CHAIRMAN OF COMMITTEES (RoBERT JOHN GREIG, ESQUIRE), RULINGS AND OPINIONS OF:

Gam'ing and Betting Act: An amendment to prohibit race meetings on Mondays to Fridays was a direct negative of a previous decision of the Committee and was therefore out of order, 1764; the fact that an amendment had been fore-shadowed, but not stated from the Chair, did not preclude a clause from being agreed to, 1768.

Liquor (Amendment) Bill: The Com-mittee having decided that liquor might be supplied with bona fide meals in licensed premises between 6 p.m. and 9 p.m., an amendment to limit ·the privi-lege to "special occasions" could not be accepted, 855. An amendment relating to the consumption of liquor in public halls was beyond the scope of the bill, 858; an amendment to amend -section 80 of the Act was not within the scope of the bill, 858; an amendment to omit a portion of sect.ion 60 was beyond the scope of the bill, 863.

Workmen's Compensation (Broken Hill) Bill: An amendment to increase the amount to be paid to widows from £2 to £3 per week would increase the burden and go beyond the scope of the message and was therefore out of order, 1344.

    CHAIRMAN 00' COMMITTEES, TEMPORARY:

Mr. Speaker nominated Major Connell, Mr. Drummond, :Mr. Jackson, Mr. Jaques, and Mr. O'Halloran, 2.

    Adjournment-Seasonal Felicities: Obs., 238.

Allegations of Bribery against Mernbers: It had been the custom to allow ques-tions addressed to the chairman of a select committee in reference to the busi-ness of the committee, 433.

Allocation of Time for Debate: A notice given by the Premier under standing order 175b relating to a number of items of business and announcing that two dif· ferent items would be disposed of at the same time was apparently in order, 34. ( Vidc also, "Closure, The-Standing Orders," p. 79.)

Assembly, The Clerk of: Obs., re leave and appohltment of Acting Clerk, 2157.

Atmosphere in tlte Chamber: Obs., 546. Charges against Member~: Obs., 762. Closure, The-Standing Orders: Standing

Order 175B provided a method whereby every question necessary to bring to a close any discussion might be put at a specified time either in the House or in Committee. It did· not follow that be-cause the same time was fixed for the completion of the various stages of a bill all the questions must be put in the House because the closure had been car-ried in Committee. When bills were of the same kind and arising out of reso-lutions reported from Committee and agreed to by the House the Speaker would hold that it was in order to give notice of the closure for the same time in regard to the stages in the House and in Committee, but if notice were given to closure bills of a different character at the same time, he would hold that the notice was not in order, 79.

Hansard, Proof of Speeches: Obs., 1321. Industrial Arbitration Living Wage Dec-laration Bill: It was out of order to quote from the debates of the current session, 2079.

Motion of Censure-Urgency: Only the question of urgency could be discussed on a motion of urgency. As only the mover of the motion could speak, it would be unfair to permit him to dis-cuss the merits of the case at that stage, 11.
