Blatchfordwas accompanied by several peoplefrom Peace Corps Washington and histvife, ,\vho served as a volunteer inACCION, the privntely-spo,lsored vol-untary service progra]n \vhich Blatch.ford founded in 1961.

At the i\vearing-in ceremony, Presi-dent Richard M. Nixon made referenceto B1atcbfor/s interest and experiencein voluritary \vork and said: “He hasthe respol~sibility, despite his ve~young years, to come up with ne\videas, He has the opportuni~ to de.

velop ne~v programs and those pro-grams will receive the very highestpriority \vithin the Administration.”

After takkg the oath of 05ce,Blntchford described three majormoves to make the Peace Corps morerelevant to today’s world:

One is combined service–a periodof voluntary work in the U.S. and aperiod overseas, perhaps longer thanthe present txvo-year Peace COVS tour,~vhich might in tbe f“tire be con-sidered a substitute for mititaryservice.

The second is the reverse PeaceCOTS, bri,lghg foreign nationals tothis country “to tvork alongside ussupplying the necessary teachers andother people \ve need in this countryto fight our oxvn problems of povertyand the problems of the unde~riv-tieged,” Blatchford said. “We aretalking about providing the opportu-

nity to serve for those people, A1neri-cans nnd foreign nationals, \vho feelthere are no boundaries to povertyand that we must strike at these prob-lems \vherever they OCCU, here orabroad.”

Next month THE VOLUN-TEER will present excerptsfrom the preliminary repotisof the task forces describedheri. Volunteers, staff, re-turned Volunteers, and otherinterested persons are in-vited to respond now or atany time during the summerto the questions raised bythe task forces, or to anyother matters which they feelare of concern to the PeaceCorps. Opinions and recOm-mendatimss should be sentto Director Joseph H. Blatch-ford, Peace Corps, Washing-ton, D. C. 20525.

Blatcbford met \~,ith the group forthe first time t,vo days after he \vass,x,orn in as Peace Corps director. Hecharged tbe members to “look at theheart of the Peace Corps idea, at fh~-.volunteer concept, at s~r\,ice, at effec-ti~,eness, and thi,xk about preparationsfor the 1970’s.”

“Co,lsider you,~elves a kind of leg-isk,tive committee,” he told then],“,vhich consists of subcommittees that\vill explore specific topics, call \vit-nesscs to help explore those topics,and \,,hose recomme”datio”s \f,illcome before the ~vhole group.

“JNohody here has an axe to grind,”said Blatchford. “There is no vestedinterest except a dedication to thevolunteer concept.”

The group, \.hich ,VSS split UP in tO10 separate task forces, spexlt t.vo,veeks deliheratillg their assigned sub-ject itreas. They \vere scheduled tomeet together to~vard the end of Mayto sllbmit preliminary proposals andrecomme,>dations. Blatchford planned

to present their recommendations forbroad policy guidelines on some topics to Pr~ident h~ixon by the end ofh4ay. White House comments onthese recommendations \vould help setthe course for more specific discus-sions during the summer, he said.

Also during the summer, Blatcbfor~said, a \vider range of topics \vtil bediscussed. He is hopeful that every-one in the Peace Corps-Volunteersand staff-as \vell as many’ outside of it\vill respond to the questions beingraised no\v and throughout the nextfe\v months, and \vill raise more ques-tions of their o~vn.

The task forces held a series of openmeeti~,gs at Peace Corps beadql,artersill mid-May. O,>e task force, that onthe role of retur>>ed Voh,nteers, calleda ,neeting ~vbich 140 Washington areaRPCVS attended and then scheduledmeetings of the same nature in At-I:tnta, Boston, Chicago, Los Angelesand Ne\\. York.
