    PEACE CORPS Overseas Request for Quotation (RFQ) for Supplies/Services/Equipment

    RFQ Number: PC-384-19-3023 Date: 28 August 2019 Peace Corps/Sri Lanka has a need for supply, installation and commissioning of air conditioning system in coordination with the interior buildout of office building located at 11 Kinross Ave, Colombo 04. Peace Corps is soliciting fixed-price quotations from the vendor community for the supplies and/or services detailed below. If you are interested in submitting a quotation, please do so by sending your completed and signed Attachment 1 along with all required submissions listed on the Vendor Quotation Form [by mail OR by e- mail to: Name: David Crowley Director of Management and Operations Address: Peace Corps/Sri Lanka 11 Kinross Ave, Colombo 04 OR E-mail: dcrowley@peacecorps.gov Quotations are due no later than 12:00 PM (noon) on 16 September 2019. Late quotations will not be accepted. Written questions about this Request for Quotation (RFQ) may be sent in the same fashion to the individual noted above in advance of the RFQ due date. No phone calls please. Peace Corps will evaluate all quotations received by the deadline based on the minimum requirements and/or evaluation factor(s) shown below. Contingent on the availability of funds and continued need for the supplies and/or services, at the end of the evaluation process, Peace Corps intends to award a firm- fixed-price contract for the purchase of the required supplies and/or services to the selected vendor. A. Statement of Work/Description of Requirements Supply and install air conditioning system in office building located at 11 Kinross Ave, Colombo 04 in accordance with architectural designs and engineering plans provided by Peace Corps and detailed in the attached Bill of Quantities (BOQ). All work to be performed is on floors one thru four and half of floor six. B. Place of Performance and Required Work or Delivery Schedule Office building located at 11 Kinross Ave, Colombo 04 Work to commence immediately upon selection and award and completed in accordance with construction schedule agreed upon during negotiation (to be determined based on the availability of materials). Target completion date is December 31, 2019. C. Contract Terms and Conditions As an Agency of the United States Government, Peace Corps has an approved contract template that it intends to use for the award. Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps approved contract template.

    Generally, firm-fixed-price contracts are used to acquire supplies and services. They may be priced— (1) On a lump-sum basis (when a lump sum is paid for the total work or defined parts of the work),

    (2) On a unit-price basis (when a unit price is paid for a specified quantity of work units), or (3) Using a combination of the two methods.

    The contractor shall submit, as part of the proposal, a schedule of proposed payments based on targeted deliverables in the scope of work. These targeted deliverables can be negotiated during the bidding process and will be based on the agreed upon time frame of the entire project. D. Minimum Criteria: A quotation will not be considered further if it does not meet the following minimum criteria:

    • Completed pricing on BOQ • Proposed work schedule (timeline) • Proposed payment schedule • List 3 references for work completed in last 24 months

    E. Evaluation Factors: Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors:

    • Total price of project • Delivery timeframe (and availability of supplies) • Past experience with USG facilities • Staffing capacity for this project • Warranties offered on equipment units and completed work

    Award may be made with or without negotiations between the Peace Corps and the selected vendor. Award may be made to a vendor that provided the lowest priced technically acceptable quotation, or to a vendor other than the one that provided the lowest priced quotation, should that vendor be determined to have provided the best value quotation to the Peace Corps taking technical and cost factors into account. All vendors that submit quotations in response to this RFQ will be notified of the results.

    A The tenderer is advised to refer to the General Notes, Pricing Preambles, Drawings, Specifications, Conditions of Contract and other relevant documents prior to pricing of the following items. Note

    B The tenderer is advised to visit the site of the proposed work, as it is his responsibility to ascertain the conditions such as access to the site, external working space, storage area etc. or any other conditions of relevance. Note

    C A list of typical general items are given below. However, the tenderer is requested to price only those items that may affect this contract.

    D Any other preliminary items not listed below but deemed necessary for the successful execution of the project shall be included in the tender rates, as no claims for extra payments for such, would be entertained. Note

    E The contractor shall be responsible for any loss or damages to the works, existing structures, adjoining or adjacent structures and unfixed materials during the term of the contract.

    (a) The Contractor shall check Site dimensions and make fabricated work corresponding to the "approved" Shop Drawings. (b) Drawings shall show in detail, various portions of the work, kind of materials, size of members and the structural stability of the fabricated units.

    K The Contractor should arrange to display all the approved samples and the construction working order in the site office.

    PRELIMINARIES

    2.0 Plant, Material & Work Practices

    L No work in any trade shall be carried out in such a manner as to cause any nuisance to adjacent owners or the public or any damages to adjacent structures. The Contractor is advised to co- operate with the Client in maintaining an environment free of unnecessary noise and dust pollution as possible.

    Note

    M Mechanical plant and equipment which emits excessive noise, water, smoke, fumes or obnoxious liquids, gases, etc. will not be allowed to be used on the site. If the use of such machinery becomes necessary the contractor is expected to obtain prior approval from the Consultant.
