Levee Road Water Association will accept statements of qualifications fromconsulting engineering firms for planning, design, construction, and other re-quired engineering, and administration related to the proposed System Im-provements Project (WX21173160). The Water Resource Information SystemProject Profile including the project description and estimated budget can bea c c e s s e d a t t h e f o l l o w i n g l i n k :https://wris.ky.gov/Portal/DwPrjData/WX21173160.
Firms wishing to be considered should send six copies of their statement ofqualification, not exceeding 15 single-sided pages, to Jocelyn Gross, GatewayArea Development District, 110 Lake Park Drive, Morehead, KY 40351. Pro-posals must be received by 3:30 p.m. local time on Thursday, December 20,2018.
All documents must be sealed and marked on the outside “Request for Qualifi-cations, Engineering Services, Levee Road Water Association System Im-provement Project.” Questions concerning this Request for Proposals shouldbe addressed to Jocelyn Gross, Gateway Area Development District at606-780-0090, ext. 2207 or email [email protected].
Statements should include a description of the firm’s capability and experiencein the field of engineering for water distribution systems and glass lined watertanks, resumes of individuals to be assigned to the project, a listing of similarprojects along with reference information, and a description of the firm’s famili-arity with the project area and the ability to provide responsive service toLevee Road Water Association. Firms responding to this request will beranked according to the information submitted.
Qualification Statements will be evaluated and ranked using the following crite-ria:
Technical Approach/Understanding of Problem 30 ptsCorporate Experience and Experience of Proposed Personnel 30 ptsAbility to Perform Work within Time Limitations 25 ptsFamiliarity with Local Area 15 pts
A proposal review committee comprised of representatives selected by LeveeRoad Water Association will meet and rank all received proposals within threeweeks of the proposal deadline. Levee Road Water Association will enter intonegotiations with the highest ranked firm to execute an engineering servicesagreement. If the parties are unable to negotiate a satisfactory agreement, thesecond highest ranked firm will be contacted. Once a firm has been selected,all unsuccessful firms will be notified.
Anticipated sources of funding will include, but are not limited to USDA RuralDevelopment and other sources including local monies. The formal solicitationof consulting engineering firms isbeing conducted to fulfill state/federal fundingagency procurement requirements of, but not limited to, USDA and/or otherfunding sources.
Levee Road Water Association reserves the right to reject any and all re-sponses, to waive any technicalities, and to negotiate with the respondent whomost nearly meets the project requirements. Levee Road Water Association isnot responsible or liable for any costs incurred by the consultants replying tothis request.
