Please find enclosed herewith a copy of Government of India, Ministry 'ofDefence Notification S.R.O. (E) 06 dated 01 st August, 2011 published in the Gazetteof India, Extraordinary, Part II, Section 4 regarding "Cantonments (Payment ofAllowances to Vice-President and Elected Members) Rules, 2011" for your furthernecessary action.

2. Please note that the said Rules, 2011 are effective from the date ofpublication of Notification, i.e. Ol " August, 2011. Cantonment Boards should beadvised to make requisite provision in the Cantonment Board Budget at RE stage(2011-12) under Head A-3 of the Budget.

S,R,0, (E) C 6 .:: Wh ereas, ciraft Ca 11 tonmen t (Pavrn en t of Allowa nces to Vice-President,and Elected Members) Rules, 2010 were published, as required by section 346 read withsection 23 of the Cantonments Act, 2006 (41 of 2006) in Part-H. section 4 of the Gazette ofIndia, vide notification of the Government of India, Ministry of Defence, S.R.O No. 09 (E) datedthe nnd July 2010, inviting objections and suggestions from all persons likely to be affectedthereby, before the expiry of the period of sixty days from the date on which the copies of thesaid Gazette notification are made available to the public;

And, wh e reas, th e cop ies of th e said Gazette were made avai lab Ie to th e pu b lic on rs"August, 2010 by the Cantonment Boards;

And, whereas, all the objections and suggestions received before the date so specifiedhave been duly consiciered by the Central Government;

Now, therefore, in exercise of powers conferred by section 346 read with section 23 ofthe said Act, (41 of 2006) the Central Government hereby makes the following rules, namely:-

Cantonments (Payment of Allowances to Vice-Presidentol'1d Elected Members) Rules, 2011

1. Short title: - These rules may be called the Cantonments (Payment of Allowances toVice-President and Elected Members) Rules, 2011.

2. Definition. - (l)ln these rules, unless the context otherwise requires:-

(a) "Act" means the Cantonments Act 2006 (41 of 2006);(b) "Board" means Cantonment Board constituted under the Act;(c) "Member' means the member elected to the Board;(d) "Vice-President" means the Vice-President of the Board.(2) The words and expressions used in these rules, but not defined, but defined in

the Act, shall have the same meaning as assigned to them in the Act.

3. Honorarium, conveyance allowance and the telephone allowance payable to the Vice-President and Members.-

(1) The Vice-President and the Members shall be entitled to receive the followingallowances at the rate specified in the Table below, namely;

(2) Notwithstanding anything contained in sub-rules (1) and (2), no conveyanceallowance. shall be payable to the Vice-President and a Member unless heattends the meeting of the Board or committee at least once in a month towhich the payment relates.

(3) Wherever a vehicle is provided by the Board to the Vice-President, the cost of

fuel of such vehicle shall be deducted from the conveyance allowance to be paidto the Vice President for that month:

Provided that the total cost of the fuel shall not exceed the conveyanceallowance to be paid to the vice-president for that month.

Traveling allowances to a member.-(1) The travelling allowance may be paid to a member on account of journey

undertaken outside the cantonment, in pursuance of his duties as such member,

or as a member of a committee of the BOMd:

Provided that-

(a) the undertaking of the jourriev has been sanctioned by a resolution of the

Board;

(b) in the case of a journey within the command, the resolution has beenconfirmed by the General Officer Commanding-in-Chief, the Command;

(c) in the case of a journey outside the command, the resolution has beenconfirmed by the Director-General, Defence Estates, or

(d) in the case of a journey outside India, the resolution of the Board hasbeen confirmed by the Central Government.

(2) The travelling allowance of a member shall not exceed the actual expenditureincurred by him on the journey or the amount of the travelling allowance whichshall be admissible in respect of the same journey to the Chief Executive Officer

of the Cantonment under any rules for the time being in force, =: is less.
