Who are we?Our team has been successfully designing and building quality homes in the local area for over 25 years. We develop trusted relationships within communities, with landowners, design professionals, local authorities and housing associations and make a positive contribution to the delivery of housing for all sections of the housing market.

At Palace Green Homes we firmly believe that involving the community in the design of new housing delivers real social and economic benefits. Places feel more loved, and people have a sense of belonging.

People want to stay, neighbourhoods develop a good reputation and there is a strong sense of community. Workers on local wages can continue to live close to their place of employment, maintaining local family connections and reducing the need to travel.

We are specialists in delivery of community-led developments using the Community Land Trust (CLT) model of asset ownership.

Community-led developments usually contain a mix of housing tenures, and sometimes, buildings for other community uses. Private homes within these schemes will be sold on the open market, while community assets, such as affordable homes, community buildings and open spaces will be transferred to the CLT for long term management upon completion. The construction cost of the community assets is subsidised by the sale of private homes within the scheme, with

the content of the scheme carefully balanced to ensure project viability.

CLTs provide genuinely affordable housing by local people, for local people, by locking the value of the asset ‘in trust’ for the benefit of the local community in perpetuity.

We provide expert support to CLTs from initial set-up and early concept ideas, through design, planning and construction, to final delivery of new community-owned homes and assets.

RuralWe know that provision of affordable housing in rural areas for the people who grew up, work and live locally is foremost in the mind of many people in local villages, parishes and small market towns.

We have considerable experience of working in rural areas, building support for a proposal by working with parish councils and interested community representatives, delivering projects that meet local expectations around housing density, design, quality and allocation of affordable homes. Using our knowledge of housing need, the planning system and funding streams we are able to take local ideas and develop them into real projects of which communities can be proud.

Sustainable We are committed to deliver sustainable developments. Using sustainable materials is part of our ethos and we aim to provide homes which are not only comfortable but also inexpensive to run. We adopt a ‘fabric first’ approach, designing buildings of excellent build quality with very high levels of insulation, and making use of renewable technologies such as solar heated water, high levels of insulation and heat recovery systems where appropriate.

BackgroundTwo rural fenland villages joined forces to find a way of providing much needed affordable homes and other amenities for local people using a Community Land Trust.

Community EngagementFunding was raised from Design Council CABE, to provide specialist support in holding public meetings, presentations to local associations and community groups, and involving the school in a design competition for the children.

DesignPrevious housing sites in Stretham had not been sympathetic to the vernacular of the village, which is a traditional fenland settlement with narrow winding roads between houses of varying styles and ages all centred around a church, pub and the 15th century Cross.

Throughout the project the people of Stretham were fully involved in the discussions around site selection, scheme design, housing mix and addition of other community assets that would be of value to the community.

Partnership structured between landowner/developer/CLTWith a suitable site identified, the landowner, a local developer who specialises in quality homes, and the CLT worked together to get planning permission for a mixed development. This delivered an increased land value from the change of use to housing, and cross-subsidy for the affordable homes through the sale of market housing on the site.

Supporting the planning processWith planning permission secured in 2014, the CLT is now building 75 homes on the site, 23 of which will be affordable and the remainder sold on the open market. In addition, there will be a new village green, doctor’s surgery, work units and an extension to the cemetery.

Phil Rose MRICSPhil has led land and planning teams for Wilson Connolly, Berkeley Homes, Fairview Homes and Countryside Properties on major strategic land and urban regeneration projects

in London and East Anglia. He is a specialist in development appraisal, land acquisition, planning negotiation and community engagement; with recent experience of consultation, neighbourhood planning and community-led approaches to urban design. Key developments included 650 new homes and a primary school in East London, a 4,500 home eco-town proposal in Essex and a scheme for 400 new apartments in Central Cambridge. He was involved with the Stretham CLT project from start to finish.

Kevin FrancisONC/HNC Building StudiesKevin has worked in the residential house building industry for over 30 years with a number of house builders and housing associations identifying,

procuring and delivering open market and affordable housing projects in Suffolk, Norfolk, Cambridgeshire and Essex. Kevin also has experience of local authorities, having worked with Suffolk County Council and Cambridge City Council.

Kevin is responsible for identifying, assessing and acquiring land development opportunities for Palace Green Homes and our partner CLTs.

Debbie WildridgeMBADebbie is leading the CLT work at Palace Green, and with a background of running the CLT East specialist support on behalf of the National CLT Network

for several years, she gives in-depth technical advice to communities, local authorities and housing associations. She is a regular presenter on CLTs at regional and national events.

Her work includes detailed community empowerment and project shaping work which includes advising prospective CLTs on forms of partnership; business planning; legal formats and documentation; finance; land and planning issues.

Debbie holds a number of positions on voluntary Boards.

Schuyler NewsteadBSc Housing Studies, MICHSchuyler was Head of Housing and Development for South Cambridgeshire District Council for six

years during which time she was responsible for the delivery of a wide range of service functions including housing strategy, growth and enabling. In addition, she led on all the affordable housing s.106 negotiations for the strategic growth sites around Cambridge. Previously, she was Head of Housing Strategy and Development at East Northants Council.

Schuyler is responsible for taking Palace Green Homes’ high quality residential led developments through planning and design, contractor procurement and on to site.
