BASE NOTES

Memorial Day week-end marks the end ofMay, the opening of theSupport Site recre-ational pool, and thebeginning of the heavyPermanent Change ofStation (PCS) Season. The spike in PCSmoves makes sense asit coincides with thenationwide summerbreak for schools, mak-ing it the perfect timefor most families topick up and move.Since many universities also hold their graduationsduring this time, the number of junior officer PCSmoves also increases. A PCS move is a stressful eventunder the best circumstances, and can sometimes beoverwhelming for families making their first overseasmove. For this reason we need to work hard on oursponsorship programs and do our best as a commu-nity to welcome newcomers. If you are sponsoring someone, please reach out and

make sure they have the most current informationabout the base and the area. For families, it’s very im-portant to understand their preferences for school andchildcare, and then help with the registration or sign-up process. As a sponsor, your direct experience withlocal commands and the area make you a primary re-source for suggestions and connecting the dots for asuccessful transition. You may not have all the an-swers to all the questions, so please do not hesitate toreach out to your Ombudsman, FFSC, or directly tothe relevant service office. The goal is to make the on-boarding process as smooth as possible and I welcomeyour feedback for things the base can do to streamlinethe process.By working together to get the best information to

those arriving to our community we can improve theefficiency and quality of life of personnel stationedhere at Naval Support Activity Naples. So reach outto your chain of command, attend required sponsor-ship classes, and do your best to pass your expertiseonto new arrivals.Have a great Memorial Day weekend! Stay safe and

always have a plan.

With more than 2.7 million registered nursesin America, nurses comprise the backbone of ourhealth care system. According to the U.S. De-partment of Labor, there are 27,903 healthcareworkers who serve in the Armed forces and2,800 of those are our very own Navy Nurses. Our Navy Nurse Corps was established on

May 13, 1908, by President TheodoreRoosevelt, hence marking this year asthe 108th birthday celebration. TheNavy Nurse Corps began with just20 nurses, known as the “SacredTwenty” who were who were thefirst female members to ever for-mally serve in the Navy, and theywere assigned to the first NavalHospital in Washington, D.C. Long before the Navy Nurse Corps

was established, there was an organi-zation that has supported all nurses since1896, the American Nurses Association (ANA).Over the years, ANA has relentlessly attemptedto advocate for a national week specifically recognizing nurses. By 1974, the White Houseeventually declared “National Nurses Week” asMay 6 to 12, coinciding with the birthday of Florence Nightingale, the founder of modernnursing. Since the establishment of “Nurses Week,” the

ANA has promoted a unique theme each year totheir nurses and nurse supporters, with thisyear’s theme being the “Culture of Safety.”ANA strives to inspire nurses using these the-

mes to find creative and innovative ways to con-tribute to their own environment, such as

voicing concerns on workplace issues that direc-tly impact patient care or staff members. Withinthe Navy Nurse Corps, we aspire to implementthese annual themes within our community, aswell as in our global nursing influence. Since 1909, our Navy Nurse Corps has evolved

to be a global force, no longer confined to workwithin our nation’s borders. We are located allover the world as part of our global healthcarenetwork: from clinics to hospitals, to ships and

remote compounds in war zones. Uniqueto our duty to the military, we teach

health promotion and prevention aswell as care for fellow servicemembers, their families, and al-lied forces in wartime and peace-time.Navy nurses are more than just

frontline caregivers, we are alsoleaders, educators, mentors and

program managers whenever andwherever duty calls.

As our Navy nurses deploy or move fromone duty station to another, let us not forget ourcivilian colleagues who are the pillars to militaryhealthcare. They help train new residents, nur-ses, and corpsmen as well as maintain a systemof order which allows our facilities to indepen-dently function. With our ever changing militaryhealthcare team, we trust and rely on our civiliancolleagues to keep our organization resilient. To all nurses – military, civilian or retired –

you are respected and valued. The Naples AreaNurses’ Association proudly celebrates all ofyou. Thank you for providing world class careanywhere, any time while adapting to the chal-lenging, evolving needs of the U.S. Navy andthe current events of our world.

With the slow-down of the wars inIraq andAfghanistan, thoseof us with combatexperiences havebecome continu-ously scarcer. Ihave found that wehave similar sto-ries; not necessarilyof combat experi-ences, but of theimpact of deploy-ment.I find this group to

be wary of largecrowds and loudnoises like fire-works. We are constantly hypervigilant and irritable, to thepoint at which most consider us paranoid or short-fused, andwe often have nightmares of our deployment experiences.Sadly, we can also be very resistant to seek help, which canoften lead to more serious mental health concerns, like PostTraumatic Stress Disorder (PTSD).The problem is not that the resources are unavailable or

unknown, but more often, we allow things like pride or theidea that we are hardened combatants, and should deal withthis on our own, get in the way. We may feel that no one willunderstand and, or be able to help us, or even worse, we feellike it will get better eventually, even when we are still deal-ing with it several years later. The biggest struggle for mehas been the fear which was embedded in my misinformedjunior corpsman brain that going to behavioral health wouldnegatively affect and potentially end my naval career.I work as an Independent Duty Corpsman in the best field

my rating has to offer. Through providing care to patientsstruggling with psychiatric issues, I have learned that most,if not all of these rumors are overwhelmingly false.Asking for help reflects courage, not weakness. We are not

alone and there are people who understand and can help. It has been eight years since my initial combat deployment.

I now have a wife and two children who deserve the best“me” I can offer. After all these years of holding back andtrying to do this on my own, I decided that enough isenough. Recently, I committed to making the first step in myjourney to getting better. In honor of Mental Health Month,I encourage anyone else who has hidden, or has witnessed afriend or loved one hide in the shadows as I did for so manyyears, to take this step too. EgyptAir Flight 804 had taken off fromParis, heading toward Cairo, Egypt whenthe aircraft’s signal was lost over theMediterranean Sea, activating search andrescue operations May 19.While on a routine flight in route from

Tel Aviv to Souda Bay, the pilots and air-crew of a U.S. Navy C-26 aircraft, basedout of Naval Support Activity Naples wereon a flight path in the relative vicinityand were able to join the efforts in search-ing for the missing Egyptian aircraft. The search was in support of the Hel-

lenic Armed Forces and the Joint RescueCoordination Center in Greece, in re-sponse to a request by the U.S. Embassyin Athens for assistance in the search.Aircraft commander, Lt. King Navarro,

co-pilot Lt. Cmdr. Benjamin Libby, andNaval Aircrewmen Mechanic 2nd Class(AWF2) Kenneth Thomas participatedalongside the crew of other aircraft in-cluding helicopters and patrol aircraft

from multiple countries.“We coordinated with Nicosia and Athi-

nai Center (Air Traffic Control) and de-scended to allow us a better perspective ofthe water surface,” Libby said. “In the de-scent we switched frequencies to the res-cue coordination frequency andestablished a block altitude separating usfrom other search assets. We remained onstation and conducted expanding searchpatterns in the vicinity.”From the normal flight level of about

22,000 feet the pilots and aircrew de-scended to around 10,000 feet and beganmission search patterns in the area formore than an hour before having to con-tinue the original flight plans in order torefuel. Although they didn’t observe anydebris or wreckage it was helpful to elimi-nate areas so the search teams could con-centrate their efforts in other areas forthis type of operation. “We were glad to offer our assistance,”

Navarro said, “we were in a location andtime that provided us an opportunity totake part in the efforts.”

NSA Naples Aircraft Aids in Search for Missing EgyptAir Flight 804 From NSA Naples Energy Management Team

ENERGY CONSERVATIONEveryone Uses Energy

People use energy each day for trans-portation, cooking, heating and coolingrooms, manufacturing, lighting, entertain-ment, and many other uses. The choicespeople make about how they use energyaffects the environment and everyone’s lives.

Did you know? The ENERGY STAR® label on appliances and electronic

equipment identifies energy-efficient products. With thehelp of the ENERGY STAR® program, from 1992 to De-cember 2014, families and businesses saved $360 billion onutility bills, while reducing greenhouse gas emissions by2.5 billion metric tons.

Efficiency and conservation are different but relatedThe terms energy conservation and energy efficiency have

two distinct meanings. There are many ways people canuse less energy (conservation) and many ways people canuse energy more wisely (efficiency). Energy conservation is any behavior that results in the

use of less energy. Turning the lights off when leaving theroom and recycling aluminum cans are both ways of con-serving energy.Energy efficiency is the use of technology that requires

less energy to perform the same function. Using a compactfluorescent light bulb that requires less energy rather thanusing an incandescent bulb to produce the same amount oflight is an example of energy efficiency.

The rebound effectIf the demand for energy services remains constant, then

improving energy efficiency would reduce energy consump-tion. But some of the energy efficiency improvementsmight not reduce energy consumption overall. This offset iscalled the rebound effect, and can sometimes result in in-creased energy usage, despite energy efficiency improve-ments. For example, if you have an older car that hasterrible gas mileage, and you buy a newer car with bettermileage, but you drive it more because you’re getting bet-ter mileage, you can actually end up wasting more gas.

Long Term Parking Pass UpdateEffective immediately Long Term Parking Pass (LTPP) is no longer

required for vehicles parked in the Capodichino West Garage (NearMain Gate) less than 30 days. Vehicles being parked more than 30days will require a parking pass. Any vehicle parked longer than 30days without a parking pass will be considered abandoned, and will behandled appropriately. Note: Long Term Parking is not authorized inthe East Garage (Near Capo auditorium). LTPP policy on board Sup-port Site is the same as Capodichino. Long term parking at SS is onlyauthorized in the parking lot behind the Security Precinct. Vehiclesare considered to be a motorcycle, car or truck.

Memorial Day marks not only aday of reflection and honoring thecountry’s fallen service members, but also the beginning of the “101Critical Days of Summer,” lastingfrom Memorial Day until LaborDay.Kids are out of school, families are

out on the road for vacation and theweather supports a variety of out-door sports. The same mix of ingre-dients that can lead to greatmemories can often lead to a signif-icant injury if we don’t appropri-ately manage the risks involved. Take the time to assess the risks

associated with your activities, nomatter what they are, and imple-ment the necessary measures tomitigate them. When driving longdistances, take a 20 minute breakevery couple of hours and don’tdrive more than 10 hours to includebreak time; and, that’s how youhave a great summer, and don’tdrink and drive.

BBQ Safety TipsKeep the following safety tips in

mind when using your charcoalgrills:● Never use a charcoal grill inside

an enclosed area. If you’ve grilling, and you assume all the coals areextinguished, they’re still produc-ing carbon monoxide, so keep yourcharcoal grills outside at all times.● Don’t wear loose clothing, espe-

cially long sleeves, while grilling.● Charcoal grills tend to flare up,

so keep a fire extinguisher handy.● Use charcoal lighter fluid to

light new coals only; never use it oncoals that are already lit.

Water Sports Safety● Learn to swim● Always wear a life jacket when

in a boat and/or water skiing● Be careful when entering or ex-

iting the water from a boat● Learn CPR and first aid● Know which local water animals

may be dangerous●When diving or snorkeling, look;

but, don’t touch●Wear sunscreen

● Go with a buddy

Whether you are whitewaterrafting, swimming, or snorkel-ing, it is important to preparefor the sport before diving in.Many sports require certifica-tion; and even if your chosenactivity doesn’t, it’s still a good ideato find out more about safety beforegoing. Overexposure to harmful UV rays

over time may also cause prema-ture skin wrinkling and aging, agespots and an increased risk of skincancer. To prevent injury, expertsadvise avoiding going outdoors dur-ing midday if the sun is too intense. For those who work outside duringsummer months, apply sunscreenwith a sun protection factor (SPF)of at least 15 at least every twohours, and never use sunscreenthat is more than one year old.

Live to Play and Play to LiveHead injuries are the number one

cause of serious injury and death tokids on wheels. Here are some tipson how to keep your kids on wheels

need to stay safe: Bicycle: Make sure your child is

wearing a bike helmet; Make surethe bike is the right size; adjustseat until toes touch the ground;Make sure the bike’s brakes areworking, it has a bell or horn, re-flectors and the tires have air.Scooter: Your child is wearing a

helmet, elbow pads, and knee pads;and the handlebars are the rightheight (they should be able to holdthem without leaning forward).In-line skates: Make sure your

child is wearing a helmet, wristpads, elbow pads, and knee pads;and that the skate size is the sameas your child’s shoe size. Skateboard: Make sure your child

is wearing a helmet, wrist pads, elbow pads, and knee pads; if theyare just learning to ride, choose asmall board with small wheels.

Privately Owned VehicleThis time last year, the big headlines were

chronic delays of DoD shipped PrivatelyOwned Vehicles (POVs). However, to datethe POV contractor, International Auto Lo-gistics (IAL) has shown improved perform-ance metrics of delivering POVs on-time toservice members worldwide. Current trendsindicate contractor performance is much bet-ter overall. Before setting up a counseling session to

ship or store a POV, check to see if your POVis on the list of recalled vehicles athttps://vinrcl.safercar.gov/vin/ . If the vehicleis listed as having an active safety or opera-tional recall notice, immediately contact yourservicing Vehicle Processing Center (VPC) todetermine if your vehicle will or will not beaccepted for shipment or storage. If VPC willnot accept for shipment or storage, immedi-ately take your vehicle to a certified me-chanic or vehicle dealership (authorized bythe manufacturer) for the required repairs.Proof of repair from a certified mechanic ordealership (authorized manufacturer) will berequired by VPC before shipping or storingyour vehicle. Some destinations do have re-strictions on POVs or certain POV features. Consult your “It’s Your Move” shipping re-

sponsibilities brochure for more information

or visit the POV shipping contractor, Inter-national Auto Logistics (IAL), website atwww.pcsmypov.com. If your POV is not deliv-ered on the required delivery date, talk to aPPSO counselor or visit IALs website forPOV tracking, claims information andclaims processing on missed required deliv-ery date of POV shipments.

Gen. Scaparrotti and Adm. Ferguson metwith key JFC Naples staff members to dis-cuss missions, operations, and exercises. Duringtheir briefs, the staff em-phasized the role of JFCNaples with the NATOResponse Force; the devel-opment of the NATOForce Structure; and alsothe way ahead to theNATO Warsaw Summit inJuly. “Every one of us, from

me right down to thenewest member of thisstaff and the youngestmember of this staff, has aresponsibility tostrengthen the alliance,”Gen. Scaparrotti said dur-ing a formation of the JFCNaples staff members. “Iwant to thank you for thework you do … I’m veryimpressed with the work you’re doing andwe rely on you at SHAPE headquarters tobe the experts.”SACEUR provided his command guid-

ance and philosophy to more than 700 JFCNaples staff members focusing onstrengthening the alliance through en-hanced readiness. He emphasized this

through the importanceof the personal and col-lective contributions ofAllied Command Oper-ation (ACO) members.“I want you to look at

the personal, human di-mension of what you dobecause you are whatmakes the difference,”Scaparrotti said.SACEUR additionally

recognized one of theJFC Naples staff mem-bers, French Chief War-rant Officer LionelMélinard, for excellingand placing first in theinternational allied /partner category of theCroatian Armed ForcesBest Soldier Competi-tion.

“This is the greatest alliance in theworld,” Scaparrotti said. “I am humbled tobe the SACEUR – it’s a privilege to servehere and be among your ranks.”

Which fund the service mem-ber decides to invest in de-pends on their own personalretirement goals.“If you put it all into the G

fund you won’t be getting themost bang for your buck, but ifallocated well to all the funds, you could be making a decentreturn on investment in a fewyears,” Rothwell said. “Six per-cent each paycheck could verywell turn into a million dollarsby the age of retirement.”Rothwell said that the L fund

is probably the best fund for ayoung Sailor just joining.Investing in the TSP also has

several other advantages in-cluding: being able to borrowagainst the amount availablein your account for personalloans or home loans and beingable to roll the amount overinto a private 401(k) or individ-ual retirement account (IRA).If a service member decides

to withdraw all of their TSPbefore the age of 59-1/2, theamount will be subject to a 20percent federal income tax inaddition to a 10 percent earlywithdrawal penalty. When anindividual separates from themilitary they are allowed tokeep their investment in TSPhowever they must withdrawthe full amount or roll it into a

different account by age 70-1/2.Rothwell said Sailors should

put money in the TSP, becauseit is an account you do not seeevery day, like your savingsaccount. “Your first thought when you

look for money for an emer-gency isn’t to take your moneyout of your TSP, it’s to take itout your savings,” Rothwellsaid. “A good quote by WarrenBuffet is ‘Do not save what isleft after spending, but spendwhat is left after savings,’which is easy when you have aTSP, if you budget and financecorrectly you won’t have aproblem.”
