Welcome to the Rio 2016 Paralympic Games! On behalf of the International Paralympic Committee (IPC), it gives me great pleasure to welcome you to Rio de Janeiro for Latin America’s first Paralympic Games.
With around 4,350 athletes from close to 170 countries competing in 22 sports, these will be the biggest Paralympic Games to date. They will also be the most widely broadcast with over 120 TV channels set to show pictures to a record four billion cumulative viewers around the world.
The growth in popularity of the Paralympics in recent years has been down to the ever-improving performances of the athletes. Paralympians are getting faster, stronger and more agile all the time and it is their accomplishments that have led the Paralympic Games to becoming the world’s number one sporting event for driving social inclusion.
Without a doubt, Rio de Janeiro is one of the world’s most spectacular and beautiful cities. This Paralympic Family Guide will assist you during your time here as it provides all the information you need to know to ensure your stay in this breath-taking city is a memorable one.

3.1 PFH – WINDSOR OCEANICO HOTELThe Windsor Oceanico will be the main Paralympic Family hotel (PFH) and will not require accreditation to gain access to, as the hotel is not considered a locked down venue. The International Paralympic Committee Headquarters will be based in this hotel along with key Rio 2016 Paralympic Family Services team.

ACCREDITATION CENTRE
The primary accreditation centre for Paralympic Family members is located inside the Windsor Barra Hotel.
There you will be able to validate your Pre-Valid Card (PVC), collect your Paralympic Identity and Accreditation Card (PIAC) if you did not receive a PVC prior to the Games, and obtain a replacement PIAC in case yours is lost/stolen. It is also the place to go if you have any questions concerning your accreditation.

4.1 VENUE ACCREDITATION ASSISTANCEAccreditation personnel (volunteers) will provide assistance at each of the Paralympic competition venues. They will provide temporary resolutions to any exceptional or urgent accreditation problem(s) that may arise at the venue.
Any issues regarding your accreditation (PIAC) will be handled through an Accreditation Centre for resolution.
4.2 LOST, STOLEN OR DAMAGED PIAC If your PIAC is lost, stolen or damaged after validation, a new one can be reissued:
• You should report the lost or stolen PIAC as soon as possible at a primary accreditation centre or venue accreditation office (VAO);
• You will be required to complete a Lost/Stolen Accreditation Card Declaration Form;
• A lost or stolen PIAC will be cancelled in the accreditation system, and will not be reactivated even if found at a later date;
• Replacements will be issued at VAOs in the case of lost/stolen – there is no requirement to attend a primary accreditation centre

The city of Rio de Janeiro is served by two airports: Tom Jobim International Airport (GIG) and Santos Dumont Domestic Airport (SDU). GIG is the official port of entry for the Olympic Games and will be the only airport where the full range of services will be provided by Rio 2016, including language support, accreditation validation, preferential lanes at immigration and customs, baggage transfer and transport.
When entering, clients must present:• Passport• Pre-Valid Accreditation Card (PVC), once PVC works as a multi-
entry visa, valid from May 5 to November 5, 2016• Entry/Exit Card - the card will be given to clients during the
flight to Brazil or will be available for pick-up before the passport control desk

5.1.1 DOMESTIC ARRIVALS

Paralympic Family members must ensure their baggage is in their possession before leaving the baggage claim area, as re-entry will not be permitted.
5.1.2 PRIVATE CHARTER ARRIVALS GIG At Games time, GIG will operate close to full capacity with scheduled flights. Rio 2016 strongly recommends to book charter and private flight airspace and airport slots as far in advance as possible due to high demand. Bookings should be made through the National Civil Aviation Agency (ANAC) website: http://www.anac.gov.br/slot. For private flights, in addition to booking through ANAC, clients should complete the RIOgaleão registration form, available on the Rio Exchange, and send it to [email protected]. Bookings for private flights will be available from July 1st 2016 and the deadline is subject to slot availability.

5.1.3 PRIVATE CHARTER ARRIVALS GIG Clients are recommended to travel to GIG, which is the official port of entry and where the full range of services will be provided. However, Rio 2016 will provide limited services at other points of entry, listed below:
5.1.4 SANTOS DUMONT DOMESTIC AIRPORT (SDU) SDU is the domestic airport in Rio de Janeiro and operates from 6:00 to 23:00.
The airport occasionally closes in case of inclement weather. Due to aircraft sizes, some restrictions in terms of transporting sports equipment should also be taken into consideration.
T3 transport services will be available for arrivals and departures of Paralympic Family clients from August 25th to September 23rd, 2016, to Paralympic Family clients who have entered their arrivals data accurately in the ADS.
Accreditation validation services will not be available at SDU; therefore, clients should proceed to the accreditation office at the Paralympic Family Hotel (PF2) to validate their accreditation.
5.1.5 SÃO PAULO INTERNATIONAL AIRPORT (GRU)Guarulhos International Airport (GRU) in São Paulo is an important flight hub connection to Rio de Janeiro. Passengers arriving at this airport on international flights will need to collect their baggage, clear customs and check in again on a domestic flight to Rio.
For accredited clients whose arrival data has been entered in the ADS, Rio 2016 will provide preferential lanes at Immigration and customs, as well as baggage claim support at GRU. Some flights may require a transfer from GRU to Congonhas Domestic Airport (CGH) and the transfer time between these airports is around two hours. Rio 2016 will neither provide a transfer service between these airports, nor any support at CGH.
5.1.6 MISHANDLED BAGGAGE (LOST, DELAYED OR DAMAGED)Clients should report mishandled baggage to the relevant airline. Rio 2016 baggage service staff will be present to provide support within each terminal in the international and domestic baggage claim areas at GIG, SDU and GRU.
The airline is responsible for locating misplaced or mishandled baggage and arranging for its repair and/or return to the owner. Rio 2016 will have the airline´s report number for the mishandled/lost baggage and track the airline company procedure. When the baggage is found, the airline will inform

delivery time, driver and vehicle data to Rio 2016. At the Paralympic Family Hotel, Arrivals & Departures (AAD) and Secretariat staff will coordinate the delivery.
5.2 DEPARTURESAll Paralympic Family members are encouraged to depart from Tom Jobim International Airport (GIG), the official port of exit.
Clients should go to the Arrivals and Departures desk located inside the PID at the Windsor Oceanico hotel to confirm their departure data to ensure Rio 2016 has adequate resources to provide clients with the services they require.
The AAD desk at the Windsor Oceanico hotel will work from 28th August to 20st September 2016 – 8.00 am to 9.00 pm.
Besides the AAD and TRA Desk on PFH, guests can call the T3 Call Centre – number is +55 21 4001 2016, and make their Request for Transport (RFT). The service will be available in English and Portuguese.
For reservations, it is required four hours in advance notice to ensure availability. The same is required when guests want an extra luggage car for departures.
T3 RFT Operation Hours are:
• 28th August to 30th August and on 21st September: 7.00 am to 7.00 pm.
• 31st August to 20th September: 24 hours per day.
It is recommended that online check-in be used to hasten the process through the airport. Paralympic Family members are requested to check the availability of online check-in services on their chosen airline’s website. Clients who do not choose to participate in online check-in, or where the service is not available, should check in for their flight according to standard airline procedures.
T1 and T2 clients are encouraged to use their vehicles to travel to the airport. Special attention should be given to luggage, the Paralympic Family Assistant (PFA) or the client will be in charge of booking additional T3 cars in case the baggage does not fit in the car, even on On Demand Service venues. All your requests should be made at the AAD Departure Desk, in the PID.
Please note that clients wishing to use the T3 must input the flight information on ADS or go to the AAD desk at the Paralympic Information Desk.

5.2.1 TRANSPORT FROM PFH/PF2 TO GIG

Return airport transfers should be organized directly with the allocated PFA who will instruct the driver. Please remember to book your luggage vehicle.
Return airport transfers required to depart for the airport prior to 07:00 and after 23:00, transport reservations will be required.
Reservations: clients wishing to use the T3 services must include flight data in the ADS at the PID to guarantee transport services. Please confirm an additional T3 vehicle in case the baggage does not fit in the car.
T3 Clients Return airport transfers should be organized at the Paralympic Family Desk with the transport staff or via the T3 Call Centre.

7 Paralympic Family lounge and seating
7.1 PARALYMPIC FAMILY LOUNGES Paralympic Family Lounges will be available at each competition venue during the Games. Accredited guests with Zone 6 privileges will have access to these lounges.
Snacks and refreshments will be provided in competition venue lounges.
In addition, there will be a Welcome Desk in every Paralympic Family lounge which will provide transport, venue and competition-related information to members.
The Paralympic Family Lounge opens one hour prior to competition and closes one hour after the end of competition or the end of the victory ceremony.
7.2 SEATING There will be dedicated Paralympic Family seating in each competition venue. Venue Protocol staff will be on hand to direct clients to their designated seating area, according to the seating privileges indicated on their accreditation card, as O for Official Stand, or F for Federation Stand.
On arrival at the competition venues, look for way finding signage to the Paralympic Family Lounge areas: including Lounge, Stands and Bathrooms.

8 Ticketing
At Games time, any remaining tickets will be available for purchase at ticket box office (for payments in cash or Visa cards) or online www.ingressos.rio2016.com. THe best choice for purchasing tickets is via the website, and tickets purchased online can be delivered digitally to your phone, so that clients do not have to wait in line to collect your tickets.
Ticket box offices will be located at all competition venues, in the Paralympic Village, the Windsor Barra Hotel (PF2), and at selected Aliance Shopping Centres in Rio.

Complimentary tickets are distributed to accredited members of the Paralympic Family and their guests, based on their entitlements. Non-accredited members of entourages will not be eligible for complimentary tickets and must purchase tickets if they wish to attend the ceremonies. Seats for these tickets will not be in the same area as those for complimentary tickets.

Complimentary tickets are distributed by the IPC to its members and guests as well as OC categories. To collect the complimentary tickets, a PIAC must be presented.
Tickets will be distributed by Rio 2016 at the PID to the following guests: NPC Presidents and Secretaries General, NPC Guests and IF Presidents and Secretary Generals.
One accredited representative, with a letter of authorization, from each organization, must be sent to collect the allocated ceremonies tickets. This representative must sign off on the allotment for that organization as the proxy cardholder.
All transport services to the Ceremonies for Paralympic Family guests will depart from, and return to, the PFH and PF2.
Separate instructions and specific timings for these arrangements will be distributed upon ticket collection or from the Paralympic Information Desk.

10 Paralympic Village
Rio 2016 operates one village during the Games: Paralympic Village (PLV). The Paralympic Village is located next to the Paralympic Park in the Barra Cluster. The area has been transformed into what will be the home for approximately 8.600 athletes, coaches and team officials from 176 countries during the Paralympic Games.
10.1 PROTOCOL OFFICE The Protocol Office is located at the main entry of the Village Plaza. It will be the welcome point for all eligible Paralympic Family members who visit the Paralympic Village
The Protocol Office will deal with all protocol issues for eligible Paralympic Family members and their guests. Assistance involves facilitating the collection of guest passes on the day of the visit, collection of upgrades for Paralympic Family Assistants accompanying PF members, protocol elements of the Team Welcome Ceremonies and if desired, hospitality services at the Protocol Lounge for eligible guests.

10.2 TEAM WELCOME CEREMONIES (TWCS) Team Welcome Ceremonies are organized in order to welcome the athletes and team officials to Rio de Janeiro. The official welcome of each delegation to the Rio 2016 Paralympic Games will be held in the Village Plaza, from 31st August until 6th September, 2016.
Paralympic Family members without access to the Paralympic Village wishing to attend a Team Welcome Ceremony need to be included in the respective NPC Chef de Mission’s guest list.

Team Welcome Ceremonies (TWCs) will include:• Welcome by the Paralympic Village Mayor• Playing of the NPC’s national anthem and raising of the NPC’s flag• Short artistic programme. The ceremonies will be delivered in English and Portuguese.
10.2.1 VILLAGE GUEST PASS Any member of Paralympic Family who wishes to visit the PLV must hold the appropriate accreditation entitlement; otherwise, a Village Guest Pass should be applied for through the Responsible Organization (NPC or IPC). Similarly, any member of entourage who is not accredited for the PLV will require a Village Guest Pass.
Guest Passes can be collected from the Village Protocol Office and must be submitted until 6.00 pm the previous day of the visit.
All guest pass requests must be submitted to the respective NPC Chef de Mission or liaison to be entered into the guest pass website portal (GUP) no later than 6.00 pm of the day prior to the visit. After 6.00 pm the system will not allow requests to be submitted for the next day.
Photographic identification (passport or accreditation pass) must be provided in exchange for a Village Guest Pass. The pass is valid only for the day of issue and the guest must be accompanied by an accredited person at all times.
No Guest Passes will be issued on 7th September and 18th September due to the Opening and Closing Ceremonies.

11 Medical services
11.1 GENERAL MEDICAL The Rio 2016 medical team will provide medical services for all accredited Paralympic Family members for new and/or exacerbated medical conditions requiring diagnosis and treatment.
11.2 MEDICAL SERVICES AT PFH Paralympic Family members will have free access to medical care at the PFH. There will be an ambulance on site to provide first aid and care for all Paralympic Family members. There will also be a 24-hour medical helpline available for advice and treatment. Phone numbers will be readily accessible at the Paralympic Information Desk.

11.3 MEDICAL SERVICES FOR PARALYMPIC FAMILY AT COMPETITION AND TRAINING VENUES Paralympic Family members will have access to medical care through spectator medical posts at competition venues.
In the event of a medical emergency, requiring hospital assessment or admission, an ambulance transfer to hospital will be arranged.
11.4 MEDICAL INSURANCE Members of the Paralympic Family will be covered by insurance with the following coverage:
• Health Care hospital for acute illnesses and injuries or acute exacerbations of pre-existing illnesses or injuries;
• Hospitalization and surgery with a medical recommendation;
• Costs of bringing a relative from overseas to be with the sick person in case of life-threatening conditions;
• Free repatriation of the client to the city/country of origin with accompanying medical specialists if necessary;
• In the event of death, repatriation insurance will cover the cost of transporting the body to the city/country of origin.

Members of the Paralympic Family should obtain private medical insurance if they intend to be in Brazil outside the period defined above.

12 International Broadcast Centre And Main Press Centre
12.1 IBC/MPC AREA Located inside the Paralympic Park, the IBC/MPC Area will provide facilities and services to accredited broadcasters and press for the Games. The complex comprises the IBC, the MPC, the media transport mall, as well as retail services for the use of all accredited media.
12.2 INTERNATIONAL BROADCAST CENTRE (IBC) The IBC is the headquarters for all television and radio broadcast operations at Games Time, and serves as the primary base for Olympic Broadcasting Services, the Host Broadcaster for the Games and Rights Holding Broadcaster (RHB) personnel. The IBC is allocated specifically as a host broadcast facility and only accredited personnel and RHBs have access to the facility. The IBC contains a full range of broadcast facilities, including a, Contribution, Distribution and Unilateral Centre, Highlights Technical Area, Production Quality Control, and a satellite farm.
The IBC operates as a 24-hour facility from 7 to 18 September 2016.
IBC GUEST PASS OFFICE• Guests include:
• Accredited personnel who do not have the IBC code on their accreditation• Unaccredited persons
• RHB Team Leaders will receive their user accounts for the online Guest Pass System prior to the opening of the Guest Pass Office.
• All RHBs wishing to host a visit will be required to complete an electronic Guest Pass Application Form 24 hours before the requested date of access.
• Guest passes are valid for the issued day ONLY• RHB Team Leaders will be responsible for ensuring the
legitimate nature of all requests and assuming responsibility for approving applications before they are submitted to the Guest Pass Office.
• The RHB will be responsible for picking up their guest at the Guest Pass Office and escorting the guest at all times while in the IBC. Unescorted guests will be asked to leave.

• Each guest is entitled to three (3) IBC Guest Passes for the duration of the Games.

12.3 MAIN PRESS CENTRE (MPC) The MPC is the main hub for 2,200 journalists, photographers and non-rights-holding broadcasters accredited to cover the Paralympic Games.
MPC GUEST PASS Guest passes allow temporary access to the MPC for one day, for non-accredited individuals or accredited individuals who do not have MPC access on their accreditation. All guest-pass users must be sponsored by an accredited person with MPC access on their accreditation.
Guest passes are valid for one day only, until midnight of the day of issue. They are non-transferrable.
To request a MPC Guest Pass a form can be dropped off in person at the Guest Pass Office or emailed to [email protected]. Applications need to be received at least a day before access is required (dead line is 4.00 pm the previous day).
Authorized passes can be collected at the MPC Guest Pass Office by the guest in person. MPC Guest Pass Office is located inside the Media Accreditation Centre adjacent to the MPC.

PF Clients are receiving your Games Transport Card, which will allow travel to the Paralympic venues. Transport cards are available when clients validate their accreditation at any validation location.
This transport card will give access to public transportation in Rio, allowing a maximum of four trips per day. Different trips (i.e. 2 buses or a bus and a train) taken within 2 hours are considered one trip only. The Games Transport card of accredited clients can be used from XXth September to XXth September. There is no need to unlock the card. Also, it is automatically recharged in a daily basis, not requiring any action. Attention: Trips are not cumulative.
The Games Transport Card is valid for the following city transport services: trains (Supervia), underground/subway (Metrô), rapid buses (BRT) and municipal buses. For ferries (CCR Barcas), the card is only valid for trips between Rio (Praça XV) and Niterói (Arariboia).
Clients can also use the card for special transport services in the city, such as MetrôLine 4, which will be used exclusively by Games clients.On the exclusive games clients transport services, it is mandatory to present your credential in addition to the Games Transport Card.

15 Miscellaneous
15.1 EMERGENCY NUMBERSFor emergency services (police, fire, ambulance): dial 190, 112 or 911. These are public services, free of charge, may be called from any public telephone, landline or mobile.
15.2 SMOKING POLICY All Rio 2016 venues are smoke free. Smoking (including electronic cigarettes) is not permitted within any Games venue. This includes any open air space within the venue perimeter.
Smoking immediately outside venues is discouraged.
Smoking inside closed public areas such as Shopping Centers, Restaurants, Bars, Cinemas and Theatres is not allowed in Brazil. It is allowed in the immediate surroundings but not encouraged.
15.3 GENERAL CLIMATIC CONDITIONS It will be considered winter during the Paralympic Games with average high temperatures around 75°F/25°C. However, during this time of the year it never really gets cold. This period also has the least amount of rainfall of the year. Although it rarely gets cold in Rio, a cloudy or rainy day can be a bit chilly to be out.
15.4 TAXES AND TIPPINGTipping in Brazil is typically not expected nor given. Usually, Brazilians only consider giving an extra amount if there was some special, nonstandard service. However, if you are a foreign guest with a good exchange rate and can easily afford to be generous, service people will be grateful. The standard tip for waiters in restaurants and bars is 10% and is often included in the bill, although not compulsory. Note: sales tax is included in the menu prices and not added to the final bill.
Taxi drivers are usually not tipped, but it's customary to round up the fare to the next Real – for example if it costs R$ 11,67 it will be rounded up to R$ 12,00.

15.5 CURRENCYBrazil's currency unit is the Real (plural = Reais), it is made up of 100 centavos and written using the symbol R$, for example: R$ 10,00 (ten reais). The currency exchange symbol for the Real is BRL.
15.6 TELEPHONESBrazilian cell phones have 9 digits. If you are calling another city the 3 digits operator number + the 2 digit area code must be included, for example 031 21 999900001 (for Rio de Janeiro).
Landlines have 8 numbers and to call another city you also have to add the 3 digits operator number + the 2 digit area code, which differ from city to city or state. Please refer to your hotel concierge or reception desk for further information.
15.7 ELECTRICITYPower in Brazil is supplied at a nominal voltage of 110 volts and 220 volts. The below socket will be found at all the Windsor hotels.
Windsor Oceanico has 220 volts power supply. Windsor Barra has 110 volts power supply, although each room has one plug with 220 volts power supply. Be aware of the signs before using the plugs.
International visitors planning to bring electronic devices or appliances should also bring any required adapter or converters as these may not be available in large numbers.
