From: Adrian Northover Sent: 05 June 2010 15:54 To: McGuiness, Ian Subject: Application for Alcohol Licence Follow Up Flag: Follow up Flag Status: Red Dear Mr McGuiness, APPLICATION FOR AN ALCOHOL LICENCE FOR A PROPOSED CO-OP STORE AT 14 HURSLEY ROAD SO53 2FU I would like to object to the Planning Application for the former Auto Forum garage at 14 Hursley Road, Chandlers Ford, SO53 FU2, to become a Co-op Express with an alcohol licence for selling liquor from 0600 until 2300 Monday to Sunday. If this is approved, it will mean rowdy youths drinking outside the Co-op late at night, with a prospect of fights and vandalism! There are also two takeaways beside that location which will probably add to the problem. Nursery House is an "over 55" apartment block, with most of the residents being in their 70's or 80's. I know you will say that it will be policed, but I have not seen an actual Police Officer since I have moved into Nursery House in November 2005, except in a car. Initially we had a visit by the Community Support Officers, but that was sometime ago and we have not seen one since. There is already a Co-op store (Summerfields) less than a mile away at the Fryern Arcade. There are also several vacant premises in the Chandlers Ford Precinct which is underutilised. Additionally, a Co-op in that location will probably put the local Spar shop (which also has a liquor licence and is just across the road), out of business. There is a Public House opposite the planned location and around the corner in Bournemouth Road, a One Stop store which sells alcohol and is open until 2300 each night. We certainly do not need another liquor store! I cannot pretend to speak on the behalf of all the residents of Nursery House, but all those I have spoken to on this subject, are very concerned at the prospect of another liquor store. We live just up the road from the proposed store and have had to put up with trouble over the years from drunken people doing damage to our properties, cars and plants during very late evening and the early hours of the morning. Since the Tabby Cat closed it has not been quite so bad, however if a Co-op store is allowed to sell alchohol, then it will not only encourage youngsters to ‘hang about’ around the shop we will have them thinking it is funny to do damage to our properties. We also object to any food store opening as we feel we have enough supermarkets within walking distance and also it can only do damage to Mrs Shah’s newsagents and Spar shop. 13 Park Road Chandlers Ford Hampshire SO532EW 12 June 2010 Dear Sirs We write to you in order to object to the planning application made by Southern Cooperatives Ltd (app no: F/10/67233) relating to Station Garage, 14 Hursley Road, Chandlers Ford, and also to object to this organisation’s application to sell intoxicating liquor from this premises between the hours of 6am and 11pm. We have the following concerns:

There are two licensed premises already situated extremely close to this site: The Monks Brook public house and Spar shop. These two outlets are quite sufficient for those living in the vicinity. This leads to our next point:

The immediate area is largely populated by elderly people and families.

Those who are likely to purchase alcohol later at night, I would argue, are young people who would come into the area to do so. Extended licensing hours to such as those proposed, often results in groups of youths loitering outside the premises, creating noise and disturbing those who actually live in the surrounding area. There has been much publicity given to binge drinking and its consequences recently, and I would not wish to see this part of Chandlers Ford blighted by such behaviour.

I believe that the proposed site of the development lies outside of the current

retail zone. Rather than allowing new sites to move to retail use, would it not be better to look to reinvigorate existing retail premises such as those available in the Central Precinct?

The Park Road/Hursley Road junction is already very busy and hazardous,

particularly at the start and end of the school day. The proposed development would increase congestion, and, therefore, pollution in this area besides adding to the already existing potential dangers of this junction.
