Written record of a hearing by Canada's National Parole Board for imprisoned child killer Robert Bliss Arthurson. The board denied release to Arthurson, who is serving a life sentence for second-degree murder. In September 1994, Arthurson abducted and murdered Sarah Dawn Kelly, 13, in The Pas, Manitoba. He had a record of sex crimes against young girls.
