DearBrothersandSisters:

It is my pleasure to present to you this Pastoral Plan for Hispanic Ministry in theArchdioceseofVancouver.

Serving theHispanic communities in theLowerMainlandhasbeenapastoralpriorityforourArchdioceseforsometimenow.AstheSpanish‐speakingpopulationcontinuestogrow,thetimehascometoenhancethisendeavourwithanintentionalplanthatbringsclaritytothemissionandprioritizestheareaswhereweshouldfocusourefforts.

ThisPlanhasbeendevelopedinconsultationnotonlywiththoseministeringamongtheHispanic community, but also with our Hispanic brothers and sisters, who are such a greatblessinginourmidst.Whileconcernedwithaparticularlanguagegroupofthefaithful,thePlancontains guidanceon integrationand community indiversity thathas applicationonamuchwider scale in theArchdioceseofVancouver–making it an important resource forour localChurch.

AsweseektoachievetheseobjectivesthroughthePastoralPlanforHispanicMinistry,special placemust be given to the increasing number of seasonal workers, because of theirparticularcircumstancesandchallenges.

Mylifeasareligiousandpriesthasbeen intertwinedwithHispanicmigrants. I feel thattheyhaveenrichedmylifeahundredfoldandIhopethatIhavebeenofservicetothem.

Archbishop J. Michael Miller, CSB on appointing me to be coordinator of Hispanic Ministrywisely asked that with time a pastoral plan be prepared for the sake of efficiency andsustainability.ThepastoralplanwouldalsobringHispanicMinistryinlinewiththedirectivesandorientationsoftheArchdioceseofVancouver.

IunderstandandappreciatethatIamnotbeginningaministrybutthatmanyhaveservedtheHispanic immigrants andmigrants beforeme. I will do everything I can to learn from theirexperienceandwisdom.

Ialsoknowthatthisministryinvolvesmanypeopleandcommunities.Ihaveandwillcontinuetoconsultwiththem.ThispastoralplanallowsustoworkasateamandasaChurchinministrytomigrantsandimmigrantsintheArchdioceseofVancouver.

“EveryexpressionofChristiancommitmentmustberootedinagrowingknowledgeanddeeperappreciationofthebiblicalcalltoconversion.ThisisexpressedasconcernforthemigrantandarticulatedinvariouswaysinthesocialteachingoftheChurch.Inaddition,thefaithwitnessofsomanypersonsfromsuchvariedethnicbackgroundshasbecomeanextraordinarygrace intherenewalofthelifeoftheChurchinCanada.

It is extremely important that the Christian community be a model of acceptance andappreciationforthemigrantsinoursociety.Thisopennessshouldbeshowntopersonsofallculturesandorigins,nomattertheirimmigrationstatus.Christiansaretobeamongthosewhorefusetoletinjusticetowardmigrantscontinue,letaloneincrease.Migrantsandrefugeesareareminder that all of us before God are ‘aliens and transients’. Their presence among us is asourceofmutualenrichmentforhumanityaswellasanencouragementtowarddialogueandunity.[St.JohnPaulII,ErgoMigrantesCaritasChristi]Moreover,theirpresenceisasignoftheRisenChrist.Whenpeopleofdifferentoriginsarewelcomed,Godisrevealed:‘Iwasastrangerandyouwelcomedme’[Mt.25:35].”1

RecognizingChristinthemigrantshouldbethefoundationofourministryandpastoralplan.ThisencountercanbemutuallyenrichingandawitnesstothecatholicityoftheChurch.

It ismyhopethatthosewhohaveexperiencedmigrationinthepastcannowwelcomethosewhoarearriving.

A. Introduction

“EveryhumanbeingisachildofGod!HeorshebearstheimageofChrist!Weourselvesneedtosee,andthenenableotherstosee,thatmigrantsandrefugeesdonotonlyrepresentaproblemtobesolved,butarebrothersandsisterstobewelcomed,respectedandloved.

TheyareanoccasionthatProvidencegivesustohelpbuildamorejustsociety,amoreperfectdemocracy, amoreunited country, amore fraternalworld and amoreopen and evangelicalChristiancommunity.”

OverviewofImmigrationintheArchdiocese

Vancouverwelcomesalmost31,000new immigrantseachyear.Otherswhocome towork inourgreaterVancouverareaincludeover34,000temporaryforeignworkerswhostayinCanadaforaslittleasfivemonthsayearoraslongasfouryears.Additionally,manyforeignstudentsstudy in theLowerMainlandona temporarybasis, someofwhomwill apply forpermanentresidence,whileotherswillreturnhome.

Vancouverishometomanydifferentimmigrantgroups.Chinese,IndianandFilipinohavebeenthelargestgrowingimmigrantpopulationinBritishColumbiainrecentyears.Othercountriesrepresentative of the many that arrive are Hong Kong, United Kingdom, South Korea, Iran,United States andVietNam. TheArchdiocese has long paid special attention to the growingimmigrantpopulationoftheLowerMainland.

Toaccommodatebothrecentarrivalsandlongtermimmigrants,Massiscurrentlyofferedin21languages, including one parish that offersMass in sign language for the deaf.Many prieststhroughouttheArchdiocesespeakthelanguagesofourimmigrantpopulation.Morethan60%ofpriestswho serve inourArchdiocese arehere as immigrants themselves.Parishes,whererequiredforthecriticaltransitionperiod,offersupportandpastoralcareinthelanguageofthenewcomers.

InadditiontothecelebrationoftheEucharist,otherpastoralservicesareoffered.Thisincludescatechesisforchildrenandadults,youthandyoungadultministry,andthecelebrationofothersacraments.ParisheshostcelebrationsforspecialfeastdayssuchasOurLadyofGuadalupe,StAndrewKim,theChineseMartyrsandtheVietnameseMartyrs,andfosterpopularpietysuchasSimbangGabi,novenas,andWayoftheCrossforMigrants.

AnincreasingnumberofpeoplearecomingfromSpanishspeakingcountries,includingmostoftheseasonal farmworkers.ApriesthasbeenassignedascoordinatorofHispanicMinistrytoensure all Hispanics can easily be connected to the Catholic community and continue tocelebratethesacraments,havetheWordofGodpreachedtothemandreceivefaithformation.

For all Catholic immigrants, integration into a parish community is encouraged. They areinvited and welcomed to attend the ethnic parish which speaks their language, as well ascelebratestheirpopularpiety,feastdaysandotherculturalevents.ItistheultimategoaloftheArchdiocesetoensurethatallcultureseventuallyintegrateintothegreaterchurch.

Migrant seasonal farm workers from Mexico, Guatemala, Philippines, Jamaica and othercountries have traveled toCanadaunder the federal SeasonalAgriculturalWorkersProgramsince1966andtoBritishColumbiasince2007.Theyareconsidered“migrants”sincetheirstayinCanadaisneitheroflongdurationnorisitpermanent.

Most farmworkersareRomanCatholic.TheArchdiocesehas sixparishes currently active inministering to theseseasonal farmworkers.Theyare invited toamonthlySpanishMassandprovidedwiththesacramentsaswellasofferedspiritualandpracticalsupport.

TemporaryforeignworkersarethosemigrantswhocometoCanadaonatemporarybasistoworkinhospitality,foodservice,housekeepingandcareforchildrenandtheelderly.TheyfindthemselvesalonehavinglefttheirfamiliesintheircountryoforigininordertocometoCanada.Theyarevulnerable to theperilsof secular societyandoften risk losing thepracticeof theirfaith.Couples forChrist,Handmaids,StMary’sMigrantMinistry,St Joseph’sMigrantMinistryandotherparishgroupshost regularworkshops to includepracticalandspiritual support tothetemporaryforeignworkersinourArchdiocese.

TheuseoftemporaryforeignworkersinCanadahasincreasedsignificantlytowheretherearenow over 330,000 arrivals each year. To put this number into perspective, the temporaryforeign workers program has surpassed planned immigration and landings of permanentresidents. In 2013, more than 257,000 permanent immigrants landed in Canada of which30,874madetheirhomeinmetroVancouver.

Recentlyanumberofcasesofabuseinthetemporaryworkerprogramhavebeenhighlightedinthe media and the government has reacted by reducing the number of visas granted totemporaryforeignworkers.

Our local Church also includes many earlier migrant populations: Italians, Portuguese,Croatiansandothers.TogetherwithnewermigrantgroupsofVietnamese,Hungarians,

Chinese,Koreans,LatinAmericansandothers theycelebrate the“WorldDayofMigrantsandRefugees”withaspecialMasspresidedby theArchbishop.Thishasbeenthepractice for thepastseveralyearsandhasincludedfourteendifferentethnicparishesthatgathertogetherfortheMassanda celebrationwithdisplaysofpopularpiety, foodandentertainmentwithover600inattendance.

TheArchdiocesanRefugeeSponsorshipProgramiscoordinatedthroughtheServiceandJusticeoffice which is the Archdiocesan liaison between parishes and Immigration, Refugees andCitizenshipCanada(IRCC).

The Private Sponsorship Refugee Program includes one hundred organizations who havesigned an agreement with IRCC that facilitates sponsoring refugees in camps abroad. TheArchdiocese has sponsored refugees formore than twenty years.Thedemandhas increasedsignificantlyinthepastsixyearswiththecrisesintheMiddleEast,Burma,VietNamandAfrica.TheArchdiocese’sagreementwithIRCChasrecentlybeenextended,throughaMemorandumofUnderstanding,toincludetheDiocesesofVictoria,PrinceGeorge,KamloopsandWhitehorse.

In2016,theArchdiocesanRefugeeSponsorshipProgramhaswelcomed132peopleasofApril– of which 67 are from Syria. A further 292 submitted files involve 652 refugees awaiting

resettlement.TheArchdiocesealsowelcomedjustover140refugeesin2015,morethan60in2014,and550in2013.Morethan95%wereIraqisoftheChaldeanorMelkiteRite.AsaresultofthewarinSyria,manyhavesoughtasylum.TheyareCatholicswhowerebeingpersecutedand threatenedwith annihilation. To date,we have landedmore than two thousand people,manyofwhomareactivelyservingintheirrespectiveparishes.

Themajority of the refugees are family reunification cases. However, since the Syrian crisisbegan in2015, twelveparishesthatwerenotpreviously involvedhavebegunsponsorshipofrefugeefamilies,manywithnofamilylinksinVancouver.Asof2016,theArchdiocesenowhasthirty‐four parishes that have undertaken sponsorships. Participating parishes feel blessedwiththeopportunity tohelp in thisway,and inessencebecomeanextensionofsupportandhopeforthesefamilies.

ThePrivateSponsorshipRefugeeProgramfacilitatestheapplicationprocess,providesvariousresettlement programs andworks closelywith individual parisheswho accept responsibilityfortheresettlementandintegrationofrefugeesintheircommunities.Successfulsettlementforthe newly arrived refugees is of prime importance. To provide themwith access to Englishbefore coming to Canada, the Archdiocese of Vancouver has a webpage on its website toacquaint themwithwhat toexpectupon their arrival toCanada. It includes links to learningEnglishwithaudioandgraphicsfromverybasicwordstointermediateconversation.Offeringthis as an option provides refugeeswith an opportunity to learn the language and orientatethemselvesevenwhilestilloverseasawaitingtheapprovaloftheirvisastoCanada,whichcansometimestakefromtwotofiveyears.

ThePrivateSponsorshipRefugeeProgrambuildscommunityinparishes.Asparishionerslearnoftheneeds,theycomeforwardtofundraiseforthem,assistinemploymentresources,donateandtransportfurnitureandclothingtonewarrivals,andmore.Theseworkshaveinspiredandaffectedministriesinotherparisheswhowouldotherwisenothaveknownoftheexistenceofthis Babylonian people in our midst. They have brought out the inherent generosity andkindnessoffellowCatholics.

TheArchdioceseoffersregularretreatsforthosewhoministertomigrantsandrefugeeshostedby the Service and Justice Office and the Scalabrinian priestswho serve in our Archdiocese.Informationanddevelopmentworkshops,ledbytheScalabrinianpriests,aidincreatingstrongleadershipteamsintheparishes.

Various groups andmovements in theChurchhave reachedout towelcome immigrants andmigrants. Groups such as Catholic Christian Outreach, Marriage Encounter, CharismaticRenewalandCouplesforChristaresomeexamples.Somehavealsotranslatedtheirmaterialsintothelanguageoftheimmigrantsandmigrants.

The concern of the Archdiocese of Vancouver for immigrant and migrant populations isreflectedinthispastoralplanforHispanicMinistry.

BriefHistoryofHispanicMinistryintheArchdiocese

1973 Fr. Donald Campbell, pastor of Holy Name Church, started a Mass in Spanish,celebrated by the Franciscan Fr. Leonard Puesh. Sr. Adrienne Peak, SCH, startedapostolicworkwithHispanics,especiallywiththerecentlyarrivedChileanrefugees.

1975 The Hispanic community moves to the Portuguese Parish of Our Lady of Fatima,Vancouver,where aMass in Spanishwas celebratedbyFather JoaquinMicheletto,C.S.,fromBrazil.

1976 Fr.AntonioTapparello,C.S.,alsofromBrazil,continueswiththeMassinSpanishatOurLadyofFatima,Vancouver.

1978 Fr.ClaudioLlopis,fromSpain,beginstoservethecommunityandstartstheHispanicCatholicMission.ThecommunityduringthisyeartakesresidenceatSt.Patrick’s.

Catechismclassesbegin, firstCommunion iscelebratedwith thecommunity,andacharismaticprayergroupisstartedaswellasayouthgroup.Foodisdistributedtothenewlyarrived.

1983 ForabriefperiodoftimetheHispanicMissionreturnstoHolyNameChurch.

1984 TheHispanicMissionmovestoSt.Joseph’sParish,Vancouver.

1985 Fr.VicenteOsca, aCapuchin fromColombia, togetherwithSr.BettyLouKnox,CSJ,works with the Catholic Latin AmericanWelcoming Service (CLAWS) from 1985‐1995.Themain focusof theCLAWSprogramis tooffersocialservicesandEnglishclassestorefugeeclaimantswhohaveverylimitedrightsinCanada.

1986 Fr. Terence Larkin takes charge of the HispanicMission togetherwith his regularcommitment as pastor of the English‐speaking parish of St. Joseph.Many refugeesfromCentralAmericaarriveatthistime.

1987 Fr. Eduardo Diaz, from Colombia, arrives to care for the Hispanic Mission. TheMissioncontinuestoorganizeitselftoofferspiritualandsocialservices.

1988 TheHispanic CatholicMissionmoves to St. Anthony’s Parish. Formationprogramsareestablishedforallagegroupsandthecommunitybeginstoparticipatein“ProjectAdvance”.

1989 The Religious Community of the Teresian Carmelite Missionaries: Sr. PilarBerenguer,Sr.TeresaRosas,Sr.RosaJara,andSr.MariaPilarEspizuaarriveat theMissionandbegintoworkwithHispanicCommunityatalllevels.

1991 ThefirstMarriageEncounterinSpanishtakesplace.

1992 Moreattentionisgiventotheyouth,andactivitiesareorganizedforparents.

1993 Thepromotionof“sectors”beginswiththecelebrationofamonthlyMass.

1994 Fr.SalvadorAhumada,Hispanic,joinsthepastoralstaffoftheMission.

1995 The locationof theofficeof theMissionmovestoSt.Patrick’sConventandforthisreasonsomeactivitiesoftheMissionwilltakeplaceindifferentlocations:St.Helen’s

Archdiocesetoprovideservicestothewide‐spreadHispaniccommunity.TheyreachouttoSurrey,Abbotsford,Chilliwack,PortCoquitlam,andCoquitlamandeventuallytoLangley,MapleRidgeandCloverdale.

1996 WiththedepartureofFr.EduardoDiaztheHispanicCatholicMissionisstaffedbytheMissionariesoftheHolySpiritwithFr.DomenicoDiRaimondoaspastor,andFr.JoseOrtegaasassociatepastor.

1997 Father Enrique Cardena and Fr. Jose Luis Ortega are assigned by their religiouscommunitytotheHispanicMission.

1998 TheTeresianCarmeliteMissionariesmoveintothenewconventat4865BeatriceSt.inVancouverbuiltbytheHispaniccommunitywithhelpfromProjectAdvance.TheMission moved its office to a former school located next to Holy Family Parish.SacramentsarecelebratedatHolyFamilyChurch.Massesarealsocelebratedweeklyat Our Lady of Good Counsel in Surrey and Our Lady of the Assumption in PortCoquitlam aswell asmonthly atHoly Trinity inNorth Vancouver and St. Ann’s inAbbotsford.AtOurLadyofGoodCouncilacatecheticalprogramisinitiatedaswellasother types of formation. Fr. Hilario Cisnero arrives to continue the work at theMissionuntiltheMissionariesoftheHolySpiritleavetheMissionin1999.

1999 TheMissionariesof St. Charles, Scalabrinians, are entrustedwith the leadershipofthe Hispanic Catholic Mission. The two Fathers who took over are Fr. RanieroAlessandrini,C.S.asPastorandFr.RiccardoBezzegato,C.S.asAssociate.TheycarryontheworkoftheMissionwiththenumerousactivitiesandapostolicwork.

2001 The Hispanic Catholic Mission is incorporated into Our Lady of Sorrows ParishaccordingtothemandateofArchbishopAdamExner,OMIforallCatholicmissionstobeintegratedintoterritorialparishes.ThetransitionisnotwithoutitschallengesbutwithtimeboththeHispaniccommunityandthecommunityatOurLadyofSorrowsseethewisdomofsuchamove.

2002 TheHispanicMission continues itsworknow through the auspicesofOurLadyofSorrowsParishwiththeMissionariesofSt.Charles,Scalabrinians,andtheTeresianCarmeliteMissionaries.

2010 Fr.JuanLuisCarbajal,CS,associatepastoratOurLadyofSorrows,organizesagroupofLayScalabrinians toreachout to themanyseasonal farmworkers in theFraserValley.Apostolicandsocialservicesareprovided.TheyworkincooperationwithlayleaderswhohavebegunministrywiththeseasonalfarmworkersinplacessuchatSt.JosephinLangleyandSt.AnninAbbotsford.

2012 Fr.RichardZanotti,CSisassignedaspastorofOurLadyofSorrowsandcontinuestoserve thoseHispanics attending theparish aswell as reachingout to thedifferentsectorsthathadbeensetuptoservetheHispaniccommunityintheArchdioceseofVancouver.

2013 After a meeting with priests of the Archdiocese, either working with or hostingHispanic Ministry, Fr. Richard Zanotti, CS was appointed Coordinator of HispanicMinistry by Archbishop J. Michael Miller, CSB to care for all the Hispanics of theArchdiocese both permanent residents and temporary workers. “LatinAmericaisthefourth‐largestsourceofimmigrationtoCanada,”saidFabiolaSicard.TheToronto‐based director of Latin markets for the Bank of Nova Scotia told a meeting of theTorontoHispanicChamberofCommercethatthenumberofimmigrantsfromLatinAmericancountriesjumpedby121percentfromthefive‐yearperiodsof1996‐2000to2001‐2006.2

“ThemajorityofLatinAmericansinCanadaareCatholics.Roughly64%oftheLatinAmericancommunityreportbeingCatholic,16%describedthemselvesasProtestant,and12%saidtheyhadnoreligiousaffiliation.”3Asispresentedinthetablebelow,theLatinAmericanpopulationis increasing year after year. Of the 381,000 persons who currently live in Canada, 35,500resideinBritishColumbia.

SeasonalFarmWorkers

Migrant seasonal farm workers from Mexico, Guatemala, Philippines, Jamaica and othercountries have traveled toCanadaunder the federal SeasonalAgriculturalWorkersProgramsince1966andtoBritishColumbiasince2007.

Seasonal farm workers are predominantly Spanish‐speaking men. They come to Canada toworkinfieldsandgreenhouses;andwhilesomestayforaslittleasfourmonths,somestayforuptofourteenmonths.TheyleavetheirfamiliesbehindandcometoCanadatoprovideabetterfuture for them. In doing so they miss births and deaths of family members as well ascelebrationsofbaptismsandweddings.

Theyliveinfarmhousing,oftensharinglivingspacewithmanyothermigrantfarmworkers.

Asillustratedinthechartbelow,thetotalnumberoftemporaryforeignworkerpositionsundertheAgriculturalOccupationscategory1, inBritishColumbia increasesyearafteryear.Farmspredominantly located in the Fraser Valley, Tri Cities and Delta rely heavily on seasonalworkers to maintain production. It has been noted that prior to the SAWP program it wasdifficulttomaintainsufficientstaffingtosuccessfullycompletetheharvesteachyear.

“Pro Emigratis Catholicis” of Blessed John Baptist Scalabrini was a pivotal document in theChurch’sapproachtoministrytomigrants.BlessedJohnBaptistScalabrini,knownas“FathertotheMigrants”,advocatedonbehalfofmigrantsattheendofthe19thandbeginningofthe20thcenturies.Thecongregationshefoundedcontinuethismission.

1912 PopeStPiusXformedthefirstofficeformigrationissues

1952 “Exsul Familia,” a post‐war document promulgated by Pope Pius XII, laid downguides for the church inministering tomigrants. The document is considered the“MagisterialMagnaCarta”ofChurchteachingandfirstmajorofficialdocumentoftheHolySeeregardingministrytomigrants.

“ExsulFamilia” stated that assistance shouldbeprovided tomigrantsbypriestsofthe same nationality/language, and that pastorsmust show the same concern formigrantsasothersintheirlocalcommunity.

Implementationof“ExsulFamilia”wasnotalwayswidespreadbutformedthebasisforministrywithmigrants.

1960 With Vatican II and the increase of international migration, the movement fromunderdevelopedtodevelopedcountries,aswellasthemanymovementsofrefugees,theChurchsawaneedtoaddresstheissueofmigrationandtorespondtotheneedsofmigrants.Thiswouldbeapastoral responseaswellasa response thatdirecteditself to thepromotionof the rightsofeveryperson toa lifeworthyofdignity.Anemphasisonintegrationoverassimilationwaspromoted.

1969 With“PastoralisMigratorumCura”PopePaulVIencouragednewlyformedBishopsconferencestoprovidepastoralcareforpeopleonthemove.Itstatedthatmigrantsmustbeallowedtomaintaincultural,socialandreligiouspractices.

The plight of refugeesmerits specialmention, and challenges the

RolesinHispanicMinistry

Archbishop

The Archbishop is the chief shepherd of the local Church in Vancouver and responds to theneedsofhisflockbydelegatingthosewhowillserve,onhisbehalf,inthevariousministriesofthe Archdiocese including the ministry to Hispanics. The Archbishop’s presence andparticipation throughpresentations to thecommunityand thecelebrationof thesacraments,includingthecelebrationofMasseswiththeseasonalfarmworkers,showstheimportanceoftheministryinthepastorallifeoftheArchdioceseandallowsthosebeingservedtoknowthattheministryisnotofindividualsbutofthewholelocalChurch.

CoordinatorofHispanicMinistry

ThecoordinatorhasbeenassignedbytheArchbishopandreportsdirectlytotheArchbishop.Thecoordinatorhasbeengiventhefollowingresponsibilities:

1. To oversee the sacramental and adult catechetical aspects pertaining to HispanicMinistry,especially,butnotexclusively,migrantworkers.

2. To co‐ordinate the pastoral ministry to the Hispanic migrant community in theArchdioceseofVancouverwiththeclergy,Religious,andlayfaithful.

3. Toworkinco‐operationwiththeDirectoroftheServiceandJusticeOfficeonissuesofmutualconcern.

4. To meet on a regular basis with pastors and associates to share their experience ofHispanicMinistryandmakerecommendationstoimprovethisministry.

5. TomeetwithReligioussistersandlaitytofostercooperationamongallthoseengagedinHispanicMinistry.

6. Toensurebeforebeginninganypastoralcommitments,especiallytheofferingofMass,thatitcanbesustained.

Priests in theArchdiocesewhospeakSpanishare,or couldbe, involved inHispanicMinistryespecially with the celebration of the sacraments. Other priests although theymight not befluent in Spanish have welcomed Hispanic Ministry in their parish and have encouragedparishionerstobeinvolvedinthisministry.Priestsservethosewhoarepermanentlyhereandthose who are here temporarily. Any outreach in Hispanic Ministry must always take intoconsiderationthesepriests,andonceministryhasbeeninitiatedongoingcommunicationwiththemisimportant.

TeresianCarmeliteMissionaries

TheTeresianCarmeliteMissionariescontinue toplayan important role inHispanicMinistry.Theyhaveministeredtotheimmigrants,thosewhohavecometostayinCanada,andnowtheyminister to the seasonal farmworkers. They supportHispanics as a community andprovideformation to the community as well as its leaders. They visit farms where seasonal farmworkersreceive formation in the faith.Theirpastoral involvementgoesbeyondtheparish towhichtheyhavenowbeenassigned.TheyareavitalcontactwiththesectorswhereministryiscarriedoutamongtheimmigrantswhospeakSpanish.

MissionariesofSt.Charles,Scalabrinians,andLayScalabrinians

ThecharismoftheMissionariesofSt.Charles,ScalabriniansandLayScalabriniansistoservemigrants.Throughongoing formation,bothScalabriniansandLayScalabriniansdeepen theirunderstandingofwhatservicetomigrantsmeans.Undertheauthorityof theCoordinator forHispanicMinistry theyare to takea leadershiprole inHispanicMinistry.Scalabriniansreachout especially where the sacraments need to be celebrated. They coordinate with the LayScalabrinians who assess the need to form new ministry groups in parishes. They provideongoingsupportandformationtoparish‐basedgroups.

Lay leaders inparishes coordinate theministry inparishes and are the liaisonsbetween theparishandtheCoordinatorforHispanicMinistry.Theyworkwiththepastororpriestinvolvedin,orhosting,HispanicMinistry.Theyparticipateinperiodicmeetingswiththoseinvolvedintheministrytobettercoordinatetheservices.TheScalabriniansandLayScalabrinianshelptoformandcontinue tosupport these leaders in theirministry.Theypromote theministryandseek volunteers among service groups of the parish and the community like the Knights ofColumbus, theCatholicWomen’sLeagueand theSocietyofSt.VincentdePaul.Onedoesnotneed to be fluent in Spanish to serve in this ministry. These leaders are to ensure that allvolunteerswhohave a direct contactwith seasonal farmworkershave criminal backgroundchecksandhavesignedtheSafeEnvironmentcodeofconduct.Theseasonalfarmworkersareconsideredvulnerableadults.

Introduction

Both evangelization and catechesis are the concern of those working in Hispanic Ministry.Peopleareatdifferentplaceswithregardtotheirfaithlife.Someneedthekerygmaproclaimed;thatis,theinitialencounterwiththeLordsoastobuildarelationshipwithHim.Othershavealreadybegunthatrelationshipandneedtogrowin it throughastructuredcatechesis.SomeneedtobereacquaintedwiththeLordthattheyalreadyknowbuthavenotkeptintouchwith.Hispanic Ministry needs to be concerned about all these instances and begin tominister topeoplewheretheyareat in their faithgrowth.ThroughtheCoordinatorofHispanicMinistrydifferent programs will be chosen and adapted for the purpose of evangelization andcatechesis. The coordinator will work closely with those offices of the Archdiocese that areresponsibleforcatechesis.

MulticulturalParishes

Multiculturalparishesareparisheswheredifferentethniccommunitiesorculturalgroupsusethe same facilities. Scheduling can be challenging and involves each group having time andspaceforitsministry.Acentralcoordinatinggroupsuchasapastoralcouncilgivesleadershipbut,exceptforsomecelebrationstogether,eachgroupremainsseparate.

Themulticulturalparishhasitsbenefitsinthatfacilitiesaresharedwhicheliminatetheneedtoerect structures for each group. The difficulty comes in the inability to form an integratedcommunity. Multicultural parishes should eventually transform into intercultural parisheswhereatrueandunitedcommunityisformedfromdifferentgroups.Thisiswhereethnicandcultural traditions andways of celebrating one’s faith are absorbed into the community andbecomepartofthelifeofthewholecommunity.TherearecertainlymanymoremulticulturalparishesthaninterculturalonesbutthelatterofferagreaterwitnesstoatrulyCatholicChurch.

ItisunderstoodthatallHispanicscanavailthemselvesoftheservicesofthoseparishesthatareinvolved inHispanicMinistry.Theywouldenjoy the rights andbe responsible for thedutiesthatthiswouldentailaccordingtocanonlaw.

HispanicMinistryUsingFacilitiesofParishesforMassandOtherActivities

HispanicMinistryintheArchdioceseofVancouverhasbeenusingthefacilitiesofparishesforMassandotheractivitiesasaguestandcontinuestodoso.HispanicMinistryhasalsobeenableto integrate into multicultural parishes. It is hoped that at some point Hispanics will beintegratedintrueinterculturalparishes.Atthesametime,itisunderstoodthatintegrationisaslowprocessanddifferentstructuresareneededfordifferentmomentsofthatintegration.Atthisparticular time,an important focus inHispanicMinistry is theministry to seasonal farm

Hispanic Ministry in the Archdiocese of Vancouver has been using the facilities ofparishesforMassandotheractivitiesasaguestandcontinuestodoso.HispanicMinistryhasalsobeenabletointegrateintomulticulturalparishes.ItishopedthatatsomepointHispanicswill be integrated in true intercultural parishes. At the same time, it is understood thatintegrationisaslowprocessanddifferentstructuresareneededfordifferentmomentsofthatintegration.At thisparticular time,an important focus inHispanicMinistry is theministrytoseasonalfarmworkers.Parisheshavetobeplacesofwelcomeforpeoplewhoaretemporarilylivinginthearea.

SeasonalFarmWorkerMinistry

MigrantworkerministrieshadalreadybeenestablishedinAbbotsfordandLangleythroughthegenerousworkofpriestsandlaity.ScalabrinianPriestsandlayScalabrinianstogetherwiththeServiceandJusticeofficeoftheArchdiocesealongwithlayleadersintheparishesidentifiedtheneedtorenewandexpandtheseasonalfarmworkerministrytoincludemoreparishesintheFraserValleyandsouthoftheFraserRiver.

The group has had many discussions about how the Catholic Church could provide greatersupport and expand the ministry to more migrant seasonal farm workers. Moreover, theyrecognized that our absence provided an opportunity for other denominations to seek outmigrantworkersofferingthemspiritualsupportandhospitality.

“Migrantsareoftenvictimsof illegal recruitmentandof short‐termcontractsprovidingpoorworking and living conditions. This is because they often have to suffer physical, verbal andevensexualabuse,work longhours,oftenwithout thebenefitsofmedicalcareandtheusualformsofsocialsecurity”(ErgaMigrantesCaritasChristi,n.6).

This group has intentionally focused on the seasonal farm worker community to ensurepastoralcareisprovidedwhilefarmworkersliveandworkintheLowerMainland.StJoseph’s

ParishinLangley,StAnn’sParishinAbbotsfordandSacredHeartParishinDeltahaveofferedamonthlyMass inSpanish, inadditiontopracticalsupport, formanyyears.StLuke’sparish inMapleRidgeandPreciousBloodinCloverdalerecentlyinitiatedthisministry.ItisthedesireoftheSeasonalFarmWorkerMinistrygrouptoprovidemoreopportunitiesforthesacramentofreconciliation,biblestudy,prayergroupsandotheropportunitiesthatwouldaccommodatetheseasonalfarmworkersbusyworkschedules.

Allprogramsmustbesustainedthroughthebuildingofcapacitywithvolunteersattheparishlevel.Thisministrymustbeaparishbasedministry.

FormationofLeadersinMinistry

AnimportantresponsibilityoftheCoordinatorforHispanicMinistryistheformationofthoseinvolved.Thisbecomesevenmoreimportantforthosewhoministertoseasonalfarmworkerssincethisministryisnottheordinarypastoralministrycarriedoutwithinaparish.Itinvolvescertain sensibilities which need to be addressed. Together with the Lay Scalabrinians, theTeresianCarmeliteMissionariesandthedirectorofServiceandJusticeOffice,theCoordinator

Ministry teams in the parish need to be formed as they begin ministry especially with theseasonalfarmworkers,sincethesemigrantworkersareconsideredavulnerablepopulation.

Essentialtoformationshouldbetrainingin“CautiousAdvocacy.”Asministersexperiencethesometimes precarious living and working conditions of seasonal farm workers they will bemovedtoactontheirbehalf, tobeavoiceforthevoiceless,butthismustbedonewithgreatcautionsothattheindividualworkers,ortheirjobs,arenotatrisk.

The Hispanic Ministry Handbook includes training and development guidelines required toservetheseasonalfarmworkers.

Thecoordinatorwillalsoberesponsibleto:

1. Host quarterly leadership meetings each year for training and development andnetworking.

2. Continuetoprovideinformationsessionstoparishesthatcurrentlyministertomigrantsforthepurposeofongoingtrainingandrecruitment.

MinistrytoSeasonalFarmWorkers(Migrants)

1. To recruit new parisheswith a high concentration of seasonal farmworkers in theircommunity.

b. At the request of the parish based ministry, the Lay Scalabrinian MigrantLeadershipTeamwillprovideinformationsessionswhichoutlinethespecificsofministrytoseasonalfarmworkersfornewministriesorasrequired.

FinancialresourceshavecomefromcollectionsatMassescelebratedwith immigrants,fund raising carried out by the Lay Scalabrinians and the ministry groups in theparishes, thebudgetof theServiceand JusticeOfficeandthegenerosityofparishes incontributingfundsandallowingtheministrytheuseoftheirfacilities.

3. HumanresourcesincludethemanyvolunteersthroughouttheArchdiocesethatgiveoftheirtimeandtalentstotheministry.Weneedtoincreasethisgenerousworkforcesoas to expand ourministry especially to themany farmworkers thatwe have not yetreached.

4. Budget items forministry toHispanic immigrants are included in the parishministrybudget of Our Lady of Sorrows. A collection is taken at the Masses celebrated withimmigrantsandaweeklydonationisgiventotheparishesfortheuseoftheirfacilities.ThoseimmigrantsparticipatingintheseweeklyMassesareconsideredparishionersofOurLadyofSorrowseventhoughsomearemembersofthelocalparishwhentheysendtheirchildrentotheparochialschool.TheyhavetheoptionofcontinuingasmembersofOurLadyofSorrowsatwhichtimetheparishofOurLadyofSorrowspaysthesubsidytotheschool.

5. Items included in a budget for ministry to the seasonal farm workers: stipends forpriests and religious working in the ministry; transportation expenses since thisministryinvolvestravelinglongdistances;foodforsocialsafterMassandsessionsheldatindividualfarms;bibles,booksandothercatecheticalmaterials;emergencyexpensessuchashelpwithfood,clothing,blankets,medicine,etc.;welcomeandfirstaidkits.

Reporting

Migrant Leadership team members send monthly reports using the template provided(Appendix C) and submit to a centralized administrator for the purpose of creating a“dashboard”(AppendixE)tobereviewedbytheHispaniccoordinator.

ThereportsprovideinformationwhichallowstheHispaniccoordinatorandallinvolvedpartiestorefineprogrammingasrequired.

Triannual meetings are hosted for sharing information and for further training anddevelopmentoftheministries.

Evaluation

InJuneofeachyeartheCoordinatorofHispanicMinistrytogetherwithpriests,sistersandlayleadersintheministrywillmakeathoroughevaluationofallaspectsofHispanicMinistry,bothimmigrant (permanent) and migrant (temporary). The evaluation will lead torecommendationsfortheupcomingyearofministry.Specialattentionwillbegiventothegoalsandobjectivessetforthinthepastoralplan.Atthistime,monthlyreportssubmittedbyeachofthe parish groups, regardingmonthlyMasses as well as farm visits, will be assessed. Thesereportswillbecollatedbyacentralizedadministratoraftereachevent.TemplateshavealreadybeencreatedtoensureconsistencythroughouttheArchdiocese.

1. InadditiontothegeneralannualmeetingtheCoordinatorofHispanicMinistrywillmeetonce a year with the priests who minister to Hispanics or those hosting ministry toHispanics.

2. The coordinator of Hispanic Ministry will meet with the Archbishop on a bimonthlybasis. He will apprise the Archbishop of the activities of Hispanic Ministry for bothimmigrants and migrants. The Archbishop will provide input and suggestions withregardtotheministryandverifythatthepastoralplanisbeingimplemented.

3. Theplan is established for fiveyears afterwhichanewplanwill be submitted to theArchbishopforhisapproval.

4. ThePastoralPlanforHispanicMinistrywillbeevaluatedonanannualbasis,andcanbeadaptedasneeded. Suchadaptationswill beproposedby theCoordinatorofHispanicMinistryandapprovedbytheArchbishop.
