1996/97 – certification in the vocational training system
2003 – establishing a training booklet for the registration of non-formal and informal competences
2011 – skills certification and registration on the training booklet establishing a repertoire of the professions
2012 – agreement between State & Regions for the definition of a national system for the certification of competences acquired in apprenticeship
2012 – The Fornero Law, labour market reform:• reclassification of the lifelong learning system (formal, non-formal and
informal competences) in line with the standards of the EQF

It aims to create a national repertoire consisting of all the education and training qualifications, including those related to the vocational training, encoded at a national and regional level or by autonomous provinces

• Identification of the subjects accredited to certify the competences
• Definition of the essential levels of performance and the minimum standards of service for the competence certification process, which is divided in 3 phases:

• 2008 – adoption of the Regional Framework of the Professional Standards (RFPS) submitted to constant updating in consultation with the social partners:o it ranks 460 occupational profiles divided into 30 macro areaso it represents a point of reference for the third parties accredited to the
competences certification
Two experiments have been carried out on non-formal and informal learning: 2010 – testing the certification of two professional profiles, trainer and
gardener, which refer to very different skills 2011 – driven application of the certification model with the involvement of 51
accredited institutions and the scientific coordination of the Politecnico di Milano
In particular, unlike what is defined by the State / Regions Agreement, this modelprovides the certification in 5 steps:
