    Political Leaders Overview

    ThisGeneralElectioncomesatadeningmomentinourNationshistory.Theoilandgasboomothe

    lastdecadehaszzledoutandthe

    hardworkobuildingasustainable

    economystandsbeoreus.

    ThepastewyearsoPNM

    leadershiphaveresultedina

    deteriorationinalmosteveryareaooursociety,rominadequate

    inrastructuretohighlevelsocrime,

    poorsocialservicesandthelacko

    meaninguljobcreation.

    Thepoliticalcrisisarisingromthe

    UDeCOTTscandalhasundermined

    therelationshipbetweenthe

    governmentandourpeople.This

    crisis,morethananythingelse,has

    broughtthePNMGovernmenttoits

    knees.

    Thetaskacingournewgovernment

    nowwillbetostabilisetheeconomy,

    rebuildoursocietyandrestoretrust

    inthegovernment.Myimmediate

    goalwillbetointroducegreater

    transparencyandaccountabilityin

    governmentandtoensurethatour

    oilandgaswealthistrulyusedor

    thedevelopmentoournationandourpeople.

    Thismaniestosummarisestheplans

    andinitiativeswhichweintend

    topursueaterMay24,2010.The

    keypartoourprogrammewillbe

    mobilisationandengagemento

    communitiesthroughoutTrinidad

    andTobagosothateveryonecan

    makeacontributiontoournations

    successwitheveryonebenetting

    romit.

    Thetaskwillnotbeeasy.Weare

    nowacedwithatroubledglobal

    economy,withitsnegativeimpact

    onordinarypeopleeverywhere,andourCaribbeanneighbours,amarket

    orgoodsandservicesexported

    romTrinidadandTobago,are

    acingseriouseconomicproblems.

    Nevertheless,wearecondent

    thatourpeoplehavethewilland

    capacity,aswehavedemonstrated

    inthepasttoovercomethese

    challenges.

    Iamcondentinourabilitytobuild

    anewsociety,toestablishastrong

    economyandtonurtureengaged

    communitiesandIencourageyou

    tojoinwithmeinrealisingthisnew

    visiontoashionandconstructa

    onomyisresilientandthattherearelong-term

    onomicopportunitiesorourpeopleopportunities

    LLAR 6: Good Governance

    People Participation

    Theocusinthisareawillbeonthree(3)keyelementsorthepurposeoensuringansparency,accountability,participationand

    ectiverepresentationasessentialprinciplesogood

    governance.Theseare:

    strengthening existing institutions

    enhancing democracy

    strengthening execution and delivery capacity.

    Wewillenhancedemocracybystrengtheningexisting

    institutionsandbyestablishingnewinstitutionsor

    appropriateinrastructuretosupportaccountability,

    transparency,consultation,participationand

    consensus-buildingandmoremeaningulrepresentation.Wewillemphasiserestructuringo

    governmentdeliverysystemstomakegovernment

    moreresponsivetotheneedsothepeople.

    Werecognisethatthepeoplearesovereignandthat

    thegovernmentistheservantothepeople.We

    willsupporttheseparationopowersamongkey

    institutionsinthesocietysuchasParliament,the

    ExecutiveandtheJudiciaryandwewillstrengthen

    theautonomyoinstitutions,whichhavebeen

    systematicallyunderminedovertime,tosupport

    aunctioningdemocraticgovernancesystem.We

    willpromoteaclimateonationaldialoguewithin

    arameworkocivilityandconsensus-building.We

    willinitiateaprocessoconsultationtorewritethe

    ConstitutionotheRepublicoTrinidadandTobago.

    Theobjectiveoconstitutionreormwillbetoestablish

    arameworkorgood,responsivegovernanceand

    tonurtureandbuildaparticipatorycultureandto

    strengthendemocracy.Thiswillmoveusawayromthe

    cultureomaximumleadershipanddevelopapolitics

    oinclusion,ratherthanthepresentsystemowinnertakesall.

    PILLAR 7: Foreign Policy

    Securing Our Place in the World

    TrinidadandTobagoisasmallstate,anarchipelagicisland-state.WearepartoCARICOM,which

    consistsoanumberoothersmallislandstatesthat

    shareacommonhistory,aswellasaspirationsor

    progressandachievement.Weareoneo84countries

    intheworldwithpopulationsizeounderthree(3)

    millionanditisimperativethatwestructureour

    oreignpolicytosupportandadvanceourobjectives

    orsustainablenationaldevelopment,progress,

    peaceandsecurityorour1.3millionpeople.Froma

    oreignpolicyperspective,wewillworkinconcentric

    circles,beginningwithCARICOM,inanincreasinglyconnectedandinterdependentworld,tosecure

    spaceandopportunityintheworldorourcountry

    andourregion.Wewillstrikeanappropriatebalance

    betweenbilateralandmultilateralinitiative

    thrustoourinternationalrelationsstrategy

    toachievethenationalgoalsandobjective

    setorourselvesandtoworkwithothers,w

    1. Everychildgoingontosecondaryschoolromthe

    SEAwillbeprovidedwithalaptoptobegintheir

    secondaryschooleducation.

    expandingGATE.

    anddemonstrations,whichhavedevelopedorseveral

    yearsnow.

    Thecurrentgovernmentneitherhasthewi

    thecompetencetodealwiththelawlessne

    indisciplinepervadingoursocietyandwhic

    environmentwithinwhichcrimeourishes

    situationspeakstoamoraldecaythatnow

    thesocietypropelledbyacorruptandine

    leadership, which considers the loss of lives

    damage. Unless we remove this nightmare,
