2016 regarding the reclassification of a Deputy Clerk I (Rye 5) in the Data processing
Division to a Case Processing Clerk (Rye 6) resulting in savings of $972 (annualized
Cost of $5,275) within the District Court 2016 Budget due to the elimination of Co-
op positions as part of the request.
Brief Job Description:
Under the supervision of the Data Processing Division supervisor, performs a variety of
clerical tasks in updating court cases filed in the District Court, Handles some of the more
complex matters within the division and serves as a back-up during the supervisor’s
absence.
Department Summary:
Serves as a senior worker in the data processing division with the data entry processing
of actions held in court from the three district judges. Currently, this is factored as a Rye
5 but essential functions have been expended in order to keep up with the timely

disposition and adjudication of court cases as required by the Michigan Supreme Court
Time guidelines. The Data Division only has two clerks to process the caseload of three
judges. The other trial courts in Monroe County have individuals assigned for each judge.
With the pending vacancy in this division, the court would like to have this reclassified
and point factored-the funds needed to increase to a Rye-6 would be paid from the court’s
part-time account.
Human Resources/Finance Conclusion:
Finance: No additional appropriation is necessary; cost of position is included in the
Courts budget.
HR: New hire will have tier two wages and benefits.

(RYE 6) WITH FUNDING FROM THE DISTRICT COURT 2016 BUDGET

2. Letter from David Thompson, Drain Commissioner dated February 8, 2016
requesting approval to re-establish a Drainage District Agent position at a cost of
$54,548 for the balance of 2016, (annualized at $62,744) with the cost to be included
in the 2016 budget of the Drain Enterprise Fund with 100% reimbursement from
assessments charged to Drainage Districts.
Brief Job Description:
Establishes drainage districts and uses computer programs and state formulas to calculate
drainage assessments. Prepares drainage district maps and construction drawings. Uses
computer programs to generate cut sheets for drain and sewer construction projects and to
calculate assessments.

For approximately 3 years the work load has increased each year. This work load
consists of petitions by land owners and drain maintenance. The filling of this vacancy
will provide a more consistent and efficient streaming of the drain assessing process. The
risk to the County will be zero, as this position will be 100% funded by special
assessments to the benefiting drains.

from assessments charged to Drainage Districts.
Brief Job Description:
Participates in the maintenance and repair of open and tiled drains in the county.
Coordinates maintenance and repair work with contractors and land owners to resolve
any issues that arise. Operates heavy equipment such as a bulldozer, excavator and
backhoe to clear open ditch drains of vegetation and debris, to level spoil and
maintain a level grade.
Department Summary:
This position will provide a consistent full time employee to work under the Storm
Water Utilities Superintendent. This employee must obtain a CDL License to assist

by driving heavy equipment and dump truck to make drain maintenance work more
efficient. The risk to the County will be zero, as this position will be 100% funded by
special assessments to the benefiting drains.

4. Letter from Marc Gramlich, Central Dispatch Director, dated February 12, 2016
regarding a request to hire two (2) additional Communication Specialists
(Dispatchers) for the 9-1-1 Operations Center at a cost of $87,062 for the balance of
2016 (annualized at $111,512) and to amend the transfer-in from the General Fund
previously allocated in 2016 for Central Dispatch capital outlay purposes.
Brief Job Description:
Under the supervision of a Communication Supervisor, receives calls and dispatches
law enforcement officers, fire departments, and emergency medical services
throughout Monroe County. Maintains radio communications with patrol units,
operates a LEIN terminal and searches and provides necessary information to
officers.
Department Summary:
I am requesting approval to hire two additional Communication Specialists
(Dispatchers) for the 9-1-1 Operation Center. A considerable increase in call volume

over the last five years has seen our current staff struggle to keep up with the added
workload. There are multiple factors to the call volume increase, but the most
obvious factor is the availability and use of cellular phones. In 2015, 88.96% or the
9-1-1 calls for service were from a wireless device. Central Dispatch has also seen an
increase in workload stemming from 2010 when then Sheriff Crutchfield closed the
Records Division from 6:00 p.m. to 6:00 a.m. and added all warrant confirmations
and entries to our staff. Central Dispatch has seen a reduction in staffing since that
work was added.
Human Resources / Finance Conclusion:
FINANCE:
Additional cost to General Fund would require additional appropriation.
FINANCE RECOMMENDATION:
Amend transfer in from General Fund previously allocated in 2016 budget for Central
Dispatch Capital outlay

5. Letter from Sharon Lemasters, County Clerk dated February 10, 2016 regarding a
request to change from part-time status to full-time status the vital records position to
assist with the added duties associated with concealed pistol licensing permit
applications and to fund the cost difference of $21,967 for the balance of 2016

(annualized at $29,298) from an additional appropriation from the 2016 General
Fund.
Brief Job Description:
To perform the following duties, review Concealed Pistol license (CPL) applications,
prepare and mail out permits, search databases and mail out notifications of
expiration, revocation & suspension of permits. Enter information in State database
maintain permanent records to all applicants, research returned mail, maintain daily
logs of all permits, assist at window & phone calls.
Department Summary:
With the abolishment of the gun board, the responsibilities of CPL licenses were
transferred to the County Clerks by the State legislature effective 12/01/2015. With
this new responsibility came time guidelines in fulfilling CPL licensing mandates.
The volume of gun permits has increased dramatically with the new legislation
resulting in the need for a full-time position. The legislature did crease a restrictive
fund from the $26.00 application fees to offset the cost of a CPL Clerk.

6. Letter Colleen Hinzmann, Information Technology Director, dated February 10, 2016
regarding the reclassification of the PC Technician (Rye 8) to Assistant Network
Administrator/Programmer (Rye 10) at a cost of $1,597 for the balance of 2016
(annualized at $1,718) with funding from the 2016 Information Technology
Department budget.
Brief Job Description:
Works closely with the Programmer/Database Administrator in the maintenance of
various database apps throughout the county, maintains county website and provides
web programming hen necessary. Participates in application identification selection,
implementation and end user training and support.
Department Summary:
The County’s previous web master has left permanently leaving that area vacant. In
addition, more departments are being added to the OnBase system, requiring more
time and support administering that application and the various interdependencies that
are built-in. New applications and systems are currently being researched for law
enforcement and central services requiring a higher skill set beyond daily PC setup
and troubleshooting. Additional skills in scripting and web programming are critical
as the County moves forward with more on-line content and interaction with the
public. The county is also moving forward with updating all applications database to
SQL 2012 as previous version prior to SQL 2008 are no longer supported by
Microsoft. The County has approximately 14 SQL databases.

Re: Upgrade Family Court Clerk
Dear Chairman Oley and Board Members:
A request to have the Family Court Clerk position reclassified was submitted due to the
additional requirement that the Family Court Clerks must become Certified Electronic
Operators (CEO’s) and operate audio recording equipment.
Due to the current video recording system that is utilized in the Family/Probate Courts
not operating properly and causing disruptions in the Court proceedings, recording will
be updated to the audio recording system that is currently utilized in both Circuit and
District Courts. This change will allow the Family/Probate Courts to operate more
efficiently. There is no cost related to the equipment change, the cost is related to the
training and certification required to operate the audio equipment.
The reclassification has been completed, and the findings indicated the position should be
upgraded to a grade 6. I am requesting the board approve the upgrade. The County Clerk
2016 budget can absorb the cost of the upgrade of the two Family Court Clerks.

General Summary:
Under the supervision of the Deputy County Clerk, performs a variety of clerical tasks involved in
updating court cases filed in the 38th
Judicial Circuit Court. Serves as a court clerk to one of the
Probate/Family Court Judges. Performs the data entry processing of the court actions in case files.
Assists and advises other deputy clerks in updating the disposition or adjudication of cases from the
Judge of Record.
Essential Functions: (An employee in this position may be called upon to do any of the following essential functions. These
examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual
must be able to perform each essential function satisfactorily).
Serves as a court clerk to one of the Probate/Family Court Judges. Performs the data entry
processing of the court actions in case files. Assists and advises other deputy clerks in updating the
disposition or adjudication of cases from the Judge of Record.
Must have a clear understanding of each court case opened in order to verify the contents of the
Register of Actions (ROA), the necessary case documents; preparation of files for court hearings
and updating the case management system after court hearings, using correct result codes that will
record the information for future hearings, reports or to adjudicate and close the file.
Attends Court sessions and calls cases, swears in witnesses and takes custody of evidence. Takes
roll call of jurors and gives the oath.
Prepares a variety of forms such as bond forms, requests for appointed counsel and other forms.
Secures the signature of the Judge as necessary.
Operates the audio recording equipment during all court proceedings. Ensures equipment is set up
and running properly. Tests digital recording equipment daily and video conferencing equipment,
as needed, to ensure the system is working properly.
Preparation of case files for court hearings, including pulling files, ensures all pleadings are filed in
each file and delivers files to the Judge.

Assists visitors and callers with information on court schedule, procedures and specific court
information. Receives and returns calls and e-mails from attorneys responding to inquiries on
available court dates.
May be assigned to process Personal Protection Orders. Assists requesting party in filling out
paperwork correctly, reviewing for accuracy, and forwards to Judge for signature. Processes the
orders, including opening a case file and referring the order to the Sheriff.
Calendars office filings and enters into the computer.
Performs a variety of related support functions for the assigned Judge and assists other office staff
as necessary.
Reassigns files to appropriate Judges and prepares related necessary documents.
Supports and serves as back-up for other staff in the office as needed (e.g. Case Management
Clerk).

Previous court clerk experience preferred.
Other Requirements:
Must obtain a Certified Electronic Operator (CEO) certification within one year.
Knowledge of:
Relevant equipment, court/county policies, procedures and strategies to promote effective local
operations for the protection of people, data, property and institutions.
The structure and content of the English language including the meaning and spelling of words,
rules of composition and grammar.
Laws, legal codes, court procedures, precedents, government regulations, executive orders,

Re: Reorganization of the Historical Museum Part-time Staff
Chairman Oley and Board Members:
After analyzing the existing operations of the Museum and determining how we can operate in a
more efficient and effective manner, I offer the following outline of a restructuring of the
organizational plan of the Museum. This outline incorporates input and guidance from the County’s
Central Office and presents our plan on how best to deploy part-time staff to deliver an enhanced
service for citizens and visitors alike. This outline includes the required Finance and Human
Resources forms detailing the changes and cost changes.
We have determined that as our facilities age and we expand our menu of services at all of the
County Museum properties, we will be better served by re-establishing a staff member dedicated to
light maintenance, cleaning of facilities and exhibits, and event setup and general operations support.
This need would be met by a Rye 3 Museum Operations Attendant. The museum is open seven days
a week, year round with many afterhours programs; between May and October we provide tours and
programming at the River Raisin Territorial Park (Navarre-Anderson Trading Post); and on
Saturdays staff the Vietnam Museum between May and September. All sites have exhibits, viewing
areas and public restrooms that require cleaning, routine maintenance and assurances that the sites
are safe and prepared for visitors. In addition to helping at these sites, the Museum Operations
Attendant will also be able to assist non-museum assigned county staff with their museum related
projects.

Re: Community Corrections Succession/Transition Plan for 2017
Dear Chairman Oley and Members of the Committee:
This correspondence acknowledges the work that has taken place with the staff of our Community
Corrections Office to develop an organizational plan that provides for a smooth succession/transition plan
with knowledge of the planned retirement of the current Community Corrections Coordinator.
Current staffing consists of a part-time Community Corrections Coordinator, filled by a County of Monroe
retiree with 760 annual hours (not currently placed on the County’s compensation scale) and one full-time
Assistant Community Corrections Coordinator currently a Grade 10.
We propose to promote the current Assistant Community Corrections Coordinator to the Coordinator position,
Grade 12, effective January 1, 2017. At that time the current Coordinator will stay on as the Assistant
Coordinator until August 31, 2017 to ensure a smooth transition and to act as a staff resource in the role of
assistant. Effective September 5, 2017, we will hire a new part-time Assistant Community Corrections
Coordinator at a Grade 9, with 990 annual hours.
The promotion of the Assistant Community Corrections Coordinator to the Coordinator position will be in
accordance with Policy#401, Compensation. Both job descriptions have been reviewed and point factored.
The Coordinator position will maintain a Grade 12, as originally assigned at implementation of the
compensation plan and the Assistant Coordinator position will be reclassified as a Grade 9 from a Grade 10.

criteria and are likely to contribute to achieving State and local objectives, are enrolled in funded
programs.
Assists in identifying programming needs and available resources. Prepares statistical reports
and utilizes the information to guide the development of objectives, which guide decisions
regarding service needs and performance outcomes.
Continually monitors program enrollments for under or overutilization; routinely shares
relevant information with the Coordinator, CCAB and referral sources so adjustments can be
made to meet anticipated outcomes.

Meets with service providers on a monthly basis (or as needed) to review program efficiency and
compliance with contractual obligations. Determines if State criteria for funding is being met.
Ensures monthly expenditure reports, which are based on allowable costs for services delivered,
are submitted to the State Office of Community Corrections as the contract requires. Understands
the relationship between program utilization and budget expenditures to confirm proper cost
allocation.
Serves as liaison to the State, local CCAB, Board of Commissioners, Judges, attorneys,
probation officers, court personnel and law enforcement agencies. Assists the Coordinator in
preparation for CCAB meetings by preparing meeting packets, taking minutes and setting
meeting dates. Assists with meeting presentations when needed.
Monitors jail inmate population and provides statistical reports on overcrowding for review by
the judiciary, jail administration and probation staff.
Assists in writing newsletters, brochures, articles, etc. explaining Community Corrections
Programs.

policies and procedures and exercises considerable independent judgment in advising the local CCAB. Is
a liaison between the CCAB, the State and the agencies that provide services. Is responsible for
administrative duties, oversees an employee and works in partnership with services providers. Collects
and analyzes program data to ensure progress towards the Comprehensive Plan’s objectives and
expenditures. Prepares sub-contracts with the service providers and is responsible for satisfactorily
addressing contractual conditions placed on the County by the State Office of Community Corrections.

Responsible for day to day management of the Community Corrections program by maintaining
offender program files, referrals, required assessments, eligibility documentation, case notes, etc.
Ensures only eligible offenders, those who align with State approved eligibility criteria and are likely
to contribute to achieving State and local objectives, are enrolled in funded programs.

Analyses State and local felony dispositions and local jail utilization to propose objectives that
will reduce or maintain a low prison commitment rate, improve jail utilization and impact
recidivism.
Continually monitors program enrollments for under or over utilization so adjustments can be
made to meet anticipated outcomes in reviewing offender data, terminations an d sentencing
practices to make program recommendations to the CCAB and maintain grant funding.
Prepares contracts with service providers, such as substance abuse services and other program
areas. Serves as liaison to the service providers. Meets with providers on a monthly basis to
review program efficiency for compliance with contractual obligations and determines if State
criteria for funding is being met.
Ensures monthly expenditure reports, which are based on allowable costs for services delivered,
are submitted to the State Office of Community Corrections as the contract requires. Drafts and
monitors calendar and fiscal year budgets, prepares requisitions, understands the relationship
between program utilization and budget expenditures to confirm proper cost allocation.
Serves as liaison to the State, local CCAB, Board of Commissioners, Judges, attorneys,
probation officers, court personnel and law enforcement agencies.
Prepares statistical reports and sets meeting agendas. Routinely communicates the status of the
Comprehensive Plan, State site visit reports, State correspondences, program utilization, etc., via
written and oral reports during CCAB meetings. Makes public speaking appearances to promote
the program.
Writes a n d publishes newsletters, brochures, articles, etc. explaining Community Corrections
programs.
Drafts policies and procedures for the Community Corrections program that are consistent with
County and State’s policies.
Maintain and update County website.
May assist the Sheriff's department in the development of grant proposals.

Education: Bachelor's Degree in criminal justice, administration, criminology, behavioral sciences, or
related area.
Experience: Three years of criminal justice experience, preferably related to community corrections
programming.

PA 511, the priorities established by the State Community Corrections Advisory Board and the State
Office of Community Corrections. The English language including the meaning and spelling of words, rules of composition, and grammar.
Administrative and clerical procedures and systems such as word processing, managing files and office
procedures.
The criminal justice system or programs serving the offender population.
Local community organizations and resources.
Evidence-based practices, a risk and needs assessment tool and recidivism.
