• Background in commercial real estate development, with work for – Olympia & York,

Cadillac Fairview, Campeau, H&R, Oxford, Bramalea, etc.

• Commercial real estate work led to early involvement – 1982 – in P3 projects

• During the 1987 -1992 period, SCOTT was Lead Design Consultant for two of the first and largest P3 projects in Canada – Terminal 3 at Toronto Pearson ($630M) and the Toronto headquarters of the Canadian Broadcasting Corporation ($349M)

• SCOTT has worked on P3 initiatives with – Lockheed, Hughes, Bovis, Bouygues, AECON, Turner, and SKANSKA

• Global project locales include – Turkey, Czech Republic, Trinidad, Argentina, Ecuador,

Croatia, Former Soviet Union, India, Australia, Poland, Oman, and Dubai

INFRASTRUCTURE ONTARIO Agency of the Government of Ontario involved in the delivery of all PPP projects in the province, including hospitals, justice, transportation, water, and power projects Ontario’s Public-Private Partnership model is unique Alternative Financing and Procurement or AFP, utilizes private expertise and financing to strategically rebuild vital infrastructure, on time and on budget, while ensuring appropriate public control and ownership • Provides an alternative to the Traditional project delivery model (Design-Bid-Build) • Integrates key project components using output specifications, encouraging design excellence

and minimizing scope changes • Allows for appropriate risk sharing in the Project Agreement • On time and on budget – payment occurs only after construction is completed • Ensures value for money; to date, project values total $2.7 billion

• Delivers public projects through established and tested processes and controls

• Utilizes private sector experience and expertise in the delivery of projects
