Yes, in the town of Salinas, which neighbors La Libertad. The Santa Elena province includes towns Salinas, La Libertad, and Santa Elena.

Locals most commonly use public transportation (bus) or walk. Extensive bus routes make travel within and between cities fairly easy. Yellow taxis are also available on main roads.

Main roads are paved while most are not. Houses are build with concrete, and are gated with steel fences. Most homes have electricity and running water (although hot water may not be available). Internet is available at internet cafes. La Libertad’s shopping mall (el paseo) has an internet cafe and is easy to get to. Projectors and white boards are available at the high school (Colegio Celleri) where CEPAIPA is located. Because the surrounding area is a popular tourist destination, shopping malls, supermarkets, pharmacies, movie theaters, and restaurants are accessible.

Since major rainfall occurs for only two months out of the year on the peninsula, agriculture is not a major industry in the community. However, a variety of fruits and vegetables are available at the market.

The youth population adheres to social gender perspectives of the community. Girls are viewed as subordinate to their fathers and partners. Except in situations of dire economic need, it is considered more ideal for a woman to work in order to take care of the home and family. Men are not expected to take a leading role in these activities.

The majority of people, including the youth, own pay-as-you-go cell phones. Businesses and middle class residents may own laptops, computers, or BlackBerries.

CULTURE

The Salinas beach (playa) and boardwalk (malecón) are the most popular tourist attractions. The Chocolatera is a breathtaking area located within a naval base, and is the western most point of Ecuador’s mainland. In Ballenita, there is a fascinating historic abandoned ship that was transformed into a hotel and restaurant along the beach.

Other tourist attractions and popular activities include: parasailing, whale watching, and visiting churches, museums, and parks.

All of these sites are safe to travel to without a representative, as long as safe transportation is used and visits occur during the day and in groups. Travel at night should be guided by a student or staff from CEPAIPA.

Every city in Ecuador has their own celebrations throughout the year, often in honor of saints as most Ecuadorians are Catholic. On January 6th, there are countrywide festivities for Día de los Reyes Magos (Three Kings’ Day).

Spend time at the beach and boardwalk. Visit the Chocolatera (it’s quite the hike out there but well worth it!). Visit Buena Ventura’s market. Try local Ecuadorian cuisine, like at the outdoor barbecue restaurant in La Libertad. Eat many empanadas.

Funding cuts from local health/education ministries and lack of youth health priorities within national government. Because CEPAIPA is located in a high school (Colegio Celleri), there is some administrative tension regarding finances as well.

From the very beginning, CEPAIPA warmly welcomed us into their tight-knit family. While Dra. Alexandra knows a great deal about GlobeMed, the students perceived us as an international funding organization from the States. After our GlobeMed workshops, they now fully understand our vision and values, and are even more thrilled to work with us.

Without CEPAIPA, there would be no active outreach to adolescents in need of social support and access to health care services and reproductive health education. The community would also lack a voice in promoting community change through youth empowerment, health education, and family planning.

There are many primary and secondary schools (both public and private) for students in the immediate area around La Libertad as well as the more rural areas. There are also some post-secondary universities in the area for petroleum engineering and related disciplines. Many more universities are located in Guayaquil, the nearest large city which is a two-hour drive away.

The police are visible in Salinas and La Libertad. They do little or no traffic regulation.

Buses are available to travel within and between cities. Bus routes are always changing, so guidance from CEPAIPA staff and students may be necessary. Yellow taxis are available to hail on main roads.

There are different banks with ATMs in Salinas and Guayaquil, most notably the Bank of Guayaquil. ATMs can be found in shops and along the beach as well.

WHAT HAS BEEN GLOBEMED’S MOST SIGNIFICANT CONTRIBUTION TO YOUR PARTNER ORGANIZATION TO DATE?

WHAT IS YOUR PARTNER ORGANIZATION’S GREATEST PROGRAMMATIC NEED?

WHAT DO YOU THINK ARE THE POSSIBILITIES FOR YOUR PARTNERSHIP?

DO YOU SEE ANY OPPORTUNITIES FOR COLLABORATION WITH OTHER LOCAL OR INTERNATIONAL ORGANIZATIONS OR INSTITUTIONS?

Reflection and Planning

GENERAL OBSERVATIONS

GlobeMed's most significant contribution to CEPAIPA so far is the funding for equipping a laboratory clinic to facilitate testing for HIV, other STIs, and common infections. CEPAIPA used to have a running laboratory for this purpose, but funding streams dried up for up-keeping costs. With the laboratory, which is expected to be fully running by May 2013, CEPAIPA will be able to promote early detection and preventive care to reduce the disease burden among students at the high school and the greater communities.

CEPAIPA’s greatest organizational need is a more concrete system of monitoring and evaluating programs. Some programs with obvious numerical records are monitored well, but others have limited data-centered system of monitoring. If CEPAIPA was able to build these systems, it would improve their programs' capacity for success as well as give them stronger evidence to gain support from other funding organizations.

The partnership between CEPAIPA and GlobeMed can become whatever we make of it--the possibilities to continue to work together are endless. They are an extremely committed and passionate organization, giving us as students the opportunity not only to learn about grassroots health problems and solutions, but also to work with CEPAIPA by identifying, consolidating, and transferring resources available to us. We can help them deepen impact and expand capacity with improved the systems of monitoring and evaluating as well as grant writing. Also, we can assist in developing a budget and timeline to work towards realizing their vision of creating an independent youth center (equipped with facilities for theater, arts, after-school tutoring, health workshops, etc) for their community.

One of CEPAIPA’s goals for the next year are to expand to students in more schools as well as reach out to rural communities for their health education program. There are a few private high schools near Colegio Celleri. There is opportunity to collaborate and work with them to create more youth groups that can help lead more health workshops and open houses in rural communities.

It is important to find a tangible purpose for your activities on GROW. Think about ways you can help CEPAIPA on the ground that wouldn't be possible during the year. We observed that Ecuadorians are incredibly giving and hospitable, so it takes active effort to keep the relationship a reciprocal one of giving and receiving. With humility and flexibility, take the opportunity to listen first, empathize, and working together to create solutions. Ask questions, both big and small: To understand complexities of health and poverty, questions like “Why you do think young people don’t practice safe sex?” are informative. To form meaningful bonds with others, asking “what’s your favorite thing to do with friends?” is equally if not more powerful. As you are GROWing, keep an open heart and mind!
