Welcome to River Road Child Care! Thank you for choosing River Road Child Care for your child care needs. Our commitment to this essential service is our drive to your child’s care and supervision. We appreciate your support. RRCC is a non-profit government funded, licensed day care centre, under the auspices of St. Amant. The day care is licensed for 50 spaces ranging in age from 1 to 6 years of age. We welcome both children who are developing typically and those children that require special care. This parent manual contains an Overview, Philosophy and Policies of River Road Child Care. As a member of R.R.C.C., it is necessary for you to read this manual and comply with the policies as stated. This handbook is yours to keep, adding any updated correspondence that is sent to you. Please review and complete all appropriate forms as soon as possible and return them to the Daycare. R.R.C.C. will use discretion when applying the parent’s requests as indicated on the Consent/Permission Form to daycare situations. PROGRAM POLICY AND PROCEDURE: Policy 10:10:01 - R.R.C.C.’s Purpose is to provide quality child care in a warm, loving environment that promotes the full development and well being of children with various needs and characteristics. Policy 10:/02/03 - R.R.C.C.’s Philosophy, Goals & Objectives: We at River Road Child Care believe that children have the right to be cared for in an atmosphere of warmth, acceptance, respect, love and laughter. RRCC provides stimulating and creative programming that promotes social, emotional, intellectual and physical development and fosters independence in all children of various needs and abilities. RRCC believes that parents are an integral part of the daycare setting. Open communication between parents, staff and children will create an environment of dignity, trust and respect for all. 1. Parents can participate in decision-making processes, programs, and activities relating to the operation of the centre. Parents may become involved in the centre by attending Advisory Committee Meetings, participating in fund-raising, volunteering with programs or events (Christmas Party, Open House, Miles of Smiles). Parents are encouraged to provide input regarding their child’s care in the Centre to complete our annual Satisfaction Survey and to suggest means to promote positive developments in the services we offer. 2. Physical Environment shall be safe of hazards, clean, well maintained and attractive. This is to encourage age appropriate play and a hands-on approach to learning. 3. Programming shall be designed to promote flexibility, free play and rest times to suit individual needs. The programs shall be designed to encourage children to play, learn and have fun while also feeling safe. The program shall include arts & crafts, songs, stories, music, educational games and gross and fine motor activities for children with various abilities and needs. The centre staff will provide child-centered care through respectful, warm and caring relationships between children, parent(s) or guardian(s). 4. Staff: RRCC staff and coordinator shall be qualified, experienced and display caring and concern for each child. The staff will promote a positive and stable work environment through continuity of care and staffing. RRCC staff are encouraged through available resources to be creative in planning programs and activities.

Policy 10:10:04 – Hours of Operation: The daycare is open between the hours of 7:00 a.m. and 6:00 p.m. Monday to Friday. The daycare will be closed on the following statutory holidays:

New Years Day (January 1) Louis Riel Day (February) Good Friday Easter Monday Victoria Day Canada Day Civic Holiday (August) Labor Day Thanksgiving Day Remembrance Day (Nov. 11) Christmas Day Boxing Day New Years Day Christmas Eve day may close at 1:00 and New Years Eve Day at 4:30 if these days fall on a week-day. Families will be contacted in November to determine if these closing times will be possible. Parents are charged for statutory holidays. Policy 90:50:04/05 - AM/PM Snack & Lunch: River Road Child Care is a Peanut free facility. Please ensure that the food you send with your child is free from such peanut products. We have several children with severe allergens that are life threatening. The centre provides two snacks per day consisting of 3 out of 4 Food Groups from the Canada Food Guide. A.M. Snack: Served at 9:00 a.m. Lunch: Served at 11:00 a.m. Parents provide a lunch for their child/ren. The day care is unable to warm up lunches or store them in a refrigerator. Thermos’s and cold ice packs are excellent food keepers. All food that your child does not eat will be returned home in the lunch box. This will allow you to assess the amount of food your child needs/wants for each day. If there is food in your child’s lunch that contains an unsafe product, staff will return it with a note. Please label your child’s lunchbox. The coordinator reserves the right to discuss with parents this food policy if it is deemed the child is receiving inappropriate lunches from home.

P.M. Snack: Served at 3:00 p.m. The snack menu is posted on the Parent Board and is on a three week rotation. Changes to the menu will be marked for parents to see. Policy 90:50:01 - Daily Program/Quiet Time: Staff establishes and uses routines within the daily program to help children feel secure in knowing what comes next. Staff are flexible and will extend time frames to allow children to finish at their own pace. Transitions are provided between daily events to permit children to prepare for the next activity of the day. Program caters to the needs, interests and abilities of all children by assisting children to be successful learners. Children are encouraged to explore the indoor and outdoor environments and engage in activities to promote specific kinds of learning in all developmental domains: physical, social, emotional & cognitive. A Pre – Kindergarten Program is established for children 4 to 6 years of age. Nine curriculum units are worked on monthly with a trained Early Childhood Educator. Free Play takes place for much of the day, both indoors and outdoors with staff carefully observing children and using teachable moments to guide their learning and development. Individual plans (IP) for children with disabilities are established to ensure that appropriate curriculum goals are developed and activities are implemented to achieve the goals. All children attending the preschool program will participate in a quiet time. The Center provides a mat and sheet for each child. Parents may provide a small blanket which must be brought home regularly for laundering. The rest period lasts approximately two hours and is tailored to meet the needs of three groups: Nappers (1 – 2 hours), Part Time Nappers, (1 hour) & Non-Nappers (20 minutes of quiet resting & 10 minutes of books). Policy 90:50:06 - Outside Play: All children enjoy outdoor play on a daily basis unless the wind chill or temperature or any combination of the two falls below -25© or colder, or if there are adverse weather combinations such as rain, wind, hail, etc. All children are expected to participate. The Centre will use its discretion to attend a scheduled field trip when adverse weather conditions are questionable. Policy 10:20:18 - Behaviour Management Policy: Regulation: As the licensee we shall not permit, practice, restrain or inflict any form of physical punishment or verbal or emotional abuse upon, or the denial of any physical necessities to, any child in attendance at R.R.C.C. River Road Child Care recognizes and respects the uniqueness of each child as they are taught cooperation, responsibility and respect for self, others and the environment. When addressing children’s behaviors that challenge these centre values, staff uses a variety of proactive and preventative approaches, including guiding a child with positive redirection, role modeling and assisting the child in determining independent solutions to

their problems. Should the staff need to intervene in a behavioral issue, they will do so in a respectful manner that will encourage and model appropriate behavior for the child. Children will be given the opportunity to express themselves verbally if they are able to do so in order to convey their needs and emotions. PURPOSE: All children will be treated with dignity and respect within an environment that promotes the social, emotional and physical well being of all children. PROCEDURE: River Road Child Care staff will: 1. Be knowledgeable about and exhibit realistic expectations of children’s abilities and behavior.

2. Provide a supportive atmosphere in which children can feel free to explore their feelings and develop a sense of self-worth.

3. Promote positive interactions that encourage and assist children in solving their own problems and disputes. 4. Anticipate conflict and proactively redirect children to more positive behavior before they become frustrated and or aggressive. 5. Use natural consequences where a child has displayed inappropriate behavior. For example, if a child throws a toy, he or she will be expected to pick the toy up before moving on to the next activity. 6. Explain the inappropriate behavior to the child and describe or show how he/she can correct the behavior. The staff will encourage the child and provide ways to follow through with his/her responsibilities. This is a first reminder for the child to learn an acceptable behavior. 7. When the child continues to display inappropriate behavior, the staff will again give the child a “reminder” of how he/she can correct the behavior. The staff will encourage the child and provide ways to follow through with his/her responsibilities. This is a second reminder for the child to change to an acceptable behavior. 8. If, after the second reminder, the child continues to display inappropriate behavior the staff will redirect the child to do the following:

• Play in a different area from where he/she was having the difficulty

• Play with a different child from which he/she was having the difficulty.

• Participate in a quiet time in order to give him/her an opportunity to reassess the situation, regain self-understanding and control.

In the event where:

1. A child has become aggressive toward other children or staff; the staff will assess the situation and if warranted remove all other children from the vicinity creating a calm, quiet environment which will allow the aggressive child to de-escalate, no form of restraint will be used and all children will be able to return to the play area.

2. If this extreme aggressive behavior results in verbally and or physically

attacking other children or staff, the following procedure will be followed:

a. The incident will be recorded on an “Incident Report” which the parent/guardian will review with the Coordinator, offering suggestions for approaches which might be used should this happen again. This report will be signed by the parent/guardian and Coordinator, a copy provided to the parent/guardian and a copy forwarded to the EPC Director who will sign it and return it for filing at River Road Child Care. b. The Coordinator will discuss with the parent/guardian a “Treatment Plan” that will be submitted to the director of the Manitoba Child Care Program for approval (Regulation 11(3) of The Community Child Care Standards Act). This plan will be described in writing and signed by all members of the child’s team including the parent/guardian, River Road Child Care Coordinator and EPC Director. A weekly contact between parent/guardian and Coordinator will be arranged to review the effectiveness of the plan and adjustments made if needed. c. If inappropriate behaviors continue, outside agencies will be consulted to assist with the situation. These agencies may include, Provincial Day Care Office, The Department of Family Services and Housing, Children’s Special Services, Child Day Care and or The Family Centre. d. If serious, persistent inappropriate behavior continues after implementing all available resources and it is determined that the child requires one-on-one care, a two week notice of withdrawal may be given to the parent to allow staffing to be arranged to meet this requirement. It is the parent’s responsibility to locate and arrange alternate care for their child for this two week period. e. If, despite all interventions mentioned above, a child’s extreme inappropriate behavior poses a threat to the safety of other children and/or staff, the Coordinator in consultation with the EPC Director will inform the parents/guardians that the child will no longer be allowed to receive services from River Road Child Care. This information will be reported to the Parent Advisory in a confidential format that will not identify the child or family.

Inappropriate behavior by a child includes: a) Profanity b) Throwing Objects c) Temper Tantrums d) Inflicting verbal or emotional harm on other children or staff by use of harsh belittling or degrading language towards another child or adult at the centre. These include:

• Insults, obscene gestures, swearing

• Threats of physical violence against others or centre property e) Aggressive behavior towards other children or adults. f) Leaving the centre without permission (i.e. running away). g) Displaying behavior requiring one-to-one attention from an adult in the centre on a consistent basis (other than those children enrolled in the Special Needs Program). Physical punishment includes:

a) Striking a child, either directly or with an object b) Restraining, shaking, grabbing, shoving or spanking. c) Forcing a child to repeat physical movements against their will for the

purpose of negative reinforcement d) Force-feeding e) Any action applied to the child for the purpose of providing negative

reinforcement which results in physical injury to the child Verbal or emotional abuse includes: Any harsh, belittling or degrading verbal response by an adult (employee, parent, volunteer and student) in the centre intended to humiliate or undermine a child’s self respect. The denial of physical necessities includes: With-holding essential comforts such as shelter, clothing, food, bedding or toileting. Redirecting a child is described as: Using verbal communication or gentle guiding to redirect children to use more positive behavior before they become frustrated and /or aggressive. Taking a child to a calm environment is described as: Staff will use a quiet space in the daycare where other children are not present or playing, i.e. the hallways, activity room, nap room, where the child can independently gain self-control of his/her emotions and can express him/herself verbally or physically until he/she is able to continue with the program using more positive behavior. Policy 10:20:19 – Behaviour Management Policy for Infant/Toddlers: Regulation: As the licensee we shall not permit, practice, restrain or inflict any form of physical punishment or verbal or emotional abuse upon, or the denial of any physical necessities to, any child in attendance at R.R.C.C. Purpose: All children will be treated with dignity and respect within an environment that promotes the social, emotional and physical well being of all children.

Procedure: RRCC Infant/Toddler staff will establish a General Routine in the Infant Room creating a sense of security and trust that is essential for the development of self control. RRCC Infant/Toddler staff will Redirect the Infant/Toddler by getting them involved in something else. They will interest him/her in some other toy or activity. RRCC staff will Reward the infant/toddler with praise and lots of hugs; attention is the most important reward. Infants/Toddlers will have Freedom in a safe environment, for example, on the floor on their stomachs or backs, or on their hands, to explore and play with a rich variety of objects. RRCC will not spank, hit or slap any child of any age. RRCC staff will Distract the infant/toddler and find a similar activity that is unrelated or opposite of the behavior the child is exhibiting. RRCC infant staff may Ignore the unwanted behaviour as drawing attention to it may make it worse. Temper tantrums will quickly end if the child finds the staff is no longer paying attention to it. RRCC staff will Ensure the infant/toddler is safe and then ignore the behaviour. RRCC staff will let your child Experience the consequences of his/her actions whenever they can. RRCC Infant staff may need to Physically lead or Remove the toddler to a time-out area, and let the child rejoin when he/she has regained control. Policy 10:20:27 - Parent Grievance/Parent Conduct: Any grievance should be discussed with RRCC Coordinator. If the situation has not been resolved to the parent’s satisfaction, then it should be outlined in writing using the Record of Family Concern Form available on the Parent Board. If the situation remains unresolved to the parent’s satisfaction, the issue will be discussed with the St. Amant EPC Director – St. Amant Principal for resolution. Parent/Guardians are expected to act courteously while interacting with staff and children and concerns should be discussed with the Coordinator in the office. Abusive conduct (profanity, slanderous remarks or demeaning or threatening tones) will not be tolerated. Such conduct will be documented and the parent warned that further occurrences may result in withdrawal of their child/ren from the Centre, with Two Weeks Notice Policy in effect. Parents will be contacted and notified of the circumstances and change of location. RRCC must be able to contact you or an alternate AT ALL TIMES! Policy 10:20:28 – Toilet Training – Infant Toddler Program: 1. RRCC will look for signs of readiness including:

• Staying dry for at least 2 hours during the day

• Asking to wear “big kid” underwear

• Having regular bowel movements

• Indicating through facial gestures that he/she is about to go potty 2. RRCC Infant/Toddler staff will talk to toddler about using the potty

• Staff will choose words to describe body parts, urination and bowel movements. 3. RRCC Infant/Toddler Staff will show the toddlers how to use the small toilets and how they wipe and wash hands. 4. RRCC Infant/Toddler staff will encourage the toddler to tell the staff when he/she wants to go potty. 5. RRCC Infant/Toddler staff will reward toddler for a job well done with words of praise and stickers. Policy 30:10:02 - Security/Registration Deposit: There will be a security deposit collected in the amount equivalent to 10 days (2 weeks) of fees ($188.00 per child-Preschool & $280.00 per Infant/Toddler). Interest will be paid on each security deposit as reported by the National Bank of Canada. The security deposit along with any interest will be returned to the guardian upon withdrawal of the child/ren assuming all other day care fees/charges that are due to RRCC have been paid in full and a 2 week withdrawal notice has been given. If less notice is given, parents are still required to pay the full two weeks notice. This ensures full enrollment in order for us to meet budget requirements. Policy 30:10:01 - Parent Fee Payment/Receipts/Absences/Statutory Holidays: Infant /Preschool Fees: Daily rate is currently $28.00 for Infants & $18.80 a day for Preschoolers.

Parents are asked to pay their fees by making a cheque or money order payable to the RCCC or River Road Child Care. Receipts are issued as payments are made. For security reasons, no cash is kept on the premises. Please drop off payment in the mailbox on the office door. Parents may post date their cheques. A copy of the provincial billing period is given to the parent at the time of registration. Billing Periods are 4 weeks in duration. Payments are due the Friday before the start of the billing period. Statements are issued the week before the start of the billing period, and will reflect the status of an individual’s account at that time. Please note: if you do not bring your child on your scheduled day, the daycare fee daily rate will still be applied. If you obtain care on any other day besides the ones your part time child attends, extra daily fees will be charged to your account. Parents are charged for all absences and statutory holidays. Policy 30:10:03 - Late Payment of Fees/Over due Accounts: Where payment is not made the Friday before the start of the billing period, RRCC reserves the right to charge a $20.00 Late Fee. 1. Parents receive a copy of the reporting periods from the Coordinator upon registration. 2. Parent fees are billed for a four week billing period. 3. Parents are invoiced one week before the billing period. Statements are placed in the parent pocket located in the children’s locker room. 4. All fees are due on the Friday before the start of the new billing period. 5. A $20.00 Late Fee Charge is issued to the parent’s account if payment is not received the Friday before the new billing period starts. A Late Fee Payment Slip is issued as well if payment is not received the Friday before the new billing periods starts. 6. Parents will be notified in writing by the Coordinator of RRCC that if outstanding fees are not received by the end of the tenth business day, their child will be immediately withdrawn from the Centre. 30:10:07 – Late Pick Up of Children: The daycare closes at 6:00 p.m., if a parent is late… $10.00 is charged to the parent/guardian after 6:00 p.m. up to 6:15 p.m. & $15.00 is charged to the parent/guardian for each additional fifteen minutes (or any portion thereof). Repeated occurrences will be brought to the attention of the PAC Committee and EPC Director. A late pick up form will be filled out by the staff. The form is placed in the child’s file. Late Fees are to be paid immediately in cash to the coordinator the following day. If fees remain unpaid the parents account will be debited. Late pick up fees will be in effect when parents are notified in advance of an earlier closure. i.e.: Christmas Eve & New Years Eve. Policy 30:10:04 - NSF Cheques: There is a $20.00 charge for NSF cheques, which is required immediately along with a replacement cheque. Repeated NSF cheques will result in payment accepted by certified cheque only.

Policy 30:10:09 – Tax Receipts: Parent Receipts are distributed on an ongoing basis through out the year as invoices are paid. It is the parents’ responsibility to retain these receipts for income tax purposes. If parents request additional receipts, $20.00 will be charged for each year or individual receipt requested. Example: If a parent is missing one receipt for July or if a year end statement is requested there will be a charge of $20.00 for each request. Policy 10:10:09 - Part Time Attendance: Part time attendance is considered 4 hours or less per day as per the Manitoba Child Day Care definition and must be taken in morning, before 12:30 p.m. or in afternoon after 12:30 p.m. Parents using the centre on a part time basis may be asked to change their status if the centre is near full and a parent needing full time care for their child is requesting space. Parents using the centre part time will also be given priority and approached to enroll their child for more hours if space becomes available. Policy 10:20:21 - Transportation/Arrival & Departure of Children: Parents are responsible for transporting their children to and from the daycare at the beginning and end of each day. In order to ensure each child’s safety, upon arrival, the parent/guardian will escort the child directly into the building and make their presence known to the attending staff. Only at this time does the day care take responsibility for the child. Staff will sign the child’s arrival time on the attendance sheet. Once a parent/guardian arrives on the premises and makes it known to staff that the child is leaving for the day, the responsibility of care reverts back to the parent/guardian. Staff sign a child’s departure time on an attendance sheet. The day care will only release a child to their parents, legal guardian or authorized alternative. Please inform the center if an individual other than yourself is picking up your child. Individuals not known to staff will be asked for photo identification. Children will not be released to siblings/cousins if they are under twelve. Parents/guardians must come into the daycare to pick up their child. Staff will telephone parents if calls to the daycare have not been made known to be written in the staff communication book. The following procedure will be followed after 6:00 p.m. if there has been no pick-up or contact made by the parent.

• At 6:15 p.m. if the children have not been picked up, staff will attempt to contact the parents or alternate emergency contacts. Alternate arrangements by emergency contacts will be made if there has been no contact with the parent. After 7:00 p.m. if we have not been able to reach any parent or alternate contacts, Winnipeg Child and Family Services, as required by Law, will be called. Please

Policy 30:10:05 - Subsidy: Parents in the subsidy program should note that children are required to attend 85% of their subsidized period. If your child is absent for more than 15% you are personally responsible for payment of full fees on those absent days. On your decision form from the Day Care Office, parents will find out exactly how many days their child may be absent before subsidy will no longer pay for your child’s day care fees. Provincial subsidy is available for both single and two parent families, subject to income qualifications. Please ask for information regarding this application, as you may be eligible. All information is held in confidence. A) The application is available at the Daycare. The application must be sent in as soon as completed. Any other information can be sent following the initial subsidy application form. Information, including pay stubs, unemployment insurance stubs, confirmation of course study, income tax assessments, child credits, employer income confirmations, special social need forms, social assistance stubs, etc. will be required and needed to assess eligibility. B) Parents are responsible for renewing their subsidy application. The Daycare office will give a reminder notice. The application must be sent in by the due date. (Other required information can follow.) This is important to ensure continuation of subsidy. C) If subsidy has not been approved and daycare services are accessed, fees will have to be paid in full by the parent until such time that they are approved. Upon Government subsidy payment to the daycare, the fees will be reimbursed according to the assessment of award. Individual subsidy cases accepted before approval will be accepted under the discretion of the Daycare Coordinator. D) Parents under the Government Subsidy Program must pay the subsidy family portion to the Daycare as well as additional Daycare fee, per child per day. E) Any absences taken in addition to those allowed by the government subsidy program will be charged to the parent at the full Daycare rate determined on the day/s absent. F) R.R.C.C. operates as a full-time Centre. Policy 30:20:08 - Child Illness: If your child becomes ill while attending RRCC, staff will: DEFINITIONS AND PROCEDURES Fever: a temperature higher than 38 degrees centigrade (100.4F). If a child has a temperature or temperature with a cough, he/she will be sent home and will remain out of day care for 24 hours (one whole day). The parent/guardian has one hour in which to pick the child up from the time of personal verbal contact between staff and parent. A Late Fee Charge will be applied if parent’s arrival time exceeds one hour.

Behaviour: any child, who exhibits behaviour out of the norm for that child over the period of one hour that indicates possible symptoms of illness. Behaviors may include but are not limited to crying for no apparent reason, listlessness, paleness, shivering, etc.) If the child is not well enough to be able to play outside, then they are too sick to attend the daycare centre. Vomiting: one instance of vomiting plus any other symptoms of illness in a child (fever, diarrhea, listlessness, coughing), will result in an immediate call being placed to the parent/guardian for the child to be picked up from the centre. The parent/guardian has one hour in which to pick the child up from the time of personal verbal contact between staff and parent, as Late Fee Charges will be applied if parent is longer than one hour. Diarrhea: one instance of diarrhea plus a second bout within one hour or plus other symptoms of illness in a child constitute an immediate call to the parent/guardian and the child must be picked up from the centre. The parent/guardian has one hour in which to pick the child up from the time of personal verbal contact between staff and parent. A Late Fee Charge will be applied if arrival time exceeds one hour. Communicable Diseases: Manitoba public Health Regulations state that a child must stay home from daycare if they are diagnosed with the following illnesses: German measles – until rash disappears Red measles – until four days have passed from onset of rash Mumps – until nine days have passed from onset of swelling Pink Eye – until medication has been applied for 24 hours (one whole daycare day) Chicken pox – is contagious before the onset of symptoms. Children can attend the daycare if they can participate fully in activities. H1N1 – Fever & Cough is communicable – stay home for one week or prescribed by physician. Physician note saying child is able to be back in daycare population. Discharges: A discharge is pus like substance that is secreted from the body. This includes secretions from the eyes or skin surface, and nose discharges which are greenish-yellow or yellowish-brown. If a suspected infectious skin lesion is observed on a child, the coordinator/staff designate will call the parent to inform them of a suspected infection. Parents will be asked to pick up their child within one hour and upon returning to the daycare the next day must provide the morning staff with a medical physicians’ note stating that the child is not contagious and can return to daycare population. Until a doctor‘s note is provided the child will not be permitted to attend daycare. Children who are noted to have discharges which are possibly infectious will not be permitted to attend daycare. If your child becomes ill while attending daycare, staff will take your child’s temperature. If a child has a temperature of 38c /100.4F or more, exhibits signs of nausea, fever, coughing or is vomiting, has diarrhea, the parent or alternate emergency person will be contacted for pick-up of said sick child. Staff will isolate child on rest mat, comfort the child by laying them down, placing a cold compress on forehead.

Staff does not administer Tylenol or Tempra. The child must be picked up from Daycare immediately when ill. The parent/guardian has one hour in which to pick the child up from the time of personal verbal contact between staff and parent. A Late Fee Charge will be applied if arrival time exceeds one hour. Children that are not well enough to participate in the daily program should not attend the day care. It is recommended for preschool children to attend no longer than 10 hours a day. Parents are required to inform the day care if their child contracts a communicable disease. The child will be excluded from daycare until they have taken the prescribed medication and followed the appropriate waiting period. All other parents will be notified when necessary on parent communication board. Parents/emergency alternates will be informed as soon as possible of the accident/injury. In all situations it is the responsibility of the parents to cover any costs incurred while the child is being transported. Policy 10:20:24 - Child Medications: In the event that your child requires medication, we ask that you comply with the following:

• A medical form giving parental consent must be filled out and remain at the Daycare.

• All medication prescribed by a doctor must be in the original container with a pharmaceutical label identifying the child’s name and how the medication is to be administered and at what times it is to be administered.

• Basic medications that have not been prescribed by a doctor such as cough medicine, do not need a pharmaceutical label, but needs to be in the original

container and packaging. Staff will follow the medication’s outline of “Directions of Use” instructions using the child’s age or weight guidelines.

• The first dose of a medication, whether prescription or other must be administered by the parent/guardian who will inform staff that no unforeseen adverse reaction has taken place.

• Medications must be given directly to staff by the parent on each and every day that the child requires medication, unless arrangements have been made to store the medication at the Centre.

• Medications cannot be sent with the child or left in their lunch box or locker. A solution to transporting medication back and forth daily is to ask your Pharmacist to split the prescription into two containers – one for home and one to be stored at the Daycare.

• The administration of any medication is at the discretion of management by the Centre.

Policy 10:20:26 – Anaphylaxis: Child Care facility Response When River Road Child Care (RRCC) is informed that a child has been diagnosed with a life-threatening allergy and may require the immediate injection of adrenaline by auto-injector, this procedure must be followed: 1. As soon as RRCC is alerted that a child has been diagnosed with a life threatening allergy and carries an auto injector, appropriate planning will begin. Based on that information, a URIS application will be submitted. 2. The coordinator (or Designate) will advise parents that: a) A Unified Referral and Intake System (URIS) application will be completed on an annual basis. b) Parents/guardians of the child with the life-threatening allergy are required to sign an “Authorization of Release Information” form to RRCC on behalf of URIS, Regional Health Authority and or nursing agency. c) Parent/guardians of the child with the life-threatening allergy must complete the “Authorization Form for Administration of Adrenaline Auto-injector”. d) A Health Care/Emergency Response Plan will be developed in consultation with the parents/guardians of the child on an annual basis. e) When an adrenaline by auto-injector is used, an ambulance is to be called immediately and the child will be transported to the hospital. 3. The Coordinator (or Designate) will submit the URIS application for approval. 4. Once the URIS application has been approved, the Coordinator/Designate is responsible for contacting the nurse to notify them of the approved URIS application and to request their services for staff training and Health Care Plan Development. Coordinator/Designate’s responsibility to ensure that the Public Health Nurse (or contracted nursing agency in the event the Public Health Nurse is not available) develops an Individual Health Care/Emergency Response Plan. This is to be completed in collaboration with the parents/guardians, administration/provider and other appropriate and relevant personnel. The plan will be specific to the age and maturity level of the child, the specific properties of the allergen and the parameters of the program. Roles and Responsibilities

Ensuring the safety of children with known risk of anaphylaxis in a community setting depends on the cooperation of the entire community. To minimize the risk of exposure, and to ensure rapid response to an emergency, parent/guardian, children and Early Childhood Educators must all understand and fulfill their responsibilities. The inter-relatedness of these roles is vital, for failure of any group to respond appropriately will negatively impact on all others. 1. Responsibilities of a child with life-threatening allergy: a) Take as much responsibility as possible for avoiding allergens, including checking labels and monitoring intake if possible. b) Eat only foods brought from home (if applicable) c) Wash hands before and after eating. d) Learn to recognize symptoms of an anaphylactic reaction if possible. e) PROMPTLY inform an adult, as soon as accidental exposure occurs or symptoms appear if possible. f) Wear a medical identification bracelet. g) Keep an auto-injector on their person at ALL TIMES ie: fanny-pack if possible. h) Know how to use an auto-injector if appropriate. 2. Responsibilities of the Parent/Guardians of a child with a “Life threatening Allergy”. a) Identify the child’s allergies and needs to the child care coordinator. b) Ensure that their child has and carries an up to date auto-injector (developmentally appropriate), the auto-injector is in a specific location or on the person of the adult responsible for the care of the child. c) Ensure their child has and wears a medical identification bracelet. d) Submit all necessary documents as required. e) Provide the child care facility with auto-injectors (pre-expiry date). f) Ensure that auto-injectors are taken on fieldtrips. g) Participate in the development of a written Individual Health Care Plan for their child, updated annually. h) Be willing to provide safe foods for their child for special occasions. i) Provide support to the facility and staff as needed. j) Teach their child (developmentally appropriate) - To recognize the first signs of an anaphylactic reaction.

Responsibility of the Coordinator/Director/Provider: a) Obtain a signed Release of Information Form from parent/guardian. b) Annually submit a URIS Application for to URIS c) Ensure the parents/guardians have completed all the necessary consent and authorized forms. d) Identify a specific person (within the centre) to liaise with the health care professional.

e) Assist with the implementation of policies and procedures for reducing risk in a center. f) Work as closely as possible with the parents/guardians of the child with the known risk of anaphylaxis, the allergens, and the treatment. g) Post allergy alert forms with photograph of child in the staff room and/or appropriate location (with parent approval). h) Notify the staff of the child with known risk of anaphylaxis, the allergens and the treatment. i) Maintain up-to-date emergency contacts and telephone numbers. j) Ensure all staff/providers (and possibly volunteers) have received instruction in the use of an auto-injector. k) Ensure all substitute/casual staff providers (and Possibly volunteers) have received instruction in the use of an auto-injector or are made known of the presence of a child with a known risk of anaphylaxis and that appropriate support/response is available should an emergency occur. l) Inform parents/guardians that a child with a life-threatening allergy is in direct contact with their child and ask for their support and cooperation (with parent approval). Letter. m) Arrange an annual in-service with the Public Health Nurse to train staff/providers and monitor personnel involved with the child with life-threatening allergies. n) Ensure an Individual Health Care Plan, which includes Emergency Response Plan, is completed and reviewed annually for each child with life-threatening allergy. o) If it is not developmentally appropriate for the child to carry an auto-injector, ensure the adult responsible for that child wears it in a fanny-pack, or it is in a safe, UNLOCKED location accessible to the adult(s) responsible. p) Ensure safety procedures are developed for fieldtrips and extra-curricular activities. q) Develop procedures for dealing with bullying and threats.

Ensure that auto-injectors are taken on field trips and emergency response plans are considered when planning a trip. k) Ensure you receive annual training in caring for a child with anaphylaxis. 5. Responsibility of Registered Nurse: a) Consult with and provide information to parents/guardians, children and child care personnel. b) Provide anaphylaxis training to personnel. c) In collaboration with parents/guardians, develop an Individual Health Care Plan and Emergency Response Plan for the child with the known risk of anaphylaxis. d) Facilitate staff training and provide monitoring to personnel involved with children with known risk of anaphylaxis. 6. Responsibilities of All Parents: a) Respond cooperatively to requests from the childcare center to decrease allergens from packed lunches and snacks. b) Participate in parent information sessions. c) Encourage children to respect the child with known risk of anaphylaxis program policies. d) Inform the staff prior to any distribution of food products to any children in the program. 7. Responsibilities of All Children (developmentally appropriate): a) Learn to recognize symptoms of anaphylactic reaction. b) Avoid sharing food, especially with children with known risk of anaphylaxis. c) Follow the rules about keeping allergens out of the center and washing hands (Developmentally appropriate) Note: Specific avoidance strategies will be detailed in each Individual Health Care Plan.

Policy 90:50:02 & Policy 90:50:03 – Special Needs Procedures: Children registered to attend R.R.C.C. that qualify under special needs funding are required to have the following before attending:

1. Funding previously approved by the Child Day Care Office. 2. Available staff to accommodate the child’s schedule. 3. An assessment made to see if the Centre can accommodate any physical changes

necessary to care for the child. 4. Approval by the EPC Director, St. Amant.

*The child’s continued attendance is dependent upon the above criteria and 2 weeks notice will be given if any changes occur that result in the child not being able to be accommodated. Policy 30:10:08 – Withdrawal Policy: Parent/guardians must provide two weeks written notice indicating that the child will be withdrawn. Parents will be responsible for fees until the end of the two week period. When all the outstanding fees are paid in full the security deposit plus any applicable interest will be returned. Policy 10:10:12 – Missing Child Policy: In the event that a child goes missing from the supervised group, RRCC will inform the police within one hour of noticing the disappearance of the child. The following procedures will be followed: If two or more staff are present and the disappearance happens while on a field trip:

1. One staff returns with the group to the daycare or designated “safe place” while the second staff person tries to locate the child at the fieldtrip site.

2. The Day Care Centre is notified by cell phone. 3. The Management of the field trip site is notified. 4. The Parents are notified. 5. The Coordinator of RRCC will proceed to the field trip site if this is where the

child went missing. 6. The Police are notified within one hour of noticing the disappearance of the child. 7. The Manitoba Child Day Care Coordinator and Day Care Office are notified that

day by email of the incident. If one staff is present and the disappearance happens on a field trip:

1. The whole group will check to see if the child has gone to the predetermined “Safe Place”. 2. The Day Care Centre is notified by cell phone. 3. The Management of the field trip site is notified. 4. The Parent is notified.

Day Care T-shirts: R.R.C.C. children attend fieldtrips as part of the program. When participating in a fieldtrip, we request that the children wear a “Daycare” T-shirt. This makes it much easier for the staff to recognize the group. The shirts will stay at the Centre to be laundered and cared for. Please return any t-shirts that have been brought home by mistake.

What to bring in your child’s Back Pack:

• Change of clothes – t-shirt, underwear, pants, shorts (weather appropriate), socks,

• Diapers or Pull – Ups

• Blanket, soft toy for resting

• Shoes for inside wear (to remain at centre during winter months)
