RECOMMENDATION Staff respectfully recommends that the City Council approve a Resolution adopting the plans and specifications for the construction of the Palmer Park Site Improvements Project, Specification No.3566, and authorizing the City Clerk to advertise for bids.

BACKGROUND/ANALYSIS Palmer Park is a 2.8 acre neighborhood park in a very dense part of the city in southern Glendale. The existing park features include a restroom/maintenance building, sheltered group picnic area, playgrounds, wading pool, a small skate element, two half-court basketball courts, walking loops, a community garden, mature trees, an open turf area for passive recreation and a parking lot tucked in the south end. Due to heavy patronage, the Park is showing significant signs of wear since it has not received upgrades in the past 20 years. The restrooms need upgrades and do not comply with the current accessibility codes. Redesigned fencing and main entry plaza along with installation of new park lights will improve circulation and security.

In June 2011, the City Council approved submission of a state grant application to the Statewide Park Development and Community Revitalization Program for the revitalization of Palmer Park. The State grant application was not approved. However, subsequently, CDBG funds, State Housing-Park funds, and Development Impact Fee funds were identified and appropriated for the Palmer Park Improvements Project. As part of the development of the design proposal for the state grant application, extensive community outreach was undertaken and included a total of 11 focus group meetings, design workshops, and community meetings with residents within a half-mile radius of the park. Staff and the design consultant reached out to parents and students at Roosevelt Middle and John Muir Elementary Schools. In addition, meetings were held with the Adams Square Merchants Association and the Adams Hill Neighborhood Association. Over 186 residents participated in this outreach filling out 134 park surveys and providing 101 park design diagrams. The residents provided input on five elements of park design, which included recreation features, design of those features, location of those features, ideas for park security, and ideas for park beautification. The valuable community input received regarding the community's needs and priorities are incorporated into the current design.

The following describes the proposed park improvement design:

• Improved irrigation system with natural, local, and eco-friendly materials, combined with water-wise and native plant palette, consistent with the City's goals of sustainability.

• Improved park security with complete replacement and addition of site lighting with energy efficient fixtures and improvement to the police patrol drive path.

• Improved pedestrian site access and safety around the existing children's playground with a new park entry design and replacement of fence and gate along Palmer Drive.

• Fully renovated and expanded restroom building with a new ADA-compatible and safer interior layout.

• Enhanced aesthetics through the removal of the existing heavy, "Craftsman" inspired features and introduction of new design elements.

• Enhanced picnic area with new cooking stations with sinks and barbeques.

• Addition of new site furnishings such as benches, picnic tables around the new wading pool area, drinking fountains, bike-racks, playgrounds, walking path, and basketball courts.

• Improved active recreation along the existing walking path with six new pieces of outdoor fitness equipment.

• Expanded active recreation through one full and one half basketball courts.

• Expanded wading pool with sloped beach access for ADA compatibility and a better-defined pool area with bench seating and picnic tables.

• New active recreation through a skate amenity with "street" skate elements.

• New toddler play area consisting of a poetry path, gathering circles, planting circle and seating area.

• Increased revenue generation through new rental opportunity at the new wading pool and picnic areas.

On April 1, 2014, the proposed park design was submitted to the City Council for approval and authorization to proceed with development of construction documents; and to appropriate additional funds to complete the full scope of the proposed project. As part of this report, the project architect, Susan Narduli, made a presentation to the City Council, which included a discussion of all of the recreational features that were being expanded, including the basketball courts, skate area, wading pool and playgrounds, and the project design was enthusiastically approved.

On July 20, 2015, staff submitted a report to the Parks, Recreation and Community Services Commission to review and recommend final approval of the final design by the City Council. During the meeting, two residents who live adjacent to the park spoke and made comments in opposition to the location and increase in basketball courts, and in the relocation of the skate feature closer to the residences. The residents stated that the basketball courts attract large groups of people who use drugs and alcohol and make noise. The residents requested that consideration be made to locate the basketball courts in a different area of the park. After much discussion, the Commission approved the motion to recommend approval of the final design by City Council, as presented with consideration to be made by staff to incorporate security cameras, ensure there is adequate security lighting near the basketball courts, extend the police drive path past the basketball courts and through the middle of the park, and provide some distance between the basketball courts and the adjacent properties. In response, staff, the architect and Police met and confirmed that: as part of the electrical work, staff will add conduits for future security cameras; there is adequate security lighting around the basketball courts in the design, already; the property line fencing is 16 feet high with shrubs in front of the fencing; the basketball courts are 23 feet from the property line on the north end and 18 feet on the south end; and staff will modify the police drive path to extend it through the middle of the park.

FISCAL IMPACT The engineer's estimate for this project is $2,561,000. Funding for this project is currently available in the following project accounts:

ALTERNATIVES Alternative 1: City Council may adopt the plans and specifications for the construction of the Palmer Park Site Improvements Project, and authorize the City Clerk to advertise for bids, which will enhance the park amenities and comply with accessibility standards.

Alternative 2: The City Council may consider any other alternative not proposed by staff.

The Director of Public Works is authorized to include non-substantive amendments to the Specification's technical sections.

2. The City Clerk is hereby directed to advertise for bids for the work, equipment, and materials described in Specification No. 3566, adopted by this Resolution.
