People Propel™Coastal Villages Region Fund

Coastal Villages “People Propel” 2014Due to the overwhelming positive response to the first round of the People Propel program, which was approved in 2012 and executed for the 2013 fishing season, the CVRF Board of Directors approved Round 2 of the People Propel program in October 2013. The goal of People Propel 2014 is to continue to give the people of our region even more opportunities to WORK, FISH, and HOPE using our earnings from the Bering Sea fisheries. Following are the highlights of People Propel 2014:

• Up to $1 million in loans to our residents • Up to $2.0 million in subsidy to help cover the purchase price of People Propel equipment • Allapplicationswillbereviewedbyacommittee • Programparticipationwillbeallocatedtocommunitiesbasedonpopulation. • Ablindscreeningprocesswillbeusedinthefirststageoftheselectionprocess,meaningthatthe committeewillnotbeabletoseeapplicantnames

1. Coast Guard Safety Equipment: a. Major Coast Guard safety equipment (EPIRBs, PLBs, immersion suits, etc) are being packaged and sold as part of the People Propel program. Residents can purchase, maintain, and keep the safety gear. b. Smaller safety items (lifejackets, whistles, etc) are available free of charge. Contact your local CSC for more information

2. Salmon and Herring Nets: a. A variety of pre hung salmon and herring nets are available at 60% of retail price b. Price includes shipping to the community (Northland Barge service) c. An air freight option will be available for an additional cost (refer to the net page)

3. Outboard Motors: a. 40-150 HP motors from Yamaha, Suzuki, Mercury, and Honda will be offered b. All motors are packaged with controls, shift and throttle cables, oil, and will be shipped direct from the dealers (no steering systems or batteries with outboards)

4. Boats: a. 18 foot, 22 foot, 24 foot, and 26 foot boats are available at 60 % of retail price • Bay Weld boats: 22 foot, 24 foot, 26 foot • ATEC boats: 22 foot • Pacific Skiff boats: 22 foot • North River boats: 18 foot • Silver Streak boats: 18 foot • Lund boats: 18 foot SSV b. All boat will be shipped direct from dealers c. For boats and motors that are purchased together there will be no charge for installation

5. Salmon Permits: a. Residents may apply for a loan to purchase a fishing permit or to reactivate a fishing permit. b. The resident is responsible to identify a permit available for sale and arrange the sale with the owner and/or a broker c. Residents must have some form of collateral to use on permit loans (the permit cannot be used as collateral) 6. Timing: a. Applications are due January 15, 2014 • This helps to ensure the equipment can make the first Northland barges arriving in our communities in early June b. Acceptance/non acceptance letters will be sent out by February 1,2014 c. Northland Barge schedules will dictate delivery of the all People Propel products

Permit InformationCoastal Villages Region Fund

Commercial Fishing Permit InformationResidents may apply to use People Propel™ Program loans to purchase fishing permits, including herring and or salmon permits. The transfer of ownership is handled by the State of Alaska’s Commercial Fisheries Entry Commission (CFEC) (www.CFEC.state.ak.us).

Residents must have another form of collateral, of a value equal to or greater than the loan amount, to use for permit loans (the permit cannot be used as collateral).

The state of Alaska (CFEC) has a list of permit holders that have filed an Intent to transfer. The intent to transfer form is filled out and submitted when a permit holder wishes to sell or gift a permit. CFEC can give you the list of permit holders wishing to sell their permits. CFEC will also explain the steps needed to transfer the permit to you. This list may be available in your local CSC.

Important bits of information you will need when applying for the People Propel™ Program

• Verify residency online (http://workfishhope.coastalvillages.org) • State ID (driver’s license, tribal ID, passport, military ID) • Social security number card or number

• Income information (current employer contact info, recent pay stub, annual fish ticket amount) • Commercial fishing permit number (if applicable)

• If you plan to have a co-signer for your loan, you must also provide the above information for the co-signer • If you have an existing People Propel Loan, you must be current on your payments

• If you owe other balances to Coastal Villages, those balances must be paid off prior to receiving a loan

• Board members and employees may apply. However, they must have their own financing or pay in full, and will only be considered after all other applicants are considered
