C- If majority not aware at all B- Limited number of Workers and management staff A- Understanding Limited to only Few elements like Fabrics, light etc.

C

a. Workers to be more aware of the hazards associated with materials handled by themselves.

b. A well developed fire plan with concentration of floor wise combustible materials will be a very effective tool in this regard. Plan should identify HIGH RISK AREA as per concentration of combustible material storage like yarn, fabric, cartons and chemical etc.

c. Fire risk management for vulnerable floors like fabric, yarn, carton and accessories store by trained core workers and management level and take proper preventive measures accordingly.

C- If majority not aware at all B- Limited number of Workers and management staff A- Only understand but Cannot demonstrate

C

Same can be improved by hands on training during drill. A crush program must be taken for a duration of 3 months where each of the designated fire fighters do use at least 1 extinguisher practically and extinguish a small fire along with the operation of hose reel.

10 Management’s fire awareness Fire prevention in terms of fire round management, housekeeping, formulation of emergency management plan(EMP), electrical safety, training, appointment of fire safety officer ,fire detection system etc.

C- Management staff not aware of any such fire prevention measures B- Aware but reluctant to implement A-Prevention measures are in place but inadequate and ineffective

A

a. Designated Fire Fighters should be encouraged to wear Fire fighter’s Identification Vest / Arm Bands at all times during work hours. b. Retention rate of trained core group should be increased to implement and continual development of a Fire Safety conscious Culture. c. Fire prevention measures to be more pro-active in terms of fire round specially during lunch break, unmanned period. Housekeeping plays a vital role in fire prevention i.e. cleaning of leaking oil from sewing machine etc. d. Recorded multiple rounds every day in the entire facility by designated persons of the Factory Fire Brigade is a must.

9 Function of various teams in time of large fire or high smoke density

C- Not aware at all B- Limited understanding or Misconception A-Understand but not confident

C

To train the teams at what level of fire they should no more try to do anything but leave for safety of their lives. Generally, if the fire is not extinguished with portable fire extinguisher or the first aid hose, the firefighting team should evacuate and wait for fire brigade. In all cases, where a flame has broken out, the affected floor must be evacuated. Remaining floors can follow the directions given in PA system. Small fire may not require complete evacuation of all the floors.

10 Management’s awareness regarding crowd management and evacuation Phased evacuation, arrangement to ensure timely and safe evacuation of pregnant, temporarily disabled workers, child and care takers

C- Management have no designated crowd management and evacuation system in force B-Procedure not in line with the factory requirement A-System in force but can be made more effective by customization

C

Designated section wise fire wardens ( with distinctive identification i.e. reflective vest or white helmet) can co-ordinate phased evacuation Management to introduce an effective privileged evacuation (assisted- BUDDY SYSTEM) system for pregnant ,temporarily disabled, child and their caretakers as expedient.

13 Reporting of shut down ( ventilation, compressed air, electrical circuit etc)

C-No established procedure B-Not effective procedure A-Procedure is there but no reporting to fire chief

B

a. MCB in each floor to be marked with red color and simple procedure to be stenciled showing how to shut down during emergency.

b. Designated team to be formed for all shut down and same to be reported to fire chief after completion. Regarding cutting of electric power, trained electrician must switch off only the power to the affected area. If the power is switched off from LT panel, and the entire factory is blacked out, panic will set in and create background for stampede. This needs to be adequately intimated to the electricians and floor supervisors.

Remarks :

1. Management and workers were not punctual while attending training session . Trainer had to wait long to commence training session and same was a regular practice. Trainees were not selected as per Trainee selection Form. Trainee used to come in the class in groups of few and well after the session begun. It has been observed during each session.

2. At every session required 50 number of trainee which was not be provided. It was evident that non-essential personnel in production were utilized for training

3. Management has shown slight interest towards training at later stage and few recommendations during training were immediately complied with.

4. Adequate time was not provided for floor training. Proper floor training could not be imparted due time constraints as management staff interrupted trainer after approx. 15 minutes of floor interaction although workers found to be participative.

5. It is very much evident that management is more concerned about production than training of workers although trainers tried to convince them that commercial pressure should never take precedence over safety of workers.

Page 21: Participant Performance Grading Criteria : C – Very …...Participant Performance Grading Criteria : C – Very Poor B – Poor A – Needs Improvement A) Floor training Sl.no Issue

Remarks During Fire Drill 1. Fire drill was carried out during lunch break as requested by Factory management. Alarm raised in such a way that all workers

and management staff went for straight lunch. In between they were assembled momentarily at muster station which cannot be considered as a fire/ evacuation drill. Floors were not even checked visually to confirm any entrapment as it was lunch break. A VERY CASUAL APPROACH BY MANAGEMENT DURING FIRE/EVACUATION AS AGAIN COMMERCIAL PRESSURE WAS VITAL.
