The Pick-Sloan Missouri Basin-Garrison Diversion projectis a rural water project specifically authorized to compensate North Dakota for the loss ofmorethan 500,000 acres ofland inundated due to the construction of the dams along the MissouriRiver. The proj ect was reauthorized in 2000 with the enactment of the Dakota Water ResourcesAct to meet our state's contemporary water needs. Through the funds provided for the PickSloan Missouri Basin-Garrison Diversion project, we have been able to provide safe andaffordable water to thousands of people. One proJect that is funded through Pick-Sloan MissouriBasin-Garrison Diversion is the Northwest Area Water Supply (NAWS). NAWS will deliver aquality water supply to more than 60,000 users in a 10-county area in the northwestern part ofthe state. I certify that I do not have any financial interest in this project.

This region has been plagued by a flooding disaster since 1993. During this time,Devils Lake, a closed basin lake, has risen 25 feet, consuming land, destroying homes, andimpacting vital infrastructure. Currently, six miles of the city's 40-year-old water transmissionline, including numerous gate valves, air relief valves and blow-off discharges, is covered by therising waters ofDevils Lake. If a failure in the line were to occur, it would be almost impossibleto make repairs, and the city would be left without a water supply. The funding I am requesting

    would be used to reroute the transmission line around the lake to ensure a reliable water supplyto the city. I certify that I do not have any financial interest in this project.
