Well, the response from customer service was less than stellar: "We understand this may be a change in how you receive payments. This change is not necessarily due to something youve done wrong." So, why **bleep** us like this? I filed a formal complaint with the State Attorney General, suggest anyone here that's not happy with this policy do the same. Information you will need to provide your states' AG: PayPal Inc 2211 North 1st Street, San Jose, CA 95131 and, how long you've been doing business with them. Good luck getting your money when it's DUE... Reply

Ebay is holding my money and in paypal it lists as transaction incomplete and money unavailable. I sold on a buy it now/no return on Oct. 4 and shipped same day. I think they are making a lot of money on the interest and that their sudden change in policy is not legal. The item was received by the buyer on Oct. 7th and the buyer left positive feedback today at 11:30AM NYtime and even sent me an email saying he received it and thanked me. At 2:30 the funds were still on hold. I called Ebay and was told they couldn't release it till 3 days after no matter what. This is where they are making a big mistake besides the whole rest of the matter. if they can take your money instantly and put it on hold they can take it off of hold instantly but no one wants to bother about their clients any more. THey are not going to be in business much longer and I think their employees are also going to get tired of listening to the irate callers. They won't put me through to a manager, I was on hold for 15 minutes and am very dissatisfied. They are making it up as they go along too. within the 5 phone calls I made to them over this incident, I was told the money would be released within 24 hours / the money will be released within 48 hours. and it was a mistake and we will fix your account status. They will say anything. Ridiculous. I think there should be some legal action for this kind of bac business practice and advantage taking. If anyone has any suggestion of where else to sell please let me know.

Oh yes. You're not alone. Welcome to the biggest idiotic move by one company I've ever witnessed. Were they just sitting around the board room brainstorming and said " Hey. I wonder what the quickest way would be to anger all of our good reputable sellers and make them leave this stupid place as quickly as possible because I tell ya. I'm ready for this business to fail and I want it to happen as soon as possible." Once again, you're not alone. They're doing this to everyone because they're a big company and they can. I sold an item on Ebay because I needed the money-now the payment is being held for 21 days-selller paid and received article so why cant I receive payment now? How do I get around this? Help Reply

They stated to me that it is a confirmation issue. I always have packages confirmed, except one that could not be confirmed to Italy. It would have cost my buyer $30.00 to confirm a very small and light package so I opted to send it for the lower fee to save him money, in turn Paypal has placed a 21 day hold on money paid to my account. Currently I'm looking for a way to block all payments from any country besides the U.S.A because of this problem. Paypal says that as long as I type in the confirmation number that my money will be released sooner. Since this has happened I have not listed any further items on Ebay and won't until this problem is resolved. Hope this helped you. Reply More options

This is completely unacceptable. I have 100% feedback on eBay and not ONE single dispute from a buyer in the 3 years I have been on eBay. I have sent an email to Paypal. If they do not remove this hold, I am forever gone from eBay and going to sell entirely on Amazon. This is the last straw. eBay and Paypal are owned by the same company but charge me twice (eBay fee, then Paypal fee) for selling a product?? I can't pay using a credit card and can only use my Paypal funds during a purchase?? It takes an hour to reach Paypal customer service? I NEED to provide a bank account to start buying? I get charged $0.30 for a partial refund on shipping when the buyer wants to combine shipping?? Paypal emailing me to fax in a copy of my driver's license?? WTF is this? And let's talk about selling on Half, another part owned by the same company as eBay and Paypal. It takes up to 2 weeks to get my money AFTER this disbursment date. With Amazon, I can request my money WHENEVER and get it usually within 2 to 4 business days. And now I randomly get hit by a 21 day hold??? NO! Forget you. Amazon has NONE of these problems and I get a lot more from selling on Amazon. REMOVE MY 21-DAY HOLD IMMEDIATELY OR I AM FOREVER GONE FROM eBAY, HALF, and PAYPAL!!!!!!!!!!! I am in the exact same boat. Just found out they are holding my payments for 21 days?? MY MONEY! Unbelievable! I have been a paypal/ ebayer for over 8 years with 100% positive feedback and no disputes. This really upset me. I called customer service to get some kind of answer on this and they couldn't tell me why... All they said was they would call me back. Guess what.... they never called back. Same here. They have a right to decide how they want to run their business, but I have the right to take my business elsewhere if I am unsatisfied with their services. And whoever decided that this was a good idea needs to rent a tractor so they can pull their head out of their butt. If someone has a bad selling history this would make sense. But I have 0% negative feedback (super-roni if you want to look) and they still put a hold on my account. I just sent the most satisfying email to Ebay!! They sent me a notice that my credit card denied their selling fees invoice!! I made feel soooooooooooo good to write back to them and explain that the reason their payment didn't go through was because "I HAVE IMPOSIED A 21 DAY HOLD ON ANY PAYMENTS TO EBAY"!! This is rediculous! Been a customer with great feeback for over 8 years, now they want to hold my funds for 21 days.... I owe ebay monthly payment of $500, have balance of $1,000. Now Ebay warns me of restricted account because they cant get the funds from paypal. Not only is it a horrible idea but it is also illegal no matter the PayPal waiver of rights agreed upon. The fact is a transaction was made between a seller and a buyer and the seller was paid. For the 'banker' to hold the money for 'no reason' is illegal. I say no reason because that is exactly the situation and PayPal cannot give a fair logical answer to that question. eBay/PayPal have become jaded just like the phone company became jaded back in the day when there was only one. This is a common occurence with any monopoly. Sloppy, unfair, total loss of touch with its customer base, don't even care about your cash flow. Why? Because they're the only game in down plus they love to collect the interest off those 21 days before giving you your hard earned money. Yes...they are playing the 'crooked cops' and it doesn't make any difference if you've been a slime or an upstanding citizen because in their eyes, we are all scum and will be treated as such. The only way to get by them is to separate the transaction using eBay, but not PayPal, for a transaction. Use your own bank. They'd be glad to have your eBay business. You can still use PayPal...just don't do it in conjunction with eBay. Together they truly are a nightmare in so many ways. Hopefully the law will come down on them, at some point. I'm in that boat also.Been selling since 2007..Just the other day I sold a item..NET to print out the shipping label and the money came out of my checking account.I bounced my checking account.I seen they put a hold on the payment received.I contact the buyer and told her I need to cancel the trans.Also voided out the label.I told the buyer about the problem.She understood.I used to sell on Ebay to buy on eBay..with the funds I made.Now I;m not.I did call PP & ebay to complain..but we all know you get no where will that! I'm not letting anyone hold my money for 21 days after shipping & delivery conf. This is just insane..and its funny PP just sent me a new card to activate..I cut it up!!!!!!!! Reply

This practice, while unethical, uncaring, and down right mean, is legal because it is written in detail in PayPal's terms and condition. As a PayPal user, you agree to these terms and conditions each time you use PayPal to send or receive money. And since PayPal is not a financial institution but a electronic service available only on the Internet, there are no laws in place to govern this kind of activity. The attorney generals of all the states are well aware of PayPal's practices because this has been going on for some time now and these offices cannot find a way to pursue and bring a case against PayPal or eBay. So the practice will continue until PayPal or eBay has woke up and smelled the coffee. But until then, they will continue to rape their users and get as much money as then can while the getting is good. This is a company for profit and they owe it to their shareholders to make as much profit as possible and, since they are now use to the gravy, the gluttony will continue. The only way to stop PayPal and eBay is to stop using their services and send a message to them that you are not going to put up with it anymore. But as long as there are users that continue to patronize these sleazy, shady businesses, nothing will be done. Even the U.S. Attorney General doesn't know what to do about this problem. Maybe he is one of the shareholders? We were taught in our ethics class I recently attended that the personality and culture of an organization is demonstrated through how they treat the community and their customers. The people who operate PayPal and eBay know the difference between right and wrong. SO as long as they continue to knowingly abuse their customers, they are some really questionable characters with no ethics whatsoever. Do you really want to do business with an organization that treats its customers this way? As long as you use their services and agree to those terms and conditions each time you have a PayPal transaction, you are saying that it is okay for them to bend you over and, well you know the rest. I have moved all of my inventory over to Bonanza.com but have only made 6 sales in the past 8 months because Bonanza does not receive the traffic that eBay does.. Bonanza will allow its users to use other forms of payment from your customers like money orders and Google check out but they also accept PayPal payments and those 6 sales transactions have all chose to send the payment through PayPal. The only way to boycott PayPal is to refuse payments from them. The reason they placed a hold on my account is because I wasn't selling enough. They basically said I needed to sell more to established myself as a creditable seller, even though I have sold over 50 items with ZERO buyer disputes. What an idiotic, moronic idea that by holding my money for 21 days, I will be enticed to sell more. Seriously, what business school did you guys fail out of? Amazon has much lower fees, does not double dip (ebay fees then paypal fees even though they are owned by the same compnay), does not charge me 0.30 for a refund, and they do NOT hold my money. I can transfer it to my bank account anytime, any amount. Paypal limits me to 500 per month. Sorry ebay and paypal, but your moronic management team is forcing me to go to Amazon. How sad...unemployed in this nation is now approaching 16 million! I am willing to bet there are millions on eBay across the country that put food on the table through what few items they can scrounge from items found in the attic., and yard sales ! And now, that family will have to follow EVERY rule, EVERY protocol, not UPSET the APPLE cart, and WAIT 21 DAYS to what, eat??? Then there's folks like us...We only sold a few things a month. Rating of 72 at 100%..ebay for over 6 years..NO DISPUTES- EVER! Apparantly, the flip-side is that there is not enough activity ??? How exactly are we as customers, sellers alike supposed to do anything when FUNDS are TIED UP FOR 3 STINKIN WEEKS!? Good thing we're not making a living at this! I can't imagine having seller fees higher than $45.00 a month! NOW I have to pay over $ 50.00 in shipping out-of-pocket, because I have no way to bring those funds home until sometime in November! Someone will find a legal loophole that will jam them up, but in the meantime...you mentioned Bonanza. com. I would like to put up an eBay ad. In that ad I would like to advertise the alternative to both eBay and PayPal and sell it for a penny and transmit it electronically to those interested. This is so frustrating, but I'm totally willing to go banzai at the risk of my membership to eBay/PayPal. Perfectly willing. I'll do a search to see if I can find the equivalents for both services and if you can supply some other companies, it would be greatly appreciated. eBay and PayPal. They are good examples of what is wrong...what happened to the U.S. economy. Creed always leads to self destruction. Reminds me of replacing people with robots. The company initially makes out, but when all the other companies follow suite they actually wonder why business is bad? Of course its because they put all of their potential customer base in the' soup lines' in the name of creed. I have a set amount of merchandise to get sell, then I'm out. I'll to my purchasing through Amazon. Again, though, I do want to do great financial harm to eBay/PayPal before its over. Again, any companies you can give me would be appreciated. I agree with you the only way to get to ebay and paypal is where it hurts and that is to take business away from them. I have one more item I'm waiting to go off hold then I am transferring my money to my bank account and then closing down my ebay and paypal account. I will never do business with them again. When I first started in 2005 it was a fun way to make extra money. Now all it is is nothing but stress. So I'm out. I did file a claim with my attorney generals office to waiting to hear back from them. Give them time they will shoot themselves in the foot. I'm going to Amazon and there the only one I will buy from. They are a great company who looks out for the seller not only the buyer. It happened to me the other day..I've been a member since 2007..I even printed out the shipping label and requested pick up from USPS..I notice the shipping came out of my checking account. Then I called PP & Ebay. They told me the same thing 21 day hold. That 4.75 bounced my checking account. But thank god I have a good bank..I contacted the buyer and told her about it and ask if she would mind if I canceled the trans. She said go ahead and understood about me not getting the money right away. I also voided out the shipping label too. I'm not letting anybody hold my money for 21 days for something I sold that day. Its going to hurt them both ways..I would sell to buy on Ebay with the funds I made so now...NOTHING!! And funny just today I receive a new PP card in the mail to activate..I CUT IT UP!!! I'm a new seller with 100% feedback and no negative cases or anything and my money is being held until the buyer recieves the item. did you get a positive feedback from the buyer, if you did call paypal and tell them the package was received just not scanned and you have proof and you want your money taken off of hold. I listed a phone # for PAYPAL on page 439. PAYPAL will confirm your identity by the last four digits of either your banking account number or the debit/credit card that you have on file to confirm your identity. Also, call from the telephone (cell or landline) that you have on file with PAYPAL. The phone number for PAYPAL is "ONE-FOUR-ZERO-TWO-NINE-THREE-FIVE-TWO-ZERO-FIVE-ZERO. I wrote out the number in case they try to block it. If your item has been held by the buyer for three days after delivery, give them a call and they SHOULD release the funds within a few minutes. Having a positive feedback from the buyer is also a BIG plus. Good luck!!!! Unless this number has changed recently, it should still be valid. I am having the same problem as well. I too used the ebay slip, package is delivered, and the estimated funds availability was estimated as 10/11/11. But the funds are still marked as "Not yet available." How the heck do you get your freaking money? This is starting to feel like a scam to me. And yes this was my first sale, but I also have a second sale pending as well. Please advise.

Hello. You're not alone. It's happening to everyone. It's kind of like they sat down and tried to figure out the best way to lose what sellers they had left. It's not their money to hold. I have been on Ebay and paypal for 7 or 8 years with no problems, I have a 100 rating, I keep plenty of money in my paypal account (or use to) and it is backed by a credit card. Talking to customer service rep (who spoke broken English at best) was useless, asked for manager which she said I didn't need, when I insisted, I was put on hold then disconnected . I can understand the whole 21 day thang, but if the item has been shipped, delivered and feedback left and still not been paid is b.s. This is my case as well. I did everything they say to do to get payment fast and it has done nothing. My 21 day point is today and the money is not in my account. The info about this they give says 7 days after they get it (when you ship with ebay label) that for me was yesterday. So not biggy, but my money at the 21 days totle in today. Where's my money?

I DID speak to someone at paypal and here was the explanation I was given: (I was civil, but I DID express my opnion concerning his explanation)....ANYONE, (even if you have 100% rating) who does notsell at LEAST 25 things on ebay in a 90 day period is considered a non priority seller. As a non priority seller, payapal has decided to implement the option to withhold funds AT LEAST until the buyer has recvd. their product....HERE'S the glitch....YOU MUST use their shipping system for your label so an automatic tracking number is generated. Once the product has been received and the buyer has notified ebay that it has been received then Paypal can choose to release the funds after 72 hours...(WOW).https://www.paypal-community.com/t5/eBay-and-PayP...DEA-TO-HOLD-FUNDS-FOR-21-DAYS/td-p/14220/page/505 (4 of 11)11/23/2011 3:12:24 PM

So, if you don't have funds to ship, they will at least let you add that to your bank account to use to pay for shipping...I was not happy, but this is WHY this is happening.... so I guess if we all sell 25 things in a 90 day period we can GET OUR MONEY, otherwise, we are not a priority!

Probably. Even though I always felt that paypal's fees were a bit excessive I put up with it. But what they have essentaily told me with this new policy is go sell on amazon.com. I might be a small claim but if you add up the fees they have collected from me through selling/buying it a nice sum. But what will happen here is that people like me, who are jerked around by paypal customer service, not given a logical reason why this policy is in place, simply will refuse to use Ebay, Paypal, BillMeLater (and im sure there are more who don't post on this forum). The fees are one thing but to hold my money to make money on it I don't think so. To the earlier poster, yes they can change there terms and conditions, and it is legal. I acutally am tired of this already, wish that I could use another service like Serve or similar. So far, the only way I've had my payments taken off hold is when the buyer has given me positive feedback, BEFORE they received the item. That's unfair to them as well. As far as shipping costs being deducted from the payment on hold, it's pure BS. I paid for shipping today and it came out of my back up from my bank account and not the hold balance. Here's what hit me.. There must be a lot of **bleep** up management types at Ebay/PayPal... You have to believe for a change of this magnitude, it went thru a variety of channels... It's just hard to believe NOT three or four people in management didn't tell their boss, this 21 days thing is goofy!! Yeah, I did get radical. I signed up for the class action against PayPal. My two sales transactions wee completed yesterday, including delivery confirmations and positive feedbacks. PayPal still holds my money. I would say I need it so I can buy more stuff to sell, but that only means hanging up those funds again. Not a very good way to conducted business, and cash flow no longer exists. I sure could use my money. I just had the same thing. I called and bitched at this guy for over an hour. Talked to a manager, he was useless. He would scour through my account to find something wrong. So you need to go into your seller dashboard and find out if you have any negative things...NOT necessarily negative feedback but negative issues like your POLICY COMPLIANCE etc. I listed something someone found offensive. Been on Ebay 13 years, 100% feedback. One of Paypals first customers. NO Issues or disputes and they're goona hold my money ?? that isn't even legal.. the money belongs to the buyer and seller. It never belongs to Paypal they just get their percentage.. I have good attorneys if anyone wants to pursue this. I'm refunding my buyers and sending them email to take it up with Paypal. An update, I sent an email to PayPal and received no response in 72 hrs, so I called them. I hit the usual script reading support person, so I escalated to their supervisor, then I kept escalating until I reached someone who would listen. The policy is this, if you are an eBay customer/seller, and you sell less than 25 items in 6 months, or your rating drops below 4.9, you will be subject to the Payment hold policy. I relayed my absolute frustration, that this penalizes the seller, and that it would be far better to institute a balanced escrow system that fairly treats seller and buyer. He promised to escalate my complaint, and urged me to report here in the forums. So folks, keep posting, and perhaps I'll go look at the class action lawsuit info mentioned by another poster. It's not about the money to me at his point, it's about customer care, retention, and balancing the experience. eBay and PayPal management, in the footsteps of Netflix, you really have made an error here. I am happy to talk to the decision makers, I live with 10 miles of your corporate campuses here in Silicon Valley.Everyone's Tags: 21 hold View All (2)

This hold thing happened to me awhile ago. Back then, they told me the only way around it was to get one of thier credit cards. I jumped through those hoops. NOW IT GOT THIS!!!!!! I am on board with a group lawsuit. EBAY AND PAYPAL are getting to commericalized anyway. Time for other options. The concept of ebay (for the seller) was supposed to be kinda like a garage sale but online.....not a money making scheme for PAYPAL. Now they get all the intrest for all those accounts that they are now going to be sitting on our money. Basically Ebay and PayPal probably made a deal with each other to split the profits. 21 days will allow them to make MILLIONS in intrest each month on every EBayer that sold something...on TOP of the money they make using PayPAL!!! Nicely played PAYPAL...but it may backfire if enough of us get on board with a lawsuit. Folks who use EBay for a living are being effected by this stunt would be the biggest driving force in a lawsuit. Time to posse up. Reply More options

This happened to me today. I was told on the phone that this is happening to all ebay sellers. Do you think that is right? I can't imagine every ebay seller has this account hold. I am going to lose my mind with Paypal. I have been selling on EBay for over 10 YEARS, I have almost 5200 feedback and my funds have been put on hold now too!!!! I just made a transfer and now I don't even have enough in my account to even SEND my items out!!! HOW am I supposed to even send my items out when I don't have access to my money!!! There wasn't even any warning, so I couldn't even prepare! This is SOOOOO wrong on so many levels. Hold MY money!?!?! Take away my ability to feed my family!?!? I count on every transaction these days, as sales have slowed to a crawl with the economy. I barely get by and now I have to wait THREE WEEKS to EAT!?!?!?!? I have bills that are due next week, I don't even have enough money to send these items out! This is completely ridiculous!!! I have several hundred dollars worth of auctions ending later today and I am counting on a portion of that to live on THIS WEEK!!!! Not three weeks from now!!! SINCE WHEN IS PAYPAL my employer and they decide when I can be paid?!?!? I am freaking out!!! If anyone is going forward with a lawsuit, please contact me, I will be on board! Reply More options

Also, we did not agree to this in our user agreement, there was NO WARNING of this happening. I spend SOOO much money between my ebay fees and the paypal fees, this is ridiculous! I can see having this in place for new sellers, but to bring it into effect for LONG TIME sellers?!?!?!? I have spent thousands of dollars on these fees over the years and this is what I get?!?!? You need to HAVE YOUR SELLER ACCOUNT BILL PAID and THEN GET ALL YOUR MONEY OUTBEFORE you close your account-or you get NOTHING! We are all in the same boat and it **bleep**. I have had to use my pocket money for shipping, I can't bid on anything-cause my monies on HOLD. Now you will probably get negative feedback from the buyer. This is one of the reasons I am saying if you sell, and PayPal locks your money up...DO NOT SHIP. Explain to the buyer that PayPal has not unlocked their money to you, therefore, you cannot ship.

I am NOT going to sell anything on ebay anymore...This is a nightmare...so my buyer is returning the item because they didn't fit, but she loved them. I told her PAYPAL took her money and is holding it...I will send her any documentation from Paypal and ebay that I have to....so I am now out the FEE for placing the auction AND the shipping, so I AM IN THE HOLE and I STILL DON'T HAVE ANY MONEY FROM THE SALE! We have to find an alternative to PayPal. Ebay is okay if it is not used in conjunction with PayPal and visa-versa. Make sure you participate in the class action lawsuit. Your special situation should be heard. Reply More options
