the beginning of PAMULAAn can be traced to the dream of IP communities to have an educational system that is rooted in their own culture and context. the tedious and challenging

process of putting it up has been made possible through the generous and unwavering support of partners: the University of southeastern Philippines (UseP), the national Commission on Indigenous Peoples (nCIP), Assisi Development Foundation, Cartwheel Foundation, the Office of Senator Ramon Magsaysay Jr, Ramon Magsaysay Awards Foundation and ILAWAn Center for Leadership and Volunteerism.

Pamulaan aspires to be instrumental in the empowerment, life-long formation and community building of the indigenous Filipinos.

It aims to strengthen the Indigenous Peoples’ capabilities as they journey towards self governance and meaningful development.

BAckgROund

The PAMULAAN Center for INDIGENOUS PEOPLES’ Education is an educational institution dedicated to all Indigenous Peoples in the Philippines. Its main

thrust is to create culturally appropriate and relevant pathways of professional training and formation for indigenous youths, community leaders and development workers. The Center hopes to produce graduates equipped with knowledge and abilities to initiate collaborative action towards sustainable development of IP communities.

Through a ladderized approach to educational study, the Center offers full-time degree courses as well as short-term courses. Each course taken can be credited towards earning an associate degree in two years and a bachelor’s degree in four years. This approach enables the Center to provide a variety of school and community-based academic formation addressing critical needs of various indigenous communities of the country. It uses a cycle and system of learning that starts from EXPERIENCE leading to THEORY, APPLICATION, EVALUATION and REFLECTION. It is a system wherein the students attend formal sessions in the university while practical trainings and application are done in IP communities. Research, documentation and publication on Indigenous Peoples life and culture are integrated into various activities of the Center.

Why Pamulaan?The term PAMULAAN is a Lumad-Matigsalog meaning seedbed. We use the term to stress the program’s commitment to root the development of the IP students in the realities of their life and culture.

The logo depicts the program’s approach to learning which is integrative and wholistic – one that develops the IPs faculties and abilities to the fullest. The young plant depicts the continuing growth offered by education. The leaves of the new plant symbolize the five major aspects of human life: social, political, economic, cultural and spiritual, areas to hone and cultivate in all learners.

A total of ninety six (96) IP students from twenty nine (29) tribes are currently enrolled in the center. Twenty three (23) are on their 4th year taking up Bachelor of Arts in Peace Education, thirty seven (37) second year students are pursuing bachelor in Elementary Education and

thirty six(36) are under the Bachelor of Arts in Applied Anthropology Program.

PAMULAAN Center is now on its sixth (6th) year of service to IP youth and communities. To date, a total of fifty seven (57) IP youths have graduated

from the center’s four-year degree programs: ten (10) from Bachelor of Elementary Education, twenty (20) from Bachelor of Agricultural Technology and twenty

seven (27) graduated from Bachelor of Arts in Applied Anthropology.

A significant milestone was marked in the history of Pamulaan when six (6) out of eight (8) Pamulaan-BEED graduates who took the Licensure Examination for Teachers, successfully passed. They are the following:

April 8-10, 2010A workshop on Culture Mapping was facilitated by Mr. Benjamin D. Abadiano. The said event was participated by twenty two (22) Anthropology students, twelve (12) Pamulaan graduates and other participants from the different communities of Assisi Program in Mindanao.

May 14-15, 2010Arrival of the thirty nine (39) students (4th batch).

May 16, 2010Orientation of the thirty nine (39) students was given by Abner Tolon Jr. and Geneth Layocan, Pamulaan Staff.

May 17-28, 2010The Summer English Bridging Program of the thirty seven (37) students. Two (2) students were exempted from attending the program because they got higher rating in their Admission Test.

May 20, 2010During the evening, a “Life-sharing activity” was held at the amphitheater in order for the thirty seven (37) 4th batch students to understand and realize the importance of opportunity and sacrifices while struggling in achieving goals. Thus, Richard Milod and Reniel Sihagan (Bachelor of Agricultural Technology) shared their life on how they overcome fear, loneliness and hectic schedule until they graduated from Pamulaan with flying colors (Richard Milod), for them to be encouraged to move on.

May 21, 2010In the evening, a cultural bonding was held at the amphitheater in the form of story-telling about their tribe. They also performed their own dances in order for them to be entertained and also test them on how far they know about their own culture.

June 7, 2010The out-going officers turned-over the key of responsibility to the newly elected officers for the first semester of school year 2010-2011. The class of 2010 first semester begins.

June 8, 2010The Ayala Foundation team visited the center as part of its nationwide school caravan for the 12th National Ayala Young Leaders Congress. This is an annual event organized by the Ayala Group of Companies for student leaders from the different top performing schools in the country. In order to qualify, students must undergo three stages of application: 1) Submission of requirements (w/c include academic achievements and leadership experiences both in school and in the community), 2) Screening based on the submitted documents, 3) Panel (group of 4-5 Ayala executives) interview in Manila.

June 12, 2010The thirty seven (37) 4th batch students participated in a 2-day activity on Self-Awareness and Recollection, given to them by Ms. Leah Vidal of Ateneo de Davao University, Campus Minister/Assistant Dean.

June 19, 2010The pioneering batch of BA in Applied Anthropology conducted a whole day “Workshop on Culture” to the thirty seven (37) first year BEED students. The workshop enabled the first year (1st year) students to understand the nature of culture shock, multiculturalism, acculturation, ethnocentrism, cultural relativism and the like; especially that they were still on the stage of coping/dealing with culture shock and some but natural adjustments.

The highlight of this activity was that healthy and organic food preparation.

July 7-9, 2010The Indigenous Peoples’ Gathering on Climate Change (IPGCC) sponsored by the LRC-KsK was held at HCDC-Maritime Education Program Training Center, Camudmud, Baback, Island Garden City of Samal. There were around 50 lumads from different tribes in Regions 11 and 12 who participated in the activity. Two (2) Pamulaan BA Anthropology students — Melvin Guilleno and Gemma Nicolas were invited.

September 12, 2010Mr. Matthew Redekov of Hope International visited Pamulaan and had short interaction with the students especially to the fourteen (14) Hope International grantees.

September 16-20, 2010Four (4) Pamulaan students participated in the 3-day trainer’s training called “Panaw sa Kalinaw on Climate Change Adaptation, Mitigation and Disaster Risk Reduction”, initiated by the Peacepaths Program of Assisi Development Foundation in partnership with the Diocese of Malaybalay – Social Action Center (DSAC) held at Lantapan, Malaybalay, Bukidnon. The following students were: Dale Joy Perez and Roy Luminda both are first year; and Luzviminda Dango and Mae Capua are the third year students.

September 21, 2010In celebration of International Peace Day the Pamulaan Center for Indigenous Peoples Education hosted this 1-day event through a Conversation session with the participation of the elders from different communities, Pamulaan students, University of the Philippines and the University of Southeastern Philippines and; with the presence also of Ms. Viel Aquino-Dee, Atty. Roque Agton, NCIP-Chairman and Ms. Delis of Office of the Presidential on Peace Process. This event also is the culmination of the launching of the Peace Education Hub, which is designed to promote intercultural dialogue and solidarity through the strengthening of peace and multi-cultural education and research. In the afternoon, the 25 Peace Education students honored the event through their peace concert entitled “Hoyuhoy sa Kalinaw”.

September 21-24, 2010The University of Southeastern Philippines, College of Governance, Business and Economics celebrated its Intramurals with a theme: “Discovering Potentials through Sportsmanship and Healthy Competitive Spirit”. The Pamulaan students actively participated in the event as one department through joining different outdoor/indoor games and literary competitions. As a result, they got the 3rd place in the over-all competitions.

October 8-9, 2010Traditional Ecological Knowledge (TEK) evaluation conducted by Mr. Campbell, External Evaluator and Mr. Max Ventura, NTFP-EP Deputy Director to the 25 Peace Education students.

The Trainers’ Training on Disaster Preparedness was conducted to the twenty seven (27) Anthropology students by Mr. Mark Cervantes and Gonzalo Servano from the International Institute of Rural Reconstruction in preparation for the incoming Kalindogan 2010 as facilitators.

October 17-21, 2010The Pamulaan Center for IP Education once again celebrated its annual celebration on Kalindogan: National IP Youth Peace Congress as spearheaded by the Peacepaths Program of Assisi Development Foundation, Inc. This Year the Kalindogan theme was: “Climate Change Adaptation and Disaster Preparedness”. It was participated by approximately 280 participants all over the country. It was also a launching of Indigenous Knowledge System and Practices Hub or IKSP as the repository of the students researches and research area of the students and teachers.

October 19-23, 2010Kristine Mae Sumalinab, an anthropology student attended the national ethnographic research paper presentation during the UGAT (Anthropological Association in the Philippines) conference. She was a reactor to the three paper presentors on the theme “Climate Change and Indigenous Peoples”.

October 22, 2010A Cultural Mapping Workshop was held at Pamulaan Center and attended by the different partners’ organizations of the Assisi Development Foundation and the twenty seven (27) Anthropology students in preparation for their incoming practicum. They will be assigned in the eight (8) communities where they will conduct Cultural Mapping as their first assignment. The following communities are: Cabanglasan, Cabidianan, Magtangale, Jabonga, Upi, Datu Odin Sinsuat, Sitio Contract and Renibon.

november 23, 2010Two (2) Pamulaan students namely: Ronalyn Floro (Bachelor of Arts in Peace Education, 3rd year) and Ryan Bando (Bachelor of Elementary Education, 1st year) attended the 1-day activity on 2nd RAfI Triennial Awards Leaders of Change forum at the Ateneo de davao university. The forum intended to bring awareness and inspiration from applied principles and philosophies shown through the good and working examples and approaches of the Triennial Laureates which they presented under the following sub-themes: Leadership, Innovation, The Value of Teams, and, Engaging the Successor Generation.

december 1-5, 2010Five (5) of sixty two(6)2 Pamulaan students participated on the 5-day celebration on Mindanao Week of Peace with a theme: “Pamiminuno: Tulay sa Mapayapa at Maunlad na Pamayanan”, held at Brokenshire College, Madapo, Davao City. This event hoped to gather representatives from CSOs, POs, LGUs and youth to discover and learn how to make local governance processes become more inclusive and responsive to the peace and development needs of tri-people communities in Mindanao.

february 25, 2011The Pamulaan Center for Indigenous Peoples Education commemorated the 25th anniversary of EDSA People Power Revolution through putting up of yellow ribbons around the Pamulaan Center’s vicinity.

March 2, 22 & 24, 2011The University of Southeastern Philippines Admission Test and an Interview was conducted to the seventy seven (77) 5th Batch Applicants of the Pamulaan Center for IP Education this school year 2011-2012. The Examinations took place in Assisi Development Foundation Office, for Luzon examinees; Pamulaan Center, Davao and Majis, Manresa, Cagayan de Oro City for the Mindanao examinees.

March 26, 2011The Pamulaan students joined the nationwide celebration on Earth Hour which was integrated in their Evening Praise. They switched off all the electrical lights in solidarity with the nation.

They gathered in the Amphitheater and prayed for mother earth which has been destroyed by the many factors in the society.

March 30, 2011The Baccalaureate Mass of the twenty seven (27) graduating students together with the lower years. It was solemnized by Fr. Roger Duhaylungsod, the Parish Priest of Immaculate Conception Parish in Mintal, Davao City.

March 31, 2011The 2nd Commencement Exercises of the Pamulaan Center for IP Education. Twenty seven (27) graduates from the Bachelor of Arts in Anthropology received their 4-year degree diploma. Two of the 27 graduates received Academic Awards; Kristine Mae Sumalinab – Magna Cum Laude and Cyril Jay Ojas – Cum Laude. The Pamulaan Center also gave special awards to Gemma Nicolas, Leadership Award for Promoting Indigenous Culture; Jinnefer Serrano, Leadership Award for Environment and; Carel Jane Deconlay and Ricky Ogade, Leadership Award for Community Service.

April 2, 2011The Anthropology students conducted an evaluation for the past four years of training and formation inside the center. They provided significant recommendations addressed to Pamulaan Center and the students.

April 3, 2011The Community Learning Service Orientation of the 1st year and 3rd year students was given by Mr. Benjamin Abadiano.

April 3-8, 2011Twenty six (26) Pamuaan newly graduates together with two seminarians and an accountant were given an extensive orientation-training seminar the by Companions of Assisi Development Foundation for Peace Volunteer Program.

April 8, 2011The Vision, Mission and Goals of the Association of IP Anthopologists was initially drafted by the twenty seven (27) Pamulaan Anthropology graduates.
