    Tuan Speaker, I would firstly like to join Cabinet colleagues and members of this

    esteemed august House, in congratulating the Right Honourable Chief Minister for presenting an “Extraordinary Budget” for fiscal year 2019. Budget 2019 is indeed in at least to aspect is notable in at least two aspects. First, it is not only the largest budget ever presented in the history of Sarawak but the quantum of increase over the previous year is very substantial at almost 45%. Second, the 2019 revenue estimate is almost double that is in the 2018 estimates. It is also a significant that despite being expansionary in nature, Budget 2019 budget is still able to project a surplus. This is credited to the able stewardship of the ruling GPS State Government which as always, practice prudent fiscal management of the State finances.

    The rationale behind the expansionary budget for 2019 has been eloquently explained by the Right Honourable Chief Minister in his budget speech and I fully concurred with his view points. Indeed, the State is lagging behind Semenanjung in term of physical infrastructure and amenities, especially in rural areas. All efforts must therefore be made to bring Sarawak at par with the rest of Malaysia and this need to be done urgently. It is also patently obvious that the normal budgetary provision of the past, which relied heavily on the Federal allocation, is no longer adequate or acceptable. The State Government therefore has to explore other avenues to secure funds to meet the urgent development needs of Sarawak.

    Tuan Speaker, so it is with much joy and satisfaction that all Sarawakian welcome the news that the GPS State Government, under the able leadership of the Right Honourable Chief Minister, has been able to tap into a new revenue stream in the form of sales tax on petroleum products. The new revenue source is expected to contribute about RM4 billion to

    State coffers in 2019. That achievement surely was a Master Stroke by the Right Honourable Chief Minister and his team. With that one stroke, State revenue has almost doubled. I wish to join other members of this august House in complimenting the Right Honourable Chief Minister for his courage and determination in pursuing State Rights in accordance with State and Federal Constitutions. Syabas Yang Amat Berhormat Ketua Menteri.

    Tuan Speaker, the 2019 budget is clearly growth-oriented and inclusive while addressing the socio-economic imbalances among various sectors and cross-section of the State’s population. That much is evident from the balanced and fair share of budget allocations for the various sectors as outlined in the 2019 budget speech.

    In addition to being development-biased, the 2019 budget is also rural-focussed. The development budget amounting to RM9.073 billion represents about 76% of the total 2019 budget, perhaps the highest on record. Furthermore, RM6.049 billion or 67% of the total development allocation is devoted to the development of rural areas. This provision is also double the amount set aside for rural areas in the 2017 and 2018 budgets.

    I note that the bulk of the 2019 development allocation for rural areas are to be used for improving connectivity and access, as well as the provision of basic facilities and amenities including roads, bridges, rural water and electricity supplies as well as other people centric projects. Those infrastructure, facilities and amenities are the accelerators of agriculture and rural development and are very important prerequisites for economic transformation. The 2019 budget therefore offers much hope and reassurance to our rural communities that their development needs are given the necessary attention. As the Minister responsible for agriculture and rural economy, I dare say that the 2019 budget is indeed a cause for celebration and a reason for grateful appreciation by the rural people to GPS government.

    On a lighter note, I also whole heartedly support the new policy of the State Government to provide, under the operating budget, a one-off incentive payment of RM1,000.00 for every new born child parented by Sarawakians. Perhaps this new incentive will encourage our young and not-so-young people to be more productive not only in the work place but also in the bedroom. We are, after all, a big State with a small population. Tuan Speaker, as the Minister for Agriculture, I am very grateful to the State Government for allocating RM450.2 million in the 2019 budget for strengthening agriculture development. This amount is indeed an increase of RM227 million or 101% increase over the 2018 approved allocation. I will describe in detail the purpose of the allocation in the later parts of my speech. For now, I will say that my Ministry will adopt the key development strategies and approaches mentioned by the Right Honourable Chief Minister, including leveraging on opportunities offered by digital technology, focusing on investment-driven sector growth, recognising the private sector as the main engine for sector growth, and striving to improve the effectiveness of the service delivery system. Tuan Speaker, as noted by the Right Honourable Chief Minister, allocations from the Federal Government are not reflected in the 2019 State budget. Nevertheless, the recent decision by the Federal Government to reduce the 11th Malaysia Plan ceiling from the original RM260 billion to RM220 billion may have some negative impact on the Federal funded programs and projects in Sarawak. While we do understand that the reduction was done to consolidate the nation’s fiscal position, the Federal Government has also given assurances that priority will be given to the development of the needs of Sarawak. I therefore wish to join the Right Honourable Chief Minister in calling upon the Federal Government to fulfil those and other promises that have been made. I also concur that Sarawak has contributed more than its fair share to the national coffers, and so it is only fair that the

    Federal Government should provide more equitable allocation to Sarawak, particularly for development purposes. Before I proceed further, I wish to take this opportunity to thank all the Honourable Members of this august House for their constructive comments, feedbacks and proposals on matters pertaining to my Ministry during the course of their debate on the 2019 budget. My Ministry will undertake to assist in every possible way to ensure the socio-economic welfare of our farmers and fishermen are being taken care off in our effort to transform the rural economy, eradicate the remnant of poverty and increase the income level of the rural community. I will respond to those requests under the respective subject matter of my speech. If for some reason my response is less than adequate, I welcome Honourable Members concerned to deliberate further with me or my Ministry officers.

    Ministry’s Budget 2019

    State Funded Projects and Programs under My Ministry Tuan Speaker, under the 11th Malaysia Plan, my Ministry, the Ministry of Modernisation of Agriculture, Native Land and Regional Development is allocated a sum of RM450.2 million to implement the various agriculture and land development projects. During the Mid-Term Review of the 11th Malaysia Plan in May 2018, the ceiling was increased to RM1.085 billion (58.5%). The increased of the ceiling was to cater for various Social Economics Transformation Programs (SETP) with an allocation of RM27.6 million, RM200 million for Agriculture Venture Capital, RM15 million for Digital Initiative Projects and RM168.5 million for Yang Amat Berhormat Chief Minister Walkabout projects.

    Transformation of the Agriculture Sector Tuan Speaker, the budget approved for my Ministry in 2019 is intended to finance and support the various initiatives, programmes and projects that my Ministry has planned for the transformation of the agriculture and rural economy. The economic sectors under the purview of my Ministry include crop, livestock, fishery and agro-based industries. To provide context and explanation to the various initiatives, programmes and projects being planned and implemented by my Ministry, allow me to highlight on the objectives, strategies and action plans for my Ministry to bring about agriculture and rural economy transformation.

    The development goals or strategic objectives of my Ministry are as follows:

    i. to make Sarawak a net exporter of food products by year 2030 and in the process, to strengthen our food security position;

    ii. to significantly raise rural incomes in order to reduce the incidence of rural

    poverty and to bridge the present rural-urban income gap; iii. to increase youth participation in agriculture as a means of addressing the

    problem of our ageing and declining farming population; and iv. to increase agriculture sector contribution to the State Gross Domestic

    Product (GDP), especially for agro-food sub-sector. Tuan Speaker, to achieve those objectives, my Ministry will adopt the following broad strategies:

    i. leveraging on our strengths and comparative advantages, including our vast land and water resources as well as our rich biodiversity;

    ii. encouraging private sector investment in agriculture sector; iii. developing agriculture entrepreneurship especially among the youth; iv. facilitating Public-Private sector Partnerships (PPP) in agriculture businesses; v. ensuring the complete integrity of the supply and value chain, with special

    emphasis on marketing; vi. leveraging on new technology for higher competitiveness; vii. enhancing agriculture industry through adoption of digital technology; viii. promoting community-based cooperative action in agriculture businesses; and

    finally ix. strengthening the delivery system of Government agencies and institutions

    involved in agriculture and rural economy transformation. Tuan Speaker, my Ministry has also identified various development and business models that we believe can accelerate agriculture and rural economy transformation. For a start, my Ministry will adopt and promote three generic business models, including:

    i. the In-Situ Development Model (In-Situ) where farmers are given on-site assistance for agriculture activities of their choices. The assistance is normally in the form of subsidies for farm infrastructure, equipment and farm inputs. Farmers would also be given technical and farm services as well as regulatory support. This model is adopted by the Subsidy Scheme Program and Commercial Agriculture projects of Agriculture Department.

    ii. the Public-Private Sector Partnership (PPP) models which involve the

    participation of Government, private sector and land owners in different component parts of the business enterprise. In this model, each party will have specific roles and obligations which are governed by a contract agreement. Variants of this model include the Collection, Processing and Packaging Centre (CPPC) project and the Anchor Farming (AF) projects.

    iii. the Private Sector Investment (PSI) model. In this model, the private sector

    will provide the investment capital, while the Government may finance public infrastructure and amenities as well as providing investment incentives and regulatory support.

    More specific examples of all three models will be mentioned when I relate the 2019 budget plan of my Ministry. Tuan Speaker, I shall now provide highlights on selected initiatives, programmes and projects of my Ministry that will receive funding under the 2019 State Budget.

    Commodities With a view to increase the income level of farmers and eradicate poverty in the rural areas, my Ministry is committed to continue implementing development programmes for various commodities, crops, livestock and aquaculture in the State.

    Oil Palm Oil Palm is the main commodity that my Ministry is focusing on to increase the income of farmers. Currently, about 39,500 independent smallholders involved in the cultivation of oil palm with target area of about 240,000 hectares or 15% of 1.58 million hectares of oil palm planted in Sarawak. In this regards, the Department of Agriculture has introduced oil palm smallholders planting schemes under the Socio-Economic Transformation Programme (SETP) in 2017. To date, a total of 1,464 hectares has been approved for planting involving 758 participants. This programme is very popular among the smallholders as a mean of generating sustainable income. And therefore, the State Government will continue to provide these incentives on new planting of oil palms to farmers. The State has allocated RM10 million for the Oil Palm New Planting Scheme in the 2019 budget.

    Rubber Besides oil palm, rubber is also an important economic crop to be developed for our rural smallholders. In this aspect, my Ministry will continue to develop the rubber industry through the rubber industry programme. In 2019, a sum of RM3.4 million will be allocated for the procurement of rubber planting materials. My Ministry has also requested a sum of RM51.5 million from the Ministry of Primary Industries (MPI), Kuala Lumpur for the land development, field planting and maintenance for existing rubber projects.

    Pepper Pepper industry is also one of the important socio-economic crops for smallholders. Unfortunately, the price of pepper products has been declining from RM30.00 per kilogram since 2015 to RM8.20 per kilogram today. Recognizing this problem, my Ministry has allocated RM3 million in 2019 to assist the pepper planters in the State in the form of agriculture inputs. A total of 2,300 pepper planters are expected to benefit from this scheme. This is the first time that the State Government has come up with such assistance to pepper planters to ease their burden and maintaining their pepper farms.

    Sago For sago, my Ministry is allocated with a sum of RM2.9 million to enhance the sago development programme in 2019. The programme is for the planting of 200 hectares of new sago holding and rehabilitating of 280 hectares of existing holdings.

    Food Crops Tuan Speaker, on food crops, my Ministry is now focusing on the development of food industry as means not only to increase farmer’s income but also to enhance food export earnings. Toward this end, four major food crops are being promoted.

    Pineapple

    As for pineapple, there is a high market demand for fresh and pineapple related products both within the region, Middle Eastern Countries and China. In view of the high demand, my Ministry is promoting the planting of pineapple through smallholders and increasing private sector investment. Currently, the acreage planted with pineapple in Sarawak is about 1,700 hectares and we are targeted to reach 100,000 hectares by 2030. To assist the smallholders, a sum of RM2 millions is allocated for Pineapple New Planting Programme in 2019. The participants of the project would be assisted in the form of planting materials and agriculture input. The State is identifying land that is suitable for pineapple planting to enhance and facilitate the participation of the private sector. A Memorandum of Understanding has also been signed with a private company to further develop and expand the cultivation and processing of Pineapple related products. Smallholders who are under the Department of Agriculture Pineapple New Planting Programme will be connected to this Anchor Company as outgrow.

    Durian

    Durian is one of the crops that is increasingly gaining popularity in the world market especially in China. Sarawak has the potential to tap the high demand for durian products in view of the vast resources and suitable climate. It is estimated that there are about 400,000 matured durian trees throughout Sarawak. Poor maintenance and lack of market access has resulted in these matured durian trees unproductive.

    Sarawak has the potential to be the lead producer of durian products. Therefore, my Ministry has taken the following initiatives:

    (a) Durian Rehabilitation Programme

    In 2018, an Anchor Company with vast experience in durian cultivation, processing and with international market access has been appointed to help the State. A sum of RM2.5 million was allocated for a pilot durian rehabilitation project in Kuching, Serian, Limbang, Betong and Miri. Since there is a high demand for the programme, my Ministry has decided to extend this programme to other divisions in 2019 with an allocation of RM4 million.

    (b) Durian New Planting Programme

    In addition to Durian Rehabilitation Programme, a sum of RM3.0 million is allocated for Durian New Planting Programme targeted for Smallholders in 2019. The participants of the project would be assisted in the form of planting materials focusing on Musang King variety. Local high quality durians will also be promoted and planted and he also encourage planty of high quality durians which are also popular be promoted and planted.

    Banana

    Tuan Speaker, banana has been planted mainly for domestic consumption as fresh

    fruits. However, since 2016, Sarawak has been exporting fresh and processed banana. My Ministry will continue to develop the banana industry by assisting the smallholders. A sum of

    RM1.2 million is allocated for Banana New Planting Programme for Smallholder Farmers in 2019.

    To further develop the industry, a Memorandum of Understanding has been signed with a local company with vast experience and with international market network and with its factory. The Company will focus on marketing of processed product, while the Department of Agriculture will assist the local farmers in the production of high quality banana.

    A sum of RM 1.0 million is allocated to assist the smallholders in Asajaya,

    Samarahan Division. We choose Asajaya, Samarahan Division because there is a banana chips factory, which is our Anchor Company that are exporting banana chips to China, first in Sarawak. The State Government will continue to identify more suitable land for large-scale banana planting project by collaborating with the private sector.

    Coconut

    Coconut is another crop that is in great demand. In this regard, my Ministry would assist smallholders to further develop the industry. To date, total area that has been planted with coconut is about 12,600 hectares and will be increased to 100,000 hectares by 2030. A sum of RM1.3 million is allocated for Coconut New Planting and Rehabilitation Programmes for Smallholders in 2019.

    To accelerate the development of the coconut industry in the State, my Ministry also

    has signed a Memorandum of Understanding with two Anchor Companies. These two anchor company is a private sector, they will assist us to extend the new area for planting of coconut for Sarawak.

    I would like to respond to the request made by the Honourable Members for Bukit

    Goram, Murum, Daro, Engkilili, Kabong and Simunjan. They have been requesting for various agriculture assistance for their respective constituency. I can assure the Yang Berhormat that we will access your request as you have heard we have outlined the various programme that we have and which programme is appropriate in your respective areas.

    Paddy

    Tuan Speaker, rice is the most important food security item. At present, we produce

    only about 53% of our needs. We need to increase our rice self-sufficiency level (SSL) to 70% to be at par with the national level. To address this issue, the Ministry is now preparing a “Master Plan for Sarawak Paddy Industry” which will chart the development direction and identify action plans to enable us to achieve our SSL target. At the moment we extimated to whereabout 40 thousand hectares of poorly develop at the area throughout Sarawak and this paddy area has pontential to be develop to produce paddy that we need however we need the master plan to be able to exploited those area. I also would like to inform the Honourable Member for Krian, that the development of paddy areas in Kampung Kupang, Jelupang, Sessang and Nyiar will also be covered in the master plan.

    Farm Infrastructure

    Farm infrastructure is an important part of agriculture development. In addition to the various agriculture project that has been announce and that has been constructed we also having a location to upgrade our farm road for 2019, RM19.8 million is allocated for these pourpose that is the construction and upgrading of farm infrastructure such as farm road, drainage and bund in 2019.

    Tuan Speaker, we take note on the request made by the Honourable Member for Beting Maro and Serembu for the construction of farm infrastructures in their respective constituency and will be considered in the 2019 budget.

    Taman Kekal Pengeluaran Makanan (TKPM)

    In our effort to produce more fresh fruits and vegetables for the growing population,

    my Ministry would pursue the development of Taman Kekal Pengeluaran Makanan (TKPM) model since it has proven to be successful. Among the successful TKPM are in Kabuloh and Rampangi. TKPM Kabuloh was established in 2012 which covers an area of 248 hectares and involving 51 agropreneurs. In 2017, TKPM Kabuloh generated RM3.3 million sales of various agriculture produces. Some of the agro entrepreneurs earned an average income of RM7,000.00 per month.

    In TKPM Rampangi, the element of precision farming and application of technology is introduced in this year. A sum of RM1.6 million is allocated in 2019 to upgrade TKPM throughout the State.

    With regard to the request from the Honourable Members for Murum, Beting Maro and Layar, in setting up TKPM in their respective constituencies, my Ministry will be assessing feasibility of setting upin the various area including part of other State.

    Agro-Based Industry

    The Agro-based industry is a thriving sector where it involves the processing of agricultural products to diversify downstream agriculture-based industries. My Ministry will continue to implement various commercialisation and entrepreneurs development programmes to improve farmers entrepreneurship competencies and income level.

    A sum of RM15.7 million is allocated in 2019 to produce agropreneurs who are competent and highly committed in managing their businesses such as in the aspects of operations and productions, business management and systematic marketing. Our Ministry also work together with the various other agencies in the development of this agropreneurs in Sarawak.

    Livestock

    Under Livestock Development Programme, the Department of Veterinary Services is focusing on increasing the Self Sufficiency Levels (SSL) of various livestock products and to increase income of livestock farmers. The priority is on ruminant development to increase SSL from 10% to 50% by 2030.

    Buffalo Development Programme

    My Ministry is embarking on buffalo development programme. At the moment, the current population of our buffalo in the State is estimated about 6,000 while 10 years ago is about 11,000. Now our strategy is to bring back the population from 6,000 to 11,000 by 2030.

    And therefore we have the Buffalo Development Programme, allocation RM3.1 million is allocated in this porgramme are to include the purchases of buffalo especially in upgrading fencing facilities for the exsisting bufallo farmers between Limbang and Lawas divisions.

    Livestock Commercial Units (LCU)

    The Government will continue to assist cattle and small ruminant farmers under the Livestock Commercial Units (LCU) programme in 2019. A sum of RM3.8 million has been allocated to assist 380 farmers.

    Cattle Pawah Scheme

    In an effort to increase the Self Sufficiency Level (SSL) for beef, my Ministry is also promoting the integration of cattle under oil palm to leverage on the availability of large areas of oil palm plantations in Sarawak. The initiative taken by my Ministry is to encourage oil palm estates to participate in cattle integration by providing breeder cattle under the Cattle Pawah Scheme implemented by the Department of Veterinary Services Sarawak.

    For 2019, an allocation of RM4.0 million will be allocated for the purchase of 500 heads quality breeder cattle for distribution to oil palm estates or to farmers under Cattle Pawah Programme. The estates will pay back the same number of animals within six years.

    Pig Farming Area (PFA) at Pasir Puteh

    The PFA project at Pasir Puteh near Simunjan was implemented with the purpose of relocating all the pig farmers in the Kuching, Serian and Samarahan divisions and having an anchor farmer to lead the way for modern pig farming.

    Tuan Speaker, the Anchor Farm has also obtained the approval to export frozen pork to Singapore and more recently live pigs. For the first 10 months of this year, a total of 30,694 heads of live pigs and 114 metric tonnes of frozen pork has been exported to Singapore with an estimated value of RM33.6 million.

    In view of high demand and export potential of the pigs and pork products and capitalising on our State Foot and Mouth Disease (FMD) freedom status, my Ministry has allocated RM3.0 million for preliminary works including Environmental Impact Assessment (EIA) studies in our effort to create two more new areas as a pig farm area. We have targeted the area in Selangau as well as in Bintulu.

    As regard to the request from the Honourable Member from Meluan, to set up a PFA in his constituency, my Ministry will look into your request, Yang Berhormat.

    Edible Bird-Nest Industry

    Tuan Speaker, in 2017, my Ministry were allocated with RM2 million to establish 95 small scale start-up projects especially for the hardcore poor B40 and 10 premises have already successfully out of the 95 premises that we have done, 10 premises we have successfully attracted swiftlets. And to us it is a successful programme. So 2019, my Ministry will allocate RM2 million to construct more swiftlets premises in the State it is targeted to B40.

    Fisheries

    Tuan Speaker, for year 2019, my Ministry has budgeted RM5 million to develop aquaculture project which will benefit 252 participants. The programme focuses towards culturing commercial species such as Shrimp, Jelawat, Tilapia and Siakap in pond, tank and cages culture system by adopting cluster approach.

    In response to the issues raised by the Honourable Members for Beting Maro, Demak Laut, Simunjan and Kabong concerning the livelihood and income of fishermen, I would like to inform that the Federal Government has announced that they will continue to give “Elaun Sara Hidup Nelayan dan Nelayan Sungai”. Nonetheless, as we have advised over and over again, my Ministry encourages and we have some assitance to the fishermen to undertake other agriculture activities as a mean to diversify their income and therefore during time of landas those other argiculture activities than can generate income for them.

    Collection, Processing and Packaging Centre (CPPC)

    Tuan Speaker, to facilitate the Anchor Company-Out grower business model, the Government has approved a total allocation of RM60 million under 11th MP for the establishment of Collection, Processing and Packaging Centre (CPPC) throughout the State. To date, there are two CPPC in Tarat, Serian and CPPC Layar, Betong that are being implemented.

    For 2019, my Ministry has allocated RM15 million for the establishment of five new CPPCs. Anchor companies will be the primary driver of all our Collection, Processing and Packaging Centre (CPPC) projects.

    As per the requests from The Honourable Members for Pelagus, Beting Maro, Tamin and Murum highlighted on the same subject, my Ministry will study the feasibility. Actually there is a plan for one CPPC in Kapit.

    Agro Parks

    Tuan Speaker, the State Government is aware that there are many aspiring agriculture entrepreneurs especially the youth that are interested to venture into agriculture but has no sizeable land to start with. I would like to record our appreciation to Yang Amat Berhormat Chief Minister for his innovative and far reaching idea to establish Agro Parks in Sarawak. To date, Yang Amat Berhormat Chief Minister has approved two Agro Parks in Samarahan and Sarikei with an allocation of RM50 million each.

    In response to the request made by the Honourable Member for Saribas on the establishment of an Agro Park in his constituency, for your information Yang Berhormat, my Ministry has identified potential area to be recommended as Agro Park in Saribas constituency.

    Updates on the New Strategic Initiatives Going Digital

    Tuan Speaker, the adoption of digital technologies has been increasing in every

    industry including agriculture. These technologies avail an end-to-end solution, offer substantial value for farmers to better manage their farm operations, enhance crop production and increase income.

    My Ministry believe in the potentials of smart farming as the way forward to transform the agriculture sector. Therefore, my Ministry is currently in the process of upgrading TKPM Rampangi with Internet of Thing (IOT) facility and expected to be completed by the second quarter of 2019. The objective of this project is to introduce modern technology to our farmers, especially the youth. Besides that, this will also serve as a platform for my Ministry to identify the best technology that can be adopted in Sarawak agriculture landscape.

    Under the State Digital Economy Initiatives, RM15.5 million has been approved in 2019 for various departments within the Ministry.

    Sarawak Trade and Tourism Office in Singapore

    Tuan Speaker, in our effort to expand our global market access for the State’s agricultural products, my Ministry applauds the move made by Yang Amat Berhormat Chief Minister to open trade and tourism office in Singapore. It will serve as the trading and communication hub between Sarawak exporters and the business community in Singapore and the rest of the region. This initiative definitely will provide greater opportunities for Sarawak traders to take advantage of the ASEAN countries e-Commerce Agreement. I think if you are watching the tv yesterday; that was signing of an agreement on the e-Commerce Agreement by the ASEAN Leaders and this is to facilitate cross-border e-commerce transactions, and I’m confident with our office in Singapore, we would be able to take advantage of that facilities to market our agricultural product.

    Farmer’s Organisation

    Tuan Speaker, the Farmer’s Organisation comprises 28 Area Farmer’s Organisations with a total of 170,000 members. The key role of Farmer’s Organisation is to provide services to the members such as processing and marketing of agriculture product, sales of farm inputs and other services to enable Farmer’s Organisation to carry out those functions, they need the support from the State Government as well as generating income through business enterprises to finance those activities.

    I am happy to inform this august House that for the year 2019, the State Government has increased the allocation for each Area Farmer’s Organisations from RM24,000 in 2018 to RM95,000 to strengthen its business activities. An additional to the above allocation of RM6 million is also allocated to enhance the capacity of our Farmer’s Organisations in Sarawak.

    New State Farmer’s Organisation Building

    Tuan Speaker, during the function “Peladang Nite 2017” held on 29th April 2017, Yang Amat Berhormat Chief Minister has announced an allocation of RM20 million for the construction of New Office Building. An area of three acres of land has been approved by the State Government for this purpose.

    Currently, my Ministry is in the process of identifying the consultant to carry out the design of the new building.

    Highland Development Agency

    Tuan Speaker, the Highland Development Agency (HDA) was formed in July 2017 to

    accelerate the development in the highland areas of Baram as a new growth node under the Sarawak Corridor of Renewable Energy (SCORE).

    The highland development area covers 244 villages in the Districts of Miri, Marudi, Telang Usan and Beluru with geographical area of 18,463 square kilometres with a total population of 75,120.

    I am pleased to inform this august House that our Yang Amat Berhormat Chief Minister has, on 12th September 2018, approved an allocation of RM1.5 billion to implement various projects including strategic road networks, water and electricity supply and telecommunication as well as economic projects for these areas. All of these projects will be implemented by RECODA within 2019 to 2020.

    Highland Agriculture Research

    Tuan Speaker, the highlands of Sarawak have great potential for agriculture. With pristine environment and support from both the Government and private sector, the highlands can be developed into a major commercial agriculture hub. The development of commercial agriculture in the highlands will attract local younger generations and minimise rural-urban migration.

    The Department of Agriculture Sarawak, is carrying out research on suitable crops for commercial production in the highlands. Two sites have been identified for highland agriculture research stations namely at Integrated Highland Agriculture Station (IHAS) in Peluan-Beruang-Banga area and Bario.

    In IHAS, about 15m hectare land were allocated for research and development activities focusing on planting of potential crops such as coffee, pineapple, lemon and avocado.

    In Bario, research and development activities on about 2.6 hectare land will focus on selected sub-tropical and temperate crops such as broccoli, cauliflower, asparagus, avocado, strawberry and pineapple. Research and development on floriculture will also be explored.

I would like to inform the House that we visited the Department of Agriculture on 3rd October to have a dialogue with them regarding the subsidies given to the farmers in Sibu Division. According to the dialogue, allocation to the Department of Agriculture in Sibu was less than RM3 million and when we look at the Deputy Chief Minister talking about RM100 million allocations from Ministry of Agriculture, where are the money? We don’t know. So that is why I want to ask for clarification, how much is the allocation for the Division of Sibu and all Sarawak? So that we know the subsidy in terms of subsidy to the farmers and the farmers in Sibu, not in Sibu town, I mean in Sibu Division; they are facing difficulties in terms of the high cost of fertilizer and all of these things. Could our Deputy Chief Minister enlighten us on this? We have allocation of RM100 of millions for the Ministry of Agriculture both at the State and Federal level but the whole Division of Sibu only RM3 million. Why is this? I am helping the farmers, why? You got any problem with that? I am seeking for clarification very nicely, Tuan Speaker, and these people kacau-kacau.     Native Customary Rights (NCR) Land Development

    SALCRA

    SALCRA’s Budget for 2019

    Tuan Speaker, for 2019, SALCRA has been approved with a total allocation of RM22

    million comprising, RM2 million from the State Government and RM20 million from the Federal Government under the Ministry of Rural Development. Out of the RM20 million allocations from the Federal Government, RM14.16 million is in the form of loan for oil palm replanting and mill waste management project. The balance of the RM5.84 million is in the form of grant to carry out estate infrastructure projects and for supplementary economic activity programme.

    The Leasing Model

    Tuan Speaker, the Leasing Model, my Ministry is now looking at the Leasing Model as an alternative development model for Native Customary Right lands to complement the existing model which has been implemented in 1970s. We come up to this model because we are listening to the rakyat who raised the issue and so we are coming up with this, the Leasing Model. The leasing, the lease rental rate will be based on the principle of "willing seller and willing buyer".

    Tuan Speaker, the model is currently being practised by landowners and investors through privately arranged ventures. My Ministry will regulate the non-formal agreement by registering the agreement to safeguard the interests of the landowners and investors. To date, three privately arranged ventures have been registered with my Ministry. My advice for any potential private joint venture arrangement is for them to register with our Ministry so that we can regulate to make sure that that agreement later on will be a successful agreement. I’m raising this issue because there has been instances where the agreement between the private sector and the land owner has turned sour and then they come back to us to find a way on how to solve this problem. So to avoid that, please register your agreement with us, so that we can check, verify the investor, the land status and the agreement.

    Perimeter (Section 6) and Individual Lot Survey (Section 18) of NCR Land

    Tuan Speaker, most of this issue have been covered by my colleague Yang Berhormat Timbalan Ketua Menteri, Menteri Pembangunan Bandar dan Sumber Asli Kedua during his winding up yesterday. However, the number of YBs raised concern over the absence of funding from Federal Government because since 2010 until this year the federal Government dulu under Barisan National has been allocating RM30 million every year for this survey of the land. However, during the tabling of this budget to our disappointment of all the NCR land owner, we didn’t hear any announcement by the Federal Government on this allocation. Actually we are very very disappointed because in the Cabinet we are represented by PH Minister. I am not sure whether he raised this matter in there. I always raised this every time when there is a budget.

    So Tuan Speaker, a number of Yang Berhormat Beting Maro, Bukit Goram, Pelagus

    Serumbu, Engkili, Opar (Semuja), I think many others expressed dissatisfaction and disappointment with the Federal Government’s decision and they have requested that this perimeter survey should and must be continued. I wish to inform this Honourable House YAB Ketua Menteri had approved RM40 million for 2019, so that this survey will be continued for the 2019. Tuan speaker this is a very clear indication of the commitment by the State Government to resolve the issue of the NCR land, some of our friend there are just

    very fond of pointing finger, accusing us and branding us by all sort of names but that I guess that is what you are doing but not doing anything to find ways how solve the problem, you are just instigating the people. So I appeal to the people to the land owner, don’t be easily instigated by the irresponsible people. The Government, the GPS State Government are very very determined to resolve this issue especially by the allocation RM40 million for 2019.

    Sarawak Land Code (Amendment) 2018, on Native Territorial Domain

    Tuan Speaker, as we all know this amendment was passed last Council Negeri and the amendment has been gazetted on 3 August 2018. Now before it can come into force we have to work out the rule relating to the application for Native Communal Title. The Committee under my Chairmanship is at the final stage of repairing for the rule relating to the application for Native Communal Title.

    My Ministry together with Majlis Adat Istiadat Sarawak will be organizing Road Show on Sarawak Land Code (Amendment) 2018 throughout Sarawak to explain the reform that has been undertaken by GPS Government, we want to make it clear. We want to make it very clear because there are parties who until today refuse to understand the fact. The proposed Road Show will be supported by the State Attorney General Chambers and Land and Survey Department. On the RM40 million, I would like to go back to the issue again that is for the purpose of surveying of native land which belongs to all the natives in Sarawak.

    Rural Growth Centre (RGC)

    Tuan Speaker, under the mid-term review of the 11th Malaysia Plan (2016 – 2020) the approved ceiling for RGC was RM178.4 million. For 2019 the proposed budget for infrastructure works is RM41.4 million for various RGC Opar, Beladin, Long Lama and the construction of reinforced concrete jetty at Semop and Beladin. My Ministry is working with SALCRA to carry out infrastructure works for Long Lama Rural Growth Centre.

    In response to the request by the Honourable Member for Kedup, my Ministry will study the model that is appropriate. I have been mentioning the various models in my earlier text which is the model appropriate for your area, for the Honourable Member for Kedup.

    Rural Transformation Centre (RTC)

    Tuan Speaker, there are currently two Rural Transformation Centres (RTCs) in Sarawak; namely RTC Betong and RTC Sibuti. The Federal Government has decided to hand over the operation of both RTCs to the State Government. These RTCs serve as a One Stop Service Centre for the rural community plays an important role in providing services. With the handing over of these two RTCs, the State Government will review the management and operation of Rural Transformation Centers to identify essential services and the agencies that could be located at these centers so that RTC will continue to be in operation but to be financed by the State Government.

    Responses to Issues Raised Under The Purview of The Ministry of Modernisation of Agriculture, Native Land and Regional Development

    Rabies

    Tuan Speaker, in response to the concerns raised by many Yang Berhormat on

    Rabies, I wish to inform this august House that the State Government is taking the matter seriously. Soon after the announcement of the first human case, on the 1st of July 2017, Rabies control was placed under the State Disaster Management Committee. The reason is,

    this enables the Government to mobilise all Government agencies, departments and all the resources to tackle the problem in accordance with World Health Organisation (WHO), World Organisation for Animal Health (OIE), Food and Agriculture Organisation (FAO) and the Global Alliance for Rabies Control (GARC) guidelines set for the elimination of dog-mediated rabies.

    Tuan Speaker, soon after the gazettement of the first rabies affected areas in Serian Division, I invoked the Anti-Rabies Vaccination Order requiring all dogs in the State be vaccinated against rabies. Rabies vaccination is given to dogs to ensure that they are immune and do not come down with the disease when infected, and hence would not spread rabies. Our aim is to vaccinate at least 70% of the estimated 220,000 dogs in Sarawak, in order to provide good herd immunity and to effectively stop further spread of Rabies among the dog population thus preventing enzootic transmission to human.

    The vaccination programmes have been successful in the smaller towns such as Serian. In Serian we have managed to vaccinate 88 % the dog population. In Kota Samarahan we have vaccinated 63%. In Sri Aman we have vaccinated 86.8% and in Sarikei we have vaccinated 59% and the department was able to achieve, we hope to be able to achieve more than 70%. To date, about 110,000 dogs throughout the State have been vaccinated. Actually the Veterinary Services Department has limitation due to lack of staff, but lately 28 additional staff has been recruited and will be joining the department to assist in the dog vaccination program throughout the State.

    Our surveillance programme is now supported with our own rabies. Now this surveillance programme is very critical. It is done throughout the State and what it is doing is to look for various samples all over the major towns in Sarawak. And out of the outcome of our surveillance that we managed to detect positive in Kapit, in Sibu, in Miri as well as Mukah. Now we have our own surveillance program, now we have our own rabies testing facilities in the State Veterinary Diagnostic Lab. Earlier we have to send it to Ipoh. Now we don’t have to send to Ipoh, we have it in Kuching. This will enable the Veterinary Department to confirm rabies in a shorter period. Out of the total 838 samples taken in our surveillance programme, 258 dogs and 15 cats were positive for rabies.

    Immune Belt

    Tuan Speaker, an immune belt of 10 kilometres width from Telok Melano to Lubok

    Antu as well as Ba’ Kelalan along the Sarawak Kalimantan border was immediately declared in July. In this belt, all dogs are required to be vaccinated annually in order to protect them from getting rabies from dogs across the border.

    A bilateral meeting was held with our Indonesian counterpart in July 2017 to discuss measures by both Governments to curb the rabies outbreak. The meeting agreed to conduct joint vaccination within the immune belt at both sides of the border. Both sides have agreed to upgrade their control programme on rabies based on the agreed standard operating procedures.

    Ban on Dog Movements

    Animal movements between the Divisions are regulated by movement permits and

    road blocks instituted by the Police to curtail movements by land. Similarly, checks are being carried out at the airports, at the wharfs and border entry points. At the wharf because they are the source of rabies, can be from the sea, from some other foreign fishermen. In this exercise we also are pleased to inform the Dewan that there is not much dog movement of during the checking point. However, a dog owner has been fined for trying to move his dog

    from Kuching to Limbang which contravene Section 37 (2) of the Veterinary Public Health Ordinance 1999.

    Tuan Speaker, a sum of RM20 million has been spent on various programmes mainly from the State coffer to control and eradicate rabies. An additional amount of RM22.8 million has been approved to continue with the rabies control programmes and activities for 2019. The State Government does not lag up in our effort to fight this menace.

    And I like to thank all agencies for their support and all the Yang Berhormat, Ministry of Local Government, Department of Health, Department of Veterinary Services Sarawak, Sarawak Veterinary Association, Sarawak Society for Prevention of Cruelty to Animals (SSPCA). Save Our Space, NGOs, Community Leaders, volunteers for continuous support in combating this menace. And I am very convinced with all our concerted effort put together by everyone, no need to find fault and complain but contribute, this rabies outbreak can be controlled in Sarawak. I mean, I am concern about three things here:

    (a) Are you saying just now that the Committee is taking effort to vaccinate 70% of the dog population. From my information, Sibu has only reached 30%. Can we have clarification on this, whether it is true and what is the challenges that you know searching this back?

    (b) We have actually received information as well that this rabies outbreak

    actually started in West Kalimantan actually as early as in 2014 and 2015. So, there is therefore, reasonable concern that rabies actually came from West Kalimantan. I was therefore, very surprised on the 2nd of November the Honorable Deputy Chief Minister actually came out in the newspaper and said that the Ministry is still talking on SOP with the West Kalimantan counterpart for a border control of the dog’s movement. I would have thought that the first thing that we should do because that should be one of the root cause of rabies spreading to our region here. So can we know what is the status of this discussion at the moment whether there is going to be any SOP and any control of dogs movement from West Kalimantan coming over here?

    (c) Third issue, I forgotten what is the third issue I want to ask just now...(interruption)…

    (a) For Sibu it is 32.9%, we are intensifying and I hope Yang Berhormat juga tolong because lately after period of time almost a year, after the occurrence of the rabies, we noticed the response to the public on our public vaccination programme seems to slow down. So, now that is why we are intensifying publicity, jadi kita mintaklah Yang Berhormat tidak kira dari mana, please mobilise your supporters so that they also can help to bring their dogs to be vaccinated and also we advise our dog owners to be a responsible dog owners’; and

    (b) On the working collaboration with the Indonesian. I do not know where you

    read the paper but I have mentioned in the House said just now, in July you know first human case was revealed on 1st of July. Immediately after that few things was taken by the State Government.

    i. To put this rabies control in State Disaster Committee to show how

    serious we are looking at this case because this cannot be done in isolated Department.

    ii. We immediately formed a Committee with the Indonesian Counterpart in

    July already. That purpose is to coordinate because we know that the source is from the other side. So, we coordinate with them on how to join both the Goverments, vaccination Indonesian on their part, vaccination on our part and how to stop the movement of dog from both sides. You must also appreciate the length of Malaysian Sarawak border with Indonesia. It is very challenging, so Standard Operating Procedure (SOP) is already established at that early stage.

    I do not know where you get the information maybe reporting is not that right but that

    SOP is already established as early as July and of course as we move along we always improved ourselves. If there is a weakness, then we look for how to stain them because the ultimate objective is to resolve the issue. Okay? Thank you very much, I think I have enough on the rabies, we are all very scared of rabies, I am also scared of rabies. You have dog? Have you vaccinated your dog? Already also? Okay, thank you very much.

    What is the program for cats apart from vaccination? Is there any other way to take control of this because if we look at the spread of the rabies, if I am not mistaken, is that in Serian there and in the middle, before you reach Sarikei, before reaching Sarikei to Sibu, I think the cases in Kapit they already started as well? So, looking at the spread it seems its quite sporaclic, so are we taking control of this? What are we doing about this? So, I would appreciate if the Honorable Deputy Chief Minister can clarify on this. Thank you. Timbalan Ketua Menteri, Menteri Pemodenan Pertanian, Tanah Adat dan Pembangunan Wilayah (YB Datuk Amar Douglas Uggah Embas): Saya pun batuk. Ok, number one, memang cat is one of the carrier and we have a few positive cases for the cat. That is why we also advise the cat owners to go for vaccination. It is very important. Now, you are going back to why all of these things are spreading? I think we have discussed just now. As I have said all those areas, Kapit, Sibu, Miri and Mukah was discovered due to our surveillance program because one of the possible source is that dogs movement from Kalimantan to Sarawak because we have a lot of foreign workers.

    We also suspected there is a movement from the sea. Because some of these fishermen are bringing dogs partly for their food bersama alike, and that I think one of the case from Semenanjung the source of the rabies is from the ship from the sea. So, looking at the complexity of the problem, looking at the issue, our main focus at the moment is mass vaccination as well as doing targeted removal of the stray dogs because that they are the sources. So we hope we need cooperation from all the dog owners to bring their dogs for vaccination. I think if all of us cooperate the problem can be resolved, okey.

    Rural Transformation Projects (RTP) Tuan Speaker, since the implementation of the people-centric Rural Transformation Projects (RTP) in 2015, the projects had tremendously benefited the rakyat especially in the rural areas. For this reason, I would like to thank the Honourable Members of this august House for your unwavering support and dedication to ensure the successful implementation of Rural Transformation Projects. The State Government of Sarawak is committed to improve the basic infrastructure, utilities and social amenities in the rural areas to enable the rural communities to enjoy a better quality of life. For information, a total of RM2.0 billion had been allocated for the period of 2015 to 2018 for implementation of 7,283 RTP projects in the State. As at 30th October 2018, 4,402 projects or 60.4% of the total number of projects had been completed while the remaining 2,881 projects are still at various stages of implementation. For the information of Ahli Yang Berhormat for Krian, RTP are being implemented throughout Sarawak to provide basic infrastructure and facilities especially in the rural areas to benefit all rakyat. The disbursement of RTP allocation is channelled to the relevant implementing agencies who will directly implement, supervise and monitor the project implementation. Tuan Speaker, over the years, the number of RTP is increasing and the implementation of projects is becoming more challenging. Therefore, the State Government had developed a new Standard Operating Procedures (SOP) to further strengthen the RTP management to improve the delivery system. The new SOP has come into force on the 1st of

    August 2018. I am pleased to inform that with the new SOP in place, we have managed to address many shortcomings and accelerate the RTP implementation. It has certainly facilitated in the smooth implementation of RTP in the State.

    On this note, I would like to urge my fellow colleagues to continue to work hand in hand with the agency to closely monitor the RTP implementation in order to ensure the projects are on track and completed on scheduled.

    Unit for Other Religions (UNIFOR) Tuan Speaker, in November 2017 DUN Sitting, I have reported on the setting up of the Unit for Other Religions (UNIFOR). Tuan Speaker, a total of RM15 million was approved in 2017. For 2018, a total of RM34 million has been approved including Ahli Yang Berhormat for Opar benefiting 235 Houses of Worship. I would like to extend my utmost appreciation to the Right Honourable Datuk Patinggi Chief Minister for his kind support and assistance for these Non-Islamic religious institutions. For the information of Ahli Yang Berhormat for Telang Usan, as UNIFOR’s function expands in the future and when the need arises, the State Government will look into the idea of making UNIFOR a full-fledged Department. Nevertheless, the State Government has recently approved another 15 new Jawatan Berasaskan Caruman (JBC) posts in addition to the 17 earlier JBC posts for UNIFOR this is to strengthen the functions and the capacity of UNIFOR.

    Unit Keselamatan dan Penguatkuasaan Negeri dan Pengurusan Bencana Negeri

    Keselamatan Sempadan

    Tuan Speaker, untuk makluman Ahli-ahli Yang Berhormat, secara keseluruhan keselamatan sempadan antarabangsa negeri Sarawak adalah dalam keadaan terkawal. Setakat ini tiada isu besar yang boleh mengganggu gugat keselamatan sempadan darat, perairan dan ruang udara negeri Sarawak. Namun begitu, usaha oleh semua agensi keselamatan dan penguatkuasa telah memastikan situasi sempadan antarabangsa negeri Sarawak kekal dalam keadaan selamat. Landskap keselamatan serantau di Asia Tenggara telah mengalami perubahan yang ketara khususnya dalam beberapa tahun kebelakangan ini. Insiden di Lahad Datu dan peristiwa-peristiwa seumpamanya memerlukan tindakan kawalan sempadan Negeri Sarawak dipertingkatkan dari semasa ke semasa. Sukacita dilaporkan Angkatan Tentera Malaysia (ATM) telah mewujudkan satu briged sempadan yang akan beroperasi sepenuhnya di Sarawak dalam jangka masa dua tahun lagi. Dengan pembangunan infrastruktur fizikal yang akan memudahkan lagi pergerakan aktiviti rentas sempadan, landskap keselamatan negeri akan berubah dari semasa ke semasa.

    Keselamatan dan Ketenteraman Awam

    Keselamatan dan Ketenteraman Awam, setakat bulan Oktober 2018 ketenteraman awam Negeri Sarawak dalam keadaan tenang dan terkawal. Tiada sebarang aktiviti yang boleh mengancam ketenteraman awam telah dikenal pasti dalam tempoh ini. Sehubungan itu, kadar jenayah di Negeri Sarawak bagi tempoh Januari sehingga Oktober 2018 telah menurun sebanyak 9.89% atau persamaan sebanyak 524 kes jika dibandingkan dengan tempoh yang sama pada tahun 2017. Namun demikian, Polis Diraja Malaysia (PDRM) akan

    terus berusaha dan komited dalam membanteras jenayah demi menjamin kesejahteraan dan keselamatan rakyat.

    Peranan Unit Keselamatan dan Penguatkuasaan Negeri (UKPN)

    Peranan Unit Keselamatan dan Penguatkuasaan Negeri (UKPN), Jabatan Ketua Menteri, Kerajaan adalah komited dalam memelihara sumber semula jadi yang terdapat di negeri Sarawak. Justeru, penstrukturan semula Unit Keselamatan dan Penguatkuasaan Negeri, Jabatan Ketua Menteri telah dilaksanakan dan pembangunan kapasiti telah dipertingkatkan bagi membantu agensi penguatkuasaan negeri dalam menguatkuasakan ordinan dan undang-undang dengan lebih berkesan.

    Sebagai contoh, pengambilan dan latihan kakitangan baharu yang terdiri daripada Pegawai Keselamatan Gred KP41, Penolong Pegawai Keselamatan Gred KP29, dan Pembantu Keselamatan Gred KP19 telah selesai dengan jayanya. Mereka telah mendapat latihan dalam aspek penyiasatan dan ikhtiar hidup daripada Maktab PDRM Kuala Lumpur dan Pusat Latihan Polis (PULAPOL) Sarawak. Oleh itu, Kerajaan Negeri merakamkan setinggi-tinggi penghargaan kepada PDRM atas kerjasama yang diberikan. Dalam pada itu, bagi membolehkan UKPN berfungsi dengan lancar dan berkesan, Unit ini akan diturunkan dengan kuasa perundangan. Penurunan kuasa di bawah Ordinan Hutan, 2015 telah selesai digazetkan. Dan kini, Pejabat Peguam Besar Negeri Sarawak sedang dalam usaha untuk menurunkan kuasa daripada Ordinan Taman Negara dan Rizab Semulajadi 1998 dan Kanun Tanah kepada pegawai-pegawai UKPN. Diharap dengan adanya punca kuasa yang diberikan kepada pegawai-pegawai UKPN, usaha penguatkuasaan Kerajaan Negeri dalam memelihara sumber semula jadi dapat ditingkatkan.

    Pengurusan Bencana Negeri

    Tuan Speaker, musim Monsun Timur Laut yang telah bermula pada 27 Oktober sehingga Mac 2019 dijangka akan mengakibatkan beberapa siri hujan monsun yang menyeluruh. Semasa Monsun Timur Laut ini, banjir di kawasan berkedudukan rendah boleh berlaku, dan akan menjadi lebih buruk sekiranya hujan lebat berlaku serentak dengan kejadian air pasang tinggi. Tahap kesiapsiagaan perlu dipandang serius oleh semua pihak termasuk agensi yang menggunakan dan menggerakkan aset seperti Polis DiRaja Malaysia, Angkatan Pertahanan Awam, Jabatan Bomba dan Penyelamat, Angkatan Tentera Malaysia, RELA dan Agensi Penguatkuasaan Maritim Malaysia.

    Pengendalian aset logistik semasa bencana amat kritikal yang mana ia memerlukan penyelarasan yang cekap agar semua asset dapat dimanfaatkan semaksimum yang mungkin. Bagi persediaan menghadapi musim tengkujuh kali ini, Kerajaan Persekutuan dan Kerajaan Negeri melalui Peruntukan Kumpulan Wang Amanah Bantuan Bencana Negara (KWABBN) telah disalurkan kepada Jawatankuasa Pengurusan Bencana Negeri (JPBN) dan Bahagian (JPBB) berjumlah RM400,000. Inisiatif ini merupakan tindakan proaktif Agensi Pengurusan Bencana Negara dengan menyalurkan peruntukan secara terus kepada JPBN. Kebiasaanya, JPBN yang memohon untuk mendapatkan peruntukan KWABBN. Peruntukan ini adalah bagi membantu pihak negeri bagi menampung kos pembiayaan operasi semasa musim tengkujuh seperti pembelian item pakai habis, barangan keperluan sangat segera di pusat pemindahan serta makanan petugas di Pusat Kawalan Tempat Kejadian (PKTK) dan Pusat Kawalan Operasi Bencana (PKOB)

    Jawatankuasa Pengurusan Bencana Negeri (JPBN) Sarawak telah bersedia bagi menghadapi musim Monsun Timur Laut dengan kekuatan pegawai dan kakitangan, kemudahan logistik dan pusat pemindahan seperti berikut:

    (a) Seramai 15,152 orang pegawai dan anggota daripada agensi penguatkuasa dan keselamatan bersedia untuk berkhidmat pada masa yang diperlukan;

    (b) Sebanyak lima buah helikopter, lima buah drone, 172 buah lori, 549 buah kenderaan

    pacuan empat roda, 283 buah bot, dan 109 buah ambulan bersedia untuk digunakan semasa musim banjir pada kali ini; dan

    (c) Sebanyak 610 pusat pemindahan yang boleh memuatkan 203,960 orang bersedia

    untuk dibuka di seluruh Negeri Sarawak.

    Jabatan Kebajikan Masyarakat (JKMNS) juga telah menyediakan 16 buah pangkalan hadapan di Bahagian Kuching, Kapit, Bintulu dan Miri. Bagi Stor dan Depot pula, terdapat tiga kawasan yang disediakan iaitu di Ibu Pejabat JKM di Kuching, Samarahan dan Miri.

    Sehubungan dengan itu, semua pejabat Residen telah bersiap siaga dan Bilik Gerakan Banjir di semua bahagian akan diaktifkan pada bila-bila masa sahaja apabila diperlukan.

    Selain daripada itu, untuk memastikan pengurusan bencana banjir kali ini lebih teratur dan berkesan, Unit Keselamatan dan Penguatkuasaan Negeri, Jabatan Ketua Menteri telah menganjurkan kursus penggunaan sistem pengurusan bencana negeri yang telah diadakan pada 5 Oktober 2018 di Pusat Latihan SAINS Samarahan. Kursus ini telah dihadiri oleh wakil kesemua daerah. Semua Pegawai Daerah sebagai Pengerusi Pengurusan Bencana Daerah adalah dikehendaki memasukkan data-data bencana ke dalam sistem supaya maklumat banjir
