Motion vs. Move

• “I move to purchase laptops for all NCC’s in the PACURH region.”

• Fellow NCC: “Second”

• Another NCC: “Objection”

• Discussion follows.

Self: “We have been talking for a while, I’m ready to vote.”

• “Mister Director, I am sick and tired of listening to everyone. Let’s be done.”

• Adam: “Out of Order!”

• “Oh snap! I really suck at this. Now I really wish I had paid attention to that super awesome Parli Pro presentation earlier.”

Skilled Acquired:Call to Question

• “I call to question.”

• NCC: “Second”

• Another NCC: “Objection”

• A vote will not be taken and debate continues.

Self: “We have debated on this motion for so long!”

• “Yo, Director, I really think it’s time we voted on this!”

• Adam: “You are Out of Order!”

• “Clearly, third time is not the charm.”

Skilled Acquired:Move the Previous

Question

New and Improved

• “Move the previous question.”

• Other NCC: “Second”

• Different NCC: “Objection”

• This is not debatable! If 2/3 NCC’s vote in favor, the original motion is immediately voted on.

Call vs. Move the Question

• Call to Question– If objected to, no vote is taken and debate

continues.– If less than 50% vote yes, debate continues.

• Move the Previous Question– If objected to, a vote is taken.– If 2/3 vote yes, debate end and a vote on the

original motion is taken.

Self: “Everyone keeps on talking. I want to limit discussion.”

• “Seriously, people talk too much! Make them stop.”

• Adam: “You’re out of order!”

• “Maybe I am the one who should stop talking…”
