On September 28, a magnitude 7.5 earthquake struck Sulawesi.Already, the government estimates that 4,340 people died. Thegovernment estimates that 172,636 people are displaced in 109locations, and that 100,028 homes are damaged. It is expected thatthis number will increase considering that there are many areas thatremain unreachable.

Habitat’s ResponseIn response to the needs of affected families, Habitat for Humanity launched an appeal for support to provide immediate relief and assist in the recovery enabling families to recover and rebuild their lives.

The overall aim of the Indonesia earthquake and tsunami disaster response program is to help at least 4,000 families or 20,000 people recover by focusing on immediate relief, transitional shelter, construction of core homes and community infrastructure improvements.

Habitat’s priority in the immediate aftermath of the disaster is to enable the self-recovery of affected families through the provision of emergency shelter kits and rubble removal kits.

The longer-term response will follow Habitat’s model of assisting affected communities with housing solutions ranging from repairs to transitional shelter interventions and on to permanent home reconstruction, disaster risk reduction training.

SULAWESIRECOVERY PROGRAM

Habitat aims to give permanent housingsolutions for 500 families as they movealong their Pathway to Permanence. Acommon solution is core houseconstruction. Typical core houses arepermanent structures with one or tworooms, a cement floor, a solid roof andwalls built to allow families to easilyexpand, as needs arise and resourcesbecome available.

Disaster risk reduction trainings will alsobe held to ensure safe and productivehomes and communities.

RECONSTRUCTION/DEVELOPMENT PROGRAMThe Reconstruction/Development phase includes support for new construction, complex repair projects, partnership development and further fundraising activities. As the Government of Indonesia (GOI) has not yet made clear its strategy to support permanent reconstruction, Habitat will remain expectant to re-align this part of the strategy once there is clarity on how affected families will be supported, and what Habitat’s more likely (and valuable) role should be. With this caveat, the following are some programmatic possibilities:

• Support families engaged in owner-driven reconstruction schemes and /or self-recovery:» Work with affected families on technical assistance (design, supervision of construction, etc.) and support options (subsidies for labor, additional funding to match government allowances, etc.) for permanent house repairs, rehabs and reconstruction.» Introduce and promote structural mitigation concepts designed to increase resilience of existing homes through retrofits, use of higher building standards and addressing prevalent hazards (earthquake and others).• Support sector with construction skills training for building earthquake resistant homes:» Implement training courses on masonry, carpentry, welding, etc. for construction workers and people seeking to improve their livelihoods opportunities, while introducing concepts around earthquake-resistant construction techniques.» Implement demonstration of safe construction techniques and quality control, using new construction and/or repairs as a tool to increase skills sets of masons, carpenters, etc.• Form collaborative partnerships» Provide technical assistance and support to peer organizations and partners involved in reconstruction projects.• Address land tenure issues affecting reconstruction:» Identify prospective land for new construction.
