The COAS accompanied by the Northern Army Comman- der, Lieutenant General YK Joshi and Chinar Corps Com- mander Lieutenant General DP Pandey, visited the for- mations and units, wherein the local Commanders briefed the COAS on the ex- isting security situation and the measures instituted to foil infiltration by terrorists from Pakistan Occupied Jammu and Kashmir. The COAS interacted with the troops and complimented them for their high morale and the high state of operational prepared- ness, as per an official press release. While appreciating the current state of peace prevailing along the Line of Control, Naravane cautioned all commanders and troops to not let their guard down and to remain pre- pared to meet any emerging securi- ty challenges effectively. Army chief reviews security along LoC in Kashmir BUREAU CHANDIGARH, JUNE 3: Amid an expected third wave of COVID-19 which is likely to affect children, Haryana Chief Minister, Manohar Lal has directed the officers concerned to ramp up their health arrangements at the CHC level along with increasing the number of Children wards well in advance. "Though now a down- trend in the number of dai- ly active cases has been seen but still COVID-19 Appropriate Behaviour should be followed reli- giously," said the Chief Minister while presiding over the meeting of Deputy Commissioners held here today. During the meeting, Deputy Commissioners ap- prised the Chief Minister about the strategies being adopted by them for com- bating the second wave. The Deputy Commissioners were directed to remain vig- ilant for the expected possi- bility of a third wave. "If the need of making additional arrangement of beds and rooms is felt at CHC levels, then the works regarding this should be made at the earliest", directed the Chief Minister. The Chief Minister further directed that the number of oxygen beds should also be increased along with keeping the mul- tidisciplinary teams con- ducting health checkups in villages on alert for better coordination. If needed, the second round of health checkups should also be conducted, directed Sh. Manohar Lal. The Chief Minister said that an ambu- lance should be stationed round the clock at every CHC so that people visiting these CHCs should get time- ly treatment and if required any critical patient should be immediately referred to the nearest district office. Every ambulance which would be stationed near these CHCs should have a maximum life support system, directed the Chief Minister. AGENCY NEW DELHI, JUNE 3 The Drug Controller of Delhi on Thursday informed the Delhi High Court that Gautam Gambhir Founda- tion has committed an offence under the Drugs and Cosmetics Act for hoarding unauthorised stock of COVID-19 drugs. Advocate Nandita Rao, appearing for the Drug Controller apprised a bench of Justices Vipin Sanghi and Jasmeet Singh about the inquiry re- port conducted by the Drug Con- troller and submitted that Gautam Gambhir Foundation purchased over 2000 strips by licensed dealers de- spite them not holding any valid li- cense for purchasing the same. She further added that the foun- dation was found to have unautho- rised stocking of Fabiflu under the Drugs and Cosmetics Act, an offence under the same act. The High Court sought from Drug Controller whether the status re- port is only in relation to Gautam Gambhir or does it relate to AAP MLA Praveen Kumar, to which Rao responded, "Status report deals with Praveen Kumar MLA also. We have found him guilty." After taking note of the inquiry report, the court ob- served that certain offences commit- ted both at the end of licensed dealers and retailers of medicines as well as Gautam Gambhir Foundation and MLA Praveen Kumar. Sources say that the com- mittee in its report has mentioned infighting, al- liances and flaws in candi- date selection as the main reasons for the Congress defeat. AGENCY NEW DELHI, JUNE 3 India recorded 1,34,154 fresh Covid-19 cases in the past 24 hours, pushing the total in- fections to 2,84,41,986, ac- cording to Union Health Ministry on Thursday. The country also saw 2,887 deaths, taking the total number of fatalities to 3,37,989. The death toll stands at 1.19 per cent. Daily recoveries contin- ued to outnumber the daily new cases for 21 consecutive days, as 2,11,499 patients re- cuperated during the past 24 hours, pushing the number of recoveries to 2,63,90,584. With these new recoveries, recovery rate jumped to 92.79 per cent. Now, active caseload fur- ther declined by 80,232 to stand at 17,13,413, shows the data. Meanwhile, weekly positivity rate is currently pegged at 7.66 per cent. Dai- ly positivity rate dipped to 6.21 per cent, less than 10 per cent for the 10th consecutive days, the Ministry added. So far, the country has carried out more than 35.3 crore tests. According to Indian Council of Medical Research (ICMR), 35,37,82,648 tests have been conducted so far, 21,59,873 of which were car- ried out in the past 24 hours. On the vaccination front, a total of 22,10,43,693 doses have been administered since January 16 this year, of which 24,26,265 were ad- ministered in the past 24 hours. According to the Min- istry, 60 and above age group have received 34.7 per cent of the total doses adminis- tered so far, while 45-60 age category and 18-44 age cate- gory received 42.7 per cent and 22.7 per cent doses re- spectively. AGENCY NEW DELHI, JUNE 3 Development Goals (SDG) India In- dex 2020-21 released on Thursday, Kerala has retained the top rank with a score of 75 while Bihar has been ad- judged as the worst performer with a score of 52. NITI Aayog Vice Chairperson Dr Rajiv Kumar today launched the re- port titled, SDG India Index and Dashboard 2020-21: Partnerships in the Decade of Action. As per the Niti Aayog, Kerala re- tained its rank as the top state with a score of 75. Both Himachal Pradesh and Tamil Nadu took the second spot with a score of 74 while Bihar, Jhark- hand and Assam were the worst-per- forming states in this year's India in- dex with scores of 52, 56 and 57 re- spectively. Chandigarh too maintained its top spot among the UTs with a score of 79. Mizoram, Haryana, and Uttarak- hand are the top gainers in 2020-21 in terms of improvement in score from 2019, with an increase of 12, 10 and 8 points, respectively. "The country's overall SDG score improved by 6 points--from 60 in 2019 to 66 in 2020-21. This positive stride towards achieving the targets is largely driven by exemplary country- wide performance in Goal 6 (Clean Water and Sanitation) and Goal 7 (Af- fordable and Clean Energy), where the composite Goal scores are 83 and 92, respectively," said Niti Aayog. Development Goals (SDG) India In-dex 2020-21 released on Thursday,Kerala has retained the top rank witha score of 75 while Bihar has been ad-judged as the worst performer with ascore of 52.

NITI Aayog Vice Chairperson DrRajiv Kumar today launched the re-port titled, SDG India Index andDashboard 2020-21: Partnerships inthe Decade of Action.

As per the Niti Aayog, Kerala re-tained its rank as the top state with ascore of 75. Both Himachal Pradeshand Tamil Nadu took the second spotwith a score of 74 while Bihar, Jhark-

hand and Assam were the worst-per-forming states in this year's India in-dex with scores of 52, 56 and 57 re-spectively.

Chandigarh too maintained its topspot among the UTs with a score of79. Mizoram, Haryana, and Uttarak-hand are the top gainers in 2020-21 interms of improvement in score from2019, with an increase of 12, 10 and8 points, respectively.

"The country's overall SDG scoreimproved by 6 points--from 60 in2019 to 66 in 2020-21. This positive

stride towards achieving the targets islargely driven by exemplary country-wide performance in Goal 6 (CleanWater and Sanitation) and Goal 7 (Af-fordable and Clean Energy), wherethe composite Goal scores are 83 and92, respectively," said Niti Aayog.

First launched in December 2018,the index has become the primarytool for monitoring progress on theSDGs in the country and has simulta-neously fostered competition amongthe states and union territories byranking them on the global goals.

Joginder Chahal, direc-tor of a Panchkula-based companynamed Essor Quality ManagementCertification Pvt Ltd, said that hiscompany is an authorised trainingpartner of the Food Safety and Stan-dards Authority of India, whose job isto give food safety tests to foodtraders in the state. After training,training certificates are also issued tothe food traders whose records areavailable on the official website ofFSSAI. The company had appointedPradeep, a resident of Jind's villageButani, as the district coordinator for

RAJINDER SINGHPATHANKOT: The dead body of ayouth has been found in Khandarbuilding near the narrow gauge railwayline on Dalhousie Road. The deceasedwas identified as Rohit Kumar (31)resident of Mohalla Rampura. BrotherAmit Kumar told that Rohit Kumar usedto sell vegetables.He had taken his bikefrom home at 11 am on Sundaymorning, but did not return home till 8pm. They searched for him a lot andmade many calls on his mobile, but hedid not receive the phone.On Monday,Rohit's mobile number got switched off.Rohit also had 10 thousand rupees inhis pocket. He had lodged a complaintabout Rohit's missing in the policestation division no.2. Delhi reports 1,044 black funguscases, 89 deaths so far

As many as 1,044 cases of blackfungus also known asMucormycosis have beenreported in Delhi with 92recoveries and 89 deathsregistered so far, said StateHealth Minister Satyendar Jainon Thursday. The number ofactive cases of black fungusinfection stands at 863, heinformed.

At a press conference, thestate Health Minister said, "Therehave been a total of 1,044 blackfungus cases in Delhi so far. Thestate has recorded 92 recoveriesfrom the infection and 89 relateddeaths. The number of activeblack fungus cases stands at 863."

Meanwhile, Satyendar Jainsaid he has no clue about howmany Covid-19 vaccine dosesDelhi would be receiving in itsfresh stock.

"Until we get it, we cannot

say anything," he said on COVIDvaccine doses.

For more than a week, Delhi'sgovernment vaccination centresfor the beneficiaries in the agegroup 18-44 years have beenclosed, due to unavailability ofstock. With a gap mandated offour weeks between the twodoses of Covaxin, there are many

beneficiaries waiting to get theirsecond dose on time.

Speaking about the matter ofwhen people will be administeredtheir second dose, he said, "Wewere following the scheduleprovided by the Centre. If thestocks of Covaxin doses getsreplenished, we will stop givingthe first dose and instead

prioritize giving second dose tothe beneficiaries who have beenadministered the first dose. Wegot the vaccines in May and byJune the supply has significantlyreduced. We are trying our best."He further stated that there aretwo parts of the Covidvaccination drives - one is toprocure it and the second is toadminister it. "The Delhigovernment has fully prepareditself to administer vaccinedoses," he said.

Satyendar Jain also said that asero survey will be done to assessthe prevalence of the novelcoronavirus in the nationalcapital and rectify the claims ofthe experts which stated that 80per cent of Delhi's population hasbeen infected with the virus.

According to the state healthbulletin issued on Wednesday,Delhi registered 576 fresh Covid-19 cases over 24 hours. Thepositivity rate stands at 0.78 percent in the national capital.

Golden eagles may use turbulence to accelerate: Study

Pandemic led to increased screentime, more sleep problems

Anew study has foundthat increased eveningscreen time during the

COVID-19 pandemic negative-ly affected the sleep quality ofpeople. The findings of thestudy were published in thejournal 'Sleep'. During the lock-down period in Italy, daily in-ternet traffic volume almostdoubled compared to the sametime in the previous year. Re-searchers conducted a web-based survey of 2,123 Italianresidents during the third andseventh week of Italy's first na-tional lockdown. The surveyran in the third week of lock-down (March 25th - 28th,2020) and evaluated sleep qual-ity and insomnia symptoms, us-ing the Pittsburgh Sleep Quali-ty Index and the InsomniaSeverity Index as means ofmeasurement. The second as-sessment survey, in the seventhweek of lockdown (April 21st -27th, 2020), inquired about theusage of electronic devices inthe two hours before fallingasleep, in addition to repeatingthe sleep questionnaires. Of theparticipants surveyed, 92.9 percent reported an increase intheir electronic device usage

between the first and secondsurveys. These participantsshowed decreased sleep quality,an increase in insomnia symp-toms, shorter total sleep times,and later bedtimes and risingtimes. Researchers found an in-creased prevalence of poorsleepers and respondents withmoderate to severe insomniasymptoms only within thisgroup of respondents. Some 7.1per cent of participants reporteda decrease in evening screentime between the first and sec-ond survey, and conversely re-ported improved sleep qualityand fewer symptoms of insom-nia. This subgroup also demon-

strated a decrease in the preva-lence of poor sleepers and mod-erate/severe insomnia symp-toms. These respondents wentto bed consistently earlier afterfour weeks of home confine-ment. Survey respondents whoreported no change in theirscreen time exposure likewiseshowed no variations in theirsleep habits. Notably, this groupof responders had the best sleepquality and fewest insomniasymptoms in the first survey re-sults, suggesting that the lock-down exacerbated negativesleep conditions for people al-ready suffering from poor sleepquality.

Although soaringbirds spend a signifi-cant portion of theirlives navigating turbu-lent environments, the

role turbulence plays intheir lives is unclear.This holds especiallywhen turbulent air cur-rents fluctuate on simi-lar timescales as avianflight behaviours."Against a backdrop ofcomplicated behaviourand aerodynamics, wefind that a simple linearmodel almost fully ex-plains the interactionsbetween an eagle andturbulence and that thisinteraction, in turn, al-most fully explains theaccelerations of the ea-gle's body throughoutits airborne life. Theturbulent nature of the

atmosphere is not mere-ly a subtle nuance towhich the eagle adjustsbut rather a fundamen-tal characteristic thatleaves its imprint on allmodes of flight," astudy read.

"By combiningwind speed data withthe measured accelera-tions of a golden eagle(Aquila chrysaetos) fly-ing in the wild, we findevidence in favour of alinear relationship be-tween the eagle's accel-erations and atmospher-ic turbulence fortimescales betweenabout 1/2 and 10 s.

These timescales arecomparable to those oftypical eagle behav-iours, corresponding tobetween about 1 and 25wingbeats, and to thoseof turbulent gusts bothlarger than the eagle'swingspan and smallerthan large-scale atmos-pheric phenomena suchas convection cells,"the study reads.

The eagle's acceler-ations exhibit powerspectra and intermittentactivity characteristicof turbulence and in-crease in proportion tothe turbulence intensity.Intermittency results in

accelerations that areoccasionally severaltimes stronger thangravity, which the eagleworks against to stayaloft.

These imprints ofturbulence on the bird'smovements need to befurther explored to un-derstand the energeticsof birds and othervolant life-forms, to im-prove our own methodsof flying through cease-lessly turbulent envi-ronments, and to en-gage airborne wildlifeas distributed probes ofthe changing conditionsin the atmosphere.

The government’s short-sight-edness and lack of vision have damaged the ecosys-tem of governance pertaining to health and livelihood.When it had the time and the opportunity to rejuvenatethe health system, the Centre did not heed the sugges-tions made by civil society and experts. It was moreinterested in winning elections than saving lives.The Union government should take lessons from thepast for the sake of the future. While battling Covid-19, it should simultaneously focus on a long-term planto generate sustained employment for citizens andcreate robust universal social security for the margin-alized. Unlike last year, the virus has spread to the ru-ral areas. The health hazards are expected to createmassive chaos and ruckus in village communities.Districts and block headquarters are short of resourcesto respond to the medical needs of the people. Manystates have imposed strict lockdowns, causing loss inemployment and income for rural citizens. The lossesfor daily wage workers, livestock rearing communi-ties and marginal farming households will cause eco-nomic distress and increased indebtedness. The foodcrisis will intensify in the coming months on accountof income losses, restricted movements, and reducedmarket capacities due to full or partial lockdowns. Itis thus important to ensure access to basic services andsecurity in terms of shelter, food and a regular sourceof income. The expansion and the strengthening of theNational Food Security Act and the National RuralEmployment Guarantee Act can play a vital role inpreventing people from slipping into abject poverty.The Centre announced five kilogrammes of free grainfor individuals enlisted under the NFSA through thepublic distribution system for May and June. This willbe done under the Pradhan Mantri Garib Kalyan AnnaYojana. Earlier, the Centre had allocated Rs 73,000crore for the NREGA; this was about Rs 38,500 croreless than that of the revised estimate of last year. TheCentre had also notified an annual increment of about4 per cent in NREGA wages. This approach is ratherconservative. Instead of short-term support, the gov-ernment should look to do the following that can havea larger impact on the rural masses.
