The following Scheme approved by theGovernment is published for the generalinformation of the public:—

PASHUPALAN SCHEME— Breeding andRearing of Cows/Buffaloes/Calves Scheme

Introduction.— The Livestock Economypenetrates sections of rural society bothvertically and laterally, supposedly moreequitably than land holdings.

Considerably there have been dramaticfavourable changes in livestock population andcomposition over the past five decades, butoverall impact on poor has not been much.

Goa has its own Breeding Policy andaccordingly animals are to be bred usingJersey semen. However, the local cattleowners find it very difficult to stall-feed theirunproductive indigenous cattle. This leads tothe animals roaming in the streets looking forgrazing patches or feeding from the dustbinsas scavenger cows. Deaths in these cows arereported due to consumption of plastic bagsover a period of time, which is total loss to thefarmer and the State. Unlike stray dogs, thestray cattle have owners, who due to their ownfinancial circumstances cannot stall feed theunproductive animals, as it is a further burdento their pocket. Presently, there is noGovernment scheme or any agency to takecare of the unproductive and low milk yieldinglocal animals. The promotion of dairyhusbandry through crossbreeding of lowproductive local cattle is therefore to be givenpriority as most of the villagers own a fewcattle. This programme will ensure techno--economic viability and prosperity to the smallfarmers. Local Cattle breeding, was initiatedby the Government of Goa in early 70’s, butwas not popular, due to the high feeding costduring stall feeding.

Considering this scenario, further researchand technology transfer are needed in areas

of genetic improvement, reproductiveefficiency, and nutrition and health care, allthese areas are equally important to improvethe overall quantity and quality of milkproduction. Genetic improvement in thisdirection can further promote economic andeco-friendly dairy husbandry, which the smallfarmers are looking forward for theirsustainable livelihood. There should be nolimitation to the number of animals coveredby individual farmer, or organisation.

Objectives.— The main objectives of thescheme are as follows:

To encourage the cross breeding of cows

and buffaloes.

To encourage rearing of cross-bred

calves & improved buffalo calves from birthto 27 months.

To encourage and uplift the S.C and S.T.

community.

To improve & sustain the productivity of

cattle & buffalo through use of ArtificialInsemination practices.

To assist the farmer financially in stall

feeding the local animals & rearing of thecross-bred calves & improved buffalocalves purchased alongwith the Kamdhenuanimals.

To indirectly reduce the menace of stray

cattle.

To help the farmers to rear the crossbred

calves from 16 months to 27 months incontinuation of the existing calf rearingschemes.

Eligibility.— All farmers availing theArtificial Insemination Facility for cattle andbuffalo and registered with the localGovernment Veterinary Services.

N.G.Os and other organizations availingthe A.I. to cows & buffaloes.

All farmers irrespective of their financialstatus.

All farmers having cross-bred calves up

to 15 months under Special Calf RearingScheme covered.

All the farmers having cross-bred calves

and improved buffalo calves either born out ofA.I. or calves bought along with animals underKamdhenu Scheme or Western Ghat Schemeor Modern Dairy Scheme.

Expectation on implementation of the

Scheme.— This programme will eliminate

stray cattle and conserve community orindividual paddy field, crops, plantations andforests from being destroyed by grazing ofstray cattle.

Door to door, service will help them toavail timely services and to develop confidencein adoption of the technology.

Promotion of healthy crossbred cattle.

Unproductive local cattle population

will be reduced.

Non-dependence on neighbouring Statesby beneficiaries for their requirement of crossbred animals under various GovernmentSchemes.

Increase in the number of cross-bredcows thereby giving a fillip to the yield of milkin Goa.

Procedure.— The scheme consists of twoparts. The 1st part consists of three phases.The first phase deals with the ArtificialInsemination of the local cows & buffaloes. Thesecond phase is the confirmation of pregnancyand feeding incentive.

The third phase deals with rearing of thecalf from birth to 27 months. It will also includethe cross-bred calves born out of A.I. to localcows, buffaloes and improved buffalo calvesbought along with animals under KamdhenuScheme or Western Ghat Scheme or ModernDairy Scheme or other existing Scheme.

The 2nd part of the scheme deals with therearing of local cross-bred calves/heifers(from 16 month to 27 month) which have beencovered up to 15 months under Special CalfRearing Scheme.

Part One

A. Phase 1

1. No documents are required to besubmitted by the farmer.

2. The farmer should register all his local(non-descript) cattle & buffalo with the localVeterinary Dispensary or Veterinary Hospitalfree of cost.

3. The farmer should intimate the localVeterinary Centre whenever the animal showsheat symptoms. On insemination the farmer isgiven a cash incentive of Rs. 500/- (RupeesFive Hundred only) per A.I. for 1st A. I. andRs. 200/- (Rupees two hundred only) for 2ndA.I., which will be directly deposited in hisbank account on submission of records by theVeterinary Officer/Assistant Director of thearea in Form No. I (Part-1).

4. The cow/buffalo has to be kept tied onthe day of A.I. and two days subsequent tothe heat, so as to avoid natural service bylocal bull.

5. The farmer is entitled to this benefit onlyfor one A.I. per cycle.

6. No additional cash will be given for repeatof A.I. for the same heat.

B. Phase 2

(Local Cows and Buffaloes)

1. The Animals under the scheme will bemicrochipped in the third month afterconfirmation of pregnancy.

2. The local Veterinary Doctor will thenrecommend the case to Head Office for feedincentive in form II (Part-1).

3. On confirmation of pregnancy, the Farmeris entitled for incentive from the 4th monthonward on feed, fodder & miscellaneousexpenditure amounting Rs. 2,000/- (Rupeestwo thousand only) per month, on submissionof monthly progress report in Form III (Part 1)by area V.O./A.D.

4. To avail the benefits of the scheme thefarmer should purchase the feed from a dealeror any Co-operative having printed receipt ofbills. He should keep the animal tied and feedthe animal.

5. Feed allowance will be discontinued incase of disposal of the animal, abortion/deathof animal and non-stall feeding of animals &malnutrition of animals.

C. Phase 3

1. On birth of a female cross-bred calf orimproved buffalo female calf, an amount ofRs. 4,000/- will be given as incentive to coverthe farmers initial financial expenditure onreceipt of intimation of birth of female calf inForm No. IV (Part-1) from the farmer throughthe area officer.

2. The calf will be given feed allowance frombirth to 27 months.

3. Calf born should be registeredimmediately on birth at the nearest VeterinaryDispensary/Hospital in Form No. V (Part-1).

4. Cross-bred female calves & improvedbuffalo calves below one month age boughtalong with animals under Kamdhenu Scheme,Western Ghat Scheme, Modern Dairy Schemeor any other Departmental Scheme shouldbe registered & can be included in thisscheme.

5. The feeding allowance is as follows-calffeeding allowance will be provided to all thecalves that have attained the weight of at least30 kgs. at 3 months.

6. Calves under the scheme should gain atleast 30 kg. per quarter.

7. To avail the benefits of the scheme thefarmer should purchase the feed from a dealerhaving printed receipt of bills. He should keepthe animal tied and feed the animal.

8. The farmers will be provided subsidy@ 50% of the anticipated expenditure.

9. In case of S.C./S.T. & Dhangar Communityfarmers 100% subsidy will be provided.

10. Herebelow is chart showinganticipated expenditure and subsidycomponent:—

Part Two

1. The calves covered under the “SpecialCalf Rearing Scheme” for 15 months will beeligible for facility under this scheme fromthe 16th month, provided the heifer hasalso obtained a weight gain of more than180 kg.

2. The local Veterinary Officer/AssistantDirector may be contacted to enroll theirheifers under the scheme in Form No. VI(Part-2).

3. To avail the benefits of the scheme thefarmer should purchase the feed from a dealerhaving printed receipt of bills. He should keepthe animal tied and feed the animal.

4. Feed allowance will be as follows oncondition that the heifer gains 20 kgs. perquarter:—

Guidelines for release of subsidy.—

1. Calf should attain the desired weight asprescribed in the scheme.

2. Beneficiary shall submit quarterly theoriginal feed purchase bills for each quarterto the area V.O. or A.D.

3. Applicant should submit the Xerox copyof his/her bank saving account number fromany nationalized or co-operative Bank.

4. Subsidy amount will be directly creditedto the beneficiary’s account after receiving thereport from the area Veterinary Officer//Assistant Director in Form No. VII (Part1/2)along with original feed bill duly certified.

Target groups.— The farmers owning localcattle/buffalo and cross-bred/improved buffalocalves bought along with animals underKamdhenu Scheme are mainly from the ruralsector. However local animals in the urbanareas will also be considered, and could begiven priority so that the menace of stray cattlein urban areas could also be eliminated. Localanimals reared by N.G.Os or otherorganisations will also be considered forbenefits. There shall be no discriminationagainst any farmer since one of the objectiveof the scheme is to stop the nuisance of straycattle, this can be achieved only if all localanimals are netted into the schemeirrespective of the financial background of theowner. Schedule Caste, Schedule Tribefamilies & Dhangar will be covered.

In exercise of the powers conferred bysection 15 of the Mines and Minerals(Development and Regulation) Act, 1957(Central Act 67 of 1957) and all other powersenabling it in this behalf, the Government ofGoa hereby makes the following rules so asto further amend the Goa Minor MineralConcession Rules, 1985, namely:—

1. Short title and commencement.— (1)These rules may be called the Goa MinorMineral Concession (First Amendment) Rules,2013.

(2) They shall come into force from thedate of their publication in the Official Gazette.

2. Amendment of rule 63.— In rule 63 ofthe Goa Minor Mineral Concession Rules,1985, in sub-rule (3), for the expression“which may be computed as ten times theroyalty payable at the prevailing rate”, theexpression “upto ten times the market valueof the mineral as fixed by the Public WorksDepartment” shall be substituted.

Grant of Financial Assistance forPerformance of Funeral and ReligiousCeremonies related to last rites of aperson of Dhangar Community under“ANTYA SANSKAR SAHAY YOJANA”

1. Objective.— It is proposed to GrantFinancial Assistance for conducting funerals

and religious ceremonies related to last ritesof the deceased Dhangar families to havefuneral in decent manner. Every person feelshe/she should not be abandoned andneglected after his/her death and desires tohave a decent last rite. Hence it is proposedto Grant of Financial Assistance forPerformance of Funeral and ReligiousCeremonies of Dhangar families under“ANTYA SANSKAR SAHAY YOJANA”.

2. Details of the Scheme.— The Dhangarfamilies whose income is less than Rs. 2.00Lakhs can avail the benefit of the scheme.Rs. 20,000/- will be sanctioned as Grant ofFinancial Assistance for Performance ofFuneral and Religious Ceremonies of Dhangarfamilies.

3. Eligibility Condition.— The followingdocuments should be enclosed to claim thebenefits under the scheme.—

(a) Caste Certificate issued by CompetentAuthority.

(b) Income Certificate.(c) Death Certificate of the deceased.(d) Receipt of bills/proof of expenditure.

The claim may be made within 6 monthsfrom the occurrence of death in the family bythe next kin.

4. Target.— The target group under thescheme is Dhangar family in whose familiesdeath has occurred and whose income doesnot exceed Rs. 2.00 Lakhs per annum. Theyshould be resident of Goa State for the last 15years. They are not covered under any otherscheme of Government.

5. Identification.— The Directorate of SocialWelfare on receipt of the applications forFinancial Assistance and after verifying allthe bills and receipt will reimburse only thoseitems which are admissible. The applicationsreceived under the scheme will be releasedunder first come first term basis.

6. Release of Financial Assistance.— Releaseof Financial Assistance will be released tonext of the kin of the deceased. The upper

limit of finance assistance under the schemeis Rs. 20,000/- or actual cost whichever isless. The Financial Assistance will include lastrite of death and required to be performedon the 12th day of death or 30th day etc.,depending on the religion and individualhouses and holy placed situated in Goaonly. The Dhangar family should restrictthemselves only for those rites which areessential.

7. Monitoring of the Scheme.— If there isany doubt in the matter of eligibility or foroperationalization of the scheme or if anysituation arises which is not envisaged at thetime of formulation of the scheme, the samewould be resolved by the MonitoringCommittee whose decision will be final.

The Committee is consisting of:—

(1) Secretary Social Welfare : Chairman.

(2) Collector of North : Member.

(3) Collector of South : Member.

(4) Director of Social Welfare : Member.

8. Application.— The application forFinancial Assistance under the scheme shallbe made to Social Welfare Department afterenclosing the documents mentioned at pointNo. 3, within 6 months from the date of deathin the family.

Financial Assistance for Construction ofNew Houses and Repairs

“ATAL ASRA YOJANA”

1. Introduction.— Housing is one of thebasic requirements of human survival. For ashelterless person, own house providessignificant economic and social security andstatus in the society. Cost of housing has gonevery high in the State of Goa. There are manyDhangar families who do not have PuccaHouse and many others do not have theirown house. There are two housing schemesat present implemented namely Indira AwasYojana (IAY) and Rajiv Awas Yojana (RAY).While Indira Awas Yojana is for BPL families,the Rajiv Awas Yojana is for poor families withannual income upto Rs. 1.5 Lakhs. Theamount sanctioned under the schemes isinadequate to construct the house andsupplementary finance from Banks comes atvery high rates. Therefore there is a need toextend further financial assistance over andabove the assistance provided under the RajivAwas Yojana or Indira Awas Yojana.

2. Objective.— The objective of thescheme “Atal Asra Yojana” is to providesupplementary financial assistance forconstruction and repairs of houses toDhangars which is in addition to the amountsanctioned under Rajiv Awas Yojana so thatcost of borrowing is reduced for constructionof houses by the poor Dhangar families.

3. Eligibility Criteria.— The DhangarFamilies who have been sanctioned benefit//eligible for benefit under the scheme of RajivAwas Yojana or Indira Awas Yojana will beentitled for the balance additional financialassistance subject to the limit of maximumfinancial assistance prescribed under thisscheme.

4. Benefit under the Scheme.— FinancialAssistance for construction of New House isup to Rs. 2.50 Lakhs and for repairs of existinghouse is up to Rs. 1,00,000/- includingfinancial assistance under IAY or RAY as thecase may be.

5. Priority in Selection of Beneficiaries.—The priority for selection of beneficiary targetgroup is as below:—

1. BPL Dhangar families will be consideredon first priority.

2. Dhangar house hold headed by widowor unmarried women.

3. Physically disabled person.

4. Dhangar household affected by flood, fireand other natural calamities.

5. Forest Dwelling Dhangar Community.

6. Conditions of sanction.— (a) Con-struction of the House in accordance withthe Building Plans and construction Bye-lawsas applicable in the area.

(b) Sanitary requirements shall beobserved for the house constructed.

7. Application & Procedure for sanction-ing amount.— Prescribed Application alongwith the required documents be submittedto the Competent Authority as prescribedunder Indira Awas Yojana (Project Directorof RDA) or Rajiv Awas Yojana (Director ofPanchayats in Rural area and the Director ofSocial Welfare in Urban areas). In addition tothe documents required under the scheme,the application should also be supported withthe detailed estimate of the construction orof the repairs of the existing house in respectof which financial assistance is sought.

Once the sanction order is issued to theDhangar family on the basis of such sanctionorder, the supplementary amount as assessedby the sanctioning authority under thescheme IAY or RAY as the case may be, theDirectorate of Social Welfare will releaseamount to such sanctioning authority, whichin turn will release the entire amount of IAY//RAY including the component of the SocialWelfare Department.

8. Monitoring of the scheme.— Monitoringof the scheme for issues relating to theeligibility, operationalization, or issues onaccount of new situation, not envisaged at

the time of formulation of the scheme, wouldbe resolved by the Monitoring Committee,whose decision will be final.

The Committee is consisting of:–

1. Secretary, Social Welfare : Chairman.

2. Joint Secretary, Finance : Member.

3. Project Director, RDA : Member.

4. Director of Panchayats : Member.

5. Director of Social Welfare : Member.

9. Reports.— Reports in the prescribedproforma should be submitted to theGovernment in respect of the “Atal AsroYojana”.

(i) A monthly progress report to befurnished by 10th of every succeeding monthby the sanctioning authority to the Directorof Social Welfare.

(ii) A Detailed Annual Progress Report tobe submitted by 25th April of the succeedingyear by the Director of Social Welfare to theGovernment.

10. Evaluation of the Scheme.— Schemewill be implemented for five years.Performance of the Scheme will be evaluatedafter two years of its implementation and ifrequired scheme will be suitably modified tomeet the new challenges/requirements so asto achieve the set objective.

Scheme for Construction of MultipurposeCommunity Halls in Areas Inhabited by

Social Community

“SANSKRITI BHAVAN”.

1. Introduction.— The Dhangar Communitypeople are downtrodden section of the societymostly residing in forested areas or remoteinterior villages. These areas lackinfrastructure facilities like marriage hall,community hall for undertaking Socio--Cultural activities or other public activitiesat village level. Dhangar community in needof marriage hall has to spend high amounton rental and transportation to the halls atplaces far away from their village.

2. Objective.— The Scheme aims to helpthe Dhangar community by providing themost needed infrastructure of MultipurposeCommunity Halls in villages dominated//inhabited by Dhangar Communities. TheseMultipurpose Community Halls will serve asmarriage hall, facilitation point for organizingawareness programmes, conductingtrainings, seminars, holding meetings ofForest Right Committees and other Socio--Cultural events.

3. Target Areas.— Areas habited by theDhangar population are classified under threeclasses of Dhangar habitations for the purposeof sanctioning Community Hall for thepopulation of the villages.

Class A: The Dhangar Areas in the village/ssituated within the forest areaswhere Forest Right Act is implemented.

Class B: The Dhangar Areas in the village//hamlet which has the habitation ofDhangar population for more than40% of the population in that village//hamlet.

Class C: The areas in the villages habited byDhangar population with density lessthan 40% of the population of thevillage.

4. Criteria for sanctioning MultipurposeCommunity Halls in Dhangar Communityareas.—

For every 5 community halls sanctioned,

• First 2 community halls will be sanctionedin class ‘A’ areas,

• next 2 community halls will be sanctionedin Class ‘B’ areas and,

• next 1 community hall will be sanctionedin Class ‘C’ area.

5. Details of the scheme.—

(1) Sanskriti Bhavan will be used as aMultipurpose Community Hall by the localpopulation.

(2) It will have facility for,—

(a) Special Anganwadi.

(b) Reading room.

(c) Recreation room.

(d) Hall with a seating capacity of 200 to300 people.

(3) The total cost of the project includingthe cost of land shall not exceed Rs. 50.00Lakhs.

(4) The land free from all encumbrancesshould be made available by villagecommunity or Village Panchayat or by NGOsor group of persons.

(5) Any land suitable for the purpose ofbuilding the infrastructure may be acquiredby the Government in the public interest asper the provisions of the Land AcquisitionAct.

(6) Land may also be transferred in favourof Government by Gift Deed by privatepersons.

6. Application Procedure.— (a) Applicationto the Social Welfare Department inprescribed Form may be made by villagePanchayat or group of Dhangars or NGOworking for the betterment of Dhangars inVillage Panchayat area. Application format isannexed as ANNEXURE I.

(b) The following documents shall beattached with the application form:–

(i) Details of the land including copies ofownership documents.

(ii) NOC from owner of the land, ifany.

(iii) Resolution of the Village Panchayat.

(iv) Incase the request is made by agroup of Dhangars, signatures of at least100 persons belonging to DhangarCommunity.

(c) Directorate of Social Welfare may getthe work executed through an ExecutingAgency.

7. Sanctioning Authority.— Applicationsreceived in the prescribed manner will bescrutinized by the Social Welfare Departmentand will be placed before the State LevelCommittee for approval.

8. Release of funds.— The entire cost ofthe project will be deposited with theExecuting Agency after the detailed estimate,drawing of the project is approved by theState Level Committee and the constructionlicense is obtained for the project.

9. Maintenance of the Multipurpose Hall.—A separate long term MaintenanceAgreement will be entered with theExecuting Agency for the maintenance of theSanskriti Bhavan/Multipurpose CommunityHall.

10. Management of the Hall.— ThePanchayat may grant use of the facility at therate fixed by the Government from time totime. This amount will be credited into themaintenance fund of the hall.

11. State Level Committee.— At the Statelevel there shall be a Committee under theChairmanship of the Minister of Social Welfarewith the following members. This Committeewill sanction the projects in terms of clause(8) and monitor the implementation of thescheme on regular basis.

1. Introduction.— (a) Dhangar Communitystudents in Goa mainly hails from remoteforested areas and the place of education isfar away from their home. Many studentstherefore stay in rented houses or stay aspaying guest while they have to completetheir education from schools/colleges and fewothers get hostel accommodation in the

educational institutions. Many studentscannot afford to pay high rental charges orpaying guest accommodation charges whichresult in the drop out from the courses. Theothers who travel long distances waste theirvaluable study time and that affect theireducational performance.

(b) Thus whether a student is a dayscholar or hosteller he need to spendexpenses on food and refreshment and/orpaying guest accommodation. The dayscholar commuting long distances is alsoneed to spend expenses on travel. Thesestudents therefore need additional financialassistance to meet these expenses whichare not sufficiently provided under the PostMatric Scheme.

(c) There are poor Dhangar Students withDisability who need additional allowance tocover the expenditure on Reader for blind,escort to severely handicap, attendant etc.The financial assistance provided under thePost Matric Scholarship is very muchinadequate due to high cost of living in theState of Goa. Financial Assistance under thisscheme is therefore given to Dhangarstudents with disability.

(d) The Post Matric Scholarship, a centrally

sponsored scheme by which entire non-

-refundable course fee is given as a financial

assistance to the student and monthly

maintenance allowance is given at the rates

depending upon on the group of course of

study and whether the student is day scholar

or hosteller. Maintenance allowance for the

day scholar ranges from Rs. 230/- to Rs. 550

p.m. and in case of the hostellers it ranges

from Rs. 380/- p.m. to Rs. 1200/- p.m. Any

Dhangar student whose family income is less

than 2 lakhs and pursuing Post Matric Course

is covered irrespective of percentage of marks

scored in the exam.

This scheme therefore provides foradditional financial assistance to the poorDhangar students to support educational

expenses on paying guest accommodation,food, travel, etc.

2. Objective.— To provide additionalfinancial assistance to the Dhangar studentsas the maintenance allowance given underthe Post Matric Scholarship is inadequate tomeet the expenses on food and travel. It alsoaims to provide additional allowance to coverthe expenses of Dhangar students withDisability as the disability allowances givenunder the Post Matric Scholarship is notsufficient to meet the expenses of disabledstudents.

3. Target Population.— Students belongingto Dhangar Community pursuing full timePost-Matriculation courses throughrecognized institutions in India and haveavailed or eligible for benefit under thecentrally sponsored Post Matric Scholarshipduring the current academic year.

4. Eligibility Criteria.— Dhangar studentsmust have availed or eligible for CentrallySponsored Post Matric Scholarship during thecurrent academic year.

5. Benefit under the scheme.— (a)Additional maintainance allowance of Rs. 750/-p.m. for Day Scholar and Rs. 1500/- p.m. forthose staying in Hostel during the academicyear (for ten months).

(b) Additional disability allowance ofRs. 750/- p.m. during the academic year(for a period of ten months) is given.

6. Condition for Grant of Assistance.—Conditions as prescribed from time to time,under the scheme of Post Matric Scholarshipsto the students belonging to DhangarCommunity for studies in India.

7. Mode of Application.— Application inthe prescribed Form for availing Post MatricScholarship along with necessary documentsis to be submitted to the Director of SocialWelfare, through the Head of the EducationalInstitution.

8. Sanctioning Authority.— Director ofSocial Welfare will sanction the amount ofbenefit under the scheme. Amount of benefitwill be transferred electronically to the BankAccount of the Student along with the amountof the Centrally Sponsored Post MatricScholarship amount.

9. Monitoring of the Scheme.— All issuesrelating to eligibility, operationalization of thescheme or situation not envisaged at the timeof formulation of the scheme, would beresolved by the Monitoring Committee, whosedecision will be final.

Financial Assistance to purchase DwellingHouse of Mundkar under the Scheme

“MUNDKARACHE GHAR”

1. Introduction.— As per the provisions ofthe GDD Mundkar Act, Mundkars have rightto purchase dwelling house from the Bhatkarsat the price determined by the Mamlatdar.Mundkar Act came into force since the year1975 however there are many Mundkars whobelong to Dhangar Community, have notexercised their right to purchase mundkarialdwelling house due to poor financialcondition. Because the dwelling house is notowned by them they have to face difficultiesin carrying out repairs/renovations to theirdwelling houses.

2. Objective.— To provide financialassistance to the needy Mundkars of DhangarCommunity to enable them to exercise theirright to purchase dwelling house at the pricedetermined by the Mamlatdar under theprovisions of the GDD Mundkar Act.

3. Eligibility Criteria.— (a) Person shouldbe of Dhangar Community.

(b) The Family income from all sourcesshould not exceed Rs. 3.00 lakhs per annum.

(c) Person should be declared or registeredas Mundkar of the Dwelling House.

(d) Order to determine purchase price ispassed by the Mamlatdar under the provisionsof the Goa, Daman and Diu Mundkar Act.

(e) No pending appeal against the orderof the Mamlatdar and that it has reached toits finality.

(f) All cases where orders determiningpurchase price of the dwelling house havebeen passed by the Mamlatdar on or after1-4-2012 will be covered for giving benefitunder the scheme.

4. Benefit under the Scheme.— (a) Financialassistance of entire amount at the rate/

/purchase price determined by the Mamlatdarfor the Mundkarial dwelling house subject tothe land area ceiling of 200 square meters inurban area and 300 sq. meters in rural areaor the area of the house with five metersaround the house as per the option of theMundkar in the purchase proceeding beforethe Mamlatdar under the provisions ofMundkar Act.

(b) The land price for the area exceedingthe land ceiling prescribed by the MundkarAct to be borne by the beneficiary from hisown sources.

(c) Maximum financial assistance underthe scheme for purchase of dwelling houseis Rs. 30,000/-.

(d) If the beneficiary under the scheme isalso eligible for benefit under the schemeslike Indira Awas Yojana or Rajiv Awas Yojanaor Souchalaya Suvidha, he may avail suchbenefits in addition to benefits under thescheme “Mundkarache Ghar”.

5. Condition for grant of FinancialAssistance: Mundkar or his heirs will not sellthe Dwelling House area purchased underthe Mundkar Act. Endorsement will be madeon the survey records of the property thatthe Dwelling House area is purchased withthe assistance under the schemeMundkarache Ghar and the land is non--transferable except with the permission ofthe Collector.

6. Mode of Application.— The applicationin the prescribed Form to be submitted tothe Directorate of Social Welfare throughMamlatdar/Joint Mamlatdar after the orderpassed by the Mamlatdar/Joint Mamlatdardetermining the purchase price.

Application to be supported with:—

(i) Dhangar Community Certificate issuedby Competent Authority.

(ii) Income Certificate issued by CompetentAuthority.

(iii) Order of Registration as Mundkar ororder of Declaration as Mundkar.

(iv) Form I & XIV of the Land.

(v) Demarcation Plan of Dwelling housepurchased by the Mundkar.

(vi) Order passed by the Court ofMamlatdar/Joint Mamlatdar which hasdetermined the purchase price of theDwelling House.

(vii) House Tax Receipt.

(viii) Information furnished by the Mundkarin the application made for financialassistance to be verified and certified by theMamlatdar/Joint Mamlatdar as correct as perhis record in the Mundkar case proceedingmaintained in his office.

(ix) Affidavit of the Mundkar that thedwelling house is used for his own habitationand his family members and that the dwellinghouse will not be transferred to any personexcept with the prior permission of theCollector.

7. Sanctioning Authority.— Director ofSocial Welfare will sanction the amount ofbenefit under the scheme. Upon sanction ofamount of benefit under the scheme, amountwill be transferred/deposited with theconcerned Mamlatdar for making thepayment to the Bhatkar. After effecting thepayment of purchase price in terms of theprovisions of the GDD Mundkar Act,Mamlatdar will forward the papers to theDeputy Collector and SDO for issue ofMundkar Sanad.

Immediately upon issue of Mundkar Sanad,the concerned Certifying Officer shall issueprocess for the mutation of the records infavour of the Mundkar with endorsement inthe record that the dwelling house ispurchased with the financial assistance underthe scheme “Mundkarache Ghar”.

8. Monitoring of the Scheme.— Issuesregarding eligibility or operation or of a new

situation which is not envisaged at the timeof formulation of the scheme, would beresolved by the Monitoring Committee, whosedecision will be final. Committee will alsohave regular meetings every three monthsfor monitoring the implementation of thescheme.

“PRASHIKSHAN YATRA”— Scheme toprovide financial assistance for conducting

Study Tours (Excursion) for DhangarCommunity Students during Vacations

1. Introduction.— Dhangar Communitypopulation in Goa has not travelled andexposed to the outside world is one of thecauses of their backwardness. They do notwant to move out of Goa and compete atNational level in getting benefits earmarkedfor Dhangar Community population. It istherefore imperative to help them getexposure to the outside world which willbroaden their horizons.

2. Objective.— To provide financialassistance to the educational institutes in theDhangar dominated areas to conduct StudyTours/Excursions across the country to coverplaces of historic, cultural and educationalimportance during school vacations.

3. Benefit under the Scheme.— FinancialAssistance to the Educational Institutes foran amount up to Rs. 1.00 Lakhs to conductStudy Tours/Excursions and will coverfollowing expenditure:

(a) Actual Travelling cost of students upto40 students and two teachers by rail (secondclass sleeper non AC) and/or by bus. Durationof the tour shall be for a period of six days ormore.

(b) Entry fees/passes to visit themonuments/cultural sites.

(c) Expenditure on lodging and boardingfor a minimum period of 6 days.

(d) Any other expenditure not mentionedabove or which has exceeded the limitprescribed as above shall be borne by theindividual student/by the educationalinstitution.

4. Eligibility.— Educational Institutes inGoa recognized by Goa Board/CBSE havingDhangar Community Students can seekfinancial assistance to conduct Study Tours//Excursions for Dhangar Community Students.

5. Conditions for conducting the studytour under the Scheme.—

(i) The Scheme is restricted to DhangarCommunity students studying in class VIII toclass XII.

(ii) Tour should be commenced only withprior written permissions of the EducationDepartment, Social Welfare Department andwith confirmed rail/bus tickets of thestudents/guide teachers.

(iii) The tour should be conducted duringvacations like Diwali, Christmas and summervacations.

(iv) Two teachers of the school having someexperience in excursion should beaccompanied with students on the tour.

(v) The school authorities should utilizethe concession given by railways to students& teachers.

(vi) Entire responsibility of conducting thetour shall lie with the school management.They should undertake the tour withutmost care. The rail/bus reservation toand fro should be confirmed well inadvance.

(vii) The tour is restricted to DhangarCommunity students who are willing toundertake the journey. The school authoritiesshould not force the students to join the tour.An undertaking from parents of the child whodesires to go on tour shall be taken in thePrescribed Form enclosed.

(viii) The school authorities should direct//guide the students about the materials theyshould carry for the tour and precautions tobe undertaken by the students.

(ix) The school authorities should settle theaccount within one month on the completionof the tour.

(x) The tour should start from the nearestrailway/bus station to the school.

(xi) Brief study/experience sharing reporton the tour conducted should be submittedby the guide teachers accompanying thestudents within 15 days of the completion ofthe journey.

6. Application Procedure and SanctioningAuthority.— (a) Head of the EducationalInstitute shall submit application inPrescribed Form along with brief report onthe purpose of excursion, expected outcomeof the tour, list of students in the PrescribedProforma.

(b) Application should be submitted atleast one month in advance.

(c) After scrutiny of the application,Director of Social Welfare will sanction thebenefit under the scheme.

Scheme to Support Orphan Child/Children ofWidow belonging to Dhangar Community

early death of the bread earner in the familydue to illness or accident. This has led to asituation where a large numbers of childrendo not have father or both parents. It isbecoming extremely difficult for the widowswho have to work on daily wage and maintainher children. Orphan have to depend on theirclose family members and do not get propereducation or nutritious food. Grant ofmaintenance allowance to such children istherefore envisaged under the scheme.

2. Objective.— To give financial support tothe orphan children and the children ofwidows for meeting the expenditure on food,clothing, and shelter till the children attainsthe age of 18 years.

3. Benefit under the scheme.— (A) Fixedmaintenance allowance of Rs. 1500/- permonth, per child of a widow.

(B) Fixed maintenance allowance ofRs. 2000/- per month, per child who is an orphan.

4. Eligibility.— (1) Any widow who is aDSSS beneficiary belonging to DhangarCommunity and having minor children iseligible, subject to the benefit being limitedto 2 children.

(2) Any orphan who is under the care ofa guardian, viz. grandparents or nearrelatives or in a protective home/Dharmasalaetc., upto the age of 18 years.

5. Application Procedures and SanctioningAuthority.— (A) For availing the benefitsunder the scheme, a widow who is abeneficiary of DSSS may apply in prescribed

Application Form (Annexure A) to theDirectorate of Social Welfare.

Director of Social Welfare will sanction theamount of benefit under the scheme, to thebeneficiary along with the benefits under theDSSS scheme.

(B) For availing the benefits under thescheme, the guardian of an orphan may applyin prescribed Application Form (Annexure B)to the Directorate of Social Welfare. After thescrutiny of the application, Director, SocialWelfare, will sanction the amount and theamount of benefit will be transferred throughESC to the joint account of the Orphan//Guardian.

6. Monitoring.— The implementation of thescheme will be monitored by a Committeeconsisting of the following.

The Committee is consisting of:–

1. Secretary, Social Welfare : Chairman.2. Director of Social Welfare : Member.3. Director of Women & Child Development : Member.

The Committee will also address problems//issues arising in implementation of thescheme and issue suitable directions in orderto achieve the objectives of the scheme.

7. Evaluation of the Scheme.— Scheme willbe implemented for five years. Performanceof the scheme will be evaluated after twoyears of its implementation and if requiredscheme will be suitably modified to meet thenew challenges/requirements so as to achievethe set objective.
