    1 91 PBCCH Availability MeasurementThe Packet Broadcast Control Channel (PBCCH) is used to send packet

    data -specific system information in the downlink direction. The PacketCommon Control Channel (PCCCH) comprises logical channels for

    common control signaling which are used for packet data in both

    directions:

    . Packet Paging Channel (PPCH): Used for paging an MS.

    . Packet Random Access Channel (PRACH): Used for requesting

    radio resources.

    . Packet Access Grant Channel (PAGCH): Used for allocating radio

    resources.

    The multiframe structure for packet control channels consists of 52 TDMA

    frames, divided into 12 radio blocks (B0-B11). The radio blocks that are not

    used for transmitting control blocks may carry packet data.

    The counters in the measurement can be divided into two groups: uplink

    PCCCH load counters and downlink PCCCH load counters. The contents

    of the counters are related to channel availability and access.
