Councillor Liz Brunette has received com- plaints from Willow Road residents. A resident, who does not want to be named, reports that her gardener witnessed a truck dumping effluent into the stormwater man- hole in October. She was horrified and reported it to the City’s Water Pollution Inspector Melissa Tang. Two weeks later she heard that an official from Waterworks in Kendal Road had caught a truck driver dumping effluent from porta- ble toilets into the same manhole. The resi- dent suspects the drivers are doing this to avoid driving to the Water Treatment Centre in Strandfontein. “It is too easy to lift the plastic lid on the manhole and get rid of the stuff quickly,” she says. The fact that the effluent is mixed with blue chemicals compounds the pollution, she points out. Commercial portable toilet companies are required to empty the toilets at water treat- ment centres. The woman, who has a municipal sewage pipe running through her property, has expe- rienced plenty of water problems in the past. But these are soon sorted out because she has had “fantastic service from the water pol- lution inspector and the water officials at the Kendal Road Waterworks”. Brunette has reported the matter to Gavin Heugh of the City’s Stormwater and Drains Department and other officials, but she ap- peals to residents, saying: “Please look out for this truck. Take a photo or take down the (reg- istration) number, so we can trace the owners and issue them with a fine.” Further down in Willow Road, another res- ident complains that the Pagasvlei stream which runs through his garden is discoloured and the water has turned khaki. This is evident in this photo. He says when he first bought the property there were clawless otters and waterbirds in his garden, but all the wildlife has now disap- peared possibly because of the polluted wa- ter. He sats he has complained to Council offi- cials. “Eventually an official checked the water in the stream, but so far there have been no answers,’’ he says. However, Philemon Mashoko, Director of the Water and Sanitation Department, says the complaint has been investigated by the department and, to date, the inspector has not found any evidence of a discharge at Spaan- schemat River Road. The Wastewater bylaw states “no person may, except with the written consent of Coun- cil, and subject to such conditions it may im- pose, discharge or permit the discharge of in- dustrial effluent directly or indirectly into any wastewater system”. The WaterWise Academy, the NationalSea Rescue Institute’s (NSRI) educationalarm, encourages you to have a safety planin place before you need it and this way, pre-vent panic.Make sure all family members know what

to do if something goes wrong. Programmecellphones with the relevant emergencynumbers before you need them. If a child isseparated from your group have a predeter-minedmeeting place. Andrew Ingram, of theWaterWise Academy, provides some basicsafety advice that may save your life.

. BathersChildren should have responsible adult

supervision around any water – including abath, bucket and swimming pool – at alltimes. Choose a beach that has lifesavers onduty and swim between their flags.Watch out for rip currents – the greatest

cause of drowning accidents along our coast.A rip current looks like rivers of water flow-ing fast out to sea against the incomingwaves.If you are caught in a rip current you’ll be

swept out to sea faster than you’re able toswim towards the shore. Don’t try to swimagainst the current. Raise one arm in the airand wave to alert people on the shore.The rip current’s force dissipates the fur-

ther out to sea it gets. At the first chance youget swim parallel to the beach until you’refree of the rip, then use the incoming wavesto help you to shore.

. Boaters and paddlersWatch the weather forecast carefully and

be prepared if conditions should change ad-versely. Always let a responsible personknow your planned route and estimated re-turn time.Make sure you stick to these times and

routes. Ensure this personwill call the NSRIif you do not return as scheduled. Check thatyour craft and equipment are in good work-ing order. Wear a lifejacket at all times.Keep your cellphone, with fully charged

batteries, in a watertight plastic sleeve at-tached to your lifejacket. Carry red distressflares, a signalling mirror or CD, a referee’swhistle, a waterproof torch and wear bright-ly coloured gear, a hat and sunscreen andkeep well hydrated. Make sure you haveenough drinking water.

. AnglersAlways wear a lifejacket while fishing

close to the shore’s edge, especially on cliffsor rocks. Be aware of the high and low tidesand never turn your back to the sea. Takeextra precautions during the bi-monthlyspring tides. Rocks you know as always be-ing out of the water may not be safe at theseextra high tides.

. In an emergencyEveryone living along the coast or visiting

the coast should find out what their nearestNSRI emergency telephone number is.A very important emergency phone

A CON MAN picked on the wrongperson when he placed a boguscellphone order for party plattersfor 150 people.

A Bergvliet woman, who wishes toremain unnamed, received a call onher cellphone from a man claiming tobe from the Human Settlements de-partment.

He said he was organising a func-tion at City Hall and needed a caterer.She sent him a quote for just underR13 000 and requested a 50% deposit.

“He was calling and correspondingwith me the whole week and on theSaturday morning he told me hewould process the payment,’’ shesays. “At 10:45 I received an SMS noti-fying me a payment of R15 800 hadbeen made into my account. I realisedimmediately he had overpaid andcalled the man. He asked me to trans-fer the balance out of my account andI smelled a rat. I told him I only workfrom within the bank and it wouldhave to wait until the Monday. Hestarted to panic and asked if I coulddo the payment at a retail store. Irushed to my bank to see what typeof deposit it was and where it camefrom.”

The teller checked the account andconfirmed itwasa chequedeposit and

had been cleared straight away. Thecaterer realised this was impossibleas cheques take a few days to clear.

She called the branch and spoke toa teller who said the deposit slip wasunsigned. Two seconds later she re-ceived an SMS to say the cheque hadbeen reversed out of her account. Itwas then her suspicions were con-firmed and she realised the man wasa scam artist.

“All along I felt something wasfishy about the order and the speed inwhich the money went into my ac-count,” she said.

“I froze the account immediately sothe bank could investigate where thecheque came from and how it gotcleared so quickly.”

She is still waiting for bank’s re-sponse.

The incident has been reported onthe bank’s phishing line. Their adviceto clients is to make sure all depositedcheques are legitimate and questionwhether the cheque was stolen.

They also caution against refund-ing any money until the cheque is ful-ly paid or cleared.

Check that the proof of paymentand your statement details add upand reflect the same reference details.

Never accept a notification of thisnature as proof of deposit.

Rather obtain written verificationfrom your bank before taking action.

accreditation certificate at hospitals, clinics,hospices and other medical facilities.The NPO has achieved worldwide recogni-

tion and is one of 19 internationally-accredit-ed organisations recognised by ISQua (Inter-national Society for Quality in Health Care).There are 99 medical facilities with this ac-creditation including primary health careclinics, hospices, hospitals and academichos-pitals.“The Seawinds PrimaryHealth Care Clinic

inSteenberg is in the fourth year of accredita-tion with Cohsasa and the Council hasachieved 88 accreditation awards for its clin-ics and environmental offices. These clinicsare working to international standards,which is not happening anywhere else in thecountry,” says Whittaker.He was inspired to introduce this pro-

gramme when South Africa became a rain-bow nation in 1994.“In hospital, patients are exposed to proce-

dures which, if not carried out professionallywith skill, might cause harm to a patient.Cohsasa offers a set of standards which canreduce the risks. We train the staff to imple-ment these standards. Accredited facilitiesare re-surveyed after two years and, if main-tained, they are re-accredited for three years.Defaulters run the risk of losing accredition.”Cohsasa is currentlyworking towards a set

of standards for general practitioners.

This is related to a robbery at a homein Montague Road, Bergvliet on Friday 23November at 20:45.

The resident was closing the gates ofthe property when he was approached bytwo men, one with a firearm.

The suspects ordered the man and hisgirlfriend to lie down and remain still.They fled with valuable possessions anda vehicle which was later found in CapeTown. The police traced the robbers andstolen goods to a house in Delft.

They staked out the premisesfrom Saturday 16:00 to 06:00 on Sunday 25November and kept in touch with com-munity radios in the hope of catching theculprit. But the thief didn’t return and theTV was delivered to Diep River PoliceStation and booked into the exhibit regis-ter.

The owner is asked to visit Diep RiverPolice Station with proof of purchase andthe TV serial number to claim it.

Warrant Officer Keith Chandler saysresidents must be more vigilant whenthey lock up. “There is a lot of buildingwork going on in the area. During Octo-ber there were eight arrests for housebreak-in, and two arrests for theft of mo-tor vehicles and four arrests for theft outof cars.”

Chandler says these arrests are linkedto 26 other cases. “The arrests were large-ly due to an increase in visibility andpartnerships with security companiesand neighbourhood watches in the pre-cinct,” he says.

Training winners in WestlakeJUANITA WILLIAMS

GIVING back to the community was along-term dream for sisters MichelleSmith and Sharon Cloete – until theyfound themselves without jobs and plentyof time on their hands.

Smith taught in primary schools for 16years, but didn’t feel satisfied with her life.“I have a passion for little children and feltI could make more of a difference in the com-munity – I wanted to do more to help.”

The sisters combined forces and devised alife-skills mentoring programme for primaryschools.

During her career in finance and auditingat education facilities, Cloete noticed thatsome young students were struggling and toomany dropped out in the first year. “There isa big gap between first-year university andschool – many students just don’t have the ma-turity to cope.”

After research at various schools, they cre-ated a programme which they launched in Ju-ly at Westlake’s new primary school.

“We explained our vision for the school toprincipal Landie Diamond and she was de-lighted,’’ says Cloete.

Diamond says: “The course is having anamazing effect and helping the children to en-joy their own potential. It is in line with the

school’s value system and teaches them totake ownership of their lives.”

The programme, which spans 10 monthsand is aimed at Grades 4 to 7, is presented inmodules to develop leadership skills.

The Westlake pupils are keen to know more.Narcia Biabu (12) says she has learned howto handle her life with integrity, and finds thecourse very clear and easy to understand. Joe-dean Roberts (13) says she is enjoying “everysecond” of the course which has helped herhave more fun, especially at home. Jade De-mas (11) says she is learning about the impor-

tance of her attitude to life and enjoys helpingother children in the course.

Cloete, of Tokai, and Smith introduce atheme for the month at assembly.

Selected learners are trained as monitorswho teach and empower other pupils in life-skills, they say.

The school moms also play their part bysharing these skills with the community.

The sisters are keen to steer children awayfrom popular media stereotypes and the celeb-rity culture by teaching them to build decentfoundations for their lives.

Road safetyMOTORISTS be warned.

The expected death toll on South Africanroads have left a mark. Now the province’sauthorities have taken note and are doingsomething towards keeping down the statis-tics of road deaths.

It could not have come at a better time. Theexaminations are over and schools close thisweek.

Many will be on holiday. The roads will beclogged with domestic tourists flocking to thecoastal cities, while foreigners will add to themaelstrom of congestion. At Christmas allroads, it seems, lead to Cape Town. And wehave the road death toll statistics to prove it.

A new bylaw will strengthen the arm oftraffic authorities in the fight on corruption.

The bylaw gives traffic police officers theright to stop and search vehicles without pri-or permission from the national transport de-partment.

The bylaw was passed on Thursday and af-fects the Western Cape. It also permits thetransport ministry to investigate any drivers’licence testing stations.

This, the ministry says, will strengthen itsarm against corruption and will help put be-hind bars any offenders.

In addition the provincial transport depart-ment will, under emergency conditions, useblue lights.

And provincial transport minister RobertCarlisle has said he plans to issue a regula-tion which will require all vehicles over tak-ing cyclists to ensure there’s a safe distanceof “at least 1.5m” between them before pass-ing.

It is hoped the roads will be safe for all roadusers – pedestrians, motorists, truckers, thebusloads of passengers headed for other prov-inces, as well as motorbike and bicycle users.

One death on our roads is one too many.Let us hope the implementation of this new

bylaw will add muster to curbing these roaddeaths. And let us also hope every person ar-rives safely at their destination of choice.

Bullying is just not acceptableREFERRING to the article about bullying atschools (“Say ‘no’ to bullies”, People’s Post, 27November.). I found most of the comments ofthose interviewed interesting, (except for one).

It seems to me that when one grows up in ahome or situation where abuse is rife then onemay grow up to think it is “a natural part ofgrowing up”

We have a grandson who is very gifted andtalented and has won awards for his great sing-ing and acting abilities. He is receiving anotheraward in January for the lead role he had in aplay presented by a Society in Port Elizabeth.

But because he “differs” from other boys andbecause they are jealous of his talents, they act-ed out the “macho” influence they saw in theirparents, and bullied him mercilessly every day.His parents were forced to move him from twoschools in Port Elizabeth because the principaland staff were incapable of stopping the bullyingat their schools.

My other grandson who is autistic sufferedthe same fate in the same school and my sononce observed how the father of a bully gave histacit approval to what was happening. When myson approached him he sped off in his car.

Children have committed suicide because ofthe hell they have been through.

The relevance of the songto the dog is that it is abouta travelling man who doesnot see his son grow up. And,as my husband travels all toofrequently, this too applies tohis beloved dog.

It was before we had ourbeautiful daughter and heviews his dog as his child –well actually, I think he stilldoes.

Doors close on elderly?TASMIN CUPIDO

A COMMUNITY institute which providesessential care for frail seniors may haveto close its doors.

Funds of the Douglas Murray Home for theAged, in Retreat, have all but dried up, as theHome struggles to stay afloat. Established 43years ago, it is home to 90 residents and is get-ting by on a shoestring budget.

But the board and staff of the state-fundedfacility are fighting the imminent closure bylaunching the Save the Douglas MurrayHome Campaign.

CEO Fred Daniels tells People’s Post theHome, which has over the years changedfrom an old-age home to a frailcare centre,has been battling tomake endsmeet for someyears. “We currently only receive a frailcaresubsidy from provincial government,” hesays.

“Residents also have to pay amonthly lodg-ing fee – of the 90 residents, about 10 pay theirfees.We cannot kick thosewho do not pay outto the streets. What will happen to them?”

Most of the residents need 24-hour, special-ised nursing and medical care. They mostlyreceive State pensions and many have beenabused by family members, and referred tothe Home by social workers.

The current economyhas also led to donorswithdrawing sponsorships.

Daniels describes the facility as a “dump-ing ground” for families of residents over theyears, but adds they have changed the admis-sion policy. “We only accept residents if thefamily guarantees their support and involve-ment.”

With 99% of residents being incontinent,monthly bills have skyrocketed. The Home’swater account is R7 000 and month, while a

total of R19 000 is spent on electricity – thisfigure escalates to R23 000 during winter.

And, Daniels says, he has been informedthat government will not be increasing thesubsidy as “it has many other facilities tofund. We have also approached the City ofCape Town, but they say they cannot help usin possibly reducing the accounts,” heclaims.

However, local ward councillor ShanenRossouw says she has been in contact withthe relevant departments. “The application

for indigent grants are underway, while Ihavebeenassured the facility’swaterwill notbe cut,” she says.

But their biggest challenge is covering staffsalaries. The facility employs 63 staff mem-bers,whowork 12-hour shifts a day. “Weneedprofessional caregivers and nurses to attendto our residents. In an ideal world we wouldneedoneprofessionalnurse for every twores-idents,” Daniels says.

“But the nurses need to be paid up toR12 500 a month. We do not have this kind of

money.”The Board was faced with the challenging

decision of downscaling or closing the doorsto the facility. “The campaign is aimed at gal-vanising the support of the community andcreating awareness around the Home.”

People can donate goods, volunteer theirservices or donate a total of R120 or R10 for12 months. “The money will feed a residentfor a month.”

Gunners shootfor first placeLIAM MOSES

ATHLONE side Oriental Gunnershave stormedup to secondplaceon theSAB League table after recording acrushing victory over Heath Athleticat the Heideveld Sports Complex onSaturday.

Gunners convincingly beat the LotusRover club 6-1, thanks to a hat-trick fromGiovanne Rector and goals from DarrelSmith, Gresham Stevens, and LorenzoSchoeman. Heath’s solitary goal wasscored by Aldrion Viljoen.

The impressive victory is Gunners’ sev-enth of the season and sees the club with21 points on the log after suffering onlytwo losses in their nine games this sea-son.

Heath, meanwhile, has 12 points totheir name and managed to hold on toninth place on the title despite the heavydefeat.

The most surprising result of the week-end’s fixtures came in Tribes FC’s matchagainst log leaders Zeesha FC.

Zeesha have annexed the top spot on thetable this season and went into the gamehaving drawn once and won eight times.

They were made to suffer their first losswhen Tribes won 2-0, thanks to a bracefrom Mojalefa Moleleki.

Despite the result, Zeesha and Tribeshave held on to first and fourth places re-spectively.

Wynberg team Battswood FC contin-ued their good form this weekend, win-

ning their third game in the last four afterdrawing against Engen Santos last week-end.

Battswood beat Manenberg side OrientFC 3-0, after scoring through Robin Reid,Alex Pietersen and Orion Harrison. Theresult saw Battswood move up from 12thto 10th and Orient drop from 10th to 11th.

Meanwhile, home advantage was notenough to save Junction Rovers from asurprising defeat against Leeds Len-tegeur.

The Heideveld side went into the matchin second place on the table after beatingOrient FC in their previous fixture, buthave now slipped down to third.

Leeds scored through Thurlo Moosaand Yaseen Hendricks, while JassiemBrown hit back for Rovers. The threepoints gained from the victory movedLeeds one place up the standings to fifth.

The other three fixtures played on Sat-urday all finished in draws and had littleeffect on the standings. Manenberg sideYoung Idols and Du Noon Academy drew0-0, X1 Express and Durbanville scoredone goal each and Silver Spurs’ matchagainst RC Athletico finished goalless.

Du Noon dropped from fifth to sixth onthe table, Idols dropped from 11th to 12th,Durbanville stayed in seventh, Expressjumped up one place to 13th, Spursdropped one place to 15th and Athleticoremained in eighth.

The next round of fixtures will takeplace today (Tuesday 4 December), at theJohnson Road Sports Complex in Ry-lands.
