LAW 5 – THE REFEREE
Responsibilities: a referee shall:• Beresponsiblefortheconductofthegameinaccordancewiththe
Laws of the Game as issued by the Federation Internationale deFootballAssociation(F.I.F.A.)andwiththelocalrulesandregulationsof the Pointe-Claire Amateur Soccer Association.
• Beattheassignedpitchnolaterthan15minutesbeforethesched-uled starting time.
• To instruct the linesmen (cluborneutral)on theprocedurehe/shewishesthemtofollow.
• Completethegamecardpriortothebeginningofthegameandhaveitsigned(i.e.not just initialled)bythetwocoachesafterthegame.Ensure that any violationsarenoted thereon.Submit score to thereferee coordinator immediately following thegameand thegamecard as soon as possible.
• Make an appropriate notation on the game card and immediatelyinformtherefereecoordinatorintheeventthatagameiscancelledorabandoned.Iftherefereeabandonsagame,he/sheshallindicateclearly whether or not at least onehalf of the regulation timehasbeenplayed.Therefereecoordinatorwill informthefixturessecre-tary,ifnecessary.
• The referee isempowered toorderanyplayeroff thefieldofplaywithoutpriorwarningfora“coolingoff”period.Itisthereferee’sdutytoverballyinformthecoachwhenassessingthispenalty.Theoffend-ing player can be replaced.
InCLEMEnt WEAtHER RAIn & tHundERStoRMS• Beforethegame,ifthefieldisnotinplayingconditionsand/orposes
adangerforthesafetyofplayers,thegameiscancelled.• Duringthegameifthefieldbecomesunsafe(excessiverain,major
storm,etc.)thegameisterminated.• Beforeandduringthegame,iftherefereebelievesthatthestormis
temporaryorifalightningisseen,hesuspendsthegame: (Cleartheplayingareaofallplayers.Stayawayfromtrees,etc.)• Ifafter15minutesthereisnoreductioninthestormactivity: •hecancelsthegameifitdidnotstart, •heterminatesthegameifitwasinprogressRain alone is not a reason for canceling or terminating a game unless thefieldissowater-loggedthat itbecomesdangerousfortheplayersandofficials.
InJuRYThereferee’sdecisiontostopplayshoulddependontheseriousnessof theinjury, theagegroupoftheplayersandtheplayer involved(forexamplegoalkeepers).Itdoesnotdependonwhohastheball,orwherethe ball is.• Thereferee isnot to touchplayer(s).Hewillassessthe injuryand

The match lasts two equal periods of 45 minutes, unless otherwise mutually agreed between the referee and the two participating teams. Any agreement to alter the periods of play (for example to reduce each half to 40 minutes because of insufficient light) must be made before the start of play and must comply with competition rules.
Half-Time Interval
Players are entitled to an interval at half-time. The half-time interval must not exceed 15 minutes. Competition rules must state the duration of the half-time interval. The duration of the half-time interval may be altered only with the
consent of the referee.

A. OFF-SIDE POSITION is when a player is closer to his opponent’s goal line than the ball and the second to last opponent.
OFF-SIDE is when a player, who was in an off-side position when the ball was kicked, interfered with play or interfered with an opponent or gained an advantage by being in that position.
