Windfarms Update The Action Group Against Sempringham Turbines (AGAST) has given a series of highly informative presentations on the realities of living near industrial wind turbines following the delivery by Scottish Power, a subsidiary company of Spanish utility Iberdrola, of its formal application for permission to erect 6 125m tall turbines on land at Neslam Farm, Sempringham Fen. These presentations were well attended by concerned residents and following the presentations the group has submitted a substantive response opposing the proposal because (in part): The proposed development is totally out of scale with the surrounding villages and rural landscapes and will intrude unacceptably on the landscape and on a large number of properties. The scheme will have a significant visual impact up to at least 5km, it will therefore have an adverse impact on the setting of a number of listed buildings and Scheduled Ancient Monuments. Its size means that its visual impact will compromise the objectives of these designations and, hence, will be in conflict with national and regional planning policies. The site sits in a Source Protection Zone for borehole users and within Flood Zone 3a. The ES has not assessed the potential impacts sufficiently rigorously. There is strong evidence that local residents would be adversely affected by shadow flicker and various types and levels of noise. There is a strong and well used network of public rights of way in the immediate area, valued by locals and visitors alike. The civil parish known as Pointon and Sempringham lies in the South Kesteven district of the county of Lincolnshire. The parish includes Millthorpe and the fens of Pointon, Sempringham, Neslam, Aslackby and a part of the Hundred Fen at Gosberton Clough. This newsletter is produced by the Parish Council. The front page shows an artist’s reconstruction of the Seal of the Master of the Order of Sempringham, from the original held in the British Museum.

The recent cold weather has undoubtedly hit older people the hardest. Last year in the East Midlands, 1,800 people died due to cold related conditions, the majority of them people over the age of 75. It is about time the Government came up with a fuel poverty strategy that works. Help the Aged points to one in three pensioner households now living in fuel poverty. That means a third of all pensioner households are spending more than 10 per cent of their income on heating alone.

In the meantime Help the Aged is encouraging older people to find out today if they are entitled to benefits, free insulation and a Government grant for heating improvements. Even if people have made an unsuccessful claim in the past, changing circumstances may mean they are now eligible for money and energy saving help that can make a huge difference to paying the bills and keeping warm. St Gilbert’s Church of England Primary School, Pointon What a busy time we have had this term so far with lots of exciting things happening here at St Gilbert’s.

The Kindergarten joined class 1 for a cookery morning, making a host of delicious dishes to sample. The children made pizzas, a range of sandwiches, coconut ice, sausage rolls, smoothies, fruit kebabs and ice cream cones, to name a few, and then had the opportunity to taste their creations at a tea party afterwards.

Class 1 had a visit from PC Cross who explained his role as a policeman. The children have been looking at people who help us this term and have also had visits from a gardener and a nurse.

The children in years 4, 5 and 6 spent the day looking into the history of a trebuchet, including the importance of engineering and learning about how it would have been designed in the 13th Century. They designed their own version of a trebuchet on paper, thinking about the target, shape and distance and then had the opportunity to build their own trebuchet out of K’Nex. Models were tested using targets with a points system, bringing an element of numeracy to the day. The event was organised through the Education Business Partnership who provided support to the children, enough K’nex to enable the children to build their trebuchet and plenty of mint imperials to test them out! All the children had great fun and built some fantastic models.

CSI was the theme for the whole school as part of National Science and Engineering Week, a day designed to give the children an insight into forensic science and crime scene investigation and how these special skills are used to eliminate suspects and solve crimes. The children started the day by watching CCTV footage of a ‘crime’ taking place and then explored the school looking for clues, taking pictures of crime scenes and collecting evidence. Throughout the day children looked at lip prints, finger prints, bite marks; hair, fibre, writing, ink and voice samples. They took a plaster cast of a footprint, interviewed all the staff and put together photofit pictures of the suspect and a central information database. We kept the day a secret from the children to make it as realistic as possible.

The children embraced all the activities with lots of enthusiasm and their keen investigative skills, observations and reasoning brought each team to determine the correct suspect at the end of the day.

For Red Nose Day this year our theme was ‘do something funny for money’ so we all dressed up as clowns. Reverend Anna joined us in a blue wig, top hat and stripy tights for a special collective worship. At break time we had red nose cakes and the chance to have our faces painted. By the end of the day we had raised £49 for Comic Relief and had lots of fun too!

Don’t forget on Thursday 2 April there will be an Easter Service starting at 9.00am at Christchurch and on Friday 3 April our annual Easter Egg Hunt starts at 2.00pm at the school. There is a small charge of £1.00 per child to take part in the hunt but there will be lots of eggs to find, so come along and have some fun—everyone welcome.

Parish Council Meeting of Thursday 26 March 2009 With a vacancy on the Council following Celia Paterson’s resignation, the first item of business was to co-opt Christine Green as a member. Christine lives in St Gilbert’s Close and needs little introduction to parishioners as she is the Chairman of the Village Hall Management Committee. Christine was welcomed to her seat by Council Chairman Ray Ledner.

Members were very concerned over the level of activity by windfarm developers in the area. It was agreed that the Council’s thanks should be conveyed to AGAST (Action Group Against Sempringham Turbines) for their efforts both in informing residents of the implications what is proposed and in presenting to the decision makers at South Kesteven District Council very coherent arguments to protect the local environment and well-being of the area’s residents and visitors. It was also felt (and agreed) that an objection should be made to yet another meteorological mast, planning application S09/0239, on land at Billingborough Fen and that enforcement action be requested to remove the mast at Neslam Farm.

In the light of a review by the acting clerk of playing field finances, there was some discussion on how to strike a fair balance between the precept (charged entirely to parishioners through the Council Tax) and the users of the field (charged through fees levied). Whilst no decisions were taken, it was recognised that (a) users expectations of standards provided are greater than in the past, incurring extra cost; (b) some substantial maintenance aspects—boundary fencing, car park and roadway surface, signage—have been somewhat neglected and (c) the Council has a duty to obtain value for money spent.

Council Funds at 18 March were £16,822.98.

Parish Council Regular meetings of the Parish Council are normally held on the fourth Thursday of odd-numbered months. All meetings are open to the public and are announced on the notice board in the car park of the Old Ship Inn, High Street, Pointon. The next regular meeting will be held in the Sports and Social Club on the Playing Field on Thursday 28 May 2009 immediately following the Annual Parish Meeting which will be held at 7.30pm at the same venue.

of these PROWs. • This is an area of high ecological value and the ES has not followed best practice

guidelines in its assessment. There will be adverse impacts that are currently unquantified. • Traffic access along Neslam Road and the villages on route will cause considerable

adverse impacts. • Lincolnshire has already achieved double its 2010 onshore wind renewable energy targets

in terms of operational and already consented schemes and the East Midlands Region is also forecast to achieve its 2010 targets. There is no pressing need for this scheme.

• Aviation issues have not been clarified prior to the submission of the planning application. • The wind farm proposal contravenes a wide range of national, regional and local planning

policies.

Your parish council, at an extraordinary meeting held on 5 March, also agreed to submit representations strongly objecting to the proposal. Billingborough PC, Horbling PC, Dunsby PC, Morton & Hanthorpe PC and Gosberton Clough Residents Association have also objected..

It is anticipated that the Neslam windfarm planning application will be determined at a special meeting of SKDC’s Development Control Committee sometime in May; however SKDC’s case officer does anticipate setting the date until late April. All persons who have made representations to SKDC regarding the proposal will be notified of the date by SKDC. If you have not yet made your representations to SKDC you may still do so quoting reference S09/0296.

Billingborough Fen Windfarm

The German utility company EON has teamed up with landowner The Crown Estate with the intention to erect up to 18 126m tall turbines on land at Billingborough Fen. It has submitted a planning application for permission to install a 50m tall meteorological mast to measure wind speeds which is currently being considered by SKDC (ref. S09/0239) and a scoping report (SKDC ref. S09/0351) detailing the issues to be included within the Environmental Statement which will accompany the wind farm planning application expected in about 18 months time. EON has set up a website www.eon-uk.com/billingboroughfen for information updates on the development.

Graby Windfarm

The developer Wind Ventures has confirmed that it is looking at the potential of a patch of land forming Graby Farm Estate near Millthorpe to host up to five turbines.

Traffic Speed Survey Following last October’s survey on vehicle speeds through Pointon using a Speed Indicating Device (SID) operated by volunteers, the Lincolnshire Road Safety Partnership has conducted a five day survey near the Old Ship Inn on High Street, Pointon.

During the period a total of 14,700 vehicles were monitored. The average speed of those travelling towards Dowsby was 32mph; of these 3.5% were travelling at a speed whereby prosecution would be an appropriate course of action. The average speed of those travelling towards Billingborough was 34mph of which 7% were at a prosecution level. The main times of non-compliance were the usual periods of commuter traffic but also around the 3pm period of school pick up runs.

These results have been sent to the local policing team for their information.

Herb of the Month A review of two classic spring herbs with Jacqueline Cole, Consulting Medical Herbalist.

In this edition we review two herbs for the months of April and May. Both are common culinary herbs that many people grow in their kitchen herb gardens. We explore their application to a range of common disorders.

April—Rosemary (Rosmarinus officinalis) Rosemary is a native herb in Spain, Portugal, Southern France and the Western Mediterranean, although it is now grown around the world and many culinary herb gardens would be considered incomplete without Rosemary to accompany roast lamb.

Rosemary has a long history in mythology and literature and Shakespeare referred to rosemary in Hamlet—Ophelia hands Hamlet a sprig of rosemary and bids him to remember her saying “There’s rosemary, that’s for remembrance: pray, love, remember.”

It is interesting to note that modern herbalists use rosemary to improve the cerebral circulation, thereby improving memory amongst other things and in objective tests rosemary improved the quality of memory. Current scientific research is exploring the use of rosemary in Alzheimer’s disease. Rosemary contains Rosmarinic acid, found also in many species of the mint family, which has anti-viral, anti-bacterial and anti-inflammatory properties.

In addition to being an effective internal remedy for a range of disorders of the digestion, applied externally the essential oil of Rosemary is effective in the treatment of muscular pain, sciatica and neuralgia. (Safety note: Essential oils should NEVER be applied directly to the skin and should always be diluted with a suitable carrier oil such as almond oil).

May—Mint (Mentha piperita) For many the first new potatoes of the year would be incomplete without the addition of a handful of mint in the cooking water. Peppermint is among the world’s most popular flavourings and is added to a vast range of edible and medicinal products from antacids, to ice-cream to after dinner mints.

The secret of mint’s intense, refreshing taste which is both cooling and warming, is menthol. Whilst there are hundreds of different mint varieties—including pineapple mint and chocolate mint, peppermint has the richest source of natural menthol and it is this constituent that is primarily responsible for its beneficial effects.

Peppermint is a superb digestive herb. It is an antispasmodic that inhibits smooth muscle contraction especially in the digestive tract. Menthol also stimulates the production of bile which aids the digestion of fat. These two actions combine to calm stomach muscles and aid digestion. By easing the muscles at the top of the stomach, peppermint helps to release trapped air and therefore reduces belching and bloating, however peppermint may worsen the symptoms of heartburn where there is a tendency to acid reflux. A cup of freshly made mint tea may be just the thing after a heavy meal. Simply cut a generous tablespoon of fresh mint leaves, steep in boiling water for 2-3 minutes, strain and drink.

Menthol is also an effective decongestant and expectorant and is therefore a useful herb to use during a cold, particularly where congested sinuses are a problem. A few drops of peppermint oil on a tissue can be effective in clearing the blocked airways associated with sinus problems.

The diluted essential oil of peppermint can also be effective in soothing headaches when massaged gently into the temples (As before, NEVER apply to the skin neat, dilute in a suitable carrier oil).

Football Clubs receive the FA’s Charter Standard Award

Many members of both the Senior and Junior Football Clubs turned out in the fading light of a fine spring evening on Wednesday 18 March to receive the Football Association’s Charter Standard award from the Lincolnshire FA’s Area Delegate Mr Reg Jackson.

The FA Charter Standard is formal recognition that the Clubs adhere to best practice in standards of coaching, administration and child protection for clubs working with young people, and is a significant step on the way to securing funding for improvements such as the much needed changing facilities.

The official ceremony was followed by a celebration party at the Clubhouse.

Meanwhile work is progressing steadily on plans for the new changing facilities and other improvements to the Clubhouse, with the development team due to meet with Football Foundation representatives very shortly to resolve the finer points of a building design acceptable to all parties. The broad concept, which has been on the drawing board for some years now, is of a separate changing facility alongside the existing Clubhouse. Football Foundation policy requires each team to be provided with a changing room with en-suite toilets and showers. With two pitches on the playing field, this means four changing rooms for teams plus two changing rooms for officials. Once this goal has been achieved, the two existing changing rooms in the main Clubhouse will no longer be required and the space will be redeveloped and the Clubhouse extended slightly to provide improved kitchen, bar, toilet and social areas.

We are opening the PCC—Pointon Community Club—during the month of August.

This club will be open from Monday 3 August to Friday 28 August inclusive to everyone and will be most beneficial to the children in our area age 7 upwards. We will be open 9.00am to 3.30pm, the cost per child £10.00 per day. • A child protection policy is in place • All volunteers are CRB checked • Cost includes a healthy lunch, snacks
