I. The meeting commenced at 1040 hrs with the Chairman weJcoming membersto the meeting. The minutes of the last meeting were adopted as recorded.

ITEM 1 - MATTERS ARISING FROM MINUTES OF PREVIOUSMEETING

2. . a. CIYPOL equigmentlinpuls requirements. The CIVPOLCommissioner mentioned that the issue of equipment! inputsrequirements for the training of Rwandese gendarmes had yet to beaddressed. He attributed the delay to the fact that, to date, theRwandan Government bas not submitted its official r~uest toUNAMIR for this training.

O. It was directed that, since UNAMIR does not have a budget forthe training of local gendarmes, the Rwandese Government needs to CIVPOLbe advised once again to identify her requirement~ so that these canbe acquired through a bilateral aid programme.

c. The need for maximum participation by French-~-peaking

CIVPOL African countries in UNAMIR was stressed. The CIVPOLCommissioner promised to continue to use hi~ personal contact~ to CIVPOLassi~1 in this direction.

d. TeJlta&e for TUNBAIT. Members suggested that whileefforts are being made to secure premises from the local authoritiesfor use by TUNBATT, Bns/Coys should be directed to release toTUNBATI UN tentage which isOn their charge but not being used,until the accommodation problem is solved.

e. The Chairman promised to take up the issue with Bns/CoysComds.

f. Tele.pbone facilities for MILOBS. It was mentioned that the CANSIGStelephone user charge of USSIO per minute is very high and therefore CCOneeds to be reviewed.

ITEM 2 - ISSUE OF POL LOO BASE

3. A member observed that there is no POL metre/gauge at the POLpoint at the Log Base and thus future accountability of fuel used or issuedwould be difficult. It was therefore decided that a POL metre/gauge should DeOS SPbe procured and fixed to all POL machines at the Log Ba~.

ITEM 3 - YEHICLES FOR CIVPOLS

4. It was stated that the newly-arrived Nigerian and Ghanaian CIVPOLShad not yet been deployed because of the unavailability of vehicles. It wasfurther stated that the CIVPOL administration needed onJy four vehicles toenable it to deploy the CIVPOLS.

5. The issue was raised regarding the five UNOMUR vehicles whichshould have been reassigned immediately to MILOB Gl' HQ tor use butended up at CTO's outfit tor registration formalities.

6. The tollowing decisions were taken:

a. Vehicle Allocation Committee should meet immediately toredistribute vehicles appropriately as directed earlier;

b. MILOB GP HQ's and CIVPOL's request for vehicles should beaddressed immediately.

ITEM 4 - EXTENSION OF SERVICE - MILOBS

7. The issue. was brought up regarding requests tor extension of servicein UNAMIR by MILOBS transferred from other peace-keeping missions ona temporMy basis. A member mentioned that a formal request would be CMOmade to the FC for his concurrence.

8. The question was raised as to whether such MILOBS would be entitled CSSto the award of a second UN medal if their requestSwere approved.

9. It was decided that the possibility should be explored of awarding aUN Medal Bar, in addition to the UN badge, to deserving personnel who areassigned to one mission and transferred to another. The meeting was toldthat this had been possible in earlier missions elsewhere.

ITEM:; - OTHER MATIERS

10. CAO's information circular on revised MSA rate. Membersobserved that the CAO's infonnation circular on the revised MSA rate hadnot been received by most personnel who needed to know its contents. Itwas therefore directed that the secretary should ensure the proper distribution DeOS SPof the said intormation circular.

II. Payment of ration allowance to staff officers/men. The paymentof a ration allowance to staff officers/men came up for discussion onceagain. Members expressed the need for staff officers/men to be advancedsome monies for feeding since rations have ceased to be issued.

12. Reimbursement - MILQBS. A member remarked that thoseMILOBS who had disbursed various monies from private sources in theirsectors during the Rwandan civil war for the purchase of operationalrequirements have not yet heen reimbursed.

13. It wa'i directed that new submissions should be made by the M[LOBSfor the neces~ reimbursement to be effected. To fOrestall such delays infuture,

the need for the setting up of an internal coordination system at the Mll..OBGP HQ was stressed. The sole responsibility of such a system, wooId be tocoordinate the claim submissions of MILOBS to FHQ to facilitate early

payments.

14. A member informed the meeting that there were also plans to deploy CSSField Service Administrators (FSAs) in all sectors to take charge ofadministrative problems there. He further stated that presently FSAs badbeen deployed in Sector 4 only.

ITEM 6 - CLOSING REMARKS

15. The Cbainnan reminded members to submit proposed agendas for ALLmeetings at least a day before each meeting to MA to DFC/COS for

SUMMARy The situation throughout the country remains calm.The RPA are making efforts to reassure the POPulation ofSector 4A.

REFUGEE AND DP ACTIVITIES

a. 80 refugees were reported to have returned to RWANDAthrough Sector 1. Sector 4A reports 50 refugees leavingRWANDA for BURUNDI.

b. 520 refugees are reported to have returned to RWANDathrough Sector 4B and a further 200 through Sector 5.

c. The total number of refugees reported to have enteredthe country during the reporting period is 800 with 50reported to have left.

3. RGF/INTERAHAMWE ACTIVITIES

a. There are 3 differing reports on the whereabouts ofthe RGF formerly based in the GOMA area. They are :reportedto have moved further into ZAIRE to qualify forhumanitarian aid, they are reported to have left GOMA tojoin their compatriots in BUKAVU and they are reported tohave taken off their uniforms and joined the popUlation ofthe camps.

b. In KATALE refugee camp (near GONA) it is reported that2 rival militia gangs fought for control of a roadjunction. The exact casualty f iqure is not known but it isbelieved that between 6 and 12 people were killed. ICRCwere told of the existence of a "hit-list" in the campwhich contained some names of NGOs to be executed by themilitia. NGOs began to evacuate from the camp at approx1500 hrs yesterday.

c. There are reports of small groups of INTERAHAMWEinfiltrating into Sector 2B at night. The groups generallyconsist of 3-4 people and return to TANZANIA at the end ofthe niqht. Those reported to date have only been armedwith machetes.

4. MISCELLANEOUS INCIDENTS

a. The border crossing point GISENYI-GOHA remains closedto ONAMIR personnel. The crossing points into all otherneighbouring countries are open.

b. A UNHCR vehicle was stopped and searched at an RPAcheckpoint just to the East of GIKONGORO (Sector 4_Al~ _The_vehicle was allowed to proceed after the search. The RPALO in TAC HQ will speak to his higher formation inGIKONGORO in an attempt to clarify the situation regardingthe RPA searching of UNHCR vehicles.

c. At approx 0300 Hrs on 01 oct 94 about 12 shots werereported to have been fired in the vicinity of the prisonin BUTARE (Sector 3). The RPA claim that they foiled anattempted break out and that there were no casualties.

d. The RPA have reported that the RUHENGERI (Sector 5)area is not completely secure. They are arresting about 15former RGF troops every week. To date 2 RGF soldiers havebeen killed when they offered armed resistance to theirarrests.

e. GHANBATT report that the RPA have held meetings withcamp leaders in KIBEHO (Sector 4A, GR 5007) and thetownsfolk of MUGANZA (Sector 4A, GR4303).

ASSESSMENT

a. The whereabouts of the former RGF who used to occupycamps in the GONA area is now believed to be close to thetown of SAKE in ZAIRE. The move was probably carried outto entitle the former RGF troops to humanitarianassistance. Reports that the troops have moved to BUKAVUor entered the camps in GOMA without their uniforms arelikely to have 1;J:leir origins in the actions of a smallnumber of individuals.

b. It is assessed that although the former RGF retain thecaPability to mount small scale insurgent attacks they arenot organis&d enough to mount a conventional attack on thetown of GISENYI as claimed by a clandestine radio stationin ZAIRE.

c. The meetings held by the RPA in Sector 4A are almostundoubtably aimed at persuading DPs to return home and alsoat persuading local people to remain in the area. Theactions of the RPA have been "heavy handed" to date andthey will need to orchestrate a coordinated campaign toreassure the POPulation that they are genuinely concernedmore with re-estab1ishing the country than revenge.

PASSAGE OF INFORMATION

1. The Force Commander has expressed his concern about the flowof information through UNAMIR as whole. It is the function ofthe G? Cell within this HQ to establish and maintain a system forthe collection, collation and dissemination of all militaryinformation within UNAMIR.

2. It cannot be over emphasised that all information needs tobe passed quickly and accurately to the G2 Cell in order thatthey are able to fulfil their task of keeping the Force Commanderand the remainder of UNAMIR as fully informed on the situationas possible. There are, however, a number of particular pointsto which I would ask particular attention be paid.

MASS GRAVES

3. MILOB Gp HQ s asked to compile a list of all mass graves andmassacre sites identified thus far. The list should be forwardedto this HQ with a grid reference, 'approximate number of bodiescontained therein and a description as to whether the bodies areburied or on the surface.

BANDITRY

4. This HQ receives occasional reports of incidents of"banditry". The details are often vague and contain little inthe way of facts. It is requested that MILOBs be tasked to askspecific questions of people reporting such incidents in orderto ascertain exactly what happened, where and when. It is alsoimportant to determine whether or not the person who reported theincident is an eye-witness or merely passing on information froma third party.

BORDERS

5. The state of the borders between RWANDA and neighbouringcountries is of interest to this HQ and it is requested that thedaily SITREP issued by MILOB Gp HQ be augmented by a statementdeclaring the borders to be open or closed to UNAMIR, refugee orNGO traffic.

1. In the immediate aftermath OT the recent war in Rwanda, therewas a critical shortage of petroleum, oils and lubricants (POL) inthe country; as a result the important work of the MOOs was indanger of collapsing as they were unable to move about the country.In these circumstances, UNAMIR agreed to provide POL products, on

( ) repayment, to NGOs from its own stocks.

2. OVer the past 2 months, the infrastructure has recovered tothe extent that POL is now readily available in the major centres;the original reason why POL was made available to NGOs therefore nolonger pertains. In addition, the rapid build up of UNAMIR itselfhas begun to place a strain on our own operational reserves.

3. It has therefore been decided that with effect from 31 Sep 94UNAHIR will cease making issues of POL to HGOs. UlfREO are asked tonotify this decision to all UN agencies and HGOs.

4. HGOs Which have received fuel from UHAHIR sources will shortlyreceive an invoice covering those deliveries.

1. SUMMARY The situation throughout the country remains calm.

2. REFUGEE AND DP ACTIVITIES

a. 301 refugees are reported to have been repatriatedfrom ZAIRE through RUSUZI and BUGERAMA in Sector 4C on 27Sep 94.

()b. No figures were received from Sector 5.

c. It has been reported that DPs are moving out of campsin RWAMIKO (GR 4913) and RURAMBA (GR 4716). They arereported to be heading south towards BURUNDI.

3. RGF/INTERAHAMWE ACTIVITIES

a. There have been several reports that the former RGFtroops in the GOMA area of ZAIRE have disappeared. Effortsare being made to verify these reports and a definitiveanswer will be forthcoming shortly.

b. Reports have been received of a radio stationbroadcasting from ZAIRE that the former RGF intend tolaunch an offensive into RWANDA from the GOMA area.

()4. MISCELLANEOUS INCIDENTS

a. There are continued repcrts of arrests by the RPA insectors 3 and 4.

i. Mr Lauvrien Kubwirama, acting manager GATAREAgriculture Project was arrested at GATARE (GR 3535).He is reported to have been taken to WISUMO.

i i . In Sector 4C, on 2'6 Sep 94 Cordon and SearchOperations in CYANGUGU (GR 7724) and KAMEMBE (GR 7825)resulted in the arrest of 14 men and 1 woman.

111. In RWAMIKO on 22 Sep 94 a Burghermeister wasarrested and in KIBEHO, on the same day, a teacher wasalso arrested. The reasons for the arrests are notknown.

b. In MUGANZA (GR 4305) a woman is reported to have beenshot by an RPA soldier at 272200 B Sep 94. The victimreceived medical attention from the British Medical team atRUNYOMBYI (GR 4893). An investigation is underway.

5. ASSESSMENT

a. The reported move of the RGF from the GOMA areacombined with reports of radio broadcasts saying that theRGF intend to launch an offensive from the area imply adeception plan. The RPA are reported to have 4 Bns in thearea which suggests that they believe the RGF to be stillin GOMA. Should the reports of the RGFs move prove to betrue then the possibility of them having moved to BUKAVUwith the intention of beginning hostilities cannot bediscounted.

) . The meeting commenced at 1040 hrs with the Chairman welcoming membersto the meeting. The minutes of the last meeting were adopted as recorded.

ITEM I - MATIERS ARISING .FROM MINUTES OF PREVIOUSMEETING

2. a. CIVPOL eQuipment/inputs requirements. The CIVPOLCommissioner mentioned that the issue of equipment! inputsrequirements tOr the training of Rwandese gendarmes had yet to beaddressed. He attributed the delay to the fact that, to date, theRwandan Government has not submitted its official request toUNAMIR for this training.

b. It was directed that, since UNAMIR does not have a budget torthe training of local gendannes, the Rwandese Government needs to CIVPOLbe advised once again to identitY her requirements so that these canbe acquired through a bilateral aid programme.

c. The need tor maximum participation by French-~-peaking

CIVPOL African countries in UNAMIR was stressed. The CIVPOLCommissioner promised to continue to use his personal contacts to CIVPOLassist in this direction.

d. Tentaee for TUNDATf. Members suggested that whileeftOrts are being made to secure premises from the local authoritiesfor use by TUNBATT, BnslCoys should be directed to release toTUNBATT UN tentage which isOn their charge but not being used,until the accommodation problem is solved.

e. The Chairman promised to take up the issue with BnslCoysComds.

f. Telephone facilities for MILOBS. It was mentioned that the CANSIGStelephone user charge of USSIO per minute is very high and theretore CCOneeds to be reviewed.

ITEM 2 - ISSUE OF POL LOG BASE

3. A member observed that there is no POL metre/gauge at the POLpoint at the Log Base and thus future accountability of fuel used or issuedwould be difficult. It was theretore decided that a POL metre/gauge shouldbe procured and fixed to all POL machines at the Log Base.

ITEM 3 - VEHICLES FOR CIYPOLS

4. It was stated that the newly-arrived Nigerian and Ghanaian CIVPOLShad not yet been deployed because of the unavailability of vehicles. It wasfurther stated that the CIVPOL administration needed only four vehicles toenable it to deploy the CIVPOLS.

5. The issue was raised re~arding the five UNOMUR vehicles whichshould have heen reassigned immediately to MILOB GP HQ tor use butended up at ero's outfit for registration formalities.

6. The following decisions were taken:

a. Vehicle Allocation Committee should meet immediately toredistribute vehicles appropriatelya'i directed earlier;

h. MILOB GP HQ's and CIVPOL's request tor vehicles should beaddressed immediately.

ITEM 4 - EXTENSION OF SERVICE - MIWBS

7. The issue. was brought up regarding requests tor extension of servicein UNAMIR by MILOBS transterred from other peace-keeping missions ona temporary basis. A member mentioned that a tormal request would be CMOmade to the FC for his concurrence.

8. The question was raised as to whether such MILOBS would be entitled CSSto the award of a second UN medal if their requestswere approved.

9. It was decided that the possibility sbould be explored of awarding aUN Medal Bar, in addition to the UN badge, to deserving personnel who areassigned to one mission and transferred to another. The meeting was toldthat this had been possible in earlier missions elsewhere.

ITEM j - OTHER MATIERS

10. CAO's information circular on revised MSA rate. Membersobserved that the CAO's information circular on the revised MSA rate hadnot been received by most personnel who needed to know its contents. Itwas therd()fe directed that the secretary should ensure the proper distribution Deos spof the said intormation circular.

11. Payment of ration allowance to staff officerslmen. The paymentof a ration allowance to staff officers/men came up tor discussion onceagaln. Members expressed the need tor staff officers/men to be advancedsome monies tor feeding since rations have ceased to be issued.

12. Reimbursement - MILOBS. A member remarked that thoseMILOBS who had dishursed various monies from private sources in theirsectors during the Rwandan civil war for the purchase of operationalrequirements have not yet been reimbursed.

13. It was directed that new submissions should be made by the MILOBStor the necessary reimhursement to be effected. To forestall such delays infuture.

heen deployed in Sector 4 only.

15. The Chairman reminded members to submit proposed agendas for ALLmeetings at least a day before each meeting to MA to DFC/COS t()r

a. There are 232 refugees repatriated from Zairethrough Rusuzi and Bugarama in Sector 4C on 24Sep 94 and 205 on 25 Sep 94.

b. There are further 557 refugees who haveentered through check points 1, 2 and 3 andCyanika in Sector 5 on 24 Sep 94 and 1348

refugees on 25 Sep 94.

c. There are however 229 refugees who crossed theborder to Zaire through Rusuzi on 24 Sep 94.

3. RGF/INTERAHAMWE ACTIVITIES

RPA vehicle was ambushed in Sector 2B (Grid854388) at 240610B Sep 94. Three (3) RPA soldierswere injured.It is alleged 2 Interahamwe membersare responsible for the shoDting.

4. RPA INCIDENTS

There is no significant RPA incident to report.

5. MASS GRAVES

Mass graves have been located at Gishoms (Grid8212) containing 12 old dead bodies. Several otherlocated in Cyangugu (Grid 7725) believed to contain atotal of 250 dead bodies. More details are yet to befurnished by MILOBS.

RGF/INTERAHAHWE ACTIVITIES

a, There are reports from Sector 4C that RGF members arespreading propaganda that they will attack Bugarama Citysometime in october this year inorder to capture Rwanda.

b, In Sector 3 Tac HQ has reported that locals around Muyiraarea (GR 8629) reported that RGF soldiers (approx 400 innumber) on 14 Sep 94 attacked from Burundi along the borderareas and killed 17 people. Escorts who went to the same areayesteday were tasked to spend a night inorder to verify theinformation and the general situation of the area.

MISCELLANEOUS INCIDENTS

a, It has been reported from Sector 4A that a strong Radiostation emminating from Burundi is urging people not to comeback to their homes in Rwanda and they should stay inBurundi instead.

b, It has been reported from Sector 5 that the border toZaire has been reopened to UNAMIR since yesterday.

5 • ASSESSMENT

a. The propaganda by RGF to attack Bugarama is believed tobe aimed at detering refugees from coming back to Rwanda.It may also indicate their future plans to be launched whenthey get more organised.

1. We are advised by FOD/New York that CCS/OHRM has revised the MSA rateto U5$70.00 per day for UNAMIR staff when accommodation is provided by the UnitedNations and US$40.00 per day when both accommodation and meals are provided. Theeffective date of implementation is 21 September 1994. This is applicable to allUNAMIR personnel in receipt of MSA and who are currently residing in theaccommodations so far considered as provided by the United Nations, namely: Amahoro.Meridien, Chez Lando and Village BeIge. We are further advised that these rates arenot subject to any supplements for staff members at the D-I level and abon~_

2. To sraff officers who are currently housed in the Village BeIge complex will pepaid U5$30.00 per day until such time when meal facilities are established.

3. UNAMIR Management is in contact with FOD/NY to review modalities relatedto this simatioD. You will be informed in due course of any change.

1. REFUGEE AND DP ACTIVITIES

a. 752 refugees were reported to have repatriated throughRUSUZI 1 and BUGERAMA into Sector 4C.

b. Sector 5 reports a total of 1577 refugees repatriatedthrough checkpoints 1, 2 and 3.

c. A further 60 refugees were reported to have returnedto RWANDA through CYANIKA (GR 7152).

d. The RPA are reported to have closed down the DP camp atMABAZA (GR 3473, Sector 4B). The DPs were ordered toreturn home.

2. RGF/INTERAHAMWE ACTIVITIES

a. There were no RGF/INTERAHAMWE activities reported forthe period.

3. M~SCELLANEOUS INCIDENTS

a. ETHIOBATT have reported that a women was arrested andimprisoned in BUGARAMA (GR 8902). The reason for thearrest is not known.

b. RPA soldiers are reported to have fired their weaponsinto the air near the town of GAFUNZO (GR 9035, Sector 4C).The RPA claimed that they were test firing their weapons.The noise of the firing was reported to have greatlyconcerned the inhabitants of the town.

c. A section of RPA was deployed on the border post atRAMERA (GR 4192, Sector 4A). UN forces have observed thatsince this deployment the flow of returning refugees fromBURUNDI has decreased. Figures are not available.

d. It is reported that all of the unoccupied houses inCYANGUGU have been taken over by the RPA.

4. ASSESSMENT

a. The population of Sector 4 remain wary of the RPA.RPA actions such as the arrest of the woman in BUGARAMAwith no reason given and the test firing of weapons inGAFUNZO do nothing to reassure the population that they arein safe hands. The incidents could be a show of strengthby the RPA to demonstrate that they are firmly in controlof the area or alternatively they could show that the RPAis unaware of the effect their actions have upon thepopulation in the area.

I. The meeting started at 1435 hrs. The Chairman welcomed all membersto the meeting and asked for comments on the minutes of the last meeting.In the absence of any comments, the minutes as recorded were adopted.

d. CIVPOL eguipmentlinputs requirements. Memberssuggested that the equipment/inputs required by CIVPOL in thetraining of gendarmes be costed and submitted to the visiting UNUnder-Secretary-General for PKO for immediate {:onsideration.

3. Members observed that the UNAMIR Administrative Instructionsissued in respect of UN vehicles' speed limits need to be reviewed to makethe speed restrictions realistic. It was decided that the vehicJe speedrestrictions should be given a second look to make them realistic withoutcompromising on UNAMIR General Safety Policy. DCOS SP

ITEM 3 - ACCOMMODATION FOR TUNBATT

4. The need to secure accommodation for TUNBATf in Sector 5 wasdiscussed. It was directed that prompt action should be taken to secure theuse of those premises suggested in G3 Plans memo on the issue to CAOdated 19 Sep 94. The Battalion is expected to deploy by 27 Nov 94.

ITEM 4 - OPERATIONAL TRAINING PROGRAMME

5. It was mentioned that there is an Operational Training Programmedrawn for all the 8os/Coys. However, this proposed programme can onlytake off when a training area has been acquired. it was therefore decidedthat a formal request be made to RPA hierarchy for the identified trainingarea to be released for use.

6. A member observed that the payment of the Daily Ration Allowance tostaff officers/men in lieu of rations as proposed is long overdue and suggestedthat a reminder be sent to the Director FOD/DPKO/UNHQ requesting that essprompt action be taken on the issue.

7. The Force Medical Officer mentioned that whilst the option is beingconsidered by UNHQ, it was essential that some fresh rations are also issued tostaff officers/men as opposed to the issue of only hard rations. Herecommended that tps should only stay on hard rations for a maximum periodof seven days. Thereafter, there is a medical requirement to supplement themwith fresh rations and after a period, a full break to fresh rations should occur.

8. A member infOrmed the meeting that plans are far ahead to providecatering facilities at the Belgian Village Mess and the Chez lando Hotel on acash basis. As a result, the staff officers and men need to be given their cashallowance.

ITEM 6 - PROGRAMME OF VISITS

9. The Chainnan mentioned that he had observed with disappointment thatprogrammes of visits to the mission area are prepared and sent out without hisknowledge. He also mentioned that there is lack of proper co-ordinationbetween the military component and the civilian administration responsible forsuch visits. These~ be said, are evidenced by numerous last-minute changesthat are made in the programmes, with the consequential errors. He furtherdirected that all programmes of visits should be submitted to him for his reviewand discussion with FC before being released. As a solution for better co­ordination, it was decided that the military and civilian components responsiblefor these VIP visits should be co-located in the same office. DeOS SP

ITEM 7 - THI.EPHONE FACILITIES FOR M1WB SECTORS

() 10. A member stressed the need to install telephone facilities at all MILOBGp Sector Hqs to enable MIWBS to communicate with their home countrieson a payment basis. It was therefore directed that the Chief CommunicationsOfficer (CCO) and CANSIGS be contacted to undertake a feasibility study forthe installation of telephone facilities at all MlLOB Sector Hqs.

ITEM 8 - OTHER MATTERS

II . Civilian drivers for jomwljm. It was directed that civilian driversare to be employed to drive journalists around the AO. The MILOBS presentlydriving the journalists are to be withdrawn and properly employed. DeOS SP

The Chairman promised to discuss with the Military Spokesman thepossibility of pressmen driving around the mission area on their own since thesecurity situation in Rwanda is relatively calm. DFC/COS

12. Information flow - 8eJe;ian Villa~- A member suggested that there wasthe need for an administration circular to be passed to residents of the BelgianVillage to keep them informed of all domestic affairs at the Village - for examplewhen utility services are to be cut off: The.Camp Commandant of the BeJgian DCOS SPVillage will be responsible.

13. End of tour of duty - CMO_ The incumbent CMO announced that he willbe proceeding on a short leave prior to his departure from the mission area on orabout 30 Sep 94. He further mentioned that the DCMO will act as CMO until hefinally hands over his duties to the incoming CMO. DeMO

14. The Chairman requested the CMO to inform him of his departure date in() good time for a befitting farewell reception to be organized for him.

A short while ago the Office of Administration (under whoseoverall authority Boards of Inquiry fall) was informed by theDeputy Force Commander that there is no constituted UNAMIRMilitary Police. UN Headquarters New York has been requested forsuch a unit and also for UNAMIR Civilian Police Force.

In view of the urgent need for an UNAMIR Military Policewhich will be tasked to investigate, among other matters, trafficaccidents, I requested the SRSG to authorise an interim solution.The solution authorised by the SRSG is that "the Force Commanderappoints a small international team of 4 Military Police, and theOIC Civilian Police, in consultation with the OIC Administration,appoints a similar team of Civilian Police to carry outinvestigations on behalf of UNAMIR until a proper constitutionof these units."

I am now requesting that you make these appointments so thatinvestigations of accidents and other incidents can beginearnestly. I fear the backlog may soon overwhelm us.

3..'ne situation during the War in Rwanda, and its immediateaftermath was exceptional but that time is now at an end.Military Observers are to be reminded that they are not toconsume issued rations nor to live in UN funded accommodationunless this has been declared to the Finance Officer in writingand in advance so that records may be maintained to ensure thatdeductions from MSA may be calculated. This applies to allofficers currently enjoying Military Observers status, whetheremployed as such or as staff officers within the HQ.

4. Military Observers may be assured that, in calculating thereserve stock levels of rations necessary to sustain the Force inthe event of emergency, their requirements have been taken intoaccount.

5. Specifically, the purpose of this minute is to remindMilitary Observers that unless they have declared their intentionto do se to the Finance Officer:

b. They may not occupy UN funded accommodation. WithinKigali, this includes the HQ building and Blue Beret Camp(BBC) (formerly known as the Belgian Village), subject tocertain exceptions for those actually in now residence.These exceptions expire on or before 21 Sep 94 in the caseof the HQ building and 30 Sep 94 in the case of BBC.

6. You should be aware that this matter has recently beenraised with CAO by UN New York. They may well be examining thesituation in Rwanda carefully, with unfortunate consequences foranyone found to be in breach of the rules concerning MSA.

a. Refugees continue to return from ZAIRE to RWANDAthrough Sectors 4 and 5. It is reported that about 1500refugees crossed from GOMA with a further 1000 reported tohave returned from BUKAVU through RUSUZI 2.

RGF/INTERAHAMWE ACTIVITIES

a. There was no significant RGF/Interahamwe activity toreport.

4. MASS GRAVES

a. Another mass grave has been located at SAVE (GR746193). It contains approximately 1750 bodies. Thesepeople are believed to have been killed by the RPA duringthe war.

b. AUSMED staff have reported that the local populationin the area of NYUMBA (GR6405) claim that about 20000bodies are buried in the area of NYUMBA and NYIKIBANDA(GR6502). The exact locations of the graves are not yetknown and MILOBs have been tasked to verify the accuracy ofthe information and to identify the graves.

MISCELLANEOUS INCIDENTS

a. In KIBOMBA refugee camp (N of GOMA in ZAIRE) it wasclaimed that Zairian soldiers had opened unaimed fire. Itis believed that some refugees were shot. Details of theincident are vague and Sector 5 are looking into thematter.

J5. ASSESSMENT

a. The total number of refugees reported to have returnedfrom ZAIRE is the highest number yet. reported. It isencouraging and indicates that the refugees consider thatit is preferable to return to RWANDA rather than to remainin ZAIRE. Long exposure to the poor conditions in thecamps, the deteriorating security situation and possiblypressure from the Zairian authorities have probably playedtheir part in the decision makinq process. The RGFcampaign to pressurise people into staying by convincingthem that RWANDA is too dangerous to return to would appearto be failing.

The situation during the War in Rwanda, and its immediateaftermath was exceptional but that time is now at an end.Military Observers are to be reminded that they are not toconsume issued rations nor to live in UN funded accommodationunless this has been declared to the Finance Officer in writingand in advance so that records may be maintained to ensure thatdeductions from MSA may be calculated. This applies to allofficers currently enjoying Military Observers status, whetheremployed as such or as staff officers within the HQ.

4. Military Observers may be assured that, in calculating thereserve stock levels of rations necessary to sustain the Force inthe event of emergency, their requirements have been taken intoaccount.

5. Specifically, the purpose of this minute is to remindMilitary Observers that unless they have declared their intentionto do so to the Finance Officer:

a. They may not draw composite rations nor permit orencourage any other person to do so on their behalf.

b. They may not occupy UN funded accommodation. WithinKigali, this includes the HQ building and Blue Beret Camp(BBC) (formerly known as the Belgian Village), sUbject tocertain exceptions for those actually in now residence.These exceptions expire on or before 21 Sep 94 in the caseof the HQ building and 30 Sep 94 in the case of BBC.

6. You should be aware that this matter has recently beenraised with CAO by UN New York. They may well be examining thesituation in Rwanda carefully, with unfortunate consequences foranyone found to be in breach of the rules concerning MSA.

5. ASSESSMENT

a. The RPA are failing in their aim of attempting toreassure the population of Sector 4 that they mean them noharm. Many Hutus still fear reprisals for the earlieratrocities committed in the war. It is assessed that theflow of refuaees from Sector 4 will not ston comnletelv andmay actually rise in the short term until the RPA chanaetheir tactics and annroach.

1. The meeting commenced at 1035 hrs with theChairman welcoming all members to the meeting. Hefurther stated that he was glad that after a longbreak, it has been possible to resume themeeting after the Rwandan Civil War.

2. The Chairman stressed that the primary aim of hisregular meetings will be to discuss both operational andadministrative problems affecting the force which arenot normally discussed in detail during the normalFC's morning briefing. Again, he mentioned that itis essential that Departmental Heads meet on regularbasis to discuss the progress of work in eachdepartment for a better co-ordination. The Chairmanalso stated that in his absence, either the DCOS Ops orDCOS Sp is to chair the meetings.

ITEM 1 - USE OF UNICEF BUILDING BY UNAHIR

3. Issues raised in the letter received from thePrefect of Kigali, Maj Rose Kabuye asking UNAMIRto vacate the UNICEF building were discussed.It was explained by a member that the UNICEFbuilding is owned by a Rwandese who has beendeclared Persona non grata by the govt andit was on lease to UNICEF before the Civil war.Furthermore, the member mentioned .that although theGovernment has no objection to the use of the building

by UNAMIR, it does not want any rent to be paid tothe owner of the building. The issue of UNAMIR's CSSejection from the building is however being resolved.

ITEM 2 - DELAYS IN ADMINISTRATIVESUPPORT FOR THE FORCE

4 . Members expressed concern about the unduedelays in the arrival of logistics items in themission for the support of the force. Specifically,it was mentioned that there were some items still CSSwaiting in Mogadishu, Somalia to be sent into themission area. On this score, an assurance was givenby the CSS that very soon 120 containers ofdefence stores and various items needed by the forcewill arrive in the mission area.

5. The Chairman however, stated that it is hisconsidered opinion, that there is the need to senddesignated office.rs from the FHQ in the future toall the store depots outside the mission area toperform personal liaison duties with the view tohastening action to enable logistics itemsarrive in the mission area early.

ITEM 3 - VISA REQUIREMENTS FORUNAMIR PERSONNEL OPERATING OUTSIDETHE MISSION AREA

6. The problem encountered by UNAMIR personnelespecially MlLOBSat the country's borders wasdiscussed at length. It was decided that the DCOSSp outfit was to work out a system to enable UNP.MIRPersonnel be issued with the relevant visas topermit such persons free entry into the neighbouringcountries for duties.·Again the need for personalcontacts in dealing with these foreign authoritiesto facilitate a better working relationship wasstressed.

ITEM 4 - OBSERVATIONS IN DAILY ANDWBBRLY UNAMIR SITRBPS

ITEM 5 - CARRYING OF WEAPONS/AMMUNITIONBY RPA SOLDIERS ON UN FACILITIES

9. Members expressed the need to disarm the threeRPA LOs and their escorts before allowing them access DFC/OOSinto any UN facilities in accordance with ForceCommanders directives. The Chairman promisedto take the issue with RPA authorities.

ITEM 6 - USE OF CYPHER ON FORCECOMMAND NET

10. The idea for the use of Cypher on the ForceCommand Net instead of the PLAIN mode wassuggested by a member. AI though members agreedthat there could be the possibility of eitherthe RPA/or RGA monitoring the UNAMIR's VHF and HFnets, it was essential that UNAMIR continues tomaintain UN's Policy of total transparency in itsoperations.

11. The Chairman however promised to discuss withthe SRSG and the FC the probable need to encryptsome classified messages.

ITEM 7 - INTERPRETERS/TRANSLATORS

12. Members observed that the number ofinterpreters/translators presently employed toassist the Force is woefully inadequate.It was stated that each battalion will requirebetween fifteen to twenty interpreters/translatorsto effectively' support the troops in the field.It was therefore decided as a matter of urgencythat a programme which has already been submittedto the CAO's office is pursued.

ITEM 8 - VEHICLE AVAILABILITY ANDDISTRIBUTION

13. A member expressed his dissatisfaction withthe manner in which the few available vehicles inthe system have been distributed. It was notedthat Staff Officers who do not "need the four runnervehicles in the performance of their duties havebeen issued with such vehicles whilst the MILOBGp for instance which require the use of suchvehicles were issued with only five of the fourrunner vehicles. The Chainman also lamented thatalthough he 'is the head of the Vehicle AllocationCommittee. the distribution was done withoutconsulting him.

15. A member suggested the introduction of routinecourier helicopter flights to all sectors to enabledepartmental heads pay regular routine visitsto all sub-units under their departments.Although this idea was considered a laudable one,the high cost of Aviation fuel will not allowthis to be practised. However, critical flightswere already being undertaken.

16. The issue concezning the refusal of Helicopterpilots to fly at night when requested "to do sowas discussed4 The following decisions were taken:

a. Since all the three Helicoptersare so equipped and capable to flyat night, CAO's of£ice should takea critical look at the terms of

contract regarding tPe helicoptersto enable pilots undertake nightemergency tasks.

b. The Battalions/Units should identif»mark and register suitable landing sitesto allow helicopters to land both day andnight.

ITEM 10 - MESSAGE AUTHORIZATION

l7. Members were advised that with the expandingnature of the Force there was the need to controlthe manner in which messages of both operationalnature or administrative nature are released toavoid misapplication and duplication of efforts.Members were reminded of the Inter OfficeMemorandum originated by the ChiefCommunication Officer on the subject dated4 Sep 94. A member also advised that as muchas possible messages of administrative natureshould only be originated and released by theCivilian Administration on behalf of the forcewhilst the release of operational messages are to bethe sole responsibility of the military componentof the mission.

ITEM 11 - UN MEDALS AND CERTIFICATES

18. It was decided after discussions that theCMPO is to make the necessary projections for allthose tps who are eligible for the award of UN Medalsand certificates to be given without delay.

ITEM 12 - STAFF LIST

19. The G1 Staff was tasked to amend the stafflist. In addition, departmental heads wereadvised to relay to those staff officers whosestatus have been changed from that of staff toMILOBs and have not yet been relieved of theirduties, to continue to work in those capacitiesuntil they are properly relieved.

ITEM 13 - GENDARMERIE

20. It was mentioned that the Rwandese Governmentintends soliciting the assistance of UNAMIR CIVPOLto help train 6,000 gendarmes. The Chairman supportedthe Commissioner of CIVPOL's advise to the RwandanGovernment to put in an official request to UNAMIRfor consideration.

21. The Commissioner of CIVPOL was also tasked towrite to the TRIOKA Mission for all equipmer.t/inputsrequirements needed for both the training of thegendarmes and in the performance of Police Q~ties.

ITEM 14 - CLOSING REMARKS

22. The Chairman thanked members for the contributionsmade during the meeting and remarked that although themeeting had been long overdue, he was glad to see itresume and it had been very useful.

23. He asked members to keep bim continuously informedof developments in their departments for a better co-ordination. Members were also reminded that the recent ALLdevelopments taking place in Rwanda as a whole and in theForce structure in particular, calls for flexibility andall must be involved in the process. He, however,cautioned against actions taken on importantoperational decisions without his knowledge. Even if hegot know of some of them, it was often too late.For cohesiveness, he advised all to carry out closeconsultations at the various levels of command.

24. The Chairman finally remarked that from allindications, the FC is so far happy with the conductof operations and urged members to continue workingin the same vain.

OFFICE PROCEDURES - FORCE STANDARD DISTRIBUTION LISTS

1. New Standard Distribution Lists for use within the militarycomponent of HQ UNAMIR are attached. Staff officers are encouragedto make the maximum use of these Lists as they help ensure that noone is omitted from the distribution of any document and remove thechore of typing long distributions on each document produced.

2. The Lists must, however, be used sensibly. While they act asan aide-memoire for staff officers, they do not remove from themthe responsibility of considering carefully who, needs theinformation contai~~d in the document under consideration. Thereis a balance to be struck if we are to ensure efficient andeffective passage of information within the Force - those who needto know must receive the necessary information while those who donot have any interest in the subject do not want to be swamped wi thmasses of paper which they have to read to decide whether or notthey need the information it contains. We need, too, to rememberthat distribution of large documents on wide distributions isexpensive in terms of paper, photocopying and the time of ·our toofew clerks.

3. Standard Distribution Lists are flexible in their use, as thefollowing examples demonstrate. If the appropriate DistributionList contains addressees who do not need a particular document, theDistribution on the document might read, for example, 'Lists A andB (less Serials 17 and 21)'. Similarly, the Lists can be used tocover a part of the total distribution of a document thus:

Procedures

4. Claims for ammunition expended in accordance with Para 3C andD should be raised by the home countries authorities and forwardedto New York.

5. Attached to the claim must be at least one of the followingdocuments:

a. A written order from the Mission for the use of the sameamount of ammunition.

b. Quarterly report of ammunition holdings which are certified bythe Mission that the amounts of· ammunition in the columnquantity expended (OPS) has been expended for operationalpurposes.

6. Contingent Commanders are responsible for raising thenecessary documents and submitting them to their home countries.
