GoI Search as a Service (GoI-SaS) is aninitiative to foster the efficiency and userexperience in the search interface of theGovernment owned websites. As a jointeffort of the National Informatics Centreand CDAC, rendered with open sourcetools & technologies, this service aims tomaneuver the quality and relevance ofthe search results for the users besidesenabling the administrators to monitorand analyze the search traffic on theirwebsites. This issue of Informaticsendows with a comprehensive overview of the initiative and explainshow the service is useful and can be effectively applied for thegovernment websites.

Under E-Gov Products and Services section, we have underlinedvarious significant ICT initiatives implemented in diverse sectors andgeographical spheres of the nation. ICT and ITeS for Local Bodieselections in Haryana, Online Entrepreneur Memorandum System,CollabDDS, Publishing of Exam Results and Online Counselling, CAS-MIS, iCJS, eROR, Infrastructure Project Monitoring System have beenelucidated in this section.

The Technology Update section accentuates on the relevance andfar-reaching outcome of imminent technologies such as Internet ofThings. This section also carries a detailed account on ResponsiveDesign.

oI Search as a Service(GoI-SaS) is a managedSearch service on the GoISearch Platform thatmakes it easy to set up

and manage search interface on anywebsite/portal or online webapplication. SaS enables you to searchlarge collections of data such as webpages (HTML documents) anddocument files like PDF, Open Officedocuments(.odt, .ods, .odp) & MSOffice documents(.doc, .xls, .ppt) etc.With GoI-SaS, the website owners canquickly add search capabilities to theirwebsite even without becoming asearch expert or worry about hardwareprovisioning, setup, and maintenance.With a few lines of code and few clicksin the GoI-SaS Admin Console, youcan create a search interface, and theGoI-SaS search service automaticallyprovisions the required technologyresources and deploys the highlytuned search index. You can easilychange your search parameters, fine

tune search relevance, and watch theuser search queries and behaviours onthe website.

GoI-SaS INTERFACESearch as a Service (GoI-SaS)

enables web site owners to define theirown search interface on theirwebsites/portals. GoI-SaS provides adeceptively simple form-basedinterface for building a domain-specific search interface on top of theGoI-SaS search platform. This meansthat the builder gets to focus onselecting valuable content and tuningthe ranking criteria, while GoI searchplatform performs the immense task ofcrawling, indexing, ranking, anddisplay of results.

Underthis initiative, Search as aservice (GoI-SaS) facilitatesthe website owners in theGovernment to define theirown search interface on theirwebsites/portals and it helpsthen in analysing the usersearch queries and clickbehaviours on Search results.

sites/URLs (including flexible URLpatterns) are searched, and to define aset of rules that guide the ranking ofresults. Once the GoI-SaS is defined,the site owner places a search box ontheir site.

The GoI-SaS users can also includeonscreen Virtual Floating HindiKeyboard along with the search box tohelp the visitors in submitting thesearch queries in Hindi language.

When the users perform a search,they are brought to a web page thatlooks much like the traditional searchresults page. However, there are twoimportant differences:

1. The site owner can choose to havethe search results appear in an iframeon their own site.

2. The site owner can customize thelook and feel of the page to make itlook more like their existing site.

REQUEST FLOW IN GoI-SaSInitially, the search page is

downloaded from the respectivewebsite and depicted in the visitor’s

browser. Once the search query issubmitted on the search form, it isdirectly sent to the GoI SearchPlatform, http://goisearch.gov.in asAjax request. The GoI Search platformthen returns the search results inJSONP format and finally the visitor’sbrowser renders the search results.

The steps are explained in thesequence diagram. To customize thelook and feel of the search results page,the site owners can modify defaultCSS to suit their respective websitedesign.

HOW TO REGISTER YOUR WEBSITEWITH GoI-SaS?If your organization is functioning

under the aegis of Union/StateGovernment, you can contact therespective NIC Web Co-ordinator toregister your website with GoI-SaS.Once the registration process iscompleted successfully, the websitewill be further registered with GoISearch Platform for periodicalcrawling/indexing. The GoI-SaS

Admin Console will help you ingenerating the search code andimplementing it on your websitesearch page. You can also login to theSaS Admin console using NIC LDAPNIC/Email account. The GoI-SaSadmin console is available athttp://searchservice.nic.in.

With exponential increase in thenumber of Government sectorwebsites, the need for enhancedaccessibility for a better userexperience is being increasingly felt.GoI Search as a Service (GoI-SaS) isenvisaged to provide quick, easy andrelevant search results to the users,thereby substantially improving theuser experience of the website .Website proprietors can use the GoI-SaS service to enable their siteSearchable and also define their veryown customized search interface. GoI-SaS also enables the owner of thewebsite to monitor the incomingtraffic on their websites, searchqueries specific to their reports,relevancy of search results specific totheir website through a commondashboard. I am sure that the initiativeshall establish in milestone inenhancing the usability ofGovernment websites.

GoI-SaS ADMIN CONSOLEThe SaS admin console helps users

in generating/customizing the searchcode for their website/s. It also helpsthe users in registering a new websiteswith GoI-SaS. Once the site isregistered with GoI-SaS consolesuccessfully, the site will be added inthe crawl/index list. The crawl/indexstatus of the site will also notified to theconcerned official.

GoI-SaS ADMIN REPORTSSearch Statistics section of the admin

console allows the users to monitorsearch traffic onto their website. Itgenerates a variety of reports whichhelps the website owners to analyzethe user search queries, user click

behaviour, target URL frequency etc.The following are the list of reportsavailable in GoI-SaS Admin console:

1. Query Frequency: This report lists the searchkeywords/queries on the site for theselected period and their frequency. Italso gives the details of target URLsselected for the query and the visitor’shost IP address.

2. User Click Behaviour onResults: It helps in getting the details of user

click frequency on search results. Itgives the number of user clicks on aparticular result position for the searchqueries i.e. How many users haveselected the results at first position?

How many on second? and so on.

3. User Navigation Behaviour onResult Pages : It lists the details of the user

navigation in first five pages of searchresults. It gives page-wise user clickbehaviours like How many havechosen the first page results?, Howmany on second page and so on up tofirst five pages.

4. Exceptional User NavigationBehaviour on Result Pages : It lists the page-wise user click

behaviours between the results pagessix to ten. i.e. it reports how manyresults are selected in sixth page,seventh page and so on up to tenthpage.

5. Result Returned Status: The search queries by number of

results returned are sorted in thisreport. It helps in finding out thesearch queries which returned noresults, maximum results and so on.

6. Target URL Frequency: It sorts the target URLs of the

website by query frequency and alsolists the search queries used to reach onthe page.

The results of the report can beexported as PDF/CSV files andsystem has the facility to print thereports. It also has the facility tographically present the report dataeither as Bar or Pie Chart for betterclarity.

The GoI-SaS components are deployed above the GoI SearchEngine components. The main components of GoI searchengine are crawler, Indexer and Search Engine. The Crawlerslook at web pages and follow links on those pages. The crawlprocess begins with a list of web addresses from past crawlsand websites submitted by website owners. The crawlconfiguration determines which sites to crawl, how often, andhow many pages to fetch from each site. GoI Search Enginecrawls and indexes the sites through the file called“robots.txt”. With the robots.txt file, site owners can providemore specific instructions about how to process pages andlinks on their sites.

GoI Search engine essentially gathersthe pages during the crawl processand then creates the index using theIndexer module. The indexergenerates and maintains theinverted indexes of the crawledpages in the Index DB. The SearchEngine evaluates the search query toquickly locate documents containingthe words/phrases in the query andthen rank the documents byrelevance and returns the SearchResults.

The GoI-SaS Admin console facilitatesthe users in submitting the websitesto GoI Search Engine and also helpsthem in analysing the search queriesand results. The user Search queriesand search results along with theuser profiles are logged in the AdminDB for further analysis. The GoI-SaSAdmin console generates variousreports like top queries, resultsreturned, user click behaviour, target

URL frequency etc. The SaS Search Interface facilitates theusers in submitting the search queries and then it returns thesearch results as XML file which can be further rendered onthe respective websites using the customized XSLT.

In the GoI Search Engine platform, the Search Engine Crawler& Indexer is powered with open source Apache Nutch & Solr.The Search portal as well as Search Admin Interface isdeveloped in Java and deployed on Apache Tomcat server. Thesearch engine infrastructure is housed on the load balancedand highly available environment for better performance andhigh availability.

BACKGROUNDAlmost every process involved in

conducting local body elections, rightfrom preparation of electoral rolls tothe declaration of results was manual.There was no coordination betweenElection departments of the state,which manages the electoral rolls forassembly and parliamentary electionsand the SEC. Use of computers at SECwas limited to preparation of excelsheets and word documents only.

BOTTLENECKS l Lack of IT infrastructure at the SEC

l Lack of IT awareness and trainingamong the staff

IDENTIFIED AREASThe whole idea of introduction of

ICT and ITeS at various stages of thelocal bodies’ elections wasconceptualized at the initiative of theState Election Commissioner.

Following problem areas wereidentified for modernization throughICT:

1. Dissemination of information in easyand quick manner

2. Integration of Assembly electionselectoral rolls with SEC electoral rollsfor local bodies elections

3. Publishing of draft rolls for everyoneto see

4. Accepting claims and objections ofthe voters at field level

5. Identification of duplicate voters andcorrection of electoral rolls

6. Marking of polling booths andmaking information about boothsavailable on web

7. Monitoring of polls and countingprocess

8. Publication of results and reportingat various levels

9. Generation of MIS

IMPLEMENTATION OF ICT INIDENTIFIED AREASa. Preparation of electoral rolls Data processing and final preparation

of local bodies, electoral rolls was doneat Field units using client serversoftware. Final data, after ward-marking, de-duplication and correctionwas linked to a web based voterhelpline making it available to thevoters.

b. Accepting claims and objectionsfrom voters/citizensA centralized role based web solution

was used to accept claims and

The local bodies electionsconducted by State ElectionCommission (SEC), evoke hugeenthusiasm and interest amongstthe public and political parties.Usually the number of candidatestaking part in such elections is verylarge. Due to high percentage ofvotes polled, the value attached toeach vote is very high. All thismakes the need for transparency inconducting local bodies’ elections aparamount necessity.At the same time, the StateElections Commissions are theoffices, where optimum use of ICTand ITeS is yet to be made. Thisproject aimed to bring in efficiencyand transparency in the localelections thereby ensuring thefreeness and fairness of the wholeprocess.

objections on a centralized serverwhich were resolved by the designatedofficers, to whom claims and objectionswere submitted online.

c. Uploading of candidates’ detailsand documentsA web based system was developed

specifically for the application named“Know Your Candidate” (KYC). Theapplication was hosted on a centralserver at NIC Haryana State DataCentre, on which data from variousfield offices was uploaded, includingcandidate details, scanned documents,elections symbols etc.

d. Duty assignment andrandomizationDuty assignment of polling staff and

randomization of polling parties wasdone at field offices through NICDistrict Centres. Information aboutpolling parties was disseminated to therespective Presiding Officers throughSMS.

e. e-Dashboards for poll monitoringand results displayWeb based e-dashboards were

developed for monitoring of pollingdays and displaying counting results onweb during counting. The data on thesee-dashboards was uploaded frompolling booths and counting centres

through SMSusing NIC SMPPgateway.

OUTCOMESThe commission had an overall sense

of satisfaction with the implementationof ICT and the whole team of NICHaryana was honoured in a speciallyheld function on 12th August 2013. Themajor outcomes of the project are:

1. Maintenance of separate electoralrolls for Local Bodies’ elections wasdiscontinued with the use of latestassembly rolls.

2. Marking of wards and generation ofrolls was automated.

3. Printing of electoral rolls in Hindiwas facilitatedthrough the useof UnicodeHindi fonts.

4. A new step ofdistributingofficial VoterSlips from thecommission tothe voters wasintroduced. Itprovided anidentity to thevoters, and

could be used in place of a voter IDCard.

5. Manual procedure of acceptingclaims and objections was changed toonline method. The citizen could trackthe status of their application online.

6. Another major re-engineering stepwas to make the candidates’ details andaffidavits public.

7. Whole process of creating pollingparties, deputation of poll staff andrandomization of parties wasautomated.

8. e-dashboards were designed tocompletely transform the wayinformation was exchanged on poll dayand counting Day. Use of SMStechnology made a significantcontribution in making the wholeprocess highly efficient and quick.

9. Meetings of the commission withDistrict administration were heldthrough the use of Video conferencingto save on time and money.

SMED Act, 2006,states that any personwho intends toestablish a micro or

small enterprise or a medium enterpriseengaged in providing or rendering ofservices, or engaged in the manufactureor production of goods shall file thememorandum with District IndustriesCentre (DIC) of its area. Hon’ble CM,Orissa, while inaugurating the webportal of MSME Department on 1stJanuary 2013 announced that EM-I willbe made online at the earliest.Accordingly NIC, Odisha developedthe web enabled “Online EntrepreneurMemorandum (EM) System” whichbecame fully operational on 1st April,2013.

The objectives of Online EM-I are asfollows -

l Encourage higher rates of EM-Iregistration to enable more MSMEs tobecome organized andeligible for benefits undervarious Governmentschemes

l Make the process of filingof EM-I form easier for theapplicant through anytime-anywhere registration

l Real-time status tracking tomake it more transparent forthe applicant

l Track the conversion ofEM-I to EM-II

undertaking, which is a part of the formof Entrepreneurs Memorandum. Thisis issued on the same day, if the form ofMemorandum is submitted online or inperson. In case of receipt of the form of memorandum by post, anacknowledgement is issued within fivedays.

District Industries Centers forward acopy of the EM with EM numberallotted to the Small Industries ServiceInstitutes of their jurisdiction and to theJoint Development Commissioner(MSME Pol.) in the Office of theDevelopment Commissioner (SmallScale Industries).

Steps have been initiated to makeEM-II online from 1st July, 2013, andthe status will indicate how many EM-I have been converted to EM-II.

MAJOR MODULESRegistration: Entrepreneur who

desires to apply EM-I has to visithttp://msmeodisha.gov.in and registeronline. During the process, an identityproof (Voter ID/Passport/PAN Cardetc.) has to be uploaded. The user idand initial password will be created andsent through the e-mail as well as SMS.

EM-I Filing: The userhas to fill up the formonline and upload therelevant documents i.epartnership affidavit,signature of applicant etc.Once he fills up theapplication, a referencenumber is generated. Theentrepreneur can take afinal printout of theapplication submitted.

Approval of EM-I: This module ismeant for GM, DICs, where they canview the applications submitted andverify the documents. If any of thedocuments found to be incorrect thenthey can send it back to theentrepreneur. Once all the documentsare submitted correctly, EM-I isapproved by GM, DIC online.

FEATURESl The application is role-based thuswhen one officer proceeds on leave hecan delegate the role to other officer sothat he can use the system forapproving EM-I.

l Digital Signature Certificate (DSC) isintegrated for authentication. DSC has

been issued to all the 31 DIC officialsto enable them approve EM-I withDigital Signature.

l The holiday module captures thegovernment holidays and localholidays so that during approval ofEM-I, it checks for the same.

CAPACITY BUILDING INITIATIVESl Sensitization workshops wereconducted twice for 31 GM, DIC atNIC, Bhubaneswar.

l Training sessions were organized forall DIOs / ADIOs, NIC through VC.

l Workshops at Balasore, Bhubaneswar,Sonepur, Sambalpur, Rourkela,Dhenkanal, Cuttack, Ganjam andKoraput were conducted to createawareness among entrepreneurs, GM,DIC and NIC officials about the onlineapplication.

l A help desk has been established tohandle entrepreneurs queries directedtowards GM, DIC/NIC or Directorate.If a query is not relevant to theconcerned officials then it is forwardedto the competent authority. Selectedqueries have been posted as FAQ bythe Directorate.

INTRODUCTIONThe CAS-MIS on Central Assistance

to the states intends to bridge the gapbetween Planning Commission,Ministry of Finance and theprerequisites of various states. Itfacilitates recommendation to therelease of funds as per the scheme offinancing for Additional CentralAssistance (ACA) and Special PlanAssistance (SPA) projects. The schemewas launched during the meeting ofDeputy/Vice-persons of all StatePlanning Commission/Boards on 6thFebruary, 2013 by Dr. Montek SinghAhluwalia, Deputy Chairman, PlanningCommission, in 2nd conference ofPlanning Commission and StatePlanning Boards on “ImprovingPlanning Processes of States” held atIndia Habitat Centre, New Delhi. It wasdecided to implement the project fromthe current financial year 2013-14 i.e.from 1st April, 2013. The software

application was created and executedby Regional NIC Cell at PlanningCommission.

OBJECTIVE The project is aimed at

empowerment of web-basedmechanization that necessarily includesmultifarious methods of advancementat State level, Planning Commissionlevel and Ministry of Finance level interms of expenditure for AdditionalCentral Assistance and Special PlanAssistance from Ministry of Finance toall the states of India.

STRUCTURE OF THE APPLICATIONCAS has a three tier structure

IMPLEMENTATION & UTILIZATION The system has been designed,

developed and implemented by NICUnit of Planning Commission underfull guidance and coordinated supportat each step by Shri Tuhin KantaPandey, IAS and Jt. Secretary (State

Plan & FinancialResources),PlanningCommission.The softwareapplication hasbeen developedin .NETenvironment atfront-end andSQL 2005 atback-end. Theapplication aftersecurity audit bythe Cyber Security Division, NIC Hqs.has been shared-hosted onto NICserver and has been successfully testedfrom all the states and PlanningCommission.

PROJECT RECOGNITIONThe significance of CAS-MIS,

whether it is in terms of easy and quickaccessibility or it is about status checkin real time mode, has beenacknowledged by the DeputyChairman and the Secretary, PlanningCommission and other higher officials.It has been announced that fromAnnual Plan 2013-14 onwards,Planning Commission would consideronly those projects under ACA/SPAfor sanctioning and recommendation of

release of fundsto Ministry ofFinance, whichhave comethrough CASonlineapplication.

Till July, 2013,884 SPA projectshave alreadybeen submittedby HimachalPradesh andArunachalPradesh

Governments and an amount ofRs.499.99 crores for 879 projects hasbeen approved using the system by thePlanning Commission. So far,Rs.498.32.crore for 879 projects hasbeen sanctioned by PlanningCommission through the system. FiftyACA projects have been submitted byBihar, Kerala, Madhya Pradesh andPunjab Governments, out of which 2Projects have been approved by the Planning Commission. TheCommission has also sanctioned anamount of Rs.36.58 crores to Biharusing the system. Besides this, a projectfrom Mizoram for the financial year2010-11 was submitted through CAS-MIS.

Approval and sanctioning of projectsfor the financial years- 2010-11, 2011-12and 2012-13 has been also donethrough CAS system. Bihar, HimachalPradesh and Mizoram have generatedsanction letters from the system forforwarding it online to the Ministry ofFinance. The project has been widelyapplauded for its scalability andtransparency.

he term infrastructure isdefined as a set ofinterconnected structuralelements which provide a

main framework supporting an entirestructure of development. Efficientinfrastructure is crucial and is directlyproportionate to the growth of acountry.

The Central Public SectorUndertakings (CPSUs) holds a key rolein the development process of ournation and forms the cornerstone of theinfrastructure development in thecountry; though in today’s time moreand more Private sector entities too aregetting increasingly involved in theprocess.

Currently, the CPSUs are engaged inexecuting over 560 major projectscosting above Rs 150 crores in 14different infrastructure sectors. Thetotal original cost of these projects ismore than Rs. 790,000 crores.Successful completion and timelyimplementation of these infrastructureprojects would be critical for fairindexing of economic developmentand social growth.

Due to various reasons, some of theseprojects are delayed from the actualschedules and are suffering from costoverruns. Constant, efficient projectmonitoring and adapting effectivecontrol measures would be vital forbetter management and control to

prevent further delay ensuringsuccessful implementation of suchprojects.

ROLE OF IPMD, M/O STATISTICS& PROGRAMMEIMPLEMENTATIONThe Infrastructure and Project

Monitoring Division (IPMD) in theMinistry of Statistics & ProgrammeImplementation (MoSPI) is themanagement arm of the Governmentof India. The division has beenmandated with process of monitoringof all Central Public SectorInfrastructure projects which have thecost of above Rs. 150 crores.

PROJECT MONITORING SYSTEMThe Project Monitoring System forms

the source of information for most ofthe activities of IPMD, MoSPI.

The date of approval of the projectby the concerned sanctioning authorityis generally taken as the zero date forthe project. The approved date ofcommissioning of the project is taken asthe original date of commissioning.Once the project is in the executionphase, based on the ground realities,the project executing agencies regularlyupdate the anticipated date ofcommissioning. The variance betweenthe original and the anticipated dates ofcommissioning forms the basis foranalyzing delays in the projects. Asimilar approach is employed tomonitor the health of the project withrespect to the costs.

Infrastructural developmentmirrors the overall health of anation’s economy. This isparticularly true for developingeconomies where investments ininfrastructure development leadto growth, life improvement andpoverty alleviation. India hasinvested heavily on infrastructuredevelopment and in order torealize the benefits, it is vital thatthe projects are implemented asper the approved plan and withinthe budgeted time and cost.Presently, there are several CentralPublic Sector Undertakings, whichare implementing multipleinfrastructure projects across thelength and breadth of the country.Infrastructure and ProjectMonitoring Division, a division ofMinistry of Statistics andProgramme Implementation(MoSPI) is mandated with the taskof monitoring the infrastructureprojects being implemented bythe Central Public SectorUndertakings.

Based on the above principles, theInfrastructure and Project MonitoringDivision, MoSPI has designed anddeveloped a software solution that cancollate macro-level information fromGovernment of India sponsoredinfrastructure projects. This can alsogenerate analytical reports for theconsumption by various stakeholders.

As soon as a project is approved, it isbrought under monitoring by assigninga unique identifier to it in the system.The associated data sets that define theproject are also created at this point intime.

All the agencies executing projectsare assigned User IDs & passwords,with which they can access the systemto add/modify the data related to theprojects being executed by them. Thebasic process flow of the system is givenbelow.

SYSTEM PROCESS FLOWThe Project Monitoring System has a

web-based simple interface forupdating the project related data suchas the original and revised dates,original and anticipated costs,expenditure and the backgroundinformation. The data for each projectis collected every month in thefollowing manner:

l Data entry for the projects is allowedfor a particular month. Project agencieswould have to use the web-interface tofill in the data related to all projectsbeing implemented by them. Eachagency is provided with a unique user-id. Each project is identified by aunique-id. The user can also select aproject by its name.

l After allowing entry of project datafor a limited period, the data entry forthe month is frozen. In order to weedout data entry errors and other

inconsistencies, the system generatesalgorithm-based error reports. Thesereports are used to cross check the dataand if required, data verification is alsodone with the reporting agencies. Anyinconsistency found is corrected duringthis phase.

l After data correction, the data entryfor the month is closed and the dataentry for the next month is opened forthe project agencies to enter data forthe next month.

l Post to the data collection phase, thedata is analyzed, and various reportsare prepared.

l The highlights of the reports alongwith detailed analysis are distributedamong various stakeholders such asAdministrative Ministries of the ProjectExecuting Agencies, PlanningCommission, PMO etc.

PHYSICAL IMPLEMENTATIONThe Project Monitoring System has

been implemented on the client-servermodel with servers located behind aFirewall.

Application and Web Servers: This has been implemented as a two-

node failover cluster. For the external

users, application and web servers areaccessible only through the Firewall.The failover cluster provides betteravailability of the application.

DatabaseThe database is set up on a raid-5

configuration. Database can only beaccessed from the application and webservers. The raid-5 configurationprovides fault tolerance throughredundancy. Scheduled backups arestored at different locations.

TECHNOLOGYThe system has been developed

l Quarterly Progress Report- QPRis an in-depth analysis of all theongoing projects and their progress vis-à-vis the last quarter. This report alsoincludes detailed analysis of everyproject on the monitor.

l Mega Progress Report- Thismonthly generated report provides anoverview of the mega projects (costingover Rs 1000 crores).

l Snapshot- The purpose of the reportis to provide a consolidated snapshot ofall the ongoing projects with the aid oflimited charts and graphs.

The analyses in all the reports are basedon the following criterion:

l Changes in anticipated schedule ofthe projects vis-à-vis the schedule

reported in the last period

l Changes in anticipated cost of theprojects vis-à-vis the cost reported inthe last period

l Track budgeted and actual expenditurefor the period and the cumulative forthe financial year

l Check whether the expenditure onthe projects has surpassed the originallyapproved cost

l Check whether the projects havereported a revised scheduled or cost

l Check for new projects and projectsthat have been completed

l Monitor the individual projects aswell as the sectors to which theseprojects belong

BENEFITS OF MONITORINGThere has been a continuous decline

in the extent of time and cost overruns,which can be attributed to bettermonitoring and system improvementsby the concerned ministries, with theactive support of MoSPI. An analysis ofcost overruns in the last 15 years withrespect to the originally approved costshows that the cost overruns havedeclined from 40.90% in March 1999to 14.72% till March 2010 and then ithas more or less stabilized in the rangeof 17% to 19%.

An analysis of percentage of projectsdelayed over the last 15 years with respectto the originally approved schedule showsthat the percentage of delayed projectshas declined from 59.11% in March 1999to 34.13% till March 2007. There is anupward trend from March 2007 to 48.11% in March 2009 and since then it hasmore or less stabilized.

BACKGROUNDThe National Knowledge Network

(NKN) serves as an enabler for longdistance education in real time,collaborative research betweendifferent institutions and knowledgesharing among students and faculty.The model project “Network enabledMedical Diagnosis and Education inSkeletal Imaging using X-Rays” fundedby NKN Model Project ExecutiveCommittee, was undertaken as proof-of-concept to provide a network basedsystem for radiological and dentalimaging using X-rays. CollabCAD'scollaborative platform is used as a basefor dynamic and real-time sharing ofimaging data. The high bandwidth andlow latency capability of the NKNwould provide an ideal platform totransmit medical imaging data andmake it beneficial for both patients andphysicians who desire radiologicalconsultation with experts at tertiarylevel health care centre. The area ofstudy being complicated requiredexpertise in varied domains such as butnot limited to Radiology, Orthopedics,Orthodontics, Computational methods,CAD, Rapid Prototyping and ImageProcessing.

HOW IT WORKS?The patient gets a conventional (film)

x-ray done on the recommendation ofthe treating physician. A medical gradedigitizer ( in this case, Medi6000) easilytransfers the X-ray film and patientmeta data into digital format at a highresolution. The data is saved locally atthe remote health centre in variousimage formats (TIFF, BMP, JPG, GIF)and there is an option to save inDICOM file format.

The CollabDDS server is started andthe clients (authorized user's) having

access to the server usethe CollabDDS clientat the remote centre toopen the digitizedimage, and shares thedata with the clientapplication at thetertiary health carecentre. Regions on theimages can be markedby doctors/specialistswith annotations forinteraction andeffective diagnosis.This collaborativesharing is real-time asboth the physician andthe radiological/dentalexpert will view thesame image andannotationssimultaneously. o ensure standardizationand replicability of theiCJS across the country,standard s/w applications,

developed and implemented at theNational level, have been used at thecore level. The Common IntegratedPolice Application (CIPA) alreadyimplemented in all Police stations ofHimachal Pradesh was enhanced byweb-enabling it as .“KanoonVyavastha”. A number of graphicaldashboard drill-down reports wereadded for dynamic analysis to helpdecision makers. For improving thequality of investigations, sectoraldatabases such as Shastra, HimBhoomi,Vahan and Sarthi, are used as the toolin the iCJS software.

OBJECTIVE The main objective of the iCJS is to

provide an online IntegratedManagement Information System byinter-linking data from courts, police,prisons and forensic laboratories forimproving the justice delivery system.All the stakeholders shall have onlineand instant access to data available indifferent software applications, whichwill reduce the time, normallyconsumed in manual exchange of documents/information amongstrelated departments. The ultimateobjective is to ensure speedy deliveryof justice to the common man byinterlinking related justice deliverysystems and to augment the quality ofinvestigation. The secondary objectivesinclude doing away with the exchangeof paper based information amongst

the stakeholders andutilization ofdigitized data ofother domainsdirectly in individuals/w applications.

The “Interoperable CriminalJustice System” (iCJS) hasbeen developed for the processof speedy justice by facilitatingdata-exchange between thecourts, police/prosecution, jailsand the forensic labs. Theapplication has been developedby NIC for the District courts,prisons and Police stations,namely Case InformationSystem, e-Prisons and KanoonVyavastha (based on CIPAsoftware application)respectively. The eFSL applicationhas been developed by NICHimachal Pradesh for a work-flow based interaction betweenPolice stations and the stateforensic laboratories, usingonline data exchange.

technology, data integration wasachieved and a new central softwareinterface has been developed for MISpurpose.

l Departmental officials were afraid tolink their data and intervention fromthe highest levels in the departmentsensured that a pilot was approved togain the confidence of employees.

l Resistance to complete data entryrelated to other domains: Court officialswere not interested in entering policerelated data. Only after demonstratingthat such data will eventually be usefulto all stakeholders, complete data entrycould be ensured.

l The number of employees to betrained on the s/w was large and wasachieved by involving NIC DistrictCentre and creating a pool of mastertrainers.

l Coordination among stakeholderswas the greatest challenge as differentstakeholders had varying objectives inusing domain specific applications.Intervention from the top was requiredto achieve synergy.

The data from individualapplications is replicated in almost real-time, subject to availability ofconnectivity, at a central server for theiCJS application.

On the similar lines, the concept ofon-line counselling which was startedlong back with AIEEE/CCB (All India Engineering EntranceExamination/Central Counselling

Board) has been simulated by manyother Counselling Boards for hassle-free and transparent counsellingsessions.

ONLINE PUBLISHING OFEXAMINATION RESULTS

Electronic process has spun theresults publishing activity faster, better,rendering it more dynamic andinteractive. NIC has responded to theneeds of this new, fast moving,paperless process by offering a numberof different methods and innovativecombinations of novel and traditionaltechnologies. Using mediums such asInternet, Interactive Voice ResponseSystems (IVRS) and SMS, NIC hasensured that students can avail quickaccess to their results.

has been developed by NIC as a singlepoint source for the results of variousexaminations conducted all over India.The portal contains dedicated corners for the students, boards andschools/academic institutions.

The Student Corner on the portalenables students to get registered on theportal and submit their preferences.Besides this, it provides a whole lot ofadvance information related toimportant web resources, admissionannouncements, admit cards, marksheets, online counselling to studentsfrom time-to-time.

The Board Corner on the portalfacilitates various boards all across the country to communicate withschools/institutions affiliated/associatedwith them and announce various examsrelated information such as call forapplications, submission dates, on-linesubmission of application forms,delivery of admit cards, resultdeclaration dates as well as declarationof the results through various channels.

The School corner of the portal iscustomized to the needs of the schoolsas well as Academic Institutions andcater to their specific requirements, be it getting school/institution wise consolidated Results, electronicdelivery of communications from the Examination Boards. Moreimportantly, the schools/institutionscan evaluate their performance overthe years on number of parameters.

So far, the exam results published onthe portal include CBSE exam results,CA exam results, and exam results ofthe State Boards of Goa, Karnataka,Kerala, Maharashtra, Manipur,Meghalaya, MP, Orissa, Rajasthan,Chattisgarh, Tamil Nadu, Tripura,Uttarakhand, Uttar Pradesh, WestBengal, Jharkhand etc. Alone this year,

NIC has hosted 50 examination resultsof around 18 Central/State EducationBoards.

ONLINE COUNSELLINGPreviously, the manual counselling

process was very lengthy andcumbersome as it requires personalinteraction between candidates andcounsellors at various stages and takesaround 30 to 40 days to accomplish.

To overcome these hassles, NIC hasimplemented the counselling throughonline system and enhanced it byreducing personal interaction to someextent, thus speeding up the wholeprocess ensuring high transparencythroughout.

NIC generated solutions haveseamlessly enabled Central CounsellingBoards i.e. Medical, HotelManagement (NCHM) and variousState Boards to conduct theircounselling activity online for theallotment of seats to the candidates(based on the criteria filled by them(rank, category, choices and seatavailability within institutions) duringthe admission process for variousprofessional courses like Engineering,M.Tech., MCA, MBA, Medical(UG &PG), BCA, BEd, Diploma Polytechniccourses etc.

Thousands of candidates took part inthe online counselling and have beengreatly benefited by this system. Forcurrent year, NIC has carried outsuccessful hosting of 13 Central andState Counselling sessions (includingthe recently introduced CentralMedical Counselling for PG & UGProgrammes).

The statistical data of number ofstudents appeared for counselling atvarious Counselling Boards for the year2013 has been enumerated in Table-I.

TECHNICAL FEATURES OF ONLINEEXAM RESULTS PUBLISHING &COUNSELLINGThe infrastructure used for hosting

the Exam Results as well as OnlineCounselling constitute data-centreservers majorly placed at Delhi (IDC& NDC- Shastri Park), whereas some atHyderabad(NDC).

l Setup has been created in such a waythat Delhi and Hyderabadinfrastructure could work as DisasterRecovery (DR) for each other.

NIC had initiated the process ofpublishing exam results online over adecade ago. Begin with CBSE results,today most of the school examinationboards are publishing exam resultsonline using NIC Services. Having allexam results at one place has made lifesimple for students, teachers & parentsalike. Encouraged by the Success ofExam Results, today many boardsdisseminate admit cards & mark sheetsonline using the same platform.

Continuing with its success trail, NIChas extended its infrastructure servicesto examination boards for onlinecounselling to assist students seekingadmission in the professionals Courseof Engineering, Medicine, Managementacross the country providing an equalopportunity to aspirants in Urban &Rural parts of India.

A COLLABORATIVE EXERCISEFor ensuring high rate of success, the

whole exercise has to be borne out of acollective effort from all concernedauthorities viz. the Educations Boards,Counselling Boards/Organizations, theNIC Regional/State Centres and thetechnical experts from the concernedgroup at NIC Headquarters. Sensitiveto the needs and anxious state of thestudents, it has to be realized thatdisseminating the exam results/counselling through the Internet is notjust an ICT exercise. The concernedteam has to work at all odd hours tomeet the varying requirements ofdifferent boards and ensure that theresults are made available to thestudents in a timely, accurate andconvenient manner. As it is acollaborative exercise, the concernedState/UT centres and the divisions atNIC HQs have to work closely andcooperatively to make this exercise asuccess.

Hosting of exam results andcounselling activity on Internet is beingsuccessfully conducted by NIC for

many years now. NIC Data Centre isbeing instrumental in providingscalable, secure and readily availableinfrastructure support to variousapplications in this endeavour.

he physical ORR inTripura are maintainedaccording to Gram-Panchayats in rural areas

and wards in urban areas. They recorddemographic information of eachfamily such as name (Head of theFamily and all the members includingrelationship with Head of the family),sex, age/DOB, qualification,occupation, house type, land holdings,irrigation details, sanitation details,water supply and electric supplyconnection details. In addition, theState Government has also decided tocollect the Aadhar No. or theEnrolment ID (for subsequenttranslation to Aadhar No.)/EPICNo./Bank details (Branch & AccountNo. when available), PDS details (FPSName & Ration Card No.) &MGNREGA Job Card details.

OBJECTIVES OF THE PROJECTThe State Government of Tripura is

in pursuit of empowering its 3-tierPanchayati Raj system through thePanchayat Department, and requestedNIC Tripura to develop applicationsoftware to maintain a database andachieve the following objectives:

The RoR (Records ofOrdinary Residents) is the basicdocument for the rural families and isreferred for giving ration cards, Birthand Death certificates, selection ofbeneficiaries for housing, landallotment, etc. The eRoR is updatedto include latest parameters offinancial inclusion, electronic trackingand host of other public serviceindicators The launch of eRoR in WestTripura district under technicalsupervision of NIC has helped theDistrict Administration in interlinkingother databases of marriageregistration, health, ICDS, bankingfacilities, MGNREGA etc for effectiveand timely delivery of public services.

Accordingly, the project was taken upacross the state during 2012-2013 withparticular emphasis on West Tripuradistrict, with its Mandwai ruraldevelopment block as a pilot.

EVOLUTION OF eRORThe development of eROR can be

traced back as following:

1. ROR Number: The State Government issuedguidelines for structuring and adoptionof ROR Number and Family Numberin the physical registers.

2. Digitization: Physical ROR registers were digitizedwith names in English as well as inBengali.

3. Solution: eROR at http://eror.tripura.nic.in wasdeployed as a web-based applicationwith functionalities for data entry, draftpublication, data quality reports, dataquality improvement forms, finalpublication and different citizen-centrictransactions such as inclusion/deletionof name, shifting of homestead,separation of family and correction ofrecords.

4. Data Quality: Post digitization, Data Quality Reportswere generated for each GP, anddistributed to the respective Panchayatauthorities for field verification.

5. Draft Publication: Draft publication of ROR wascompleted followed by hearing anddisposal of claims and objectionsreceived from the citizenry. Specialthrust was given to correctly captureevery member’s Aadhar No., EPICNo., MGNREGA Family Job Card No.and bank details.

6. Adoption: The Government issued instructions todo away with manual ROR and adopt

Some standards and list ofsecurity steps should be decided tomake the group policy object effective.Available standard has been adopted asreference and new GPO is prepared.This GPO Object is applied to theindividual systems to enhance thesecurity.

SECURITY BASELINESSecurity baseline is a collection of

Group Policy Objects grouped on thebasis of features. New baselines can becreated by adding or removing theGroup Policy Object from the availableBaselines. Microsoft and other SecurityAgencies provide several baselines forWindows Operating Systems Security.Each baseline specifies the basic changethat has to be made in the policy.

The commonly used baselines

provided by the Microsoft are SpecializedSecurity Limited Functionality (SSLF) andEnterprise Client (EC).

Specialized Security LimitedFunctionality (SSLF) Baselines are usedin environment, which has a high riskof attack. Enterprise Client (EC)Baselines are used in enterpriseenvironment, which is usuallycomprised of a server and client systemthat need to be protected from threatson the Internet.

These two baselines i.e. EC andSSLF can be combined to create a newbaseline as per the organizationrequirement. Microsoft has publishedtheir baselines for all available versionsof Windows Operating Systems.

Another baseline commonly usedwas evolved from the Federal DesktopCore Configuration Mandate definedby the United States Government &named as United States GovernmentConfiguration Baseline (USGCB). Thepurpose of the USGCB is to createsecurity configuration baselines forsystems deployed in Federal Agenciesof United States. USGCB haspublished their baselines for Windows7, Windows Vista, Windows XP,Internet Explorer and Red HatEnterprise Linux. These baselines arepublished by National Institute ofStandards and Technology (NIST).

To strengthen the desktop securityfurther, new baseline can be created bycombining the Microsoft baselines andUSGCB baseline depending upon theorganization need.

In today's computing environment,the security of all computingresources, from networkinfrastructure devices to users’desktop computers, is essential.There are many threats to userscomputers, ranging from remotelylaunched network attack to malwareand viruses that are spread throughe-mails, websites, and files.Increasing the security of individualdesktop protects them from thesethreats and reduces the chances tobe compromised.The main objective of this article is toformulate a security configurationpolicy for Microsoft WindowsOperating Systems called asBaselines. These baselines can beadapted to any organization runningany versions of Windows OperatingSystems. Apart from these baselines,Anti-Virus and Windows Updates aremandatory to ensure System Security.

To createGroup PolicyObject for thepreparedbaseline, aSecurityComplianceManagerprovided bythe Microsoft isused. This toolhelps increating a GPOby importingthe availableGPO and modifying it as per theorganisation requirements, mergingtwo or more different baselines tocreate a new baseline etc.

APPLYING BASELINESOnce the baseline and the Group

Policy Object are ready, we need todeploy these policies in the clientmachine. If the machine is available inthe domain, we would simply updatethe GPO in the Active Directory Serverand push it to all the clients. But if themachine is not available in the domain,we need to have a special softwareissued by Microsoft called Local GPO.

This Local GPO has built-in scriptthat has the ability to read the GPOobject and apply it to the desktop.

HOW TO IMPLEMENT?Initially, one has to prepare a list of

security configurations from thebaselines, which are essential for theconcerned organisation. Then, preparea Group Policy Object, and implementthis GPO in all the desktops of yourorganisation. If there is anyperformance or work related issue with

the implemented baseline, issues haveto be identified and new baseline haveto be prepared moderating the securitysettings. Each time whenever youchange or add to the security settings,you have to follow all the above steps.Once the perfect GPO is ready, thebatch file so created will get the GPOobject location and implements thecomplete security baselines on theclient system, which would internallyimplement more than 450 securitysettings for Windows 7 OperatingSystem, depending upon the baselinesone has adopted for the concernedorganisation, which is not feasible whendone manually.

SECURITY AUDIT To check whether the baseline is

implemented properly, one can use anyauditing tools available in the openmarket. For example, Belarc Advisor isone tool which can audit the clientsecurity policy and provides the ratingbased on USGCB baselines. Similarly,there are many tools available whichcan benchmark the system based onthe commonly used baselines like

USGCB or Microsoft baselines andprovide the rating for the system.

CONCLUSIONImplementing either the USGCB

Baselines or Microsoft SSLF Baselinesdirectly ensures that that systemsecurity rating is more than 80% inmost of the commonly available thirdparty security auditing tools.

To achieve higher security ratings,one has to add more security steps inthe USGCB or SSLF baselines.

Sustainable efforts can be made tomaintain constant vigil regardingcomputer security by implementing astrong baseline and computer securityaudit. They should be carried at regularintervals as per concerned organizationneeds.

Apart from implementing a strongbaseline, Anti-Virus software should beregularly updated.

advancements in the field of barcodesand RFID, the advancement inmachine to machine communication ismaking a rapid stride which is ridingsuccessfully on the adoption of IPv6and successful implementation of cloudbased architecture. This phenomenon,IoT - Internet of Things, started in 2009and is taking definite shape along withnew promises.

In physics, chemistry and biology,the idea of self-organization is welldocumented. Applied to the IoT, self-organizing networks have come tomean the temporary formation of anetwork in order to collect specificinformation or measure a specificphenomenon. Various companies andtechnical experts are expecting that by2020 around 15 to 50 billion deviceswill be interconnected, which meansthat each and every individual will beconnected to six devices on an average.With so much inter connectivity amongvarious devices doing machine tomachine communication, Internet willbecome central nervous system of ourmodern world.

The widespread espousal of theInternet of Things will take time, butthe time line is advancing, due toperfection in essential technologies.Advancements in wireless networking

technology and the greaterstandardization of communicationprotocols have enabled data collectionfrom these sensors almost anywhere, atany time. l The heterogeneity of the entiresystem further complicates securityconcerns, as certain devices mayrequire a higher degree of encryptionthan others.

l Privacy needs to be maintained inhuman-device interaction and theconfidentiality of shared organisationaldata must be protected. Though theidea of IoT will be appealing to manybut there are others who see this asinfringement of their privacy.

However, whenever new idea takesplace, concerns are obvious to come tofore but at the same time there shouldbe enough confidence in the hard workof scientists/technologists who areengaged in these developments andencourage them to clear all obstacles inthe way for the betterment of all.

WHAT IS RESPONSIVE WEBDESIGN?

Responsive Web Design is a web designapproach aimed at crafting sites toprovide an optimal viewing experience.This also suggests that design anddevelopment should respond to the user’sbehavior and environment based onscreen size, platform and orientation. Asthe user switches from their desktop totablet, the website should automaticallyswitch to accommodate for resolution,image size and scripting abilities. In otherwords, the website should have thetechnology to automatically respond tothe user’s devices.

MAIN FEATURESResponsive Design basically allows a

website to respond or adapt to a differentviewport sizes without setting a specificdomain/sub-domain for people usingmobile devices or switch to a different setof code bases. The look and feel of thewebsite can be maintained so as to havesimilar experiences across differentdevice sizes. This is possible with the useof viewport Meta-tag and CSS3 mediaqueries. The Responsive Web Designmust have the following features:

l The site must be built with a flexiblegrid foundation.

l Images that are incorporated into thedesign must be flexible themselves.

l Different views must be enabled indifferent contexts via media queries.

l Viewport Meta-tag is placed inside the<head> tag and is used to control thescale of the web page.

l The second component is the CSS3media queries, which specify the styles forspecific viewport sizes.

IMPLEMENTATION IN DATAPORTAL INDIA

We have used the following basictechniques to implement the responsiveweb design in the upcoming version ofthe Data Portal India (www.data.gov.in)

l Flexible/Adaptive layout – There isan intelligent use of CSS media queries tomodify the layout in ways that suitdifferent screen sizes. Responsive Gridhas been used to quickly build responsivelayout. The flexible grid helps to make adesign flexible and fluid.

l Fluid grids and layouts – It usesrelative units like percentages instead offixed width units like pixels. The bestsolution for flexible web design will beachieved by defining parameters forcolumns, spacing and containers. Sizeand spacing are the two maincomponents to focus on creating yourflexible grid system. In place of pixels,use ems and percentages as your units ofmeasurement.

l Flexible media/images - Images andother media (like videos) are scaled usingrelative units so that they don’t expandbeyond their containing element.

n To maintain fast loading time,use images of a manageable size.

n An alternative to scaling iscropping. The CSS overflow property(e.g. overflow: hidden) gives us the abilityto crop images dynamically.

responsive HTML5 frameworks,boilerplates and tools for front-end webdevelopment using HTML, CSS, andJavaScript. Here are glimpses of top tenframe works that one can try:

l Montage - HTML5 Framework(Licence: BSD License): MontageJSsupports simple and two-way databinding between objects, components,and collections. Data binding helps keepyour UI and model data in sync to avertmanually tying your data into the DOM.

l SproutCore (Licence: MITLicence): SproutCore is an open-sourceJavaScript framework. Its goal is to allowdevelopers to create web applicationswith advanced capacity and a userexperience equivalent to that of desktopapplications. When developing aSproutCore application, all the code iswritten in JavaScript. A notabledivergence of SproutCore is Ember.js.Both projects are maintained separatelyand have taken different directions.

l Zebra (Licence: LGPL): Zebrabrings fresh views and possibilities todevelop web based Rich UI applications.The approach sits on top of HTML5Canvas element that makes it possible torender any imaginable UI. Zebradevelopment is much closer to softwareengineering, where you write wellstructured, manageable, extendable codebasing on easy Zebra OOP concept.

l CreateJS (Licence: Liberal MITLicence): CreateJS is a suite of modularlibraries and tools which work together toenable rich interactive content on openweb technologies via HTML5. Theselibraries are designed to work separately,or mixed and matched to suit your needs.The CreateJS Suite is comprised of:EaselJS, TweenJS, SoundJS, PreloadJS,and Zoë.

l Less Framework (Licence: MITLicence): Less Framework is a CSS gridsystem for designing adaptive web sites. Itcontains 4 layouts and 3 sets oftypography presets, all based on a singlegrid.

With all the 16 Tehsils of the districtmoved online, the Apna Khata systemdelivers instant, accurate & updatedROR to the citizens. A touch screenkiosk has been installed at DistrictCentre through which citizens can getlatest information of their land records.Bhilwara Tehsil of district has beenissuing Digitally Certified ROR(Record of Rights) to the citizens.

2. Prashashan Gavon ke Sang(PGKS-2013):

Started on 10th Jan, 2013, 383 camps havebeen organized under the initiative indifferent blocks and Panchayat Samitis. Allthe grievances, redressals and decisionsmade during the camps were fed online toprovide timely and accurate progressreport to the District Administration fordecision making. About 40,000 mutationswere opened, and more than 36,000Nakals were issued during the process.

3. Special Pension Maha Abhiyan:

Started in April, 2013, under the abhiyan

more than 1.25 lakh applications havebeen disposed. Out of this, 1.10 lakhapplications have been sanctioned andmade online.

4. Rajasthan Guaranteed Delivery ofPublic Service Act 2011:

The Government of Rajasthan has enactedthe RGDPS Act, 2011 to ensure that publicservices are delivered to the citizens in atransparent, timely, efficient andresponsible manner. Currently, 153important services of 18 departments areincorporated in the act. In Bhilwara district,all offices have started MIS Entry on theRGDPS portal and received more than 4.5lakh applications from which approx 4.30lakh applications have been disposed off.

5. Integrated Financial ManagementSystem (IFMS):

It is an e-Government initiative foreffective, accountable and transparentPublic Finance Management. It is a webbased system which includes budgetplanning, estimates preparation, fundmanagement, treasury functions etc. IFMShas been implemented successfully intreasury and all sub treasuries of the district.

6. SUGAM-RPG(http://sugamrpg.raj.nic.in):

It is a web based grievance redressalsystem which is monitored regularly byDistrict Administration for the redressalof public grievances.

7. Pay-Manager(http://paymanager.raj.nic.in):

This is web based system to generate thepay bills of employees in the district.Training of more than 200 DDOs has beenconducted to work on this module andnow technical support is being given to theofficials for the generation of pay-bills.

8. Sugam Single Window:

This system facilitates citizens in gettingvaried services (various type of certificatesviz. SC/ST/Bonafide/OBC, etc) at oneplace. More than 1.70 lakh certificateshave been issued so far to the citizens.

9. General Elections:

Support has been provided for successfulconduction of Lok Sabha, Assembly,NagarPalika and Panchayati Raj electionsencompassing various polling activitiesand result declaration process.

10. Arms License MonitoringSystem:

This application keeps updated record ofArms licenses registered by the DistrictAdministration.

11. SAMADHAN:

This application is used to keep track ofdaily JAN-SUNWAI held by the DistrictMagistrate. This software keeps record of

the petitionerand theaction takenon his/herapplication.This systemworks as aLocalGrievanceManagementSystem.

12. ITAwarenessTrainings:

From time totime, variousIT awarenesstrainings have

been organized for the officials to trainthem to work on new projects as well asenhance their knowledge of the ICT toolsand technology.

13. Video Conferencing Service:

It is being conducted regularly as per theschedule received from the concerneddepartment and District Administration.

14. District LAN Network:

A high speed network line of 100 Mbpscapacity is provided to all thedepartments in the district. LAN networkconsists of more than 125 nodesconnected to each other and maintainedby the District NIC Centre.

15. Achievements:

l District owns first place among alldistricts in implementing APNAKHATAproject in the state of Rajasthan with allthe Tehsils moved online in record time.

SARTHI application for issuance ofSmart Card based driving licenses (SCDL)was launched in Muzaffarnagar by the thenDistrict Magistrate Shri Surnedra Singh on9th April 2013. The first SCDL of thedistrict was issued to Mr. Singh aftercompletion of the required formalities,such as digital fingers scanning, capturingof digital photograph and digital signaturesof the applicant.

4. LRC (Land Record Computerization)

Land Record Computerization isoperational in 4 Tehsils of the district. The

mutation data entry & update process,which generates new khatauni (Record-of-Rights) has been computerized by Bhulekhsoftware. The computerized copies of RoRare issued to citizens from Tehsil Officesand JanSeva/Lokvani Kendras at villagelevel. Monthly update of Bhulekh portal(http://bhulekh.up.nic.in) is systemized.This enables the citizens to check their landrecords on the Internet without the need torun around Tehsil Hqrs again and again.

5. State Portal, SSDG & eForms

The State Portal and eForms Servicesfrom Common Service Center, Nairana,launched on 1st August 2012, enablescitizens to apply for 26 services of 8 linedepartments from the nearbyCSC/Lokvani Centres. About 1.61 lakhapplications were received at variouscentres in the last one year out of which1.36 lakh services were provided with arapid delivery rate of 85%.

6. Judicial Service Centre

Hon’ble Justice of Supreme Court ofIndia, Shri B.S Chauhan inaugurated theautomated Judicial Service Centre andcomputer server room in Muzaffarnagar in2012. This centre has been set up under thee-Courts program of NeGP wherein all the32 courts have been connected over LAN.NIC, Muzaffarnagar provides all thetechnical support to the project. Trainingfor computerized system was imparted tojudicial officers along with laptops. Districtcourt and jail of Muzaffarnagar will soonbe equipped with the video conferencingfacility.

7. NADRS (National Animal DiseasesReporting System)

NIC, Muzaffarnagar is one of the front-runners in implementing the NADRSproject for Animal Husbandry launched byMinistry of Agriculture, GoI. NADRS is aweb based online system designed for themonitoring and surveillance of 143 animal

diseases and their control inthe country.

8. Election DutyComputerization

Almost all the electionprocesses like pollingpersonnel deployment;EVM management andrandom allocation ofbooths to polling partieshave been streamlined. Inaddition, the district centeralso facilitates onlinetransmission of counting and result data tothe Election Commission of India,Doordarshan and State ElectionCommission at the time of elections.

9. District and Sessions Judge,Muzaffarnagar (UP) website

NIC, Muzaffarnagar has designed,developed & hosted the website of District& Sessions Judge, Muzaffarnagar incompliance with the guidelines issued byDistrict Judge, Muzaffarnagar. It providesinformation about the functioning of theDistrict & subordinate courts along with thedetails about present & former DistrictJudges, sitting Subordinate Judges &functioning of the District Court. The homepage of the website also has important linksof the Supreme Court, High CourtAllahabad, Law Commission of India,Ministry of Law & Justice etc. To keeptrack of latest judgments & new events in

High court Allahabad, RSSfeed is also incorporated onthe home page.

10. E-GovernanceTableau Display onRepublic day

In 2013, the citizens ofMuzaffarnagar first timewitnessed the colorfultableau by StateGovernment Departmentsand schools on RepublicDay parade at Police Lines.

NIC, Muzaffarnagar, showcased twotableau on e-Governance & social evildowry during the parade. The e-Governance tableau of NIC,Muzaffarnagar was adjudged the BestTableau of the parade.

11. VC Setup

The NIC, VC studio in Muzaffarnagarconducts regular VC sessions for thedistrict administration. The VC setup wasalso used by Mr Sachin Pilot, Minister ofState for Communication & IT forinaugurating 5 Post Offices in Western U.P.

12. ICT and Training Support

The NIC District Unit provides technicalsupport to other departments in basiccomputer training, application specifictraining, implementation, recruitmentprocess, presentation and networking.

he Australian Government in collaboration withTourism Australia and the Australian TourismData Warehouse (ATDW) has come up with anonline booking widget that offers online bookingand payment options to tourist operators and

consumers. The widget is specifically designed to cater toSmall and Medium Enterprises or SMEs of the Australiantourism industry that lack online booking capabilities. The widget is highly consumer-friendly and accessible.

Moreover, it is cost-effective and simple to use andimplement. Also, it is fully customizable and can beseamlessly integrated with the style and colour of theoperator’s website. Agreement (MOA) has been signed by the department withSmart Communications Inc. and two other companies, the

Philippine Disaster Recovery Foundation (PDRF) andWide-Out Workforces Inc., to launch the “SnapPlot” mobileapp.The new app will enable users to click a picture of the

activities they wish to monitor or report besides geo-taggingits location. The picture can then be uploaded on the websiteof SnapPlot and here it would be automatically plotted on amap. The pilot site for the project is the Upper MarikinaRiver Basin Protected Landscape (UMRBPL). The SnapPlotwill be used for six months to monitor the UMRPBL region.Besides this, the app will be used by PDRF to providelogistical support to the project and to carry out reforestationin UMRPBL. SnapPlot will be used by the department tocarry out monitoring and enforcement activities. “SnapPlot will allow users to share valuable information

TPHILIPPINES STARTS WORK ON MOBILE APP FOR MONITORINGILLEGAL FOREST ACTIVITIES

Joint Border Management System ( JBMS), tomodernize the customs and for enabling quickprocessing of goods passing in and out of NewZealand, has been launched by New Zealand’sCustoms Service and Ministry for Primary

Industries (MPI). This large project worth of NZD 89million (USD 70.9 million) is being rolled out in two phases(tranches) to ensure thorough testing prior to delivery. In themeantime, the existing border systems will continue tillDecember 2014 when the new system will get mandatory. The first phase of the project features the Trade Single

Window (TSW) that allows exporters, importers, brokers,agents and other concerned in the cargo industry to submitall shipment details electronically at a single place ratherthan to various Government Agencies thus reducing theprocessing time . The current craft and cargo reportingmessages are now replaced with the new messages based onversion 3 of World Customs Organization’s internationaltrade data model. Also known as WCO3, these newmessages contain the information needed by each of theGovernment Agencies. In the second phase of the project,plans are there to fully replace background systems with

JBMS and to further enhance the TSW.

NATIONAL FOOD SECURITYORDINANCE (NFSO-2013)LAUNCHED IN HARYANA

he National Food SecurityOrdinance-2013,promulgated by thePresident of India on July

5th 2013, is a historic initiative forensuring food and nutritional securityof the people. On July 9, 2013, ChiefMinister Haryana announced tolaunch this scheme in Haryana.

Thereafter, the scheme wassuccessfully launched by Hon’bleChief Minister of Haryana on 20thAugust 2013 at Panipat, becoming firststate in India to practically implementNFSO-2013. The coveted scheme ofGovernment of India was started bydistribution of food grains to thebeneficiaries by CM. The scheme wassimultaneously launched in all the 21districts of Haryana.

Under NFSO-2013, HaryanaGovernment has targeted to cover126.49 lakh beneficiaries (49.89% oftotal). This comprises of 90.28 lakhRural and 36.21 lakh urbanpopulations. The State Governmenthas decided to use the recentlyconducted SECC-2011 survey as the

base data for thepurpose of identificationof the beneficiaries.

The main objective ofprocessing the surveydata was to identify thebeneficiaries who couldbe covered underNFSO-2013 using themerged SECC-2011 andNPR – NationalPopulation Registerdata. Provisional SECC-2011 and NPR mergeddata was obtained from NDC -National Data Centre, Delhi throughintensive coordination between StateGovernment, Ministry of RuralDevelopment, Ministry of UrbanDevelopment and Poverty Alleviation,Department of Census, BEL and NIC.At NIC Haryana, this data wasprocessed and brought to the stagewhere the different criteria could beapplied to it to identify the intendedbeneficiaries. The major challengeswere sheer volume and quality of data,time constraint and combinations ofparameters enabling the StateGovernment to reach at suitable

criteria for identification ofbeneficiaries.

The process was successfullycompleted after several iterations oncriteria for inclusion and exclusion offamilies. Subsequently, PDF list wassubmitted to the State Government.Further tasks of printing, distributionsetc is being carried out by StateGovernment through DFSCs and DCswith active technical support of DIOsof NIC.

During his speech, CM appreciatedthe efforts of all those involved insuccessful implementation of scheme.

eTaal is a web portal(etaal.nic.in) fordissemination oftransaction statistics ofcentral & state level e-Governance projects includingMission Mode Projects of DeitY. Itreceives transaction statistics from theweb based applications running indifferent parts of the country andprovides a National Dashboarddisplaying the statistics of servicesunder different categories.

IC Rajasthan receivedtwo gold awards at theSKOCH event held inNew Delhi recently. NIC

Rajasthan’s two projects viz-Integrated Works Monitoring system(http://rdprwms.raj.nic.in) and Pre-Conception, Pre Natal DiagnosticTechnique (http://pcpndt.raj.nic.in)were selected for the awards. Thesewere received by State InformaticsOfficer and Deputy Director Generalof NIC Rajasthan- Ms. Indu Guptaand the team of NIC Rajasthan. Theaward was presented by Shri NandanNilekani Chairman of the UniqueIdentification Authority of India(UIDAI) at an event attended by ICTpersonalities from the country.Another project SUGAM RPG((http://sugamrpg.raj.nic.in ) was also

selected for the order ofmerit award.

SIO Rajasthaninformed that“Integrated WorksMonitoring System is anintegrated Web Basedsolution for RuralDevelopmentDepartment,Government ofRajasthan. It is beingused as an effective tool for renderinginsight of every aspect associated withthe development works proposedunder various schemes of RuralDevelopment Department. Thissoftware captures the details of allproposed works under variousschemes as a single window interfaceduring complete life cycle of theproject and retains information forusage at a subsequent stage. Similarly,

this web based software functions as amonitoring tool for Form F underPCPNDT Act, and has beenimplemented all across the state formore than 1500 sonography centres. Itmonitors 1500+ centres which areregistered with department for ultrasonography”. SUGAM RPG is asoftware for redressal of publicgrievances used across the state.

FIRST STATE LEVEL WORKSHOPORGANIZED BY NIC-PUNJAB ON12TH-13TH SEPTEMBER, 2013

IC-Punjab organized firstState level workshop oncomputerization ofTransport applications in

collaboration with State TransportDepartment, Punjab during 12th - 13thSeptember 2013. The workshop wasinaugurated by Shri Jagpal SinghSandhu, IAS, Principal Secretary,Govt. of Punjab, Department ofTransport. During his inauguraladdress he emphasized on process re-engineering in the transportdepartment so that better services canbe rendered to the citizens of the state.

Shri Navneet Kukreja, DDG &SIO, Punjab welcomed Shri J S.Sandhu, IAS, Shri Harjeet Singh, IAS,DTOs and DIOs from all 22 districtsof Punjab. He applauded the effortsmade by Transport department inbringing the transparency byimplementing ICT initiatives taken byNIC.

Shri Harjeet Singh,IAS, State TransportCommissioner,addressed the delegatesand emphasized onintroduction of e-governance in Transportdepartment so as tohave a good impact onthe citizens.

Dr. Mahesh ChandraDDG, NIC presented the keynoteremotely through VideoConferencing. He apprised thedelegates about the new initiativestaken by NIC by introducing manymore new services through NationalPortals of VAHAN and SARATHI. Hebriefed about the need to haveinterfaces for sharing database with theagencies like IRDA, Policy, CBI, RBI,Vehicle manufacturers, etc.

The National Team of SARATHIfrom NIC Hyderabad led by Shri BVReddy TD, deliberated upon newfeatures available in SARATHI. They

also demonstrated the submission ofLL/DL online through portal, slotbooking for test, Screen Test Aid forLearner License (STALL) and Mobilebased Enforcement module.

The National Team of VAHAN ledby Shri G Ghosh, DDG presentedvarious modules available on VAHANportal. They also appraised thedelegates about the new initiatives likeHomologation Database, ManufactureDatabase and Dealer database,integration with IRDA, and agencieslike Police, CBI etc.

-Form sensitizationprogramme was held on22nd July 2013 at DCOffice Conference Hall,

Leh, Ladakh. Members of HoteliersAssociation, FRO Staff and NICparticipated in the programme. C-FRO rollout was done at FRO Lehoffice on 18th July 2013.

Shri Abdul Khaliq, DSP, FRO Lehpresided over the programme. Heemphasized the importance ofsubmission of C-Form by the hotels,guest houses and other institutions. Hedirected the members of Hoteliers’Association to start the procedure ofonline C-Form submission and to

inform all thehotels/guest houses andother institutions to dothe same.

Shri JamyangNamgial, TechnicalDirector and DIO Leh,NIC briefed themembers about theIVFRT project,Foreigners Actregarding C-Formsubmission and the technicalrequirements for online submission ofC-Form.

WEBSITE OF HIGH COURT OFTRIPURA INAUGURATED

he website of High Courtof Tripura (www.thc.nic.in)was launched by Hon’bleJudge, Supreme Court of

India and In-Charge e-Committee,Justice Shri Madan B. Lokur onSaturday, the 10th of August 2013.TheCase Information System (CIS) and itsinbuilt SMS service, developed byNIC – HQ Courts InformaticsDivision, were also inaugurated.

The High Court’s website representsa rich amalgamation of static contentand dynamic data related to CaseStatus, Cause List, Court Orders andJudgments. The CIS system is aprocess flow based system and hasfacilities for filing cases, registration,cause list preparation, recording courtroom proceedings, uploadingjudgments and orders. It also comes

with an inbuilt facilityfor sending SMS toadvocates and litigantswhen a case is filed, or ifthere is any fault infiling case, or if the caseis present in next day’scause list.

The occasion wasgraced by Shri DeepakGupta, Hon’ble ChiefJustice of Tripura. The other dignitariespresent during the ceremony wereJustice Shri U.B. Saha, Justice Shri S.C.Das, Justice Shri S. Talapatra, Chief Secretary, Tripura.

Justice Shri Madan Lokur explainedthe e-Courts project implementedthroughout the country and admiredthe achievements of Tripura inimplementation of the project. He alsoappreciated the state in somepioneering efforts like carrying out of

cases arguments throughVideoconferencing technology.

Hon’ble Chief Justice expressed histhanks to NIC-Tripura for activesupport in implementation of theservices and requested NIC’s supportin implementing the SMS service in allthe courts of Tripura. Justice Shri S.Talapatra also explained the need forIT based services in judiciary andthanked NIC’s effort inimplementation of IT based services.
