Executive Summary

AECOM were previously engaged by Penrice to assist with community concerns regarding noise emissions from

the mine/quarry. This involved creating a noise model of the existing site and noise sources, and advising on

appropriate measures to reduce overall noise emissions. The assessment was for onsite noise sources only and

specifically excluded noise associated with trucks entering and leaving the mine/quarry on public roads. The

assessment demonstrated that Penrice were compliant with the Environment Protection (Noise) Policy 2007

(Noise EPP).

Since then, Penrice has had some changes to the plant and equipment that operate on site, as follows:

- Removal of 2 x 90t dump trucks, leaving 3 x 60t and 4 x 90t dump trucks remaining on site

- Removal of 1 x PC1250 excavator, leaving 1 x PC1250 and 2 x PC450 excavators on site

- Removal of existing DM25 and Pantera drill rigs and replacing with 2 x Atlas Copco L9 drill rigs

- Removal of 1 x WA900 front end loader, leaving 1 x WA900 and 2 x WA700 front end loaders in the pit, 2 x

WA600 and 3 x WA480 front end loaders for the aggregate plant, pugmill and sales area respectively

- Removal of the mobile vibrating screen

- Addition of the dust unit located at the western end of the screens area for the aggregate plant

- Addition of the Finlay crusher located to the north-east of the sales area

- Acoustic lagging to the internal face of the northern side of the train loader barrier

- Mobile rock breaker operates between 7am and 7pm

- Mobile rock drills operate after 7am.

Table E-1 summarises the noise criteria for the surrounding sensitive receivers.

The current noise emissions from the mine/quarry indicate no exceedances of the noise criteria. In comparison to

the previously modelled results, there have been some slight changes in the noise emission levels. Some areas

surrounding the site have slightly increased in noise, and other areas have slightly decreased in noise level. This

is due to the removal of plant in some areas and addition of plant in other areas.

However, the changes in noise level would not be noticeable to the surrounding receivers, as the change is no

greater than 2 dB(A). Given that the changes in noise level would not be noticeable to the surrounding receivers,

we are of the opinion that it satisfies the intent of the PEPR (although the PEPR does not have any specific

requirement with regard to the previously predicted noise levels in Table 4).

The sound power level of the new Atlas Copco L9 drill rigs, for direct comparison with Appendix B of AECOM

report 60099270-A9K01RP-4 dated 31/5/10, is 117 dB(A). This is the same as the previous Ingersoll Rand DM25

rock drill and 7 dB(A) quieter than the Pantera 1100 rock drill. Therefore the change in noise from the rock drills is

compliant with the PEPR requirements.

1.0 Introduction

AECOM were previously engaged by Penrice to assist with community concerns regarding noise emissions from

the mine/quarry. This involved creating a noise model of the existing site and noise sources, and advising on

2.0 Background

The Penrice mine/quarry is located near the township of Penrice in the Barossa Valley. The mine/quarry is

bounded on the southern side by the township of Penrice, with residences located on Salem Road and Penrice

Road in the township.

On the western and northern side, the mine/quarry site is bounded by agricultural industry, including vineyards

and broadacre farming. There are a number of detached dwellings located in this area, with generally low density.

Under the Barossa Council Development Plan, the Penrice mine/quarry is located within the Extractive Industry

Zone. The Penrice mine/quarry site is adjacent four zones containing residences. Figure 1 shows the

development zones from the Barossa Council Development Plan in the area around the Penrice mine/quarry.

Under the Development Plan, rural industries, such as broadacre farming, wineries and other horticultural and

farming uses, are promoted in the Rural (Valley Floor) and Rural (Moculta) zones.

3.0 Noise criteria

The applicable noise criteria for the Penrice mine/quarry are derived from the Environment Protection (Noise)

Policy and are summarised in Table 1. The day time period refers to 7am to 10pm and the night time period refers

to 10pm to 7am. Figure 2 shows residences located near the Penrice mine/quarry.

Under the Noise EPP, the measured source noise levels must be adjusted by the following amounts if the noise

source contains amplitude modulating, tonal, impulsive or low-frequency characteristics:

- Noise source contains 1 characteristic, add 5 dB(A)

- Noise source contains 2 characteristic, add 8 dB(A)

- Noise source contains 3 or 4 characteristics, add 10 dB(A)

As there is variability in criteria, as well as the character and type of noise sources over the mine/quarry site, the

surrounding areas have been broken up based on the location of the residence to group properties with exposure

to similar sources.

Properties have been grouped in the following catchments:

- South: properties located in the Residential and Rural Living (1) zones on Penrice and Salem Roads and

Rowland and Murdock Streets

- North-east: properties located in the Rural (Moculta) Zone, including properties on Salem and Kalimna

Roads

- North-west: properties located in the Rural (Valley Floor) Zone, including properties on Stockwell Road

- West: properties located on Penrice Road

In addition, the Program for Environmental Protection and Rehabilitation (PEPR) for the Penrice mine/quarry

notes the following:

Demonstrate compliance with the noise source measurements in the AECOM report (Doc No 60099270-

A9K01RP-4) dated 31/5/10 by an annual independent suitably qualified expert show noise source are equal

to or less than Appendix B (page B-1 of the AECOM report).

It is noted that Appendix B of the above mentioned report refers to the sound power levels for each item of plant

on site. It does not take into account the number of items of plant on site or the benefits of any additional noise

mitigation that may have been incorporated that is not at the source. We are of the opinion that the intent of the

PEPR requirements is to not increase current on site noise emissions and therefore believe that Penrice should

demonstrate that the highest predicted noise levels are equal to or less than Table 4 (page 7 of the AECOM

report).

4.0 Assessment

4.1 Operational hours of plant

Noise levels were predicted for the following five time periods:

- 7am to 6pm (train loading & no train loading scenarios) – Day time period criteria are applicable

- 6pm to 10pm – Day time period criteria are applicable

- 10pm to midnight – Night time period criteria are applicable

- Midnight to 6am – Night time period criteria are applicable

- 6am to 7am – Night time period criteria are applicable

Table 2 summarises the plant that is assumed to be operational during the five modelled time periods.

4.2 Predicted noise emission levels

On site noise measurements of the amended items of mobile and fixed plant (i.e. the Atlas Copco L9 drill rigs,

dust unit, Finlay crusher and train loader) were undertaken on Tuesday 3 July 2012. These measurements were

used to update the Penrice mine/quarry noise emission model.

Noise levels at residences around the mine/quarry site have been predicted under worst case meteorological

conditions (i.e. most conducive to increased noise levels at the receiver) and compared to the proposed noise

criteria.

Where noise is likely to be from a source containing annoying characteristics, such as impulsive noise from the

train loader, adjustments have been made as required under the Noise EPP.

Table 3 presents a summary of the highest predicted noise levels (in a 15 minute period) around the site for the

noise catchments. Results highlighted in Bold text and shaded represent exceedances of the noise criteria.

4.3 Controlling noise sources

The following plant and equipment is controlling the noise emissions, and as such has been targeted for noise

mitigation:

- Rock breaker located on the primary crusher

- Mobile rock breaker

- Osborne primary screen building (screen located on top of the building)

- Haul trucks

- Aggregate crushing plant

- Aggregate primary and secondary screens

- Bulldozer

- Rock drills

- Tertiary building

- Limestone stacker

- Train loader

4.4 Conceptual acoustic treatments

Acoustic treatments are consistent with that presented in our previous report Noise Reduction Investigation,

Penrice Mine/Quarry dated 1 March 2011.

4.4.1 7am to 6pm (no train loading)

The suggested acoustic treatments for the 7am to 6pm (no train loading) period are:

- Provide a three sided enclosure with roof located on top of the Osborne primary crusher, which consists of ;

‘Colorbond’ external cladding and 50mm thick, 32kg/m3 acoustic insulation internal lining; and

- Operation of the Komatsu PC450 mobile rock breaker in the bottom of the pit; and

- Provide an enclosure for the screen located at the top of the primary screen building (Osborne plant), which

consists of ‘Colorbond’ external cladding and 50mm thick, 32kg/m3 acoustic insulation internal lining; and

- Reduce the noise level of each of the mine haul trucks by at least 3 dB(A) from the current emissions; and

- Provide an enclosure at the top of the aggregate plant crusher where the front end loader supplies material

to the primary crusher. The enclosure would need to consist of ‘Colorbond’ external cladding, 50mm thick,

32kg/m3 acoustic insulation internal lining, and Nergeco double skin acoustic curtain doors at the entry and

at the opening to the primary crusher enclosure (i.e. to create an airlock).

4.4.2 7am to 6pm (train loading)

The suggested acoustic treatments for the 7am to 6pm (with train loading) period are:

- All of the acoustic treatments listed for the 7am to 6pm (no train loading) period; and

- Provide a roof constructed from ‘Colorbond’ and lined on the underside with 100mm thick, 32kg/m3 acoustic

insulation for a minimum distance of 12 metres (along the rail line) on either side of the train loader; and

- Extend the length of the existing wall located on the western side of the train loader by 10 metres to the

south; and

- Provide cladding to the western and southern sides of the fines screening tower located adjacent to the train

loader.

4.4.3 6pm to 10pm

Additional acoustic treatments are not suggested for this period.

4.4.4 10pm to midnight

The suggested acoustic treatments for the 10pm to midnight period are:

- All of the acoustic treatments listed for the 7am to 6pm (no train loading) period; and

- Provide an enclosure for the aggregate plant primary and secondary screens, which consists of ‘Colorbond’

external cladding and 50mm thick, 32kg/m3 acoustic insulation internal lining.

4.4.5 Midnight to 6am

Additional acoustic treatments are not suggested for this period.

4.4.6 6am to 7am

The suggested acoustic treatments for the 6am to 7am period are:

- All of the acoustic treatments listed for the 7am to 6pm (no train loading) period; and

- All of the acoustic treatments listed for the 10pm to midnight period; and

- Do not operate the bulldozer during this period; and

5.0 Conclusion

An acoustic assessment has been undertaken to update the current model of the Penrice mine/quarry. The

assessment has demonstrated that the Penrice mine/quarry is still compliant with the current environmental noise

criteria, and that changes to operations through the addition and removal of some plant and equipment, has

resulted in negligible changes to the environmental noise emission from the mine/quarry.

Furthermore, the assessment has identified the plant which is controlling the noise emissions from the site, and

identified conceptual acoustic treatment options that would be required to further reduce noise emissions from the

mine/quarry.

Appendix A Acoustic terms

A-weighted The A-weighting scale is designed to adjust the absolute sound pressure levels to

correspond to the subjective response of the human ear.

dB(A) Unit for A-weighted overall sound pressure level measured in decibels re 20 Pa.

Leq The Leq is defined as the equivalent noise level and is the energy averaged noise level

over the measurement period. This measure is commonly used by legislation when

setting limits for environmental noise.

Lmax The maximum noise level during the measurement period.

Sound Pressure

Level

The Sound Pressure Level can be directly measured using a sound level meter and for a

given noise source varies with distance to the source. Measured in dB, referenced to

20 µPa.

Sound Power

Level

The Sound Power Level is a measure of the acoustic energy produced by a source and is

measured in dB relative to 10-12

Watts. The sound power level is not directly measurable

using a sound level meter and is independent of the distance from the source. It is

calculated from the sound pressure level, taking into account the distance of the

measurement from the noise source and the size of the noise source.
