Freda Arends takes up her position at the Lotus River Hospital in Anita Road every week to provide sandwiches “with nice fill- ings because I enjoy something nice on my bread too”. And to laud her efforts and selfless acts of philanthropism, Arends was awarded a Civ- ic Recognition Award on Tuesday 14 June. “It all started during 2007 when my hus- band fell sick and I went to the hospital with him and saw people sitting there all day without food. I woke up one morning and a voice came very clearly to me that said ‘go feed my people’,” Arends says. The God-fearing woman says she listened to the voice that came to her and decided to start making sandwiches for people at the hospital on days that her husband didn’t even have an appointment. “When I started with this initiative, I asked the hospital staff if I may hand out the sandwiches I made of two loaves of bread. They gave me the go-ahead and since then I have been feeding patients at the hospital on a weekly basis. For a while I even served tea and coffee at the hospital but that did not go too well as it wasn’t sustainable. Instead I made big pots of soup for the patients,” she says. Since then, Arends has become an all too familiar face at the hospital. “On some days I just felt like I didn’t know where the bread would come from. There was a day where I felt so lost and didn't know if there would be bread for the next day to serve at the hospital. Later that day a boy came up to me at home with two bags in his hands and asked me where he could find miss Arends, and I told him he was looking at her,” she recalls. “In the bags were four loaves of bread with margarine and pilchards. He told me his dad sent him with the goods to give to me. I was so relieved,” she says. She recalls another incident, when she re- turned from hospital one day and her hus- band told her somebody was in the yard ear- lier. “I went outside to inspect and on my door- step found a box with ten loaves of bread. To this day I still have no idea who put that bread down there, but I am so grateful to be doing this for the patients at the hospital,” she says. The ward 110 inaugural drilling competition was held at the Retreat Civic Centre on Saturday 18 June where five primary schools competed. Here Lourier Primary pupils salute after receiving their awards at the event, which included the Best Dressed Award. The liquor license application for New Lo-tus Liquors was received at the Rondev-

lei Subcouncil last week.However, the application was denied at

the subcouncil meeting on Tuesday 14 June.People’s Post previously reported on the

“controversial plans” to open a liquor storeopposite a school and with two churches inclose proximity (“Noses up to liquor store”,19 January).

Owner Sholom Davidson previously at-tended publicmeetings to inform residentsof his intended business venture.However, residents would not have it,

saying they did notwant the establishmentbecause it would “exacerbate the social illsin the area”.Davidson is the owner of the tuckshop

across the street from Perivale Primary,where he intends for the liquor store to be.Perivale Primary principal Denzil van

Graan told People’s Post his main concernwith this applicationwas the effect itwould

have on pupils at his school.Due to the lack of support from the commu-

nity and considering the establishment beingsituated opposite the school and close to pla-ces of worship, ward councillor Leslie Isaacssays in his motivation that they would notsupport the application.Since Davidson inidcated he intended to

open a liquor store on the corners of ZeekoeRoad and 1st Avenue, residents drew up andsigned petitions to show their aversion to theliquor outlet.Applicant ShalomDavidson did not wish to

comment on the matter at the time of goingto print, saying he was “given an incorrectdate of when the subcouncil meeting wouldtake place”.“The councillor gave me a date for Thurs-

day 23 June. So they obviously held thismeetingwith no proper representation frommy side. I can’t comment without having allthe facts at hand because nobody has eventold me yet about the application not beingsupported at subcouncil.”Isaacswas alsonot present at the subcoun-

cil meeting due to medical reasons.

The liquor license application for New Lotus Liquors trading as Frozen Foods on the corners ofZeekoe Road and 1st Avenue has been denied after sub council heard the item at Rondevleisub council on Tuesday 14 June. The application was denied after lack of public support.

The City of Cape Town is preparing to trackdown and prosecute callers who abuse its107 Public Emergency CommunicationCentre number.

According to a statement released lastweek, of the 532 682 calls answered by emer-gency operators in 2015, 102 217 (or 20%)were prank calls.

An analysis of the monthly statistics re-veals an average of just over 8500 prankcalls a month, with spikes experienced inJanuary, April and August.

According to Mayco member for safetyand security, JP Smith, the calls range fromemergency hoaxes to the vilest verbalabuse.

“More disturbingly: calls of a very per-verse nature. It is unacceptable that our op-erators, who are there to do a very seriousjob, have to endure this type of abuse withno recourse except to cut the call.

“It is also very unfair and potentially life-threatening to people with real emergen-cies who cannot get through or who arekept waiting because pranksters are clog-ging the lines.”

He says while children are routinelyblamed for prank calls, experience hasshown that a number of adults also abusethe system, often for sexually explicit calls.

Calls to the 107 line are free from a Telk-om landline as well as via the 112 numberused by cellphone networks.

While some prank calls are made fromprivately owned landlines, many use pub-lic telephones at shops and in other publicspaces.

“Our system allows us to pick up exactlywhere the call is coming from, but it’stricky when the perpetrator is using a pub-lic telephone.

“However, many abusive calls come fromlandlines and cellphones. I have instructedthe City’s Special Investigations Unit to ex-tract information on the top 10 habitual of-fenders and lay charges in terms of nation-al legislation that declares such prank andhoax calls to an emergency call centre anoffence. A few well-publicised convictionswill serve as a good deterrent if we can getthem.”

Potential criminal charges would be de-termined by the nature of the call andwhether it is an abusive prankster or peo-ple reporting fake emergencies, and couldinclude crimen injuria, intimidation andattempting to defeat the administration ofjustice.

efforts in uplifting their neighbourhoods.The Rondevlei Subcouncil held their Civ-

ic Awards ceremony at the Lotus River sub-council chambers on Tuesday 14 June.

Community workers from wards 66 and65 in Grassy Park and Lotus River receivedtheir certificates from ward councillorsMelanie Arendse, William Akim and LeslieIsaacs in his absence.

Subcouncil chairperson Monty Oliversays the people who received awards were“well-meaning individuals”.

“As councillors of our various wards, wecannot always be everywhere, and these arethe people who assist in that regard as well,”Oliver says.

“It is good that the public holds us ac-countable for the work we do in our commu-nities but sometimes the task can becometaxing and this is where these well-meaningindividuals come in.”

Arendse adds that those she worked withwere “tough” but she remains grateful forthe work done by them in the community.An example of this is Yasmine Abrahams,who feeds 2000 people every week, and Dom-inique Booysen, who assists civic based or-ganisations in fighting for services for back-yard dwellers.

A portion of land in Ottery will soon beleased to a resident after a decision to

have the land leased was supported by theRondevlei Subcouncil on Tuesday 14 June.

Erf 1074, on the corners of Ottery and Thi-ele roads, will now be leased to Rokayda vander Westhuizen to ensure her property is se-cured.

No objections were received and wardcouncillor Melanie Arendse echoed thatVan der Westhuizen complained about safe-ty and security concerns due to the openfield adjacent to her home.

“An application was received from Vander Westhuizen for the lease of the land forsecurity purposes. (She) reported that shefeels unsafe as taxis and cars use the openpiece of land adjacent to her home as a

drive-through. As she is a widow and livingalone she feels if the subject land is closedoff it will give her a greater sense of securi-ty,” the motivation reads.

The land will be leased to Van der West-huizen at an annual tariff, City land will bebetter utilised and the leasing of the landwill relieve council of the burden of themaintenance of the land, the motivationread.

A resident who lives near the residencein Thiele Road, who did not want to benamed out of fear of reprisal, says he hasseen how the open land is used as a shortcutfor cars and taxis.

“I’m glad to hear Van der Westhuizen ap-plied to have the piece of land put in hername so she can have it closed up. It defi-nitely will be a lot more safer for her andthe road users will be forced to comply withtraffic regulations,” he says.

Wearing a seatbelt can save your life.This is the powerful message behind

a graphic and controversial advertisementthat recently aired as part of a governmentcampaign.The First Kiss campaign advertisement

first aired in March and has since hadscreenings in cinema, online and on TV.Although the initial airing has ended, the

Western Cape Government is continuingtheir billboard and online advertising.Provincialminister for transport and pub-

lic works, Donald Grant, and Safely Homerecently discussed the successes of the ad-vertising campaign.Grant says there has been a 27.5% in-

crease in overall seatbelt compliance and forthe month of May passenger fatalities havebeen down 30% in comparison to 2014 and2015 figures.“[The advertisement] First Kiss was re-

leased in March as part of Safely Home’s#BeTheChange themed period on the roadsafety calendar. At the core of the campaignis a hard-hitting TV commercial showingthe consequences of not buckling up. Thecommercialwaswidelypraised for its excep-tional quality, and won two advertising in-dustry awards within weeks of release. Itwas also subject to heated public discussionboth for and against, with criticism levelledat the graphic portrayal of the consequencesof reckless road-user behaviour,” saysGrant.International best practice and in-depth

research into local audience perceptionsdrove the development and production ofthe advertisement, with an impact assess-ment component built into the project.“The assessment of the campaign’s impact

has proven that the scientific, evidence driv-en methodologies employed to create FirstKiss really work, especially when they arefused with the creative vision of our teamat Y&R and Egg Films,” says Grant.The advertisement was informed by four

seatbelt compliance surveys at four majorintersections in Cape Town prior to launchof the ad.These surveys were “snap counts”, which

entails actual observation of driver and pas-senger behaviour, not from self-reported be-

haviour.“These surveys, based on observation of

vehicle occupants, found an overall compli-ance of 40%. Six weeks into the campaign,these four surveyswere repeatedat the sameintersections. Over time it was found thatoverall compliance went up to 51% – an in-crease of 11 percentage points over the pre-campaign surveys,” says Grant.This translates to the 27.5% improvement

overall.“By far themost impressive improvement

was in rear-seat compliance, which shot upan astonishing 161.5%,” says Grant.The four intersections chosen as part of

the survey were in Mitchell’s Plain, theCBD, Bellville and Khayelitsha.These intersectionswere on the corners of

Christiaan Barnard Street and Hertzog Bou-levard in the CBD, Spine Road and AZ Ber-man Drive in Mitchell’s Plain, Spine Roadand Govan Mbeki Drive in Khayelitsha andVoortrekker and De La Rey roads in Bell-ville.Siphesihle Dube, spokesperson for the

minister, says: “The intersections chosenare among the busiest intersections in theCity, seeing high traffic volumes at peaktimes.”Dube adds the graphic nature of the adver-

tisement was necessary and has had the de-sired effect.“The advertisement was made to depict

the most accurate account of the daily hor-ror on our roads. Crashes are by nature hor-

rific and gruesome, and result in serious in-jury and death. The advertisement has re-ceivedwide-ranging support for its boldnessand accuracy in showing the very seriousconsequences of not wearing a seat belt inyour vehicle,” he says.The results of the second snap surveywere

conducted on Tuesday 3 May from 07:30 to09:00 and then again from 16:00 to 17:30.The second survey saw 1226 vehicles

checked, totalling 2399 occupants.Vehicles checked included cars, SUVs,

minivans,metered taxis, buses, vans, trucksand single- and double-cab bakkies.Passengers included children, adults and

passengers in the front and back seats of acar.In Mitchell’s Plain 310 cars were checked,

308 in the CBD, 305 in Khayelitsha and 303vehicles were checked in the northern sub-urbs. Most of the vehicles checked were alsohatchbacks and sedans.The release sees an increase predominant-

ly in driver compliance with 56% of driversbuckling up, 48% of front passengers buck-ling up and 34% of back seat passengersbuckling up.The CBD saw a 66% overall compliance

with 71% of drivers, 57% of front passengersand 47% of back passengers being compli-ant.InMitchell’s Plain therewas a 42%overall

compliancewith 39%of drivers, 48%of frontpassengers and 38% of back passengers us-ing their seatbelts.

In the northern suburbs compliance sees72%of all vehicle occupants using their seat-belts overall.This can further be separated to 69% driv-

er compliance, 79% front passenger compli-ance and 61% back passenger compliance.In Khayelitsha, the least overall compli-

ance was recorded with only 30% of vehicleoccupants using their seatbelts.Of the occupants tallied, 46% of drivers

wore seatbelts, 21%of front passengersworeseatbelts and 1%of all back passengerswerecompliant.Grant says these improvementsweredriv-

en mainly by behaviour change in Belville,the CBD and Mitchell’s Plain, with less im-pact recorded in Khayelitsha.“This despite a concentration of outdoor

advertising supporting the commercial inthe area. This aspect of the campaign hasbeen extremely influential in howwe designthe research into our next TV advertisingcampaign, which is centred on our #Booze-FreeRoads theme for November, Decemberand January,” says Grant.This result is further driving the develop-

ment of a new activation of “First Kiss” forSeptember’s #AlwaysBuckleUp theme.“We will be repeating the surveys six

months after the campaign, and testing pub-lic perceptionandbehaviouragain in thean-nual Safely Home Attitudinal Survey laterin the year,” says Grant.“We will also be analysing fatalities and

injury data as these become available totrack this impact. So far the data is extreme-ly promising, as passenger fatality numbersfromMay 2016were 30%below passenger fa-talities numbers for both May 2014 and May2015, although the department cautionsagainst drawing conclusions regarding thisaspect of the campaign impact. Much moredata needs to be accumulated and analysed.”While TV and cinema airings have now

wrapped up, “First Kiss” continues online,with ongoing billboard support.Dube says viewers can expect something

similar during the November campaign.“We hope to release an adapted version of

the campaign inNovember,whichwill hope-fully reach an even greater audience. Thecurrent advertisement has received over100 000 views online. We will not shy awayfrom conveying the truth about the dailyhorror on our roads,” he says.

ThePelicanParkClinic is oneof anumberof projects that City Health is set to

spend just over R37.5m on in the 2016/17 fi-nancial year.The City of Cape Town’s Health Director-

ate is set to start construction on two newclinics.This forms part of the capital budget ap-

proved for the directorate.The new Pelican Park Clinic has been on

the cards for several years but funding hasfinally been secured for the project and willsee a total spend of R22.5mover the next twofinancial years: R7.4m in the year starting1 July and R15.1m in the 2017/18 financialyear.Mayco member for health Siyabulela

Mamkeli says he is “excited” that headwayis being made.“It has been a marathon, but I am excited

that we’re finally getting to the point wherewe can start procurement processes in therun-up to commencing construction of thebuilding. I’m under no illusion that therecould well be delays, but I am hoping thatwe canminimise those delays and keep thisproject on track as far as possible,”Mamke-li says.He adds the Pelican Park community has

grown considerably in recent years as a re-sult of the new housing development andthe clinic is sorely needed.“So I appeal to the residents to work with

us so that we can get them the services theyneed as soon as possible,” Mamkeli says.The other new project that’s slated to get

under way in the coming financial year is

the Fisantekraal Clinic.The project will run over three years at

a total cost of R24.5m with the first R3.5mbudgeted starting Friday 1 July 2016.In addition, City Health will continue a

number of existing and new clinic upgradesin 2016/17.The rest of the budget will be spent on re-

placing and upgrading IT equipment, furni-ture, security and the acquisition of air pol-lution control equipment. City Health is al-so spending nearly R700 000 on fitting andfixtures for four new mobile clinics to ser-vice communities in areas without close ac-cess to healthcare.“We are trying very hard to provide new

facilities and upgrade existing ones to meetthe growing demand for public healthcarebut I feel compelled to remind the publicthat City Health is an unfunded mandateand our budget never quite matches thepublic’s expectations. The second very im-portant point to make is that while clinicalservices are very important, our environ-mental health responsibility is equally im-portant and we have to fund these needstoo,” Mamkeli explains.“Given our financial constraints, it be-

comes even more critical then that the pub-lic supports us by taking ownership of theirlocal facilities and jealously guarding themagainst vandalism and other acts of crimi-nality. Every window, tap or broken doorthat needs to be replaced as a result of suchwanton acts of destruction chips away atthe funds that we do have to provide qualityhealthcare and facilities.”

Explore a new underwater worldThe Two Oceans Aquarium has opened its

new large-scale exhibit, the I&J OceanExhibit.

The exhibit houses giant guitarfish, rays,bonito, yellowfin tuna, Yoshi, the aquari-um’s resident loggerhead turtle, and muchmore.

“The opening of this exhibit to the publicbrings to an end two and a half years of con-struction and anticipation. As South Afri-cans we are fortunate to live in a countrywith incredible cultural and biological di-versity and our oceans are no exception,”says Michael Farquhar, CEO of the TwoOceansAquarium. “Our long coastline,withits varied biogeography, is home to an envia-

ble array of plants and animals, many ofwhichare threatenedbyoverfishing, coastalpollution, and micro plastics, to name a few.This magnificent exhibit aims to capture thepublic’s attention and presents us with anopportunity to inspire action for the futurewell-being of our oceans whether throughsustainable seafood choices, reducing, reus-ing and recycling. We all need to understandthe pressure that we are exerting on our nat-ural resources and the threats which ouroceans face so that we can make informedchoices for their future well-being.”

The exhibit is named in recognition ofI&J’s long-standing commitment to theaquarium. As a founder partner, I&J has a

long history with the aquarium. The fishingcompany was the driver in attaining thestringent sustainability Marine Steward-ship Council (MSC) certification for the in-dustry in 2004 and has played a key partner-ship role with the aquarium since its open-ing in 1995.

The new exhibit is the first major con-struction for the aquarium in nearly 21years. The exhibit holds 1.7 million litres ofseawater at a temperature of between 20 and24 degrees Celsius. The depth of the exhibitstands at six metres.

It is the first exhibit of its kind in SouthAfrica to boast a full 10-metre long tunnel.The exhibit’s main viewing window is a con-

tinuous nine metre wide panel which is fourmetres high and weighs 22 tonnes.

A new jelly gallery has also opened. Thisgallery forms the entrance to the ocean ex-hibit and will house various jelly species ina novel and mesmerising way.

As the aquarium prepares to open the newI&J Ocean Exhibit, it is also preparing toclose down the old I&J Predator Exhibit forrenovations. This exhibit, along with theOcean Basket Kelp Forest Exhibit, will re-open in 2017. The kelp forest exhibit will re-open as a kelp forest, but the predator exhib-it will open as a completely new exhibit,housing large sharks and other species to beconfirmed.

His face beamswith pride as the four sing-ers surrounding him practice a number

for an upcoming concert.The local theatre legend, Alvon Collison,

is seated in his Milnerton home where hiswalls are lined with the faces of the all theentertainers he’s helped along his own mu-sic journey –a career spanning fivedecades.

Affectionately known by many Capetoni-ans as “Mr Showbiz”, Alvon was recentlyhonoured with a Naledi Lifetime Achieve-ment Award for his contribution to theSouth African entertainment industry.

“To win that award was wonderful; it wasabsolutely stunning for me, because Ithought I was a forgotten man.”

Alvon spent a large portion of his careerin Johannesburg where he won a GalloAward and Three Leaf Award (now calledFleurduCapTheatreAwards) forhis break-out role as the Pharoh in Joseph and theAmazingTechnicolourDreamcoat – a roleheplayed in more than 3000 performances ofthe production.

The now 75-year-old returned to CapeTown at the age of 42. “Then I built a wholenew career here.” Alvon admits to workingvery hard, hiring halls and setting up hisown shows. “I had to believe in myself thatthiswas all going to come together and slow-ly but surely this became a way of life forme.”

His Cape Town chapter turned out to beas illustrious as Johannesburg with Alvonreceiving Civic Honours from the City ofCape Town. His regular shows, like hisMother’s and Father’s Day celebrations andhis annual free Spirit of Christmas concert,which he’s hosted at Cape Town City Hallfor the last 15 years, have become staples ofthe Cape Town entertainment calendar.Perhaps his biggest contribution to the in-

dustry, though, is all the talented perform-ers he’s nurtured along the way.

Walking through his home, FariedSwartz, one of these performers, points tophotos on Alvon’s walls, listing names andachievements of all the stars Alvon hasworked with.

In his Spirit of Christmas concert alone,he’s worked with about 50 children eachyear. “I’ve watched little people who playedJesus who are now playing Joseph.”

Then there are singers like Lana Englishwhostared inPhantomof theOpera. “Lana’smy girl,” he says, adding the names of per-formers now working in the United King-dom and Spain. “They’re all my kids whoI’ve tried to help. They’re all an extensionof me and the link has never been broken.”

Renee Osborne, who often performs with

Alvon, adds a lot of people come to his door.“And he just opens more doors for them,”

says Osborne.Working with young people is something

that runs in the family. Alvon’s grandmoth-er, a school teacher, was the well-respectedChristine Revell, after whom the ChristineRevell Children’s Home in Athlone isnamed.“She was the one who inspired me to do

what I’m doing,” Alvon exclaims. “She tookme to a concert at City Hall and I fell in lovewith the stage,” he recalls fondly. “Ithought: ‘Iwant to behere oneday,’ andnowI am.”After half a century on stage, Alvon says

he’s been truly blessed to be able to keep do-ing what he loves.“I love my life,” he says proudly.

Largest period performance

A group of local organisations will be com-ing together to launch the “Bridgetown hasgot talent” project.

With the adage “Unity is strength” inmind, Bridgetown Theatre Company havepartnered with Bridgetown Library,Bridgetown High School and BridgetownSoccer Club who will be working with theCity of Cape Town’s sports and recreationdepartment to identify young talent in theBridgetown community.

The facility manager for the BridgetownCommunity Centre, Quinton Meyer, ex-plains that while working with youth andadults in Bridgetown and surrounds, he’sdiscovered “loads of potential and talent”.

Meyer also points out, however, thatmany of these talented performers have noplatform to showcase their skills.

“This project is designed to combat socialills and to bring about social cohesion with-

in Bridgetown and the surrounding areas.”The “Bridgetown has got talent” project

will help provide participants with expo-sure as well as helping them develop theirtalents through a series of coaching clinics.

The end goal,Meyer explains, is to attractmore young people and families to the com-munity centre.

Amanda Engelbrecht, chief librarian ofthe Bridgetown Library, adds that the mod-ern age of technology has caused a declinein book lovers.

“Through this event we also wish to saythat the library is not only a source of booksbut also plays a vital role in the develop-ment the community by giving them accessto free internet, career choices, research,friendships and a hub for improving theirknowledge,” she says.

Bridgetown High School principal An-drew Windvogel is proud to have his

learners take part in the project. Theschool’s matric learners have volunteeredtohelp as group leaders andwithorganisingevents.“This empowers them for their future and

positive role models for others,” he says.TheBridgetownSoccerClubhavealready

been using the community centre for manyyears and club chairpersonAllanRyneveldtsays the project is an ideal opportunity forthe club’s young members to give back totheir community.“It is their small way of them saying

thank you for giving us this opportunityand for caring for us,” he says, adding:“Many youth our age in other crime infest-ed areas don’t have this. We are grateful.”Vernon Piedt, chairperson of Bridgetown

Theatre Company, says the “Bridgetownhas got talent” project brings together dif-ferent organisations with a common pur-pose: “The human dignity of our communi-ty members”.“This project says our environment has

helped us to be proud of who and what weare and where we come from,” he says, in-viting all community organisations,churches, schools and communitymembersfrom any area to get involved.The project’s first event will take place

during school holidays from Tuesday 12 toThursday 14 July at the Bridgetown Com-munityCentre from12:00 to 20:00where per-formers can compete in one of four catego-ries for individual or group acts, namely:six to eight years; nine to 12 years, 13 to 18years and an open category for anyone 19or older. No less than 16 acts will be chosenfrom each category to take part in weeklycoaching sessions with professionals intheir field, before competing in the competi-tion final at the Nantes Park amphitheatrein Athlone on Heritage Day (Saturday 24September).This final promises to be a fun day out for
