GLAM and the Wiki way

Media files that are freely licensed or public domain will be used by the 270+ Wikipedias

When they are available, they will be used

Wikipedia does annotate its facts, it has to learn the relevance of annotating media files

Commons is the central storage for all WMF projects AND it is a separate project

Outreach to GLAMs is done by yet another community and it is largely Wikimedia chapter oriented
