The Government has attached `Seed Farm' situated at Dhar Bagh, Shivpora spread over nearly 257 kanals of land in Srinagar which had been pur- chased from the loan amount. The NABARD, Anti- Corruption Bureau (ACB) Jammu and Kashmir and the Registrar Cooperatives in their separate enquiries into sanction of Rs 223 crore worth loans by the Bank to a non-existent Society have established the fraud committed by the Board of Directors. The Lieutenant Governor has already directed all Government Departments to go tough against corruption in vari- ous institutions and detection of Rs 223 crore worth fraud by the JKSCBL is a step in that direc- tion as supersession of the Board of the Bank will send a strong message to all those indulging in corrupt practices. “Some influential persons were involved in the scam and their identity may surface during further inquiries into the sanc- tion of loan,'' official sources told the Excelsior. After superseding the Board, the Government today appointed the Divisional Commissioner Kashmir as Chairman and Tassaduq Hussain Mir, KAS as Managing Director of the Bank. The Members nominat- ed to the Board included General Manager NABARD, Additional Registrar Cooperative Kashmir, Moksha Kazmi, Senior Advocate, J&K High Court, Rajni Saraf, President J&K Bank and R Saboti, Chartered Accountant. “The Reserve Bank of India is being consulted for confirm- ing the order of supersession of Board of Directors and appoint- ment of new Board,'' sources said, adding the new Managing Director today took a meeting of the officers of the JKSCBL. Mohammad Shaffi Dar, Chairman of the Bank, has been booked by the Anti-Corruption Bureau. Sources said the Chairman in connivance with officials and beneficiaries, had sanctioned Rs 223 crore fraudulently in favour of a non-existent co-operative society - River Jhelum Co-oper- ative Housing Building Society. It was further revealed that the Chairman of the so-called society had moved an applica- tion in the Department of Co- operative Societies, seeking directions to the J&K Cooperative Bank for grant of financial assistance of Rs 300 crore for taking over possession of 300 kanals of land on the out- skirts of Srinagar City for con- struction of a satellite township. "J&K Cooperative Bank, Srinagar, sanctioned a loan to the tune of Rs 223 crores with- out obtaining any details of the society like balance sheet, profit and loss account busi- ness, activities being done by the society, PAN number, Income Tax Returns details and details of construction of the Board, and Board resolu- tions among other things," the official said. Inquiries had revealed that the River Jhelum Co-operative Housing Building Society was not even registered with Jammu 12 pregnant women, dead man among 61 test +ve in Kashmir Fayaz Bukhari SRINAGAR, May 16: In the highest single day spike in Coronavirus positive cases in Kashmir, 12 pregnant women and a 70-year old man who died in SKIMS today were among 61 people who tested positive in the Valley taking the number of positive cases in Jammu and Kashmir to 1121 while Corona death toll is now 12. A 70-year-old man from Budgam today died at SKIMS Soura and he later tested posi- tive in the evening taking the COVID-19 deaths in Jammu and Kashmir to 12. Medical Superintendent SKIMS, Professor Farooq Jan, told Excelsior that the man had suffered heart attack and was reported to Casualty section late last night and died this morning. He said that he had chest ailment also and his sample was taken and it tested positive this evening". The body was kept in mortu- ary and has been handed over to the family after completing for- malities as per COVID-19 pro- tocol. The 70-year old man was a resident of Buchru Chadoora in Budgam district. The Srinagar district has reported 4 of the deaths, high- est in any district, followed by 3 in Baramulla and one each in Bandipora, Anantnag, Budgam, Udhampur and Jammu. With today's cases, the num- ber of COVID-19 positive cases in Jammu and Kashmir is now 1121 with 989 in Kashmir.. The total number of active positive cases is 567 with 497 in Kashmir. So far 542 people have recovered including 482 in Kashmir while 12 persons died so far. Dr Farooq Jan told Excelsior that 37 tested positive at SKIMS Pathology Lab today including 12 from Kupwara, 3 from Anantnag and one each from Baramulla and Budgam. The positive cases from Kupwara Include 8-year-old girl, 24-year-old, 29-year-old, 36-year-old, 38-year-old, 48- year-old and 61-year-old women from Gonipora Handwara, three men aged 25, 28 and 43 years besides 19-year-old man from Warpora and 40-year-old man from Kralpora in district Kupwara. The three persons whose samples were collected at DH Anantnag tested positive at SKIMS include 25-year-old man from Damhal, 26-year-old man from Anantnag, and 32-year-old man from Kunzer Baramulla, all with travel history of Bhopal. The Baramulla case is a 55-year- old man while Budgam cases is a 70-year-old from Chadoora who died at SKIMS. The Nodal officer Government Medical College Srinagar, Dr Salim Khan, told Excelsior that 1002 samples were tested at CD hospital's Covid-19 laboratory and 17 per- sons tested positive. He said that Mohinder Verma JAMMU, May 16: There is no end to the crisis in the Jammu and Kashmir Forensic Science Laboratory (FSL) as the decision about the reorga- nization taken several months back has remained on papers because of the absolute non- seriousness on the part of the concerned authorities. Due to inaction on the deci- sion of the then State Administrative Council almost all the posts of Scientific Officers and Assistant Scientific Officers are lying vacant and non-technical officials are ruling the roost in the lab, which other- wise is supposed to play a cru- cial role in the criminal justice system. Vide Government Order No.594 dated June 11, 2019, the Principal Secretary to the Government, Home Department Shaleen Kabra ordered place- ment of eight Scientific Officers of the Forensic Science Laboratory as Incharge Deputy Directors in their own pay and grade for a period of six months or till the posts are filled up on regular basis on the recommen- dations of the DPC/PSC. Thereafter, the then State Administrative Council vide Decision No.274/22/2019 dated October 22, 2019 accorded sanction to the reorganization of the J&K Forensic Science Laboratory in order to overcome the crisis which the Lab is facing during the past several decades. However, despite lapse of several months the much- needed reorganization has remained on the papers only because of absolute non-seri- ous approach on the part of all the concerned authorities par- ticularly those who are at the helm of affairs in the Forensic Science Laboratory, sources told EXCELSIOR. Kathua recorded highest number of 11 cases today fol- lowed by six in Ramban, two each in Jammu and Samba and one each in Udhampur and Poonch. This was the first COVID-19 positive case in Poonch district. Late tonight, two persons from Bishnah tehsil of Jammu district including a female, who had returned from New Delhi, tested positive for COVID-19. Two persons from Samba dis- trict, one of them a female stu- dent, also tested positive. Another person hailing from Udhampur was tested Corona positive late in the night. All late night five Corona positive reports were confirmed in the Government Medical College (GMC) Jammu. Teams have been sent to shift all five to hospitals from quaran- tine centres, who were asympto- matic. District Magistrate Kathua OP Bhagat told the Excelsior that 11 persons from the dis- trict, who had returned from different parts of the country and were under administra- tive quarantine at different places, have tested positive for Coronavirus today. “All of the positive cases have been identified and are being sent to the hospitals from different quarantine centres,'' Bhagat said, adding all of them are asymptomatic. Their con- tacts are being traced for isola- tion and sample testing. Also, the Government will expand the list of weapons/plat- forms banned for imports with year-wise timelines and indi- genisation of some imported Govt to raise FDI in defence production; open coal, mineral mining * Bold reforms to boost sagging economy Nishikant Khajuria JAMMU, May 16: To facilitate the hassle free return of migrant workers and other stranded persons of different States in Jammu and Kashmir, the Union Territory Government today issued Standard Operating Procedures (SOPs) for their departure movement. "The trains for various desti- nations in the country will leave from Railway Station Katra, where the migrant workers and stranded persons shall be brought in an organized manner from their respective places of stay in the UT of J&K for their further departure," reads the SOP order, issued today by Shaleen Kabra, Principal Secretary to Government, Home Department, who has been des- ignated as Nodal Officer for Movement of Stranded Persons of J&K. As per the directions con- tained in the SOPs, the Nodal Officer will seek requisition of trains from the Railways on the basis of information provided by the Labour Commissioner, which should be duly vetted after verification on ground before furnishing the same since the consent of the receiving state is also required. The Labour Commissioner will provide full train passenger manifest along with destination districts of a particular State, preferably all those going to a particular destination district in the same train besides destina- tion district wise summery and this information should be fur- nished at least four days in advance of the likely departure. Thereafter, the Nodal officer of J&K UT shall notify the departure schedule of the trains while Saurabh Bhagat, Commissioner Secretary Labour and Employment Department shall assist him for the same.     facilitate the hassle free returnof migrant workers and otherstranded persons of differentStates in Jammu and Kashmir,the Union TerritoryGovernment today issuedStandard OperatingProcedures (SOPs) for theirdeparture movement.

    "The trains for various desti-nations in the country will leavefrom Railway Station Katra,where the migrant workers andstranded persons shall bebrought in an organized mannerfrom their respective places ofstay in the UT of J&K for theirfurther departure," reads theSOP order, issued today byShaleen Kabra, PrincipalSecretary to Government, Home

    Department, who has been des-ignated as Nodal Officer forMovement of Stranded Personsof J&K.

    As per the directions con-tained in the SOPs, the NodalOfficer will seek requisition oftrains from the Railways on thebasis of information provided bythe Labour Commissioner,which should be duly vettedafter verification on groundbefore furnishing the same sincethe consent of the receiving stateis also required.

    The Labour Commissionerwill provide full train passengermanifest along with destinationdistricts of a particular State,

    preferably all those going to aparticular destination district inthe same train besides destina-tion district wise summery andthis information should be fur-nished at least four days inadvance of the likely departure.

    Thereafter, the Nodal officerof J&K UT shall notify thedeparture schedule of the trainswhile Saurabh Bhagat,Commissioner Secretary Labourand Employment Departmentshall assist him for the same.

    COVID tally crosses90,000, deaths 2800NEW DELHI, May 16: The nationwide COVID-19

    tally crossed 90,000 today withnew cases getting detected fromGanjam in Odisha to Patna inBihar to Thrissur in Kerala, andmostly among people havingreturned from big Indian citiesor even from abroad.

    Several big urban centresalso continued to report largenumbers, with just five of them -- Mumbai, Delhi, Ahmedabad,Chennai and Pune -- now takinga share of over 50 per cent in thenationwide count of the deadlyvirus infection with close to46,000 cases.
