DECISIVENESS

All writers and thinkers on management present lists of the qualities which anexecutive must have, the elements that make up the ideal "executive personali ty."High in all such lists is decisiveness, and executives themselves genercllyrecognize that this quality is an important one which they must have or fr1:'n.ageto develop. The trouble is that many executives do not know what decisivenessis, and mistake other things for it. Prominent among these other things arearbitrariness and snap judgment. We suggest that to define decisiveness as theability to make firm decisions fast is a gross over-simplification.A better wayto define decisiveness is to say that it is the ability to make firm decisionswherever and whenever firm decisions are needed. If we link decisiveness withgood judgment as a double-headed virtue <which we almost necessarily must do,since decisiveness coupled with bad judgment can be positively a vice rather thana virtue} we add to the definition the proviso that the firm decisions must gener­ally be regarded as, or must prove to be, good decisions. An executive who isdecisive in this best sense is a man to whom subordinates come for decisionswhich they need to solve their dilemmas, dissolve their frustrations, and re­solve their differences. An executive who is decisive in the worst sense, onthe other hand, is one whose decisions (firm and fast, be it noted) createdilemmas and frustrations and foment differences among his subordinates. Wesuggest that we stand a better chance of cultivating our own decisiveness in thebest sense if we regard it as a quality which we make available to assist our­subordinates, something which is utilized up rather than something which isimposed down. And the test for which kind of decisiveness we have is easilyderived from this. All we have to do is ask ourselves: Do my subordinates cometo me to make decisions, or do they seem to avoid bringing me into their prob­lems" The answer will, we think, tell us whether we are truly decisive executives.

CONSTRUCTION BIDS INVITED IN NAY FORNEi NSA BUILDING. FORT MEADE

The Baltimore District, Army Corpsof Eng ineers, announced March 7 thatplans for construction of the mainbuilding and appurtenant facilitiesfor the National Security Agency atFort George G. Meade, Maryland havebeen perfected to the point where bidswill be invited early in May 1954.

In making the announcement, ColonelReginald Whitaker, the District Engi­neer, stated that the project consistsof a three story reinforced concreteframe structure with full basement.Exterior walls will be fabricated ofpre-cast insulated concrete panelswith stone chip facing. The buildingwill contain 1,400,000 square feetof floor space and will be air condi­t ioned.

The project includes constructionof supplementary facilities such as a60,000 square foot warehouse, side­walks, and bituminous parking areas

and access roads, gate houses, and apower sub-station.

Design of the project is being ac­complished by the Architect-Engineerfirms of Anderson-Nichols & Company,Boston, Massachusetts, and Reisner &Urbahn, New York City. The construc­tion work to be advertised is estimat­ed to be in the order of $25,000,000.

Montgomery County is run by aCounty Council composed of sevenmembers, one from each of the fivedistricts and two at large. Thisgroup appoints a County Manager whois directly responsible for coordinat­ing and directing the activities ofall staff officers and departments incarrying out. the programs and policj ';5

The people or Montgomery County areprotected by a police force ot Ib5men, headed by a Chief of Policelocated at the Headquarters in ROCk­ville. Headquarters is divided intothree divisions: Bureau of CriminalInvestigation and Identification,three police districts, and a Communi­cations and Property Division. Eachof these divisions has a direct chainof command to the Chief of Police, andall information is channeled throughthe headquarters staff. In this waythe staff has centralized control ofthe entire police force.Schools

Montgomery County has a twelve-yearschool program. This program alsoincludes a half day kindergartenclass and two years of junior college.Several unofficial surveys have ratedMontgomery County schools among thebest in the United States.

MilItary personnel whose legal resi­dence is Alabama, Arizona, California,Colorado, Delaware, D.C., Georgia,Guam, lowa, Kansas, Louisiana, Mary­land, Massachusetts, Minnesota, Missis­sippi, Missouri, Montana, New Hamp­shire, N~w M~xico, Oklahoma, Oregon,Puerto Rico, So. Carolina, Tennessee,Utah, Vermont, Virginia, or Wisconsin,should become familiar with theirstate income tax laws.

««««««««FIRE PREVENTION AND PROTECTION

In order to determine the cause, con­tributing factors, deficiencies ofpersonnel or equipment and necessaryaction to prevent similar incidentssuch as waste paper basket fires, burn·ed out electrical motors, mattressfires, even though monetary loss is $25or less, a fire report must be summit­ted. The preparation and submission ofFire Reports (Form 5-2) must be supple­mented by a report of technical inves­tigation.

In addition, this type of incidentmust be investigated by a board ofofficers for the purpose of determin­ing whether negl igence, improper methods,action or lack of action, had a bearingon such fires, a.nd to fix responsibility.

It is the earnest desire of AHSHeadquarters that losses from fires bematerially reduced and those firescaused by negligence be eliminated.

The Third NSA.Ma.nagement Conferencewas held 10, 11, 12, March at the In­dustrial College of the Armed Forces,Fort Lesley J. McNair.Fifty NSA civilian and military

top-level management personnel partic­ipated in this Conference which broughttogether some of the most able peoplein the field of management to be foundin government,. industry, and universi­ties.

The following is a brief resume ofI· talks given by some of the speakers at

the Management Conference:In his opening address before the

Third NSA Management Conference, Lt.General Ralph J. Canine reiterated hisinterest in training Agency personneltor greater responsibility and effi­ciency. General Canine stated that theAgency is in good condition as regardstechnical know-how but needs peoplewith administrative skills. The Mana~e.

Lt. Colonel Shelby L. Patterson,USAF, Chief, Training Division, pre­sented a detailed picture of the con·cept of Management Development in NSA.He outlined the background philosophyof such a program and how it hasfunctioned with succeBS in the yearit has been in operation.. Mr. William F. Rogers, Jr., Assist-

:~nt Director of Civilian Personnel,U. S. Navy Department, who administers~ successful program of ExecutiveDevelopment for the Navy Department,made mention of several ExecutiveDevelopment Pro~rams presently inoperation in both ~overnment and in­dustry. He went on to establish somecriteria to be used in the evaluationof such programs. These pro~rams, Mr.Rogers noted, are best carried out onthe job and 'from day to day.

The observations of Dr. Ralph D.Bennett, Technical Director, NavalOrdnance. Laboratory, were particularlyapproprlate as Dr. Bennett outlinedthe things done at NOL to increaseth e pro duc t i v i ty 0 f p ro f es s i onaland scientific personnel. Many of theproblems Dr. Bennett faces at NoLare quite similar to those in NSA.

CAPT. ~.S.L. Goodwin, USN, NSA, PROD,spoke on the current theories oforganization as applied to NSA. CAPr.Goodwin's knowledge of the Agencymade it possible for him to pinpointparticular areas within NSA asexamples.

The Honorable James C. Worthy,Assistant Secretary of Commerce forAdministration, drawing on his ex·perience with Sears, Roebuck andCompany as a member of their NationalPersonnel Department, gave a veryprovocative analysis of how organiza.tional structure can influence thedevelopment of managerial personnel.

This Conference, the first phaseof the Agency's three.phase ExecutiveDevelopment Program, will be followedby a series of weekly seminar groupsin which the participants will explorein greater detail the managementareas introduced during the Manage.ment Conference. Phase three will bea series of case studies.

Many of our readers have asked fora restatement of the Maryland StateIncome Tax Laws effecting Non-Resi­den ts.

A Non-Resident is taxed on thefollowing income: (1) Salaries, wages,or commissions, etc., received forpersonal services rendered by thetaxpayer within the state of Maryland(including services performed for theFederal Government on a Federal re­servation). (2) Income derived fromtangl hI e property, real or .personal,permanently located in this State.{3J Income from business, trade, pro­fession or occupation carried on inthis State.

Let's take the case of a man resid­ing in Virginia and obtaining 100% ofhis income working in Maryland. Thisman is married, has no children, andis the sole wage earner. The totalincome of this individual is $5,000for the taxable year. Personal exemp­tions for a married couple are$2,OOOin both States. Virginia's standarddeduction is 5~ of adjusted grossincome or $bOO Whichever is the lesseramount. Maryland standard deductionis 10% of adjusted gross income, butnot to exceed $500.A coaparison of Maryland and Virginiatax based on gross inco.e of $5,000(aarried couple filing jointly, withstandard deductions)
