With increasing crime levels inGrassyPark, a councillor has appealed forcommunity participation.
Speaking during a public meeting atGrassy Park Civic Centre on Tuesday 9 Sep-tember ward councillor Shanen Rossouwaired her views and motivated residents toform street committees.“This initiative was spurred on by an in-
crease in break-ins and other crime-relatedissues. We want a safe community andneighbourhood. This can only be achievedthrough the help of the residents,” Rossouwsaid.After receiving complaints about the rise
in crime, Rossouw is now spearheading theinitiative to take back the streets of GrassyPark.She explained residents must be the “eyes
and ears” for police in the fight againstcrime. “I have put a suggestion on the tableto the community about how we can combatcrime and moving forward positively.”Crime hotspots have been identified and
once street committees are established,these hotspots will be in the spotlight.“So farwehave received excellent support
for the initiative and this is largely becauseresidents don’t want to live with crime intheir areas any more,” Rossouw explained.She informed those present that this initi-
ative will be a collaboration between resi-dents, the councillor and police.Rossouw also raised concerns about resi-
dents who claim they are not assisted by po-lice and said the new crime fighting initia-tive will help to strengthen the relationshipwith police and rectify these issues.“If wework together, better results will be
achieved. We will hold our residents and po-lice officials responsible for their area andthis will have a ripple effect.”
Commenting on crime trends in GrassyPark, a fired-up Rossouw highlighted cabletheft, vagrancy, illegal gambling on streetcorners, drug and alcohol abuse as the mainconcerns.“Residents have become complacent with
crime and that should not be the case. It isa huge concern when you come into a com-munity and you see what is going on.”According to Grassy Park police station
commanderColonelKennethDlamini crimein the precinct has increased in recentmonths.However, Dlamini says several arrests
have been made. “It is a most unfavourablesituation but we are arresting suspects whoare making themselves guilty of thesecrimes,” he explains.Dlamini says as visible policing patrols
have increased, it has helped to deter crimi-
nal activity.Speaking during themeeting, Rossouw al-

As Tourism Month gets into full swing,Capetonians are encouraged to exploretheir city.
One tour guide is offering an alternativethat will be bound to quicken yourheartrate. Philippa Jephson offers sightsee-ing on the run – quite literally. Her uniquerunning tours give tourists a glimpse of eve-ryday life, taking them through some of themost scenic areas of the Mother City.The idea originated while Jephson was
working in Argentina. “I have always beenpassionate about travel, languages andmeeting people from different cultures andbackgrounds. A few years ago I was livingand working in Buenos Aires and I cameacross the concept of sightrunning as a wayof showing visitors to a city the sights in aunique, active, healthy and green way.When I came back to SA I decided to bringthe concept here,” she says.“With itsmild, sunny climate and extreme
natural beauty, CapeTown is the perfect cityfor getting people outside and seeing thesights, on the run. So I did a tourist guidingcourse and started a small running tourcompany called Run Cape Town,” she says.

TownTourism’s remarkablewomen impact-ing on tourism in Cape Town.Tourism plays amajor role in growing the

Cape Town Tourism CEO Enver Duminy.“This in turn has given rise to a diverse
businesses landscape of tourism-relatedbusinesses. It has also opened up entrepre-neurial opportunities and skills develop-ment, and has made its mark on the qualityof life in Cape Town by encouraging lifestyledevelopment, investment and cross-sectorefforts to create a safe and liveable city.The economic value of tourism in Cape
Town is estimated to be over R12bn a year
and generates close to 35 000 permanent jobsas a result.Duminy says that women have been
drawn into tourism in large numbers, fromrunning a small B&B “to those that influ-ence the vision and direction of tourism inthe region”.“Our city and our industry is overflowing
with extraordinarywomen. From the every-day heroes bringing up their children to becompassionate community members to
thosewhoare trailblazing and leadingus all,we salute women and the central role theyplay in tourism.”
Promoting a healthy lifestyle in GugsHowever, the company does slow down
once in a while to give back and createawareness, Jephson says.“The long-term goal for Run Cape Town is
to create job opportunities for previouslydisadvantaged individuals,who are runnersthemselves and are interested in becominginvolved in tourism,” she says.Run Cape Town has provided a freelance
job opportunity for theirGugulethu runningguide,VincentNtunja,who takes visitors onrunning tours of his home.While the running tour through Gugu-
lethu is available to anyone, a special run forlocals takes place on a Saturday morningevery month. “This has become a sociallyconscious and wellness awareness-type ac-tivity that brings people from different com-munities of Cape Town together, through anactive sporting activity, allowing interac-tion and sharing and an increased aware-ness of how different people in our city live.It is also promoting a healthy and active life-style in Gugulethu,” she says.“Ifmore andmore people see us getting up
and running through the streets, peoplemaychoose not to jump in the ‘cockroach’ taxito get to the mall, but may decide rather towalk there, or even put on their runninggear and join us for a run instead of just sit-ting on the sidelines and cheering baleka!’as we run past.”Baleka is isiXhosa for run.Run Cape Town holds an annual Mandela

The City of Cape Town has undertaken toinvolve all stakeholders in future plansfor the natural haven that is Princess
Vlei.Concerns that the City may “bamboozle”
stakeholders came to the fore at the PrincessVlei Forum’s (PVF) annual meeting earlierthis month.
The Princess Vlei saga has been well docu-mented over recent years.
Intersite Property Developers had applied topurchase the City-owned land in 1996. The de-veloper aimed to build a shopping mall and taxirank at the wetlands. But strong oppositionfrom residents and greenies, as well as rezon-ing restrictions and lapses over the years ledto the application eventually running aground.
In March, the City announced it had decidedagainst selling the land and that it will be work-ing with PVF to ensure the preservation of theland.
At the meeting, PVF chairperson Philip Bamsaid efforts to preserve the land are still inprogress. He further emphasised the organisa-tion’s main task in the next few months wouldbe to find a balance between it being a cam-paign organisation and a stewardship organi-sation.
“We want a firm [undertaking] from the Citywith regard to their plan of action. The landis still zoned for commercial use until 2017,”he explained.
The PVF also wants the land to be recognisedas a heritage site, Bam added.
Mayoral Committee member for Finance IanNeilson says the current plan is to wait for thecurrent zoning to lapse, so that the land can re-vert to its original zoning.
“By the time a rezoning application is proc-
essed and authorised, the current zoning willhave lapsed. The section of the vlei in questionwill be planned and managed as part of the larg-er public open space,” Neilson explained, add-ing the City is committed to involving stake-holders in developing future plans for the site.
Another of the PVF’s objectives is to con-vince the City to complete the walkway aroundPrincess Vlei, Bam said.
Mayoral Committee member for CommunityServices and Special Projects Belinda Walkertold People’s Post the completion of the walk-way forms part of the area’s development plan.
“It form part of the precinct plan for this ar-ea, which will include a public engagementprocess,” Walker confirmed.
After meeting with the forum in the past,Walker said the City shares many of the organi-sation’s visions for the wetlands.
“We expect that input from the PVF and oth-er stakeholders will be a significant informantto City departments’ thinking around a futurespatial development and conservation frame-work for Princess Vlei,” Walker said.
“We would like the involvement of thesestakeholders to include discussion on opera-tional and management issues, the explorationof possible quick wins for the area which in-volve changes in the current use of the operat-ing budget and also the sourcing of externalfunding for interventions at the vlei,” Walkersays.
The PVF also suggested the City avail a budg-et for the management of the land, but Neilsonsaid this will be only be awarded on merit.

Burglaries and theft is on the increasein the Grassy Park policing precinct.And the police are calling on resi-
dents of the greater Grassy Park area to aidthem in their fight against crime.Private residences, schools and local
NGOs are being targeted.The swell inburglarieswasdiscussedand
analysed at a community meeting called byWard 110 councillor Shanen Rossouw atGrassy Park Civic Centre last week.Rossouw said she called themeeting after
receiving numerous complaints from resi-dents. She was also approached by GrassyPark police to merge forces to combatcrime.“[The continued targeting of residents]
cannot be tolerated. In a joint effort, wewant to stop this from happening,” Ros-souw explained.“I’ve spoken to the police and they are
willing to join forces to help us fight theevils in this community. The community,especially gangsters and perpetrators ofthese crimes, need to know that we areclamping down on them.”Grassy Park police station commander
Colonel Kenneth Dlamini confirmed therehas been an increase in burglaries.“We can confirm that incidents of house
break-ins and burglaries are on the rise.This situation is getting out of hand, but weare monitoring it closely,” Dlamini sdaid.Perpetrators of these crimes are believed
to be drug users, Dlamini adds.“We have found that drug-users are re-
sponsible formost of these crimes. Thiswasdetermined by the stolen items – they arestealing taps and copper pipes. These itemsare then being resold to feed their habits,”
he explains.Dlamini further urged residents to take
responsibility for their property and, in abid to prevent them from falling prey toscrupulous criminals, to increase safetymeasures at their homes.“Burglaries and theft is a reality in our
area, but we need our community to takeresponsibility as well,” Dlamini said.Forming or joining neighbourhood
watches and street committees is one wayfor residents to get involved in fightingcrime, Rossouw said.“We cannot become complacent and have
this criminals take over our area. Some-thing needs to be done to say we have hadenough,” she said.“Establishing active street committees
will create a ripple effect with regard tocrime. If we can get to the root of the prob-lem, the rest will be easier to tackle.”Rossouw emphasised having the police
on board will make the process easier and“manageable”.“We will be able to hold the police ac-

Clivia on show for green fingersClivia growers are hard at work preparingtheir flowers for the annual Cape CliviaShow in Bellville. The show will be held onSaturday 27 and Sunday 28 September atTyger Valley Shopping Centre.The inclement Cape weather has caused

Forensic psychcourse in pipelineThere will always be a need for forensic
psychologists – as long as there arecriminal minds to probe.
Forensic psychology has taken centrestage during recent high-profile court casesin South Africa, including the Oscar Pisto-rius trial.But, says Unisa forensic psychologist ex-
pert Franco Visser, the country does nothave enough forensic psychologists to copewith the cases which require such exper-tise.Many clinical psychologists who are
called on do not have formal training in ac-tual forensic psychology. Now, a forensicpsychology course being mooted by Unisahopes to respond to the need for more ofthese professionals.One of the few forensic psychology spe-
cialists in academia in SA, Visser has iden-tified a need to create further opportunitiesfor expert training in forensic psychology.“We intend to eventually establish a fo-
rensic programme that will include an un-dergraduate programme, and an honoursqualification leading to a master’s degreeand specialisation at doctoral level,” saysVisser.“Weaim to implement short learningpro-
grammes as soon as the Health ProfessionsCouncil of South Africa (HPCSA) activatesthe category of forensic psychology in full.”In South Africa, forensic psychology is
practised mostly by clinical psychologists,as it is considered a sub-specialisation ofclinical psychology. Several universities of-fer psychology at a master’s and doctorallevel, but not all of these institutions haveacademic staff who are experts in forensicpsychology.Only a small group of psycholo-
gists work in the field through research on-ly.Although it is not yet possible to register
as a forensic psychologist, the HPCSA is fi-nalising the details of this category and de-fining the scope of practise, opening theway for formal academic programmes.The proposed course at Unisa has yet to
be approved by the HPCSA, but psychologystudents are already receiving some fieldtraining Visser, Elmarie Visser and NikkiThemistocleous. “I shifted from practice atthe forensic unit at the SterkfonteinPsychi-atric Hospital to Unisa as I wanted to bemore involved with student training anddevelopment,” says Visser.“Part of my appointment here is to
strengthen the forensic output and the neu-ropsychology output as it is becoming a spe-cialised field that will need its own courseand curriculum.”Acritical aspect of theUnisa forensic psy-
chology course will be community engage-ment, as it is in current courses. Psychologystudents receive two years of training atUnisa and have extensive exposure to com-munity outreach clinics.“Unisa is one of the few universities in
the country that strongly links communityservice clinicswith the specialised forensictraining offered to master’s students study-ing clinical psychology. We are arrangingmore courses and clinics every year andcontinuing to expand community service.Unisa has powerful service delivery interms of reaching out to communities andgiving free assessments and reports withinstructured settings. It is one of the few uni-versities in the country that has a stronglink to community service clinics.”

Rondevlei Subcouncil manager OkkieManuels confirms the necessary steps weretaken to ensure the process, which includedpublic participation, was adhered to.The application to extend the hotel’s off-
consumption trading hourswas approved atlast month’s subcouncil meeting.“Ward councillor Leslie Isaacs went
around to neighbours in the area and sub-council administration sent out communi-cation, dated Friday 11 July, inviting thepublic and organisations to comment on theapplication,” Manuels says.But no response – objections or letters of
support – was submitted by the due date ofFriday 25 July, he adds.Isaacs says: “The public participation
process was held in the form of question-naires, which were distributed to house-holds and businesses within the immediatevicinity of the hotel, where they could eitherobject or support the application.”People’s Post reported on the successful
application last week, with residents outlin-ing their concerns which includes loitering,urinating in public and rowdiness (“Moretipple time”, 9 September).The approved application will see Grassy
Park Hotel trade from 09:00 until 18:00 fromMonday to Saturday, and from 11:00 until18:00 on Sundays.But residents again raised their concerns
at a community meeting last week.They labelled the extended trading hours
as “unacceptable”, saying it will causemore“social ills” in the community.Numerous attempts to gain comment from

cessful.Meanwhile, irate residents will have to
wait a year before they can appeal the out-let’s extended trading hours.“The hotel has a valid [liquor] licence,
which the Western Cape Liquor Authorityissues on application. This is renewable an-nually,” Manuels explains.Responding to residents’ safety concerns,
Isaacs sayshotelmanagement ensuredprop-er security measures were in place upon ap-plying for extended trading hours.
“The hotel has an acceptable internal andexternal security system in place. Theywork closely with Grassy Park police to pre-vent unsocial behaviour,” he says.“It is obvious that some people will be un-
happy with this decision. It is, however, im-portant to emphasise that people’s objec-tionsmust be legally acceptable. One cannotmerely object on religious grounds, becauseyou do not like the owners, on perception oron criminal activitieswhere there are no po-lice records.”
Grassy Park police station commanderColonel Kenneth Dlamini says the outlet’sextended trading hours has not directly af-fected crime in the area to date.“We have increased our visible patrolling

Maintenance issue’s flip sideIn response to the article “Father’s rightsignored” (People’s Post, 9 September). I amon the opposite side of this coin.I am not disputing what he is goingthrough, but I know what it feels like to betreated as the problem.I went to the Maintenance Court whenmy son turned eight. Never in those eightyears did I refuse for his father to see him.But when he decided to get married and re-duce my maintenance, I had to turn to thecourts.The very place that was supposed to as-sist and guide me, treated me like a crimi-nal. Iwasonly there to getwhat is rightfullyin my son’s best interest.But theywon.My son’smaintenancewasreduced and I never bothered going back tocourt, because I knew I was fighting a los-ing battle.My son was paid a lousy R600 a monthsince the age of two, until he turned 18. My
ex couldn’t afford to pay more, but the daywe appeared [in court] he had a lawyer. Iwas sitting with hospital bills that I had topay, but we made it despite that struggle.Collecting the money at the office everymonth was something I dreaded, becauseeven there women are made to feel useless.We aren’t treated with the respect we de-serve. Trust me; I spoke to many womenwhile spending hours there to collect themoney.Sometimes the money wasn’t even paid,because somemen feel they can do that.Wejust had to fight that tireless fight.I thankGod today that that part ofmy lifeis over. A total of 32 high school football teams willdo battle for the fifth annual Ryan RasoolMemorial Cup in Mitchell’s Plain this week-end.
The tournament, sponsored by the MRPFoundation, will be played on Saturday 20and 27 September.
It will feature under-19 teams from acrossthe Cape Peninsula and Cape Winelands.
The 32 teams have already been drawn in-to eight groups – Group A to Group H. Allmatches will be played at Westridge HighSchool.
Group A will feature MRP High SchoolsLeague champions Tafelsig, Bonteheuwel,Rocklands and New Eisleben.
In Group B, Oval North, Sibelius,Westridge and Ocean View will do battle,while MRP High Schools League runners-upCloetesville, Harold Cressy, Portland andBloekombos will fight it out in Group C.
Beacon Hill, Woodlands, Belgravia andRobinvale make up Group D, while GroupE comprises Spine Road, Trafalgar, Strand-fontein and Zola.
Group F will see Princeton, Mountview,Lentegeur and Groote Schuur do battle,while defending champions Mondale willstrut their stuff against Stellenzicht, Aloeand Silverstream.
The final group, Group H, will sees Cedar,Muizenberg, Glendale and Groenvlei com-pete for a place in the play-offs.

Cricket meets academics at NewlandsCome January, one of the most famous
and picturesque cricket grounds in theworld will become home to a high
school.The Western Province Cricket Associa-
tion (WPCA), in partnership with Stone-fountainColleges, announced the opening ofNewlands Cricket High School last week.Stonefountain Colleges founder and direc-
tor Shaheed Shaik says the school willbroaden the platform for talented cricketplayers so that more players of value canproceed through the local cricketing system.“There are currently four very prominent
cricket schools in town, but disadvantagedplayers cannot afford to attend theseschools,” he says.“Therefore, the objective of the Newlands
Cricket High School management team is toarrange scholarships for nine players froma disadvantaged background, thus ensuringmoney is not the most important criteriawhen deciding which players will be accept-ed at the top cricket institutions.”The school, which will be following the
provincial education department’s curricu-lum, will be accepting Grade 8 and Grade 9pupils for next year. The school will growwith a grade every year.“After five years, the school should have
at least 45 well-developed disadvantagedplayers vying for provincial selection onmerit, rather thanopting for the veryunpop-ular quota system,” Shaik, the school’s di-rector, explains.“The school will have a fully-fledged aca-
demic programme, but will fit the develop-ment of cricket skills into the daily pro-gramme.”According to the WPCA website, the
school will be housed in the Century Clubon the third floor of the southern end of thefield. It will also use the facilities of WesternProvince Cricket Club, which is a merestone’s throw away from the stadium.“Applicantswill be assessedby coaches on
the school’s staff in terms of their cricketability and only those players with an aboveaverage ability to play cricketwill be accept-ed. Players who show real potential but who
have fully not developed will also be consid-ered,” a statement reads.“Teaching staff will be registered with the
South African Council of Educators, whilecricket coaches will be at least Level Twocompliant coaches. The school’s core activi-ty will be cricket development and playerswill be exposed to the best possible pro-grammes, workshops and practice ses-sions.”The pupils will also be exposed to many
forms of cricket andwill playmatches in theWPCA schools and clubs competition. Theywill also tour the country and host touringteams from around the world.“Players will not lose out on school work
as teachers will be touring with the players,ensuring that the academic programme con-tinues,” Shaik says.WPCA general manager Nabeal Dien
praises Shaik for his “forward thinking” interms of cricket development and education.“He is passionate about education and
more passionate about the game of cricket,”Dien says.
