1. WHAT IS PANTAWID PAMILYANG PILIPI-
NO PROGRAM (4Ps)?
The Pantawid Pamilyang Pilipino Program
(4Ps) is a poverty reduction and social development
strategy of the National Government that provides
conditional cash grants to extremely poor households
to improve their health, nutrition and education par-
ticularly of children aged 0-14.
4Ps has dual objectives:
Social Assistance• - to provide cash assistance
to the poor to alleviate their immediate needs
(short term poverty alleviation); and Social Development• - to break the intergenera-
tional poverty cycle through investments in hu-
man capital.
4Pshelpstofulllthecountry’scommitmentto
meet the Millennium Development Goals, namely: (1)
Eradicate Extreme Poverty and Hunger, (2) Achieve Uni-
versal Primary Education, (3) Promote Gender Equal-
ity (4) Reduce Child Mortality , and (5) Improve Ma-
ternal Health.
2. WHAT ARE THE CRITERIA IN THE SELEC-
TION OF BENEFICIARIES? Eligible beneciaries are:
Residents of the poorest municipalities1.
based on 2003 Small Area Estimates (SAE)
of NSCB;
Households whose economic condition is2.
equal to or below the provincial poverty
threshold;
Households that have children 0-14 years3.
old and/or have a pregnant woman at thetime of assessment; and
Households that agree to meet conditions4.speciedintheprogram
3. HOW ARE BENEFICIARIES SELECTED?
The poorest households in the municipali-
ties are selected through a Proxy-Means Test. This
test determines the socio-economic category of the
families by looking at certain proxy variables suchas ownership of assets, type of housing, education
of the household head, livelihood of the family and
access to water and sanitation facilities.
4. WHO CONDUCTS THE SELECTION PRO-
CESS?
The DSWD selects the beneciaries through the
National Household Targeting System for Poverty
Reduction (NHTS-PR) program where assessment ofhouseholds in the selected municipalities are con-
ducted to identify who and where the poor are.
5. DO LEGISLATORS, LOCAL CHIEF EXEC-
UTIVES OR BARANGAY OFFICIALS PAR-
TICIPATE IN THE SELECTION OF BENEFI-
CIARIES?
NO. However, LGUs assist DSWD staff in the con-ductofcommunityassembliesofbeneciarieswhich
is part of the program process and procedures tovalidatepotentialandeligiblebeneciaries.

6. WHAT DOES 4Ps OFFER?
4Psprovidesconditionalcashgrantstobeneciaries
to wit:
P6,000 a year or P500 per month per household forhealth and nutrition expenses; and P3000 for one
school year or 10 months or P300 /month per child for
educational expenses. A maximum of three children
per household is allowed.
Ahouseholdwiththreequaliedchildrenreceivesa
subsidy of P1,400/month during the school year or
P15,000 annually as long as they comply with the con-
ditionalities.
7. WHAT CONDITIONS NEED TO BE COM-
PLIED WITH TO REMAIN IN THE PRO-
GRAM?
Toavailofthecashgrantsbeneciariesshouldcomply
with the following conditions:
1. Pregnant women must avail of pre- and post-natal
care and be attended during childbirth by a trained
health professional;2. Parents must attend family development sessions;
3. O-5 year old children must receive regular preven-
tive health check-ups and vaccines;
4. 3-5 year old children must attend day care or pre-
school classes at least 85% of the time.
5. 6-14 year old children must enroll in elementary or
high school and must attend at least 85% of the time.
6. 6-14 years old children must receive deworming
pills twice a year.
8. HOW DO BENEFICIARIES GET THEIR
MONEY?
The cash grants shall be received by the most responsi-
ble person in the household, usually the mother through
a Landbank cashcard.
In cases where payment through cash card is not fea-sible, the beneciaries shall beprovided their cash
grants through an alternative payment scheme such asover-the-counter transactions from the nearest Land-
bank branch or offsite payments through Landbank.
9. HOW LONG WILL THE BENEFICIARIES RE-
CEIVE CASH GRANTS?
Each household-beneciary will receive the
cashgrantsforatmost,veyears.
10. ARE THERE MEASURES TO VERIFY COM-
PLIANCE TO THE CONDITIONALITIES?
YES. The DSWD in coordination with the Ad-
visory Committee composed of DEPed, DOH, DILG,
NAPC and the LGU representatives at the national,
regional and municipal levels will ensure conduct ofcompliancevericationeverymonthusingtheCompli-anceVericationSystem(CVS)developedforthispur-
pose.

CVS report is submitted to DSWD every 3
months and will serve as basis for the transfer of cash
grants.
11. WHAT IF A HOUSEHOLD FAILS TO MEET
THE CONDITIONALITIES?
Non-compliance to the conditions will result inthe suspension of cash grants or dropping from the
program.
12. ISN’T THIS A FORM OF DOLE OUT CON-
SIDERING THAT CASH IS DIRECTLY GIVEN?
NO. The program is not a dole-out. It is a de-
velopment program that invests in human capital.
Thebeneciariesmustmeetspeciccondition-alities before they can get the cash assistance.
4Ps enhances the role of parents and helps
them accomplish their duties and responsibilities to
their children. It encourages them to invest in the future,
their own, and those of their children.
13. DOES THE DSWD HAVE THE MANPOWER
FOR THIS BIG PROJECT?
YES. Our social workers and additional staff
hired are capable and well trained in the different
aspects of this important project.
In addition to the Advisory Committee, the In-
dependent Advisory Committee was also created at
the municipal, regional and national level to serve as
advisory and monitoring boards of the project.
