Congratulations to all the graduates of Cagayan State University! Congratulations also to the parents who, with their love and much hope, labored unconditionally for their children to reach this important milestone in their lives!
Graduates, today marks not merely a completion, but a step closer to realizing your
dreams. Graduation may be the end of a journey in tertiary education that was filled with industry, prayer and sacrifices; but just as the term 'commencement' connotes, it also marks a beginning to a new chapter in your lives.
Today, as you and your family celebrate this momentous occasion in your life, know
that we at the Commission on Higher Education are one with you Together with the University's administration, we have endeavored in efforts to provide you with the relevant and quality education that would equip you with the skills, knowledge, and the proper attitude to enable you to better face the challenges ahead. The graduation theme: "CSUans Gearing towards Continuous journey to ASEAN Integration" speaks of endless possibilities for those willing to take on the journey and challenge towards excellence and global competitiveness.
But while ASEAN Integration might have opened up avenues for Asians like us to participate in the global market,
we must be able to assess ourselves and see how we can take advantage of these promising opportunities given our realities. This is vision. Having the foresight to see vividly your goal, but grounded enough to know one's condition. Far from the knowledge of everyone, ASEAN Integration is more than - of unity, of vision, and capacity. As Filipinos, we need to help one another, and be an instrument of success for each other. As a community and nation, we need to have a common vision, and to move together in that same direction. We must be able to op one another's potential, to find our niche, and optimize our gains.
It is in this spirit that we encourage your young and spirited individuals, to explore your potentials Hone your skills
and talents. Discover, invent, and continue to be productive. For at the end of the day, it is in these struggles that we learn to appreciate life and our existence.
Graduates, in this age of globalizing society, each one of us has the potential to make things happen. Keep your
focus and never lose sight of your ambition. Our world is continuously transforming. Opportunities might not readily come to us, but these can be created, so rather than wait, let us do our best to create these opportunities not only for ourselves or for our own families, but also for our nation. For it is out of these individual successes that our nation can hope to rise to greatness once again.
With this, I would like to extend my congratulations to the administration, the faculty members and staff of the
University! Keep up the good work and together, let u continue in our pursuit of providing quality education to help uplift the lives of our fellow Filipinos.

This favors the premise that regardless of the challenging times of the past four or so years, God has been so benevolent to bless us another milestone of reaping the fruit of your labor, your graduation day.
Your graduation day marks your continuous journey in the challenging yet fulfilling facets of the ASEAN Integration, and the uncertainties it will bring. Anticipate now the broader spectrum of this global connectedness as it will open more economic and academic breakthroughs. This will likewise create a more vibrant yet competitive economic interface that necessitates us to be more educationally equipped to survive and excel in the global scheme.
