Exams A mastery level of basic firefighter knowledge and basic firefighter skills is necessary in a position where mistakes can cause severe injury or loss of life. Thus a score of 90% or better will be required to pass written probationary exams and manipulative skill tests. Exam dates and times posted in the probationary manual are subject to change, to suit the needs of the District. For any schedule changes initiated by the District, reasonable allowances will be made to minimize negative impact to the probationary employee. Any requests for scheduling changes, due to conflicts initiated on the part of the probationer, will only be considered on a case by case basis. Throughout the probationary period, honesty and integrity are two of the probationer's characteristics that are being evaluated. Cheating, of any kind, will not be tolerated and may be grounds for disciplinary action. The Training Division, or agents of the Training Division, will provide the required direction and location of "official" resources necessary for probationers to properly prepare for exams. Any copies of prior probationary tests that are being used as "study material" are strictly unofficial. Studying unofficial material requires an assumption of risk on the part of the test taker. At no time have prior probationary tests been distributed as study material. Previous probationers were given ample warning not to study unofficial material, but some did so anyway, with very disappointing results.

Probationary Exams/Task Book Parameters

Task Book Sign-Off Sheets Probationers are solely responsible for initiating a plan to achieve the necessary training for their task book sign-off sheets. Probationers are also solely responsible for tracking, documenting and assuring sign-offs are completed on time. Company officers are responsible for facilitating the training. Knowledge, skills and abilities are to be verified by the company officer, or his/her designee. The intent of allowing personnel other than the company officer to sign off skills is to utilize the most highly trained person to confirm a probationer's capabilities. For example, a non-Rescue Division captain may assign an engineer who is a Rescue Division member to sign off a probationer on his/her rope-rescue skills. However, the company officer is still responsible for the verity of the probationer's skill assessment. The signatures of both the company officer and their designee must be on the task book sign-off sheet for a particular skill. If a company officer verified the skill personally, only the company officer's signature needs to be on the sign-off sheet. Employee numbers are necessary because it is sometimes difficult to read a signature. All California State Fire Marshal Firefighter II Training Record sign-offs must correspond to the lesson plans, training hours, and instructor criteria as stated in the California State Fire Marshall Firefighter II Instructor Guide, (one in each station). Major changes to the curriculum are not at the discretion of the company officer, (see pages 5-8 of the CFSFM FFII Instructor Guide). For example, while San Ramon Valley Fire District may not have any pedestrian escalators within the district, the "Escalator Emergencies" segment of the curriculum must still be taught, and the probationer's knowledge/skill/ability level must still be assessed. There has been a long-standing, myth active in the fire service that a department doesn't need to teach subjects that don't pertain specifically to their district. Remember, the Firefighter II certification is proof of a firefighter's knowledge, skill and ability as compared to the training standard in the State of California, not just in the firefighter's own jurisdiction. At times, a company officer may have a lack of experience or training in a specialized subject and might not feel qualified to sign off a probationer on that skill. If the company officer does not have the necessary resources at their disposal to be able to complete the sign-off, the probationer may leave that segment blank on the sign-off sheet. For any blanks, do not write in the signature area, (i.e., "not applicable"). The company officer should make every effort to secure the necessary resources, human or otherwise, to enable the probationer's progress to continue. Keep in mind that many of the obscure skills are to be taught to an awareness level and therefore do not need special equipment or specially trained personnel, (i.e. Water and Ice Rescue Awareness). For items left blank, the Training Division Chief may sign them off, with the understanding that qualified instruction will follow in the near future. An example of a legitimate blank signature line would be, "How to Construct and Use a Mariner's Hitch as Part of an RPM", as the Rescue Division will be handling changes to the rope rescue training curriculum. Illegitimate blanks will be returned for an authorized signature.

SRVFPD Administration building The format for this exam will consist of three "table-top" scenarios, with 2-3 raters evaluating the probationer's performance. Probationers will be required to verbalize their intended actions and expected outcomes based on information given by the evaluators during the scenario. The exam will be fluid and scenario results will evolve according to actions verbalized by the probationer. Each probationer will spend approximately one hour with the evaluating panel. The exam is designed to test the probationer's knowledge and application of the Contra Costa County Pre-hospital Care Policies and Procedures and the Contra Costa County Pre-hospital Care Treatment Guidelines, (the "golden-rods" and "white pages"). The only material that should be used for studying for this test is the Contra Costa County Pre-hospital Care Manual, (CCCPCM). It is the suggestion of the Training Division/EMS Division that probationers focus their time and effort on studying the CCCPCM thoroughly and using their overseer-paramedics to help quiz them. Any copies of "prior probationary tests" that are being used as study material are strictly unofficial. No tests have been distributed as study material at any time. 2nd PROBATIONARY EXAM Secondary Job Skills/Location & Use of Tools

The format of the tool location portion will consist of a written exam in which the probationer will be supplied with a list of tools and a diagram of one or more apparatus. The probationer will have one hour to draw and label the location of each of the tools. The tool use portion will consist of a manipulative exam wherein one rater will test a single probationer at a time, on the proper application and use of a particular tool. Effective, efficient and safe use, including safety limits and technical specifications will be possible testing criteria. Each probationer will spend approximately twenty minutes at three different testing stations, for a total of one hour. The exam is designed to test the probationer's knowledge of location and storage requirements, safe working limits and effective use of commonly used emergency scene equipment. The test will include any equipment that a firefighter might normally be asked to retrieve from an apparatus, prepare for use, and use safely. Equipment may include, but is not limited to: emergency medical equipment, fire extinguishment equipment, salvage and overhaul equipment, hazardous materials incident equipment and technical rescue equipment. For example, the probationer might be asked to draw the location, and list the length of the large diameter hose load normally carried on a type 1 SRVFPD engine. As another example, a firefighter might be asked to physically set up a Stokes basket for a low angle rescue, including anchors, rigging, personal rescue harness tying, and safety precautions. The only material that should be used for studying for this test is the front-line apparatus in the probationer's station; the District Resources Policy, #001; pertinent District Training/Safety Bulletin Sheets; technical information supplied by the Training Division or Academy Instructors. Any copies of "prior probationary tests" that are being used as study material are strictly unofficial. No tests have been distributed as study material at any time. Studying unofficial material requires an assumption of risk on the part of the test taker. On-duty firefighters will be scheduled by their duty Battalion Chief. Location TBA The format of this test will be identical to the final manipulative test given during the academy. The scenarios to be tested may include any or all of the following: Supply/Large Handline; Attack Hose/Search; Ladders/Ventilation; Progressive Hoselay/Shelter. For exact description details and time limits, see attached material. The scoring criteria will be the same as that utilized during the recruit academy final manipulative test. Although only one probationer will be tested at a time, all probationers will be required to arrive and be ready by the start of the first test, in order to facilitate reloading, resetting and cleanup between tests. Each probationer will receive one attempt at the required tests. Makeup attempts will only be granted, time permitting. Second, or third and final attempts may be scheduled for future dates if time is not available on the originally scheduled date. The probationer should plan to spend the majority of the day at the test site and bring a lunch and drinking water for themselves. The probationer must bring all of their structure and wildland firefighting PPE to the test site. The exam is designed to test the probationer's ability to conduct basic firefighting evolutions in a safe, efficient and effective manner, following all District protocols and practices, as taught in the 2007-1 recruit academy. Any procedural changes adopted by the District since the conclusion of the 2007-1 academy will be the testing criteria. The Training Division will notify probationers of any changes to the testing criteria prior to the test. The only material that should be used for studying for this test are notes made by the probationer during the academy, official District documents, or technical information supplied by the Training Division or Academy Instructors. The probationer's company officer will be a primary source of coaching and skill development. The Training Division recommends supervised practice as the most effective method to prepare for this test. Attack Hose/Search (12/04) Testee will begin evolution from the firefighter's seat of the engine. All appropriate PPE must be donned prior to commencement of the evolution. The testee will have at least (3) door chocks prior to starting the test. At the command, "Pull an inch and a half hoseline to that door and make it ready for entry", time will start. Testee will safely, effectively, efficiently, and in a timely manner, pull an 1-1/2" pre-connected hoseline to the specified door, layout the hose appropriately, communicate appropriately with the engine operator, and check for an adequate hose stream. Time will stop when the testee has the hose ready for entry, with the air bled and stream checked. Allowable time: 2:00 A senior member of the attack team will then approach the testee. At the command, "Mask up", the testee will safely, effectively, efficiently, and in a timely manner, turn on their air valve, verify safety system operation, don their face piece and all required PPE, perform required mask checks, put/have gloves on after checking the entry door for heat, and say, "ready". Time will stop when the testee says, "ready". Allowable time: 1:00 The attack team member will back up the testee, who will man the nozzle. At the command, "We're going in, the fire is on the ______ floor", time will start. Testee will safely, effectively, efficiently, and in a timely manner, lead the attack team to the seat of the fire, communicating appropriately with their partner, entering rooms safely. When the hose first pulls taut, the partner will take over the nozzle and the testee will manage the hose movement through the structure appropriately. At the fire room, the testee will resume the nozzle position before entering. Time stops when an effective fire stream is placed on the simulated fire. Allowable time: 5:00 The attack crew will exit to a safe haven and change air bottles. The testee's (3) door chocks will be replenished. At this point, the testee's face piece will be covered to simulate zero visibility. The evolution will start with the partner's command, "The primary search team had to break off their search. Ladders/Ventilation (12/04) Testee will begin evolution from the firefighter's seat of the engine. All appropriate PPE must be donned prior to commencement of the evolution. At the command, "Ventilate vertically, the wind is coming from the ______, the fire is in the ______ part of the house", time will start. Testee will safely, effectively, efficiently and in a timely manner, remove the 24' extension ladder from the engine, position the extension ladder appropriately for roof access, position the roof ladder, take up all necessary tools to effect ventilation, cut an effective ventilation hole in the roof, communicate appropriately with attack crew, and effect removal of simulated smoke and fire gases. A firefighter will be available to foot the extension ladder and back up the testee during cutting. Testee will foot the climbing ladder appropriately for the backup person. The testee will be the first firefighter onto the roof. Time will stop when the proctor announces, "Effective vertical ventilation has been completed". Allowable time: 9:45 The testee will then return all tools taken from the engine, using appropriate carries and following all departmental procedures. Testee will do so while maximizing safety, effectiveness, and efficiency. This segment of the test will not be timed. Testee will then report to the senior member of the ventilation team. Supply/Large-Size Attack Line, One and Two Person Methods (1/04) Testee will begin evolution from the firefighter's seat of the engine. All appropriate PPE must be donned prior to commencement of the evolution. At the command, "Catch the hydrant for a forward lay", time will start. Testee will safely, effectively, efficiently and in a timely manner, take an appropriate amount of supply hose from the engine, foot it appropriately, give proper commands to the driver, connect the supply hose to the hydrant, and charge the hose at the proper time. Time will stop when the supply line is sufficiently charged at the engine. (A time delay by the engineer will not affect the testee's time). Allowable time: 2:30 Testee will then report to the engine captain. At the command, "Make up a 2-1/2" safety loop and put water on that exposure", time will start. Testee will safely, effectively, efficiently and in a timely manner, assemble all components of a 2-1/2" "safety loop", communicate appropriately with the engine operator, and get an effective hose-stream on the target exposure while remaining an appropriate safe distance from the exposure. Time will stop when the target has moved sufficiently for the proctor to determine that there is an effective hose- stream. Allowable time: 4:15 A firefighter will then approach the testee. At the command, "The captain told us to move this line to cover that other exposure; we'll make a working line and I'II back you up", time will start. Testee will safely, effectively, efficiently and in a timely manner, shut down the line, adjust to a mobile position, and with the help of the backup firefighter, put an effective hose-stream on each of the target exposures as directed. When the safety loop has been converted to a working line, the nozzle of the converted working line must be behind the designated point prior to flowing water. Once the testee has resumed flowing water, the testee will not shut the nozzle off while moving between targets. The backup firefighter will only assist as directed by the testee. The backup firefighter can be used in any capacity, except as a nozzle-person. Probationers will also be required to know the addresses of District fire stations and Administration building. Probationers will be given one hour to complete the test. The exam is designed to test the probationer's knowledge of general geography within District boundaries as well as specific target hazard locations, and their relationship to station locations and coverage areas. The only material that should be used for studying for this test is the attached material listing streets, target hazards, schools, hotels and care facilities; District website, (srvfpd.dst.ca.us); and District response maps, (wall and book forms). SRVFPD Administration building The format for this exam will consist of a 100 question; multiple-choice written exam testing didactic comprehension of Firefighter II required knowledge. The probationer will be tested on information specific to the material outlined as "General Knowledge Requirements", "Prerequisite Skills", and "Prerequisite Knowledge", specified in chapter 4, "Firefighter II", of the appendix of "The Essentials of Firefighting", 4th Ed., IFSTA Pub. Probationers should be able to apply this information accurately to theoretical situations. Probationers will be given two hours to complete the test. The exam is designed to test the probationer's knowledge of information essential to a firefighter working in a Firefighter II capacity. Knowledge necessary to a Firefighter II could include assuming and transferring command, an ability to organize and coordinate an incident management system, various types of incident reporting responsibilities, extinguishing flammable liquid fires, coordinating an interior attack team, controlling a flammable gas cylinder, disentangling trapped victims, fire prevention related activities, performing an annual service test of fire hose, testing the operability of a fire hydrant. The test will require a solid foundation of Firefighter I knowledge, but will be testing to a higher level. For example, a question like, "What are the four sides of the fire tetrahedron?" will not be asked, even though this is essential knowledge for any firefighter. A more appropriate Firefighter II question would be, "The Incident Commander can appoint a ______ to help gather, process, and disseminate information", (Essentials, page 17). The only material that should be used for studying for this test is the "Essentials of Firefighting", 4th Ed., IFSTA Pub., and any supplemental information specific to the "Essentials of Firefighting", 4th Ed., IFSTA Pub. Any copies of "prior probationary tests" that are being used as study material are strictly unofficial.
