Bar mitzvah project brings books to kids

PALM CITY — Bar mitzvah is the Jewish coming-of-age ceremo-ny. For boys, it occurs at 13; girls may have a bat mitzvah at 12 or 13. There is lengthy preparation and study before the bar mitzvah service. Many congregations also require a project that benefits the community. That project is often call a mitzvah. The Hebrew word means commandment, and it has also come to mean a good deed. Judah Lebofsky of Palm City,

who celebrated his bar mitzvah in January, chose to collect and donate books for children receiv-ing shelter and support through SafeSpace. The organization offers help to victims of domestic violence. Judah learned about the organi-

zation from his mother, Jill, who attended an event with a speaker from SafeSpace. He learned that families often have to leave all of their belongings behind to get to

MARTIN COUNTY — Couples therapy works. Well, it wasn’t therapy, really. It was a months-long battle with soap-opera turns that ended in a new agreement. Around this time last year, some on the county commission seemed bent on getting rid of the Business Development Board of Martin County. “We should put our foot down

and do it today.” Commissioner Anne Scott, Hobe Sound, said at an April 2013 commission meet-ing.Scott then made a motion that

was the first slap in a contract renegotiation fight. She struck a decidedly different tone at a recent, February, meeting.“We’re definitely on the right

track,” Scott said after the BDB’s executive director, Tim Dougher, delivered the first quarterly report required under a new contract inked in December.

A 2009 contract started the BDB at $625,000 a year. By 2013 it was up $643,000, due to contrac-tual increases. None of that sat well with the

new commissioners elected in 2012. Members were uptight that the contract provided no visible accountability for the BDB to show what it was accomplishing with that $643,000.In a 3-2 vote, the commission

ments to the board, and start-ed the prickly renegotiation. By December the county and board inked a new contract

worth $430,000 the first year. That drops to $340,000 in the second and $260,000 in the third years. Additionally, the

county will match some private funding the BDB develops in the second and third years to a maximum of an additional

$100,000 a year.

MARTIN COUNTY -- The thrill of catching your first fish is a mem-orable experience, not to mention an important outdoor skill that can result in a tasty meal. Florida Oceanographic Society

will host the third annual Game Fish & Fish Games celebration on Sunday, March 16 from 8 a.m. to noon for children ages 6–14. This year’s event will take place at a new location, Indian River-side Park, 1707 N.E. Indian River Drive, Jensen Beach. Booths will be set up with instructors teach-ing fish identification, knot tying, tackle box tools, casting, and eth-ical angling techniques. After the lessons, fishers will learn how to use their new skills to fish from the pier. Participants will receive rods and reels, backpack with tackle, fish booklet, snacks and lunch. Commissioner gets Irish up against personal attacks

To the editor: This is an all-out assault on

small business is Palm City. We have a hardware store that sup-plies our needs, three tire stores that provide excellent service, two grocery stores that feed us and on and on. My point is that now is the time for Commissioner Haddox to serve the voters. Whether Costco is built or not

does not affect me as a local businessman, but as a resident, it will affect our entire commu-nity. Small businesses will close, local employees will be out of work, traffic will be a mess at the Turnpike entrance and Palm City will never be the same. You may find it unusual for

a local contractor to be against development, but the short-term advantage will be small and long-term devastating to our local economy. All this to buy in bulk and save 10 cents. If there was ever a time for

small business and Palm City residents to rise up, it is now, or take pictures of Palm City so you can remember what it was like before this project is complete. It is in the initial stages of permit-ting, there is no time to waste!

Commissioner John Haddox proved that he can get the Irish up at the March 4 regular Mar-tin County Commission meeting. In plenty of time for St. Patrick’s Day “I will not sit here and be called

a liar and personally attacked,” he told someone at public com-ment. Haddox broke norms and

staunchly rebuked a public commenter from Palm City, his district, with those words. About time one of the Martin

commissioners refused to qui-etly take or listen to others take abuse. The fella’s comments from the public podium in the commis-sion’s chambers went beyond the pale and amounted to impugning Haddox’s character over a differ-ence in public-policy opinion. Later in the meeting, Haddox

was emphatic with the chairwom-an — Sarah Heard, Port Salerno — that the commission needs to enforce the usual policies for the public at government meetings: address the board, not particular members, staff, or other meeting attendees, and keep your tongue civil no matter how forcefully you’re expressing an opinion. “To me, it’s intolerable,” he

said at the meeting. “Today, (the offending speaker) should have

been removed.”That’s why there’s a Martin

County Sheriff’s deputy at every meeting. To remove those who don’t know or don’t care about the difference between democracy and disrespect. At the least that speaker should have gotten the gavel and a firm warning. I’ve covered a lot of city and

county governments coming near two decades. Rarely have I seen meeting chairs allow the sort of derision that seems to routinely pass unchecked by this commis-sion. I haven’t kept a record, but I recall numerous times speak-ers, or meeting attendees, have gotten raucous. For example, audience mem-

bers loudly chided and catcalled public commenters opposing the proclamation of Bible Reading Week at the Nov. 19 meeting. The gavel never dropped, as I

recall. One of those commenters resort-

ed to turning from addressing the commission and retorting to the decriers from the podium.Still, the gavel never dropped. Much, perhaps most, of the

assailment goes at Commissioner Doug Smith, Jensen Beach. He and I talked about it after the recent meeting. “I think in fairness to everybody,

everybody should be given re-spect,” he said. “Frankly when it gets to that level, it intimidates people in the audience.” Agreed. Council and commission chairs

curtailing obnoxiousness at pub-lic meetings aren’t suppressing our cherished First Amendment rights to free speech, assembly and petitioning government to re-dress grievances. To the contrary,

a chair demanding civil talk and behavior creates a thoughtful atmosphere that encourages ex-pressing reasoned viewpoints and opinions. Anyone who read my last col-

umn about the Martin Commis-sion — Dec. 27, 2013 issue — knows I’m happy to criticize its actions. I took the commission to task for wasting time on symbolic votes and disorganization. But I never attacked any of the com-missioners’ characters, intentions or intelligence. Frankly, I think highly of all of them even when I disagree with some over policies. There’s simply no place for dis-

paragement in good political and public-policy discourse. Unfortunately, it’s seeming-

ly common. Not just in Martin County. It feels to me that de-monizing has become routine in political dialogue throughout our nation. Sure, there have always been those who use vilification as a form of political discussion. But something feels different to me these days. It seems to me that about 20

years ago political obnoxiousness started a fast move from socially unacceptable to heroic. Remem-ber the hooligans getting cheered for egging President George W.

suspended contractual payments to the board, and started the prickly renegotiation. By Decem-ber the county and board inked a new contract worth $430,000 the first year. That drops to $340,000 in the second and $260,000 in the third years. Additionally, the county will match some private funding the BDB develops in the second and third years to a maxi-mum of an additional $100,000 a year. The aim is to ultimately re-move the BDB from the county’s general-fund budget. The county gets about $260,000 in occupa-tional license fees a year, and the commission hopes to make that the exclusive source of the BDB’s funding. The new contract reorganized

the BDB’s board of directors, cut-ting it from 31 seats to 15. So, how’s the transition coming

for the BDB? “It’s going good,” Dougher said

in a recent phone interview. “We’ve had two board meetings with the new board. Our next meeting is coming up March 20th.” That meeting will be at Indian

River State College’s Chastain Campus, 2400 S.E. Salerno Road, Stuart. It is open to the public. Dougher said the new board — which includes commis-sioners John Haddox, Palm City, and Scott — has spent the last couple meetings reviewing and re-

vising the BDB’s bylaws to match the revised contract. The board serves as the econom-

ic-development organization for the county. Some Florida coun-ties have departments respon-sible for economic development; others have departments and public-private partnerships. In addition to helping established businesses expand, the Martin County Business Development Board works with Enterprise Florida, the state’s economic-de-velopment organization, to attract new businesses. It formed in 1991. Dougher said the BDB hasn’t

had an opportunity to find out how responsive the business community will be to helping fund it. He said the county has to sign off on his proposals for what guidelines. “I developed them and they’re at

the county,” he said. The proposed guidelines, if ap-

proved by the county, will allow local governments, such as the city of Stuart, to donate to the BDB, along with investors reg-istered with the Florida Depart-ment of State Division of Corpo-rations. Those in Martin County must have business tax receipts for their companies. Dougher said many in the busi-

ness community followed news about the contract renegotiation. He believes many will be respon-sive to requests for donations when he starts asking.

safety. Many of the items donated to SafeSpace are basic necessities such as toiletries. “I thought that kids that need

items should not just need toi-letries,” Judah said. “They need educational items like books. I thought a great idea for my mitz-vah project would be to collect books for SafeSpace because most people enjoy reading.” Judah began the project in Oc-

tober 2013 and received permis-sion from Rabbi Jeffrey Gold-wasser at Temple Beit HaYam to set up a collection box there. He also spread the word at Hidden Oaks Middle School and through his mom. In all, Judah collected 725 books. That number was far more than anyone anticipated. In order to house the books, Judah took some of the money he re-ceived as gifts for his bar mitzvah and purchased bookshelves. Judah’s dad, Larry Lebofsky,

said that everyone was pleased by Judah’s initiative and spirit. “We’re all impressed by Judah,”

he said. He’s always loved reading and he’s never taken it for grant-ed. He never assumes everyone has his advantages, books and

access to learning. When it was made clear that some kids don’t have books, he felt that and it wasn’t hard to figure out what the right project would be. “At SafeSpace, kids have chal-

lenges in their lives that Judah will never have. Books are an investment in children. For some, their education has been bumpy because of their situation. They also give the ability to escape into the world of imagination.” Judah is involved in his school’s

yearbook and hopes to become a photographer for National Geo-graphic magazine. He is hoping to use some of his bar mitzvah money to get a new camera and start taking lots of pictures. His dad said that he has two focuses. “The two areas for Judah are

kids and animals,” he said. “It’s creature that can’t help them-selves.” What started as a community

service project has evolved into a labor of love. Judah Lebofsky has certainly performed a mitzvah, in every sense of the word.

and gives the county no way to collect money, and doesn’t set up an escrow account,” Ed Fielding, Stuart, told alliance representa-tive Ike Crumpler at the meeting. “That’s a non-starter. That’s a non-starter.”About 25 from the public gave

residents are as happy with the county getting a customs facili-ty. Former commissioner Donna Melzer noted that much of the facility’s $1.4 million construction cost will be carried by a Florida Department of Transportation grant, $900,000. “Handshakes with the (Feder-

make it, due to prior commit-ments. “I will have a lot of questions

about traffic flow, neighborhoods and schools in proximity (to the proposed site),” he said in a phone interview. That’s if Costco ever files a bid to

build on the about 28-acre site, nestled between Martin Highway, High Meadow Avenue and the Ronald Reagan Turnpike. Nicki van Vonno, growth management department manager, said there is an issue that might bog down going forward with the proposed membership retail store. “There are significant wetlands

on the property, on half the property,” she said. “They really have to look at what we told them yesterday and determine if they can build what they’d like on the property.” What Costco proposed was an

about 150,000-square-foot, ware-house-style store with more than 650 parking spaces. But that’s speculative. “What happened yesterday is

a pre-application meeting,” van Vonno said. “There is no formal application at this time.” The growth manager said that

there are no land-use or zoning issues, but there are some ques-tions about traffic generation if Costco ever files to build on the site. “They seemed encouraged by

what they learned,” van Vonno said. The pre-application meeting trig-

gered no clocks and it might not be the last before a formal appli-cation is made. “We have folks who submit the

following week,” van Vonno said. “Sometimes we don’t hear any-thing for six months. Sometimes we don’t hear back.” If the company files to build on

the site, it will be counted as a major development. Supporters and critics will get chances to air their thoughts at public meetings. “It will go to the local planning

agency and the county commis-sion,” van Vonno said.

The Veterans Memorial Bridge opened in December, and Mar-tin Highway is slated to get two additional lanes by 2017. Dough-er, van Vonno and others were skeptical that the bridge figured into Costco’s thinking about the Palm City site. “For that kind of a store, you’re

really looking more at the high-way, because the highway is right there,” Dougher said. Commissioner Doug Smith, Jen-

sen Beach, said it’s unlikely that Costco could trigger a big-box commercial strip along Martin Highway. “There just aren’t enough par-

cels big enough to do anything like that,” he said. “It’s probably the only parcel left to do some-thing of that size.” The closest Costco to Palm City

is in Lake Park, 3250 Northlake Blvd. It’s about 27 miles from Palm City. According to news reports, Costco is the second largest retailer in the U.S. An unidentified representative at its Issaquah, Wash., home office referred Your Voice News & Views to its website for information. “We don’t have a media depart-

ment, and our policy is not to comment on specific markets,” she said repeatedly. Thomas Engineering Group

didn’t respond to requests for a phone interview by press time. Costco has been a member of

the Palm City Chamber of Com-merce for about 20 years, Caro-lyn Davi, executive director said. Former chamber president James Stedham was a Costco represen-tative to the chamber. The chamber is hosting a town-

hall meeting from 6 to 8 p.m. on Wednesday, March 12, at the Palm City Community Center, 2701 S.W. Cornell Ave., Charlie Leighton Park. Haddox will be on a panel. He expects the first public discussions about the proposed Costco to start at that meeting. “I don’t like giving a non-com-

mittal answer, but right now I’m open-minded,” he said. “I know I’ll hear from the community. It will likely come up first at the town hall meeting on the 12th.”

the tough fiscal times and de-spite all the calls up here to slash spending,” Murphy said during a March 5 press call. “The pres-ident basically singled out this project as a priority item.”The C-44 Reservoir and Storm-

water Treatment Area, located in Southern Martin County, is a 12,000-acre above-ground water storage reservoir that will eventu-ally hold and clean water dis-charged from Lake Okeechobee. Phase 2 of the project consists of constructing the reservoir and its seepage canals, discharge tower and canal and pumping station. Funding should be awarded by next summer. Phase two is ex-pected to be completed by 2020. Phase 3 includes the construc-tion of stormwater treatment area distribution canals and collection canals. The project’s last phase includes a communications tower and support buildings. The total cost for the C-44 Reservoir and Stormwater Treatment Area project is $405 million. The entire Indian River Lagoon South Proj-ect is scheduled to be completed in 2045, depending on funding, Army Corps spokeswoman Jenn Miller said. The project’s total cost is projected at $2.4 billion, Miller said.Treasure Coast clean water

The Martin County Board of County Commissioners has part-nered with the Solar and Ener-gy Loan Fund to provide local residents with free energy assess-ments to help them reduce their overall energy consumption and monthly electricity bills. The free energy assessments include a complete home energy assessment from a state-certified energy rater, which helps home-owners identify the most cost-ef-fective types of home energy improvements that provide the greatest return on investment. The Solar and Energy Loan

Fund will provide a free consul-tation to review the energy as-sessment, and also offers favor-able financing options to assist homeowners in completing these recommended home energy im-provements. The Solar and Energy Loan Fund has financed more than $2 million of energy retrofit projects in the Treasure Coast region, and the average homeowner is reduc-ing their energy consumption by 23 percent. The fund financ-es two dozen different types of proven energy-saving products that include basic weatherization and insulation, high-efficiency air conditioners, windows and doors, and solar water heaters, attic fans, and photovoltaic panels. Commissioner Haddox looks to veterans for economic development

MARTIN COUNTY — Commission-er John Haddox sees the Florida GI Bill as an economic-development opportunity. “What (Gov. Rick Scott) has been

doing, and I have been following, is making veterans a piece of the economic-development puzzle,” he said. “They come in with education funds and job skills. Enticing vets to the state is good for the econo-my.” The Florida Legislature seems to

agree. Sen. Thad Altman, chairman of

the Military and Veterans Affairs Committee, held up a copy of the annual Florida Veterans Benefit Guide on the State Senate floor on Tuesday, March 11. “With the passage of this bill, it

will get thicker and thicker and thicker,” he said. Florida has about 1.6 million

veterans. The Florida Senate sent a message — the state wants more.

The Senate unanimously adopted the Florida GI Bill during the Legis-lature’s annual National Guard Day. “On (Florida National Guard Day),

we usually pass feel-good reso-lutions,” Sen. John Thrasher, St. Augustine, said on the Senate floor after the vote. “Today we passed an extraordinarily substantive bill.”The Florida GI Bill was omnibus

legislation that combined numer-ous military- and veterans-related bills. Sen. Garrett Richter, Naples, said the bill was aimed at getting veterans stay in or move to the Sunshine State. “We want to encourage them to

make Florida their home over any other state,” he said on the Senate floor before the vote.Richter is the Senate’s President

Pro Tempore, and an Army veter-an. The state has about 61,000 active-duty personnel in it. The State House passed the Flor-

ida GI Bill on the first day of the legislative session, Tuesday, March

4. There, too, the vote was unani-mous. The Senate waived certifica-tion rules to speed the bill to Scott, a Navy veteran who’s expressed support for the legislation.Haddox, too, is a Navy veteran. He

also managed the Martin County Veterans Service Office until he ran for the commission in 2012. A major component of the bill is

creation of Florida is for Veterans, FIV, a not-for-profit direct-services organization that’ll operate in the Florida Department of Veterans’ Affairs. Steve Murray, communi-cations director of the FDVA, said that FIV will be largely autono-mous. “We will have little interaction

with them,” he said. “It’s complete-ly independent.”The Florida Legislature appropri-

ated about $425,000 to the state veterans department to start FIV. FIV will get $300,000 from Visit

Florida “for market research on the veteran and military community and advise Visit Florida in the de-velopment and implementation of a marketing campaign encourag-ing veterans and service members to make Florida their permanent residence.” And Visit Florida is directed to

use $1 million annually to do that marketing campaign. Another FIV duty will be devel-

oping Veterans Employment and Training Support, VETS. That

program is tasked to figure out how best to and then get veterans trained for and into the civilian job market. The legislature left how that’s to be done opened to a vari-ety of means. “Bottom line, businesses can get

access to the veterans they want to hire, and veterans can get train-ing,” Richter said. While the state’s unemployment

rate has dropped to about 6.2 per-cent, among veterans joblessness is higher. The state believes that about 7.3 percent of veterans are unemployed. To be counted in the unemployment rate, one has to be able to work and looked for a job in the previous 30 days. Many believe that the unemployment rate is doubled if discouraged workers — those who can and want to work, but have abandoned job hunting — are counted. Altman told colleagues before the

vote that the Florida GI Bill is likely historic. “I believe it’s the most comprehen-

sive military and veterans package this body, or any other state, has voted on,” he said. Murray said the state veterans de-

partment strongly backed the bill. “The idea of helping attract vets to

Florida and having them stay here — good,” he said. “We want them to stay in Florida and be produc-tive citizens.” Haddox said that the Business

STUART – The Jazz Age is a popular subject at the Lyric Theatre this season. The theater had a successful fundraising gala featuring the Cab Calloway Orchestra and a Prohibition-era speakeasy. On March 20, Lyr-ic favorites Doc Grober and the Mudcats will present a concert that is a tribute to the Jazz Age, the Roaring Twenties and its spe-cial music. Newcomers to the area might

not know that Ron Grober is a retired orthopedic surgeon who practiced for many years on the Treasure Coast. He served as team physician for the New York and St. Lucie Mets. Grober put himself through the University of Pennsylvania by playing the piano in a band called Ron Grob-er’s Quaker City Rhythm Kings. Then he stepped away from music during the lengthy process of medical school and surgical training. Several years ago, the Pelican

Yacht Club in Fort Pierce need-ed a fill-in band for an event. Grober put together a group for a one-time gig. The manager at the Pelican named the band the Mud-

cats after a catfish indigenous to Mississippi. While the players have changed over the years, the name stuck. The doctor spoke recently about

the music of a fascinating peri-od from the 1920s to the Great Depression. “The theme is an interesting

one,” he said. “People are excited about the Jazz Age. A lot of peo-ple have told me they’re interest-ed in that music. The tunes will help me tell the story of women’s suffrage, Prohibition and the post-World War II economic prob-lems that led to the stock market crash. This was happening at the time of speakeasies, the Harlem Renaissance and the Cotton Club and Apollo Theatre.” While Grober is steeped in the

history and shares some of it with this audience, it is the music that is the draw. “There will be music from Duke

Ellington, novelty tunes, Fats Waller and standard jazz tunes,” he said. Fans of the group will know that

it has made the Dixieland sound its own. The band has a stable of musicians on whom Grober calls, but it includes a trumpet, trombone, clarinet, piano, bass, drums and guitar, as well as a

TREASURE AND GOLD COASTS -- The Maltz Jupiter Theatre is of-fering local high school students the chance to produce a powerful classic American drama. Under the guidance of industry

professionals at Florida’s larg-est award-winning professional regional theatre, the theatre is inviting high school students to apply to be part of a free summer mentorship program to produce Arthur Miller’s critically-ac-claimed 1953 play “The Crucible.” The show will take place on the Theatre’s stage on Saturday, Aug. 16. Winner of the Tony Award for

“Best Play,” the story follows the

Salem witch trials that took place in the Province of Massachusetts Bay during 1692 and 1693, in which dark magic, jealousy and superstition took hold of the community. As witchcraft hyste-ria reaches a fever pitch, choices have to be made: conform to sur-vive or uphold your beliefs what-ever the consequence. “Our students will be producing

a dynamic, thrilling adaptation of one of Arthur Miller’s most pow-erful and important plays,” said Julie Rowe, director of education for the theatre. “’The Crucible’ is a central work in the canon of American drama, and the Maltz Jupiter Theatre’s mentorship pro-gram has become a place where students can spend their summer working on a relevant, important project with their peers.” Known as the Youth Artists’

Chair, the project aligns high school students with individual Theatre staff members for one-on-one mentoring and guidance during the creation process of the show. Through the project, stu-dents since 2011 have produced

the dramas “Hamlet,” “The Lara-mie Project” and “The Good Times are Killing Me.” Applicants for the project will

be interviewed and chosen by a committee. Winning students will then take on specific roles throughout the summer months that include producer, director, set designer, costume designer, lighting designer, sound designer, properties designer, stage man-ager, assistant stage manager, marketing, press relations, de-velopment, carpentry, run crew, wardrobe and electrics. The stu-dents will then lead three weeks of rehearsals before mounting the show on stage. “This project is an integral

part of our theatre’s community outreach and mission statement, which is to entertain, educate and inspire our community,” said Andrew Kato, the theatre’s producing artistic director. “We feel energized and fortunate to have this opportunity to mentor the next generation of theatre’s

PCAA holds 25th Annual Juried Art Show and Scholarship Fundraiser Each year the Palm City Art Asso-

ciates hold an art exhibit to display the fine art of its members and to raise monies for their Scholarship Fund to benefit college-bound high school art students. This 25th Annual Show raised funds beyond expectations due to the generous contributions of its members, the public, and the donation of an origi-nal painting by Sandra Odell. Artwork was judged and winners

were awarded ribbons in five cat-egories. Best in Show: Lenore Petty for her photo “Incandescent Intensity.” First place in Oils: Jane Ejan Blatt for her still life painting “Carnivale,” first place in Watercolors: Susan-na Cremin for “Waiting Around,” first place in Mixed Media: Billye Miraglia for “Hereafter” and first place in Pastels: Nancy Steinberg for “Ready to Eat.” Second-place ribbons were awarded to Janice Rogers, Pat Hoshino, and Betty Brain.
