DESCRIPTION
Memfasilitasi Green PNPM di Sumatera: Menindaklanjuti supervisi Bank Dunia pada bulan Desember 2011 dan menanggapi surat yang dikirim oleh Pemerintah (Direktorat Jenderal Pemberdayaan Masyarakat Desa/PMD) yang ditujukan kepada Bank Dunia mengenai perlunya dukungan komponen tambahan (Penyadaran dan peningkatan kapasitas) di Sulawesi Selatan dan tiga kabupaten di Sumatera (Agam, Padang Pariaman dan Lebong), OWT ditunjuk oleh Bank Dunia untuk memberikan bantuan teknis kegiatan tersebut. Menanggapi permintaan tersebut, pada tanggal 13 Januari 2012, kami mengajukan proposal teknis: 'Usulan Pendampingan CSO Untuk Mendukung Green-PNPM di Kabupaten Agam dan Kabupaten Padang Pariaman (Sumatera Barat) dan Kabupaten Lebong (Provinsi Bengkulu). Setelah beberapa kali revisi, usulan itu akhirnya diterima; Kesepakatan Hibah baru (GA) ditandatangani pada tanggal 20 April 2012. Dengan nomor kontrak TF 011930; (USD 265.000). Sejak Mei 2012, kami telah melakukan kegiatan penuh di tiga kabupaten, direncanakan sampai 31 Desember 2012.

I. Background
A. PNPM-Green: It is a pilot-project which is designed in part to mainstream natural
resource management and renewable energy issues within the core operations of the
national PNPM-Rural program. On Sulawesi Island (North Sulawesi, South Sulawesi, West
Sulawesi, and Southeast Sulawesi), PNPM-Green has been active since 2008, and in 2010,
the pilot program expanded into four provinces on Sumatra Island (Aceh, North Sumatra,
West Sumatra and Bengkulu). A key component of PNPM-Green – to which
approximately USD 5.3 million has been allocated – is the technical assistance provided by
Indonesian and international civil society organizations (CSO). The CSO partners are
responsible for delivering environmental awareness raising and training activities to the
pilot’s community beneficiaries and local government officials to assist in the design and
implementation of viable ‘green sub-projects’. These sub-projects are financed through the
PNPM-Green block grants and are focused in improved NRM practices, environmental
conservation, environmentally-sound income generating activities, and RE. As PNPM-
Green is currently designed, there is CSO coverage in the eight target provinces.
B. Operation Wallacea Trust (OWT): It is a CSO has Grant Agreement (TF 090977) with the
World Bank to conduct environmental awareness and training to local community, actors
and stakeholders in the Pilot PNPM-Green in Buton, Muna and Kolaka Districts, South
Sulawesi Province (October 2007 to date). On March 14, 2012, we received additional grant
on the existing TF 090977 to extent our facilitation areas to cover Maros, Wajo and Tana
Toraja Districts. Considering several pilot districts in Sumatra had not yet received CSO
supports, on April 24, 2012, we signed another GA (TF 011930) to cover Padang Pariaman
and Agam Districts (West Sumatra) and Lebong District (Bengkulu Province). TF 090977
will be ended on 31 October 2012, while TF 011930 is planned to end on 31 December
2012.
C. OWT intervention and approach: Since 2008, our interventions have been focused at
village and sub-district level, in the form of environmental awareness and training, technical
assistance and facilitation to ensure the program and its associated block-grant will enable to
raise the quality of beneficiaries’ livelihoods. Community based environmental program will
only be sustainable if they enable to open new opportunities to local community livelihoods.
Natural resource management (NRM) and renewable energy (RE) initiatives within PNPM-
Green will only be sustainable if they can enhance income generating activity (IGA) or
reduce poor household expenditure. Green block-grant only acts as a ‘starter’ or ‘stimulant’,
whether those end-up to environment and livelihoods improvement or not will heavily
depend on the quality of community facilitation. Taking this in mind, the success of PNPM-
Green will require extra ordinary facilitation efforts at grass-root level.
II. Executive Summary
0.1. Facilitated PNPM-Green in Sumatra: Following up the Bank’s supervision mission in
December 2011 and responding to a letter sent by GOI (Directorate General of Village and
Community Empowerment/PMD) addressed to the Bank regarding the need to have
additional support (awareness raising and capacity building) in South Sulawesi and three
districts in Sumatra (Agam, Padang Pariaman and Lebong), OWT was requested by the
Bank to involve for the technical assistance. In response to the request, for the case of
Sumatra, on 13 January 2012, we submitted technical proposal entitled: ‘Proposed CSO
Services to Support Green-PNPM in Agam and Pariaman Districts (West Sumatera
Province) and Lebong District (Bengkulu Province). After having some revisions, the

proposal was finally accepted; a new Grant Agreement (GA) developed and signed on April
20, 2012 (TF 011930; USD 265,000). Under TF-011930, since May 2012, we have provided
full supports in three districts until 31 December 2012.
0.2. OWT facilitation sites in Sumatra to support PNPM-Green (TF-011930): West
Sumatra Province: Agam and Padang Pariaman Districts, which are composed of 6 sub-
districts (kecamatan). Agam District: Palembayan, Palupuh, and Malalak; Padang Pariaman
District: Enam Lingkung, VII Koto Sungai Sarik, and Batang Gasan. Bengkulu Province:
Lebong District, which is composed of 3 sub-district, Padang Bano, Lebong Utara, and
Lebong Atas.
0.3. ‘Nagari’, a smallest government unit in West Sumatra Province: Nagari is a
customary defined administrative area boundary inherited by Minangkabau1 geo-political
structure (Langgam). ‘Nagari’ is equal to ‘desa’ (village), but the administrative area is
normally larger than desa. The area size and population of one nagari is equal to 2-5 villages
(big village). The New Order government had nationalized indigenous and diverse village
governance systems which had been in existence before 1945; through Law No. 5/1979, the
nagari system was changed into ‘desa’. With reference to Law No. 22/1999, issued during
reformation era, West Sumatra Province enacted Law No 9/2000 which returned (from
‘desa’ during the New Order) into indigenous ‘Nagari’ governance system. One Nagari is
composed of 5 -10 Jorong or Korong (sub-village); Agam District use ‘Jorong’ for sub-
Nagari, while Padang Pariaman District use ‘Korong’.
0.4. Physiographic and accessibility of the pilot districts:
(a) Padang Pariaman District is located on the lower foot slope of Bukit Barisan mountain
ranges. The landscape is dominated by flat and gentle slopes area; soil is fertile while the
average annual rainfall is 3,000 mm. The pilot sub-districts have an excellent accessibility
and closed to each other. It is only about 1 hour car drive from the Airport. Some areas have
high Tsunami hazards; the major land-use is paddy field (sawah) and agroforestry;
(b) Agam District covers the upper and middle slope of Bukit Barisan Mountain ranges. The
landscape is dominated by gentle to steep slopes area; soil is fertile while annual rainfall is
4,000 mm. The District has beautiful scenery and comfortable weather conditions. Water
resources are abundant with low turbidity (suspended-load) due to the stable substrate. Lake
Maninjau, one of the largest lakes in West-Sumatra, is located in the District. The pilot sub-
districts have a good accessibility, although the pilot sub-district is far to each other. It is
about 1-3 hours’ car drive from Bukittinggi or Lubuk Basung (Capital of Agam District).
Some areas have high landslide hazards; the major land-use is paddy field (sawah) and
agroforestry;
(c) Lebong District covers the upper and middle slope of Bukit Barisan Mountain ranges.
The landscape is dominated by steep slopes area; soil is fertile while annual rainfall is 3,500
mm. The pilot sub-districts have difficult accessibility. Some areas have only been
accessible using four-wheel drive car. It is about 5-6 hours’ car drive from Province
capital/Bengkulen. Some areas have high landslide hazards; the major land-use is
agroforestry and forestry; about 60% of the area is state forest.
0.5. OWT’s prior and on-going facilitation activities in Sumatra to support PNPM-
Green: With Danida grant, ‘Capacity Building on Catchment Areas Management and

Conservation to Sustain MHP schemes’ (1.MRD.16-3), since March 2011, OWT has been
working in Palembayan, Malalak and Palupuh Sub-Districts (Agam District). The activities
apart from aligned with PNPM-Green, such as facilitated the establishment of village
nursery, tree planting, village regulation etc. In response to the request of PNPM-Green
actors and facilitators, we also conducted the following activities:
2010: Facilitated 11 units PNPM-Green biogas installations sub-projects in Nagari Salareh
Aia as well as its maintenance work.
2011: Facilitated 21 units PNPM-Green biogas installation sub-projects in Jorong Sungai
Taleh, Nagari Baringin, Palembayan Sub-district (14 units) and Jorong Salimpaung, Nagari
Malalak Utara of Malalak Sub-district (7 units).
The project will be ended on 31 October 2012.
0.6. The stage of PNPM-Green Cycle in West Sumatra Province:
2011: MDST (project hand-over to village government) stage which supposed has been
occurred during early 2011, up till June 2012 has not yet been reached either in Agam or
Padang Pariaman. The underlined reasons, the third block-grant disbursement of 2011 cycle
(20% out of total fund) was carried over to 2012. The third disbursement has not been
disbursed until mid July 2012.
2012: In contrast with the slow progress and late completion of 2011 cycle, 2012 cycle run
quite fast. MAD III and MD Information have been conducted during early June 2012 while
SPC have been issued during the end of June 2012. Project implementations have started
since the end of July 2012. Such situations happened in all sub-districts in Agam and Padang
Pariaman Districts. To speed up the process and avoid 2011 bad experience, the first fund
disbursement is used to procure all necessary raw materials.
0.7. The stage of PNPM-Green Cycle in Bengkulu Province:
2011: MDSTs have been conducted during February 2012 in all villages in Lebong Utara
and Lebong Atas sub-districts, while for Padang Bano Sub-district; there are two sub-
projects (tree nursery and organic fertilizer making) which have not yet reached MDST.
The underlined reason is political turmoil due to unsmooth succession of village head.
2012: Similar with West Sumatra situation, the first term of fund disbursement (40% out of
total grant) has been disbursed by the end of July 2012.
0.8. Project start-up in West Sumatra and Bengkulu Provinces: (a) Socialization OWT
roles and workplan at province level during PNPM-Green evaluation workshop in Bengkulu
(8 May) and Bukittinggi (10 May); (b) Facilitated coordination meeting involving key actors
of PNPM-Green in Bengkulu (9 May), Agam (10 May), Padang Pariaman (11 May) to
understand problems and required CSO technical and facilitation supports; (c) Recruitment
of District Coordinators (11 May); (d) Pre-service training of District Coordinators
(Korkab) in Bogor (18-20 May); (e) Each newly recruited Korkab conducted (i) orientation
on each pilot sub-district; (ii) mapping specific environmental problems and potential
natural resources on each sub-district; (iii) identified sub-district champions suitable to be
recruited as Sub-district cadres (Korcam); (e) recruitment of Sub-district cadres.
0.9. Established environmental awareness cars (‘My Darling’) in West Sumatra and
Bengkulu Provinces: Understanding the poor awareness of local community at grass root

level either on environmental issues or PNPM-Green, since mid May 2012, in addition of
CIMO (WCS awareness cars), we established two ‘My Darling’ cars (Masyarakat Sadar
Lingkungan/community aware environmental issues). One car (Kijang Innova) is for West
Sumatra (two districts, see Figure 5) and another (Hi-Line) is for Bengkulu (one district).
10. Our principle facilitations in both provinces during June 2012: (a) together with
Green-Facilitators (FKL, Astal and SPL) facilitated PNPM cycle to ensure that the process
follow the spirits of community driven development; (b) provided awareness rising, training
and field technical assistances to PNPM key actors and stakeholders; (c) identified the
potential sites to establish demonstration pilots (‘demo-plot’) to inspire local community on
possible site-specific sustainable activities related to NRM, IGA and RE; (d) prepared exit-
strategy on the maintenance and development of PNPM-Green investment; (i) strengthened
community institution (Village Regulation/Perdes); (ii) enhanced sense of ownership of key
development agents, i.e. extension workers, key village government/KVG and key village
champions/KVC etc. at village and (sub) district level; (iii) enhanced sense of government
ownership on PNPM-Green investment.
11. Our strategy to enhance coordination among key actors in West-Sumatra Province: Considering: (a) we need to develop a good coordination with the existing CSO which had
been previously active the province (WCS); (b) late completion of 2011 PNPM-Green in
West Sumatra; (c) the strong spirits of Province PJO (Pak Zukirwan Chan) to complete 2011
and 2012 in time. We have been committed to: (a) attend weekly coordination meeting at
province level together with PJO Province, SPL and WCS representative; (b) attend monthly
coordination meeting at province level together with all PNPM-Green key actors; (c)
facilitated monthly coordination meeting at district level involving CSO (including WCS
representatives) and consultants.
12. Our strategy to enhance coordination among key actors in Bengkulu Province: (a) To
harmonize relationships and sharpen synergetic actions among consultants and OWT, we
share district coordination office in Lebong District; (b) facilitated monthly coordination
meeting at district level involving CSO (including WCS representatives) and consultants; (c)
attend monthly coordination meeting at province level together with all PNPM-Green key
actors.
13. Specific facilitations in Agam and Padang Pariaman District, West Sumatra Province: (a) Conducted intensive facilitation on tree plantation and village nursery maintenance; (b)
Facilitated the formulation of NRM Village Regulations, including review of RPJM Desa;
(c) Supported the Fourth PNPM Rural Jambore Exhibition held in Pasaman District; (d)
Facilitated sub-project budget making process, especially for biogas installation, tree
planting and nursery development; (e) Distributed and installed environmental awareness
materials (posters, books, magazines, DVDs); (f) Training for UPK, FKL and PL on
strategy to speed up 2011 and 2012 project completion; (g) Training for TPK, KPMD and
maintenance team on every sub-district level; (h) Provided technical assistances on 2011
biogas sub-projects in Malalak sub-district (Agam District) and conduct sites survey on
2012 biogas installation sub-projects in Batang Gasan, VII Koto, and Enam Lingkung sub-
districts (Padang Pariaman District).
14. Specific facilitations conducted in Lebong District, Bengkulu Province: (a) Conducted
intensive facilitation on tree plantation and village nursery maintenance; (b) Facilitated the
formulation of Village Regulations on MHP management uses in Padang Bano sub-district;
(c) Facilitated sub-project budget making process, especially for biogas installation, tree
planting and nursery development; (d) Distributed and installed environmental awareness

materials (posters, books, magazines, DVDs); (e) KPMD training in Lebong Utara and
Padang Bano sub-districts; (e) Establishment of biogas demo-plot in Padang Bano Sub-
District.
The detail list of activities during the reporting period and its link to Performance Indicators
is presented in Appendix 1 of the report, while revised Workplan for June-December 2012 is
presented on Appendix 2. Photo galleries are given in Appendix 3, while the Indonesian
version of the Executive Summary is presented in Appendix 4.
Some new developments, approaches and important facilitations during the reporting period
are highlighted below:
Performance Indicator 1: Well-trained PNPM-Green facilitators and other local
PNPM stakeholders, who can ignite and facilitate ‘green’ projects within PNPM, not
limited to those within PNPM-Green Target Locations.
1.1. Supported DANIDA training on NRM in Sumatra: the publication of NRM manual,
booklets and fly-over2 was directly followed with training implementation on NRM for FKL
and Setrawan (civil servant facilitators) in two regions in Medan (25-29 June) and
Bukittinggi (2-6 July) involving participants of three provinces in Sumatra (Aceh, North
Sumatra and West Sumatra). The similar up-coming training will be conducted on the third
week of September in Bengkulu and involved participants from the province. We provided
full supports on in-door training implementation ((see Figure 7) and delivered 4 subjects,
i.e. (a) Introduction of Natural Resource Management; (b) Catchment Area Management; (c)
Selection of tree crop species; (d) Tree planting. We also facilitated the preparation and
implementation of out-door practical exercise in Padang Pariaman District (See Figure 6).
1.2. Facilitated Field-work of Danida NRM Training in Padang Pariaman District: We
organized one day field work of NRM training participants which was associated with the
visit of Mr. Tim Mac Hansen (Danida Counselor for trade and development) to PNPM-
Green smart practices in Sumatra. We facilitated the second day of the field visit of Mr. Tim
Mac Hansen and organized together (at the same time and sites) with NRM participant field-
work. The field-work was conducted on Wednesday, 4 July 2012 from 8.00 – 16.00. The
field-work sites held at Korong (sub-village) Sungai Ibur 1 and Korong Bulu Kasok, Nagari
Sungai Sarik, VII Koto Sub-district. The practical exercises during the field work cover the
following subjects: (a) Village nursery (self initiated by local community); (b) Technique of
tree planting on steep land; (c) Evaluation of tree planting survival (Korong Sungai Ibur); (c)
agroforestry; (d) Technique of tree planting on gentle slope (PNPM-Green block grant
2010); (e) the making of organic fertilizer (Korong Bulu Kasok). All practical exercise was
conducted on PNPM-Green project sites, in such a way that Mr. Tim Mac Hansen had
opportunity to witness the benefits of the project to local community. This event was largely
attracted the attention of project beneficiaries and key government officials (see Figure 6).
2 Since December 2011, we have worked together with Mr. Frans Harum (Danida Consultant) and Mr. Soren
Moestrup (Danida Advisor/PSF) to develop NRM manual and booklets for Green facilitators (GF). We prepared three
chapters: (a) Catchment Management Planning; (b) Agroforestry and (c) Income generating activity. We also provided
full technical assistance the making of booklet illustration; (a) catchment management planning; (b) income generating
activities; (c) establishment of Village Nursery; (d) Agroforestry and (e) tree planting. The materials have been be used
for GF and Setrawan training held in June and July 2012 in Sulawesi and Sumatra. The overall materials will also be
useful for the next phase of PNPM-Green and other relevant NRM program.

1.3. Training Workshop to synergize efforts on PNPM-Green completion involving FKL,
UPL and PL of Padang Pariaman and Agam Districts: Considering; (a) Until June 2012,
several 2011 sub-projects have not been completed and those are expected to be completed
before the end of August 2012; (b) Understanding that PNPM-Green will be terminated on
31 December 2012, therefore the major part of 2012 sub-projects implementation are
targeted to be completed by the end of October 2012. To complete the jobs we need to
synergize efforts, not only Green-Facilitators but also PL (local champions who provide
field supports to FKL) and also UPK. To do so we facilitated two days workshop held in
Pasir Panjang Hotel, Maninjau on 21-23 June 2012. The resources persons of the workshop
were: (a) Consultants (Astal); (b) WCS; (c) OWT; (d) BPMD. We successfully facilitated
workshop participants to improve technical and managerial capacity, especially: (a)
approaches to solve technical problems (biogas installation, nursery development etc,); (b)
financial administration and its accountability; (c) improved coordination among project
beneficiaries and key PNPM actors at village and sub-district level; (d) developed
committed workplan until 31 October 2012. See Figure 3.
1.4. Published and distributed ‘Lestari Desaku’ magazine: On the beginning of June, we
published and distributed the first edition of ‘Lestari Desaku’ (My Sustainable Village; 35
pages), The magazine is aimed as an environmental awareness raising material for key
village governments (KVG)/champions (KVC) at sub-district and village level on natural
resource management (enhance productive use of local resource); village governance and
promotion of PNPM-Green smart practices. A particular green income generating activity
is selected as a focus on each edition of the magazine which will be published on quarterly
basis. The focus of the first edition is Oyster Mushroom Cultivation (budidaya jamur tiram)
as a potential green business in rural area. The focus, apart from discussing technical detail
on the key ‘secret’ success of mushroom cultivation, it also make the readers aware on the
key success to start operating the business. The magazine is attached with a DVD film
which provides visual detail and soft-file of written manual on the step-by-step process of
the cultivation. The list of contact agencies and persons are also provided. The dream behind
the making of the magazine is to make rural people aware on their on-site abundant
resources which should be able to improve their livelihoods. We need to strengthen village
governance to make them independence (mandiri); they should be able to build their life
without too much expecting outsiders. The magazine can also be visited on www.owt.or.id.
1.5. Published Information Education and Communication (IEC) materials:
(a) DVD Film on Catchment Area Management: This DVD film is composed of six films:
(i). Manmade natural disaster (Bencana Alam Buatan Manusia); (ii) One Catchment One
Management (Satu DAS Satu Pengelolaan); (iii) Planting campaigns in Agam District
(Agam Menanam); (iv) Giant Sponge of Indonesia (Karet Busa Raksasa Indonesia); (v)
MHP for People and (vi) Nursery development (Persemaian dan Pembibitan).
(b) DVD film on PNPM-Green Smart Practices: This DVD is composed of five films: (i)
Vegetative propagation technique (Teknik Pembibitan Vegetatif); (ii) PNPM-Green smart
practices (Praktik Cerdas PNPM-Green); (iii) World Bank Supervision Mission in SE
Sulawesi; (iv) Mushroom Cultivation (Budidaya Jamur); (v) The making of Kascing

Performance Indicator 2: Local community members (including women) who are
aware of environmental issues and sustainable natural resource decisions that they can
participate in.
2.1. Together with Green Facilitators Facilitated budget design: During May-June, 2012’s
PNPM-Green cycles in West Sumatra and Bengkulu Provinces have passed MAD-II, MAD-
III and MD Information. The critical step between MAD-II and MAD-III was budget (RAB)
design. As realized that the output of MAD-II is the rank of village proposal and target
number of sub-project (e.g. land rehabilitation area in ha), while the detailed budget has not
yet defined during that stage. As such, after MAD-II, PNPM-Green actors have to conduct
price survey (e.g. the unit price of tree seedling, etc.), as reference to count the exact amount
of fund required of each sub-project. The budget making was used to be made by FKL with
limited involvement of key PNPM actors. Such process was not only lack of transparency
and participation, but also negates the need of PNPM actor capacity building on budget
development. The poor participation of local development actors (such as KVG) leading to
poor ownership of the project. We made use the ‘integration’ process (where the process is
not in a hurry) to stimulate PNPM actors and stakeholders at village level on budget (RAB)
making. This included the following process: (a) Together with Astal, FKL, KPMD and
TPK to conduct price survey of raw materials; (b) ‘Village to village’ facilitation on sub-
project budget making process together with FKL, TPK, KPMD, KVG and involved sub-
project beneficiary’s candidates. The budget meetings held on UPK office. The practice is
the scale-up of similar activity conducted in Sulawesi.
2.2. Development and promotion of appropriate technologies: We continuously developed
innovative of environmentally sound appropriate technology (Teknologi Tepat Guna/TTG)
applicable on rural community and facilitated its adoption. In this Quarter, we have
introduced six new innovative green sub-projects:
a. Equipment to make rice husk charcoal: Considering rice being the main agricultural
crop in Agam and Padang Pariaman Districts and to a certain extent Lebong District,
especially in the flat to gentle sloped terrain. The area has an abundance of paddy
(unhusked rice) waste, such as rice husk/bran (sekam padi) and bran flour (dedak).
Milling paddy produces 50-64% rice, rice husk (20-30%), and bran flour (8-12%). If 1
ha sawah produces 4 tons, the rice husk production is 800-1,200 kg. From this figures,
one can imagine the annual rice husk production in this areas. Unfortunately, so far the
local community has not made use the abundant rice husks. Rice husk is good for
compost making and for rice-husk charcoal; all of which can be used as materials to
develop growth medium seedlings. Understanding this, we introduced the making and

application of simple equipment made of thin metal. The equipment is aimed to control
oxygen content during burning process in such a way the burnt husk become charcoal.
b. Introduced the use of rice husk charcoal as a growth medium: The benefits are: (a)
Increase pH; (b) Improve porosity (soil growth media texture and structure); (c)
Seedlings are easily taken out of the poly-bag (avoid root disturbances/damages).
c. Introduced germination boxes. To control humidity of the wilding (natural growth tree
seedlings taken from forest floors) or newly germinated seedlings, we introduced
germination boxes made of wood wrapped with plastic. The box size is 1 x 5 x 1 m.
The different with normal germination tray is that the box is able to keep humidity high
in such a way that the seedlings remain fresh (without fogging).
2.3. TPK training at sub district level in Padang Pariaman and Agam Districts: TPK as
field project implementer hold an important role to speed up project implementation without
ignoring the quality of the project. The training is relevant as it is conducted about two
weeks before the first term of fund disbursement of 2012 sub-project and the third
disbursement of 2011 sub-projects. The objectives of the training: (a) enhance TPK skill to
execute step-by-step project implementation in line with fund disbursement; (b) enable to
develop prioritization strategy to complete sub-project implementation according to time-
line with acceptable quality; (c) Accountable to administer block-grant.
2.4. First round of film screening through ‘My Darling’ car in West Sumatra: Since end
of Juny 2012, we have started to use awareness rising car for disseminating environmental
issues in Agam District. The topics of film screening are arranged in line with the main
potential resource and environmental problems of the Nagari/Jorong/Korong. The
awareness rising methods is similar as we have already been doing in Sulawesi: (a) During
the day: coordination with key village governments and champions and announcement; (b)
During the night (7 – 10 PM): (i) Socialization on PNPM-Green; (ii) Film Screening; (iii)
Discussion by delivering list of questions related with films and PNPM-Green Program. The
topics of film screening are arranged in line with the main potential resource and
environmental problems of the village. To energize participants, we provided merchandize
for some active participants.
2.5. Facilitated tree planting maintenance for 2011 sub-project: We facilitated
maintenance support on tree planting sub-projects in Padang Pariaman District. Our support
is composed of the following activities: (a) facilitated replanting about 2 months after
planting; (b) facilitated regular (every two months) weeding and soil tillage surrounding the
planted trees; (c) facilitated the establishment and provide technical assistance on self-
funded village nurseries.
Performance Indicator 3.Adoption by regional governments of natural resources
governance issues as an integral part of the policy development and decision making
process.
3.1. Supported PNPM-Rural Jambore in Padang Pariaman (9-11 July): Jambore PNPM is
a meeting forum among PNPM-Rural actors and stakeholders at province level, where every
district representatives can share experience and outputs. The event was first initiated by
West Sumatra Province and now being a common events in other provinces. Together with
WCS, we supported Province BPMD to present photos, awareness materials, books and

screening documentary films. On this event, we also introduced ‘My Darling’ awareness
car. See Figure 4.
3.2. Campaign of ‘Green Nagari’ at Agam District: Unsustainable landuse practices occur
in many villages in Agam District. In the lowland areas natural forest and other traditional
land-use (agroforestry) has been converted into oil palm (Elaeis guineensis)3, while in the
upland areas, Gambir (Ucaria gambir Roxb)4 plantation has been widespread at the expense
of natural forest. Both have contributed to rapid deforestation, biodiversity-loss, forest fires,
carbon emissions, water yield reduction and loss of landscape beauty. To control the
unchecked degradation process, we supported Agam District to conduct so-called ‘Green-
Nagari’ campaign. It is tree planting campaigns program and wise decision guide on Oil-
palm and Gambir plantation. The Agam Bupati (Pak Indra Catri), BPMD (Pak Edi Busti)
and Forestry Service have sent a formal request to us to support their program.
3.3 Preparation of Parliements and SKPD Semiloka in Lebong District: We conducted
some meetings coordination with district PJO and Green Fasilitators to organize PNPM-
Green Semiloka for parliements (DPRD) and SKPD and facilitated their visit on PNPM-
Green smart practices. The activities is planned to be conducted in September 2012.
Performance Indicator 4: A sustainable capacity among both [PNPM] facilitators and
[PNPM] stakeholders of all levels to continue the implementation of locally driven
‘green’ development investment and to expand its geographic coverage to new areas.
4.1. Facilitated the making of Perdes on NRM in West Sumatra Province: To support the
initiation of Danida/1.MRD.16-3, since June, we have started to facilitate the formulation of
the Nagari Regulation in Nagari Salareh Aia (Palembayan Sub-district, Agam) and Pagadih
(Palupuh Sub-district, Agam). Considering complexity of environmental problems as
described in section 3.2 above, the regulations have ruled the following matters: (a)
Community forest management, including the administration of forest products and forest
function; (b) Water Resources conservation, including springs and streams; (c) Biodiversity
conservation, including the utilization of endangered species, (d) Waste Management,
including household waste, market, and home industries; (e) Protection of vulnerable areas:
sloping land, riparian areas, peatlands and irrigated rice field; (f) Promotion of relevant
local wisdom such as agroforestry (Parak) system, customary forest. The Perdes is expected
being a model for other nagari in West Sumatra. In Padang Pariaman, we trained KPMD on
RPJM-Des review (see Figure 1).
3 Oil palm development involves many tradeoffs. Oil palm is often a major driver of economic growth and a source of
alternative fuel, but it also threatens traditional livelihoods and the rich biological diversity; it destroys the landscape
beauty and increases global carbon emissions. The boom of oil palm in West Sumatra has attracted upland community
to plant oil palm, without caring the suitability rate of the land for oil palm. As results, many sloping areas in the
upland area have been converted into smallholder oil palm plantation at the expense of forest and agroforestry land
use.
4 Gambir is a light demanding shrub plant of the Rubiace family which grows well from 300 – 800 m asl. The
extracted leaves and branches produce tanin, katechin and pyrokatechol. Gambir is used as a raw material for
medicine, food, cosmetic, textile and leather processing industries. This is a product specific to West Sumatra
Province, around 80% of the world demand is met by the province with destiniation countries being: Bangladesh,
India, Pakistan, Taiwan, Japan, South Korea, France, and Switzerland. The development of Gambir plantations in
Agam District is very destructive to the environment. Most of the smallholder Gambir plantations are developed
through slash and burn of the remaining natural forest in the hilly terrain. Gambir is high water and nutrient
demanding while there are no soil and water conservation measures or actions to maintain and restore soil fertility.
After 3-5 years, the plantation becomes unproductive and new forest is cut to develop more plantation areas. Such bad
practices are common in several areas and dramatically degrade landscape beauty and the ‘sponge’ effects of
mountain forest. The rate of deforestation is strongly correlated with the market price.

4.2. Facilitated the making of Perdes on MHP in Bengkulu Province: By the end of June,
we completed serial facilitations to formulate Perdes on the management use and to sustain
MHP in Air Pawuk Village, Padang Bango. It is the first MHP Perdes in the province. The
village is located in remote area and shares boundary with Gunung Gedang Watershed
Protection Forest (Hutan Lindung). To reach the village one should drive motor-bike for two
hours through the logging road of former forest concession right working in the areas during
1990s. The Perdes acknowledged that MHP will only be sustained if local community is
able to conserve Gunung Gedang Watershed Protection Forest which is cover the catchment
areas of river flowing to Air Pawuk Village. See Figure 9.
4.3. Stimulated synergetic program between KBR and PNPM-Green village nursery: Since
2008, Ministry of Forestry has channeled funding through District Forestry Office to
develop so-called ‘Kebun Bibit Rakyat’ (KBR, community nursery). In 2011, under Danida
grant, we facilitated the establishment of Nagari Salareh Aia Nursery (Palembayan, Agam),
which is managed by ‘Hijaulah Negeriku’ farmer group. To sustain the activities, we
successfully linked the farmer group with Agam District Forestry Office; since June 2012,
the farmer group received grant to develop the existing nursery capacity to become KBR.
4.4.Supported PMD to formulate Regulation on Catchment Management: We
continuously stimulated Centre PMD (Jakarta) to develop General (Pedoman Umum) and
Technical Guidelines (Petunjuk Teknis) on Catchment Area Management Implementation at
district level, especially related to capacity building and institutional development. Since
December 2011, the Author has been appointed by PMD as member of expert team in the
development process of the guidelines. We have also been involved on PMD technical
assistance program on catchment area management in the Eastern and Western Indonesia.
II. Management and Financial Issues
A. Management Issues
After countersigning Grant Agreement (TF011930) on April 25, 2012, we directly defined
the date of interviews, i.e. District Coordinators (3 persons) and finance staff at regional
level (1 staff), we had advertised the vacancies since 5 April 2012. All those staffs have
been recruited since May 1, 2012. On the beginning of May, we conducted pre-service
training of all the newly recruited staff in Bogor.
As stated in the proposal, we will not have a working office at province level, but directly at
district level. The roles of working office: (a) venue for training and coordination meeting;
(b) accommodation for field staff; (c) conduct reporting and administrative work. We have
rented one house on each district; (a) Padang Pariaman office; this office is quite big and
highly accessible. We use it as regional coordination office for West Sumatra Province; (b)
Lubuk Basung Office; (c) Lebong office; we share the office with consultant; this is done to
strengthen coordination.
We rent three cars; (a) Kijang Innova, it is used for awareness ‘My Darling’ car in Padang
Pariaman and Agam Districts (West Sumatra); (b) Hi-Line, it is used as awareness car for
Lebong District, (c) Avanza, it is used for operational activities in West Sumatra.
Considering the facilitation area is across provinces, while many villages in Lebong is
located in remote sites; the relatively short facilitation services; to make things done quickly,

we need a ‘flying’ specialist which were not mentioned in the proposal, i.e. (a)
Environmental Coordinator Specialist and (b) Technical Support Specialist. The role of the
first position is to develop strategies to mainstream PNPM-Green on every sites; while the
second provide mobile technical supports either for demo-plot development or sub project
implementation.
The administration office remains in Baubau, while Bogor office functions as production
house for awareness and training materials.
On 26 July, we submitted additional budget Proposal for the first amendment of TF-011930;
it is aimed to finance PNPM-Green facilitation in South and South-east Sulawesi Provinces
during November and December 2012. The TF 090977 for Sulawesi should be closed on 31
October 2012. The total proposed budget is USD. 84,990.50. The underlined reasons for the
extension activities in Sulawesi are: (a) to complete facilitation in South Sulawesi Province
which has just been effectively started on April 2012; the effective start was two months
late; (b) The need to provide full facilitation of 2012 block-grant beneficiaries in both South
and South-east Sulawesi Provinces.
B. Financial Issues
The total advance till June 30, 2012 was USD 156,304.07. This is an expenditure estimation
for 6 months (April to September 2012);. The number submitted to the Bank on May 7,
2012 and was disbursed on June 19, 2012. This amount cover the following: (a) Category 1:
Dedicated Staff Time as of USD 22,274.73; (b) Category 2: Workshop/Training, Consultant
Services, Goods and Other Operating Costs as of USD 127,157.84 and (c) Category 3:
Management Fee as of USD 6,871.51. During April to June 2012, as it was still in the
beginning part of the project; the total spent was USD 15,014.12. This amount disbursed
into (a) Category 1 as of USD 7,667.73; (b) Category 2 as of USD 6,909.09 and (c)
Category 3 as of USD. 437.30.

IV. Challenges and Remedial Actions Over the Reporting Period
A. The completion of 2011 PNPM-Green in Padang Pariaman, Agam and Lebong
Districts have been far under schedule (Lessons Learned No. 1/2012)
Until the end of June 2012, the completion of 2011’s PNPM-Green in Padang Pariaman,
Agam and Lebong (especially for Padang Bano Sub-district) Districts have been far under
schedule. In fact, those are the latest compare to general PNPM-Green completion progress
at national level. As this is the last year of Pilot PNPM-Green implementation, National
Management Consultant (NMC) raised target to complete all PNPM-Green sub-project
activities (either 2011and 2012) on 31 October 2012. The underlined reason of the very late
completion in the aforementioned districts, among others, was the absence of intensive
supports and technical assistance from CSO.
Remedial actions: Since June, we have already added fresh resources and will give our best
to complete PNPM-Green sub-projects with acceptable quality in time.
B. The high rate of encroachment on watershed protection forest in Lebong District
(Lessons Learned No. 2/2012)
As stated in the previous message, 60 % of Lebong District area falls under state forest
status. The domination of steep terrain dictates most of the natural forest in the area had
been defined as watershed protection forest (Hutan Lindung). Based on our rough survey
about 20% of the forest has been encroached by local community living surrounding the
area. The underlined problems of the rapid encroachment: (a) unclear state forest
boundaries; (b) lack of socialization of state forest boundaries; (c) high land pressure upon
productive land.
Remedial actions: We will work together with Lebong District Forestry Service to develop
a good (communicative) state forest area map and socialize the maps to local community.
We will introduce various types of site-specific agroforestry models to sustain the
environmental service of watershed protection forest which had been used for agriculture
areas.
V. PNPM-Green Beneficiaries Stories
A. ‘Sepakat’ Farmer Group initiated self-funded Korong Nursery in Nagari Sungai Sarik,
VII Koto, Padang Pariaman, West Sumatra
Korong Sungai Ibur is known as a center of brick production. There are two major soil
types in this area, sandy soil in the upper and middle slopes, clay soil in the colluvial slope;
the combination of both types of soil have made the good brick quality of the area. The

problems, many sloping areas are cut to mine sandy soil, while the gentle and flat areas are
dig-up to mine clay soil. As results, there are many cutting slopes and large holes in the
area. People use the large holes for fish pond and sawah. This seems to be no problems, as
the village is also well-known as fresh fish exporter to surrounding provinces (Riau and
Jambi). The problem is the cutting sandy slope which is prone for landslide hazards. In
response to the problem, 2011 PNPM-Green delivered block-grant to rehabilitate 8 ha of
steep slope areas; part of the block-grant is also used for training on village nursery and
planting technique in the sloping land. They bought tree seedlings from outside as by the
time they have not had village nursery. The badly need to rehabilitate bare sloping areas in
the Korong has stimulate Pak Kurnia, the head of ‘Sepakat’ farmer group to follow-up the
training by establishing village nursery. The nursery was visited by Pak Tim Mac Hanson,
Pak Soren, Pak Frans Harum, key village government and NRM Danida Training
participants, OWT and WCS staff on July 4, 20125. The quality of nursery is good. Al the
training participants were very impressed with self-initiated and funded village nursery.
We have already provided intensive facilitation on the development of Korong Nursery and
the maintenance of tree planting.
B. Perdes to sustain ‘lights’ in the village, Air Pawuk Village, Padang Bano, Lebong,
Bengkulu
Many women and children had crying of happiness after seeing some lights during the dark
evening. The existence of electricity (28 KW) in such isolated village is like a magic. All
sub-village in Dusun 1 and Dusun 2 (71 households) have enjoyed lights, some can watch
television. It took about 12 months struggle to make this happen. Every week, they worked
together (gotong-royong) to build reservoir, water channels and turbine house. Their
contribution was account to IDR 60 millions (Pak Taharin, Village Head; pers. comm.).
Their incredible spirits was able to end the darkness of their village.
Air Pawuk is a migrant village established in 1995, dominated by Javanese and mixed with
indigenous ethnic. They rely on their livelihoods on rubber and coffee agroforestry, The
village shares boundary with Hutan Lindung Gunung Gedang. One week after having
MHP, Pak Tahirin asked OWT and Consultant assistance to facilitate the formulation of
Village regulation (Perdes) to sustain the management use of the newly operated MHP.
Since 12 June, they had started to formulate Perdes through regular meeting. The meeting
held after evening pray in ‘Nurul Iman’ Mosque and conducted until late evening. The
Perdes had been completed on 28 June. This is the first MHP Perdes in Bengkulu Province.
The Perdes acknowledged that MHP will only be sustained if local community is able to
conserve Gunung Gedang Watershed Protection Forest which is cover the catchment areas
of river flowing to Air Pawuk Village.

Appendix 4: Indonesian Translation of Executive Summary
0.1. Memfasilitasi Green PNPM di Sumatera: Menindaklanjuti supervisi Bank Dunia
pada bulan Desember 2011 dan menanggapi surat yang dikirim oleh Pemerintah
(Direktorat Jenderal Pemberdayaan Masyarakat Desa/PMD) yang ditujukan kepada Bank
Dunia mengenai perlunya dukungan komponen tambahan (Penyadaran dan peningkatan
kapasitas) di Sulawesi Selatan dan tiga kabupaten di Sumatera (Agam, Padang Pariaman
dan Lebong), OWT ditunjuk oleh Bank Dunia untuk memberikan bantuan teknis kegiatan
tersebut. Menanggapi permintaan tersebut, pada tanggal 13 Januari 2012, kami
mengajukan proposal teknis: 'Usulan Pendampingan CSO Untuk Mendukung Green-
PNPM di Kabupaten Agam dan Kabupaten Padang Pariaman (Sumatera Barat) dan
Kabupaten Lebong (Provinsi Bengkulu). Setelah beberapa kali revisi, usulan itu akhirnya
diterima; Kesepakatan Hibah baru (GA) ditandatangani pada tanggal 20 April 2012.
Dengan nomor kontrak TF 011930; (USD 265.000). Sejak Mei 2012, kami telah
melakukan kegiatan penuh di tiga kabupaten, direncanakan sampai 31 Desember 2012.
0.2. Lokasi Pendampingan OWT Dalam PNPM-Green: Provinsi Sumatera Barat:
Kabupaten Agam dan Padang Pariaman, yang terdiri dari 6 kecamatan. Kabupaten
Agam: Palembayan, Palupuh, dan Malalak; Kabupaten Padang Pariaman: Enam
Lingkung, VII Koto Sungai Sarik, dan Batang Gasan. Provinsi Bengkulu: Kabupaten
Lebong, yang terdiri dari 3 kecamatan, Padang Bano, Lebong Utara, dan Lebong Atas.
0.3. Fisiografi dan Aksesibilitas Kabupaten Pilot:
(a) Kabupaten Padang Pariaman terletak di kaki Pegunungan Bukit Barisan. Bentang
lahannya didominasi oleh lahan datar dan miring; tanahnya subur dengan curah hujan
rata-rata 3.000 mm per-tahun. Kecamatan Pilot ini memiliki aksesibilitas yang sangat
baik dan saling berdekatan satu sama lain. Hanya membutuhkan waktu sekitar 1 jam
menggunakan mobil dari Bandara. Beberapa daerah memiliki tingkat bahaya tsunami
yang tinggi, sedangkan penggunaan lahan utamanya adalah persawahan dan wanatani.
(b) Kabupaten Agam terletak di lereng bagian atas dan tengah Pegunungan Bukit
Barisan. Bentang lahannya didominasi oleh lahan berlereng curam, tanahnya subur dan
curah hujan tahunannya 4.000 mm. Kabupaten ini memiliki pemandangan indah dengan
kondisi cuaca yang baik. Sumber daya air berlimpah dengan kekeruhan rendah karena
substrat yang stabil. Danau Maninjau, salah satu danau terbesar di Sumatra Barat,
terletak di kabupaten ini. Kecamatan pilot ini memiliki aksesibilitas yang baik, meskipun
jarak antar kecamatan pilot relative jauh satu sama lain, yaitu 1-3 jam menggunakan
mobil'dari Bukittinggi atau Lubuk Basung (Ibu Kota Kabupaten Agam). Beberapa daerah
memiliki tingkat bahaya longsor tinggi, sedangkan penggunaan lahan utama adalah
sawah dan wanatani.
(c) Kabupaten Lebong terletak pada lereng tengah dan atas Pegunungan Bukit Barisan.
Bentang lahannya didominasi oleh daerah lereng curam, tanah subur sedangkan curah
hujan tahunan 3.500 mm. Kecamatan pilot ini memiliki aksesibilitas yang relative sulit.
Beberapa daerah hanya dapat diakses dengan menggunakan mobil 4 WD. Jarak dari
ibukota propinsi Bengkulu membutuhkan waktu 5 – 6 jam dengan mobil 4 WD. Beberapa
daerah memiliki tingkat longsor tinggi, sedangkan penggunaan lahan-utama adalah
wanatani.

0.4. Kegiatan fasilitasi lain yang sedang berlangsung di Sumatra Barat:
Dengan dana hibah dari DANIDA, sejak Maret 2011, OWT telah bekerja di Kecamatan
Palembayan, Kecamatan Malalak dan Kecamatan Palupuh, Kabupaten Agam untuk
memfasilitasi rehabilitasi DAS untuk keberlanjutan Project Green PNPM MHP. Kegiatan,
yang akan berakhir pada 31 Oktober 2012 ini telah membantu pelaksanaan PNPM-Green
di Kabupaten Agam, seperti fasilitasi pembangunan biogas di Kecamatan Palembayan
dan Kecamatan Malalak.
0.5.Siklus Green PNPM Provinsi Sumatera Barat:
2011: Tahap MDST yang seharusnya selesai 2011, sampai Juni 2012 belum dilaksanakan
baik di Agam maupun di Padang Pariaman. Hal ini disebabkan oleh penyaluiran dana
ketiga yang diluncurkan ke tahun 2012.
2012: Berbeda dengan progress siklus tahun 2011, siklus 2012 berjalan cukup cepat.
MAD III dan Informasi MD telah dilakukan awal Juni 2012 dan SPC juga telah ada akhir
Juni 2012. Implementasi proyek telah dilakukan pada akhir Juli 2012. Situasi seperti ini
terjadi di seluruh kecamatan di Kabupaten Agam dan Padang Pariaman. Untuk
mempercepat proses dan menghindari kejadian tahun 2011, pencairan dana pertama
digunakan untuk pembelian semua bahan baku yang dibutuhkan proyek, dengan demikian
penyelesaian proyek tidak akan tertunda karena masalah kurangnya bahan baku.
0.6. Tahapan Siklus Green PNPM Propinsi Bengkulu :
2011: MDST telah dilakukan pada bulan Februari 2012 di semua desa kecamatan Lebong
Utara dan Lebong Atas, sedangkan untuk kecamatan Padang Bano, ada dua kegiatan
proyek (Pembibitan dan Pembuatan Pupuk Organik) yang belum MDST. Alasan
keterlambatannya adalah karena gejolak politik di desa.
2012: Sama dengan situasi di Sumatera Barat, pencairan dana tahap I (40% dari total
anggaran) telah dilakukan pada akhir Juli 2012.
0.7. Awal Pelaksanaan Proyek di Sumatera Barat dan Bengkulu: (a) Sosialisasi peran
OWT dan rencana kerja di tingkat provinsi, kegiatan ini dilakukan pada workshop dan
evaluasi Green PNPM di Bengkulu (8 Mei) dan Bukittinggi (10 Mei), (b) memfasilitasi
rapat koordinasi yang melibatkan pelaku utama Green PNPM di Bengkulu (9 Mei), Agam
(10 Mei), Padang Pariaman (11 Mei) dengan tujuan untuk mengetahui masalah dan
dukungan teknis apa yang akan difasilitasi OWT; (c) Perekrutan Koordinator Kabupaten
(11 Mei), (d) Pra-pelatihan Koordinator Kabupaten (Korkab) di Bogor (18-20 Mei), (e)
Setiap Korkab yang baru direkrut melakukan (i) orientasi pada setiap pilot kecamatan, (ii)
pemetaan masalah lingkungan spesifik dan potensi sumber daya alam di setiap
kecamatan, (iii) mengidentifikasi masyarakat yang cocok untuk direkrut sebagai
koodinator kecamatan (Korcam), (e) rekrutmen Koordinator Kecamatan.
0.8. Mangadakan mobil penyadaran lingkungan ('My Darling') di Sumatera Barat dan
Bengkulu: untuk meningkatkan kesadaran masyarakat tentang lingkungan dan isu-isunya
ditingkat yang paling bawah, sejak pertengahan Mei 2012, selain CIMO (mobil

Bengkulu (satu kabupaten).
0.9. Prinsip fasilitasi yang kami lakukan di kedua provinsi selama Juni 2012: (a) bersama-sama dengan Fasilitator Green (FK-L) memfasilitasi siklus PNPM sesuai dan
mengikuti roh pemberdayaan berbasis masyarakat, (b) meningkatkan kesadaran,
pelatihan dan bantuan teknis untuk pelaku kunci PNPM dan pemangku kepentingan (c)
mengidentifikasi lokasi potensial untuk dijadikan lokasi percontohan ('demplot') untuk
menginspirasi masyarakat di lokasi kegiatan yang nantinya diharapkan berkelanjutan
terkait dengan NRM, IGA dan RE, (d) exit strategi pada pemeliharaan dan pengembangan
Green PNPM; (i) penguatan kelembagaan masyarakat (Peraturan Desa), (ii)
meningkatkan rasa kepemilikan pelaku utama pembangunan, seperti penyuluh, pemerintah
desa (Kades)/ KVG dan orang terpilih (KVC) di tingkat desa dan kecamatan, (iii)
meningkatkan rasa kepemilikan pemerintah pada hasil kegiatan Green PNPM.
10. Strategi kami untuk meningkatkan koordinasi antar Pelaku kunci di Propinsi
Sumatra Barat: Dasar pemikiran: (a), Perlunya meningkatkan koordinasi dengan CSO
yang sebelumnya telah aktif (WCS), (b) penyelesaian kegiatan T.A 2011 Green PNPM di
Sumatera Barat (c) Tekanan/semangat dari PJO Provinsi (Pak Zukirwan Chan) untuk
menyelesaikan kegiatan 2011 dan 2012 dengan tepat waktu. Untuk itu kami berkomitmen
untuk: (a) menghadiri rapat koordinasi mingguan di tingkat propinsi bersama PJO
Provinsi, SPL dan WCS, (b) menghadiri rapat koordinasi bulanan di tingkat propinsi
bersama semua pelaku kunci Green-PNPM (c) memfasilitasi Rapat Koordinasi bulanan di
tingkat kabupaten yang melibatkan CSO (termasuk WCS) dan konsultan.
11. Strategi kami untuk meningkatkan koordinasi antar Pelaku kunci di Propinsi
Bengkulu : (a) Untuk meningkatkan hubungan dan sinergisitas antara konsultan dan
OWT, kami membuat kantor kabupaten bersama Astal di Kabupaten Lebong, (b)
memfasilitasi rapat koordinasi bulanan di tingkat kabupaten yang melibatkan CSO
(termasuk WCS ) dan konsultan, (c) menghadiri rapat koordinasi bulanan di tingkat
propinsi bersama-sama dengan semua pelaku kunci Green PNPM.
12. Fasilitasi khusus di Kabupaten Agam dan Padang Pariaman, Provinsi Sumatera
Barat: (a) Melakukan fasilitasi intensif di lokasi penanaman pohon dan lokasi
pemeliharaan pembibitan desa, (b) Memfasilitasi penyusunan Peraturan Desa NRM,
termasuk review RPJM Desa (c) Keterlibatan pada Pameran Jambore PNPM Mandiri
Perdesaan ke IV yang diselenggarakan di Kabupaten Pasaman, (d) Memfasilitasi
pembuatan RAB kegiatan usulan masyarakat, seperti instalasi biogas, penanaman pohon
dan pengembangan pembibitan; (e) menyebarkan dan memasang bahan penyadaran
lingkungan (poster, buku, majalah, DVD); (f) Pelatihan UPK, FKL dan PL dalam rangka
untuk mempercepat proses penyelesaian T.A 2011 dan penyelesaian T.A 2012 tepat waktu;
(g) Pelatihan TPK, KPMD dan tim pemeliharaan pada setiap tingkat kecamatan; (h)
Memberikan bantuan teknis pembuatan instalasi biogas di kecamatan Malalak, Kabupaten
Agam; (i) Survei tempat pembuatan instalasi biogas 2012 kegiatan usulan di kecamatan
Batang Gasan, VII Koto dan Enam Lingkung, kabupaten Padang Pariaman.
13. Fasilitasi khusus yang dilakukan di Kabupaten Lebong, Provinsi Bengkulu: (a) Melakukan fasilitasi intensif pada penanaman pohon dan pemeliharaan lokasi pembibitan
desa, (b) Memfasilitasi penyusunan Peraturan Desa tentang pengelolaan PLTMH di
kecamatan Padang Bano (c) Memfasilitasi pembuatan rencana anggaran biaya (RAB)

kegiatan, terutama untuk kegiatan biogas, penanaman pohon dan pengembangan
pembibitan; (d) mendistribusikan dan memasang bahan penyadaran lingkungan (poster,
buku, majalah, DVD), (e) pelatihan KPMD di kecamatan Lebong Utara dan Padang
Bano, (f) Pembuatan demplot biogas di kecamatan Padang Bano.
Rincian kegiatan selama periode pelaporan dan hubungan dengan Indikator Kinerja
disajikan pada Lampiran 1, revisi rencana kerja Lampiran 2 dan gambar di Lampiran 3.
Beberapa perkembangan baru, pendekatan dan fasilitasi penting selama periode
pelaporan dapat dilihat di bawah ini:
Indikator Kinerja 1: Terlatihnya Fasilitator Green PNPM dan Pemangku kepentingan
Tempatan PNPM untuk Memicu dan Menfasilitasi Kegiatan ‘Green’ Dalam PNPM,
Tidak Terbatas Pada Target Lokasi Green PNPM.
1.1. Bersama DANIDA Melakukan pelatihan NRM di Sumatera: membuat panduan
manual NRM, dan booklet yang digunakan langsung pada pelatihan NRM untuk FKL dan
Setrawan (fasilitator PNS) di dua wilayah Medan (25-29 Juni) dan Bukittinggi (02-06
Juli) yang melibatkan peserta dari tiga provinsi di Sumatera (Aceh, Sumatera Utara dan
Sumatera Barat). Pelatihan serupa akan dilakukan pada minggu ketiga September di
Bengkulu yang melibatkan peserta dari provinsi tersebut. Kami sepenuhnya mendukung
pelaksanaan pelatihan tersebut dengan mengajarkan: (a) Pengenalan Manajemen Sumber
Daya Alam, (b) Pengelolaan Kawasan DAS (c) Pemilihan jenis tanaman pohon (d)
Penanaman pohon. Kami juga memfasilitasi pelaksanaan kegiatan lapangan.
1.2. Memfasilitasi Pelatihan NRM Danida di Kabupaten Padang Pariaman: Kami
memfasilitasi kunjungan peserta pelatihan NRM sekaligus juga bertepatan dengan
kunjungan Mr Tim Mac Hansen (Penasihat Danida bidang perdagangan dan
pembangunan) di lokasi Praktek cerdas Green PNPM di Sumatera. Kunjungan Mr Tim
Mac Hansen diarahkan pada tempat yang sama, bersamaan dengan peserta praktek
lapangan pelatihan NRM. Kegiatan ini dilakukan pada Rabu, 04 Juli 2012, pukul 08.00-
16.00. Kegiatan praktek dilakukan di Korong (dusun)Sungai Ibur 1 dan Korong Bulu
Kasok, Nagari (desa) Sungai Sarik, kecamatan VII Koto. Kegiatan praktek lapangan
meliputi: (a) Pembibitan desa (diprakarsai oleh masyarakat setempat), (b) Teknik
penanaman pohon di lahan curam (c) Evaluasi tingkat daya tahan tumbuh pohon (Korong
Sungai Ibur); (d) agroforestri, (e) Teknik penanaman pohon di lereng miring (Green
PNPM BLM 2010); (f) pembuatan pupuk organik (Korong Bulu Kasok). Semua kegiatan
pelatihan lapangan ini dilakukan pada lokasi proyek Green PNPM, sehingga Mr. Tim
Mac Hansen dapat menyaksikan langsung manfaat proyek untuk masyarakat setempat.
Acara ini menarik perhatian para penerima manfaat proyek dan pejabat kunci pemerintah
kecamatan.
1.3. Workshop Pelatihan untuk Mensinergikan Upaya Penyelesaian PNPM-Green
melibatkan FKL, UPK dan PL Kabupaten Padang Pariaman dan Kabupaten Agam: Dasar pemikiran: (a) Sampai Juni 2012, beberapa kegiatan TA 2011 belum MDST dan
diharapkan akan selesai sebelum akhir Agustus 2012; (b) Memahami bahwa Green PNPM
akan berakhir pada tanggal 31 Desember 2012, sehingga diharapkan implementasi
kegiatan TA 2012 ditargetkan akan selesai pada akhir Oktober 2012. Untuk
menyelesaikan target tersebut dibutuhkan upaya sinergisitas antara semua pelaku kunci
Green PNPM, tidak hanya FKL tetapi juga PL (Pendamping Lokal yang membantu

kegiatan FKL di lapangan) dan juga UPK. Atas alasan tersebut kami memfasilitasi
workshop dua hari yang diselenggarakan di Hotel Pasir Panjang, Maninjau pada tanggal
21-23 Juni 2012. Narasumber dari lokakarya tersebut adalah: (a) Konsultan (Astal), (b)
WCS (c) OWT (d) BPMD. Kegitan Workshop ini sukses untuk meningkatkan kapasitas
teknis dan manajerial, terutama: (a) memecahkan masalah teknis (instalasi biogas,
pengembangan pembibitan dll,), (b) administrasi keuangan dan akuntabilitas, (c)
peningkatan koordinasi antara para penerima manfaat proyek dan pelaku kunci Green
PNPM di tingkat desa dan kecamatan, (d) membuat rencana kerja yang akan dilakukan
sampai dengan 31 Oktober 2012.
1.4. Menerbitkan dan Mendistribusikan majalah ‘Lestari Desaku': Pada awal Juni, kami
menerbitkan dan mendistribusikan edisi pertama majalah “Lestari Desaku” (35 halaman),
majalah ini bertujuan sebagai bahan penyadaran lingkungan bagi pemerintah desa (KVG)
/masyarakat terpilih (KVC) di tingkat kecamatan dan desa tentang pengelolaan sumber
daya alam (meningkatkan produktifitas dari sumber daya lokal); pemerintahan desa dan
promosi praktik cerdas Green PNPM. Peningkatan pendapatan dengan cara ‘Green’
sebagai fokus pada setiap edisi majalah yang akan diterbitkan secara triwulan. Fokus dari
edisi pertama adalah Budidaya Jamur Tiram Sebagai Bisnis Green Potensial di Daerah
Pedesaan. Fokusnya, selain membahas detail teknis kesuksesan 'rahasia' kunci budidaya
jamur, juga menginspirasi pembaca bagaimana memulai bisnis ini. Majalah ini juga
disertai dengan film DVD yang memberikan detail visual dan soft-file manual tertulis
pada proses langkah-langkah budidaya jamur. Kontak lembaga dan kontak person pelaku
bisnis ini juga juga disertakan. Tujuan dibalik pembuatan majalah ini adalah untuk
menyadarkan masyarakat bahwa banyak potensi lokal yang terbuang dapat meningkatkan
kehidupan ekonomi mereka. Kita perlu memperkuat pemerintahan desa untuk membuat
mereka lebih mandiri, mereka harus dapat membangun kehidupan mereka sendiri tanpa
mengharapkan terlalu banyak orang luar. Majalah ini juga dapat dibaca melalui
www.owt.or.id.
1.5. Memproduksi Bahan Informasi Pendidikan dan Komunikasi (IEC):
(a) DVD Film tentang Pengelolaan DAS: Film DVD terdiri dari enam film: (i). Bencana
Alam Buatan Manusia, (ii) Satu DAS Satu Manajemen, (iii) Agam Menanam, (iv) Karet
Busa Raksasa Indonesia (v) MHP For People dan (vi) Persemaian Dan pembibitan.
(b) DVD film tentang Praktik cerdas Green PNPM: DVD ini terdiri dari lima film:
(i)Teknik pembibitan vegetatif, (ii) Praktik Cerdas Green PNPM), (iii ) World Bank
Supervision Mission in SE Sulawesi, (iv) Budidaya Jamur, (v) Pupuk Kascing.
(c) Poster: (i) Pelihara dan Lindungi Daerah Aliran Sungai: Demi Kelestarian Sistem
Pendukung Kehidupan dari Hulu Hingga Hilir, Dari Pegunungan hingga ke Terumbu
Karang (ii) Dari Limbah Meraup Rupiah. (Iii) Biogas: Bebas Limbah, Energi Dan Panen
melimpah. Setiap poster dicetak 1500 eksemplar. Setiap poster (50 poster untuk setiap
kabupaten) telah dibingkai menggunakan kayu atau aluminium dan dipasang di tempat-
tempat strategis, seperti kantor UPK, kantor instansi pemerintahan, balai desa, restoran,
sekolah dll.
(d) Selebaran: Pemilihan Jenis Tanaman untuk Rehabilitasi Lahan.
(e) Mencetak kembali tujuh selebaran: (i) Pembiakan Bibit dengan teknik sambung, (ii)

Teknik Penanaman, (iii) Penanaman 'Gaharu'; (iv) Biogas, (v) Teknik pembuatan Bokashi,
(vi) CCB; (vii) Teknik Pembibitan Gereratif.
(f) Stiker Green PNPM: 1500 eksemplar.
Indikator Kinerja 2: Masyarakat Tempatan (termasuk perempuan) Sadar Akan Isu
Lingkungan dan Pengambilan Keputusan Pengelolaan Sumber Daya Alam
Berkelanjutan Dimana Mereka Bisa Berpartisipasi.
2.1. Bersama Fasilitator Green memfasilitasi Desain Anggaran: Selama bulan Mei-
Juni, siklus Green PNPM TA 2012 di Provinsi Sumatera Barat dan Provinsi Bengkulu
telah menyelesaikan MAD-II, MAD-III dan MD Informasi. Waktu jeda antara MAD-II dan
MAD-III adalah membuat desain anggaran kegiatan (RAB). Sebagaimana yang diketahui
bahwa output dari MAD-II adalah rengking proposal usulan desa dan jumlah kegiatan
usulan masyarakat (misalnya rehabilitasi lahan dihitung dengan luasan ha), sedangkan
pada kegiatan ini belum menghitung jumlah biaya yang akan didapatkan setiap desa.
Dengan demikian, setelah MAD-II, pelaku Green PNPM harus melakukan survei harga
(misalnya harga satuan bibit pohon, dll), sebagai acuan untuk menghitung jumlah pasti
dana yang dibutuhkan dari masing-masing sub-proyek (usulan Masyarakat). Pembuatan
Rencana anggaran biaya sering dilakukan oleh FKL dengan beberapa pelaku Green
PNPM tertentu saja. Proses seperti ini bukan hanya kurang transparan dan partisipatif,
tetapi juga mengurangi kesempatan pelaku PNPM membuat anggaran pembangunan.
Kurangnya partisipasi pada pembangunan lokal (seperti KVG) menyebabkan kurangnya
rasa kepemilikan dan tanggungjawab terhadap hasil kegiatan. Kami melakukan proses
'integrasi' (dimana proses ini tidak terburu-buru) untuk merangsang pelaku PNPM dan
pemangku kepentingan di tingkat desa dalam penetapan anggaran (RAB). Prosesnya
adalah sebagai berikut: (a) Bersama Astal, FKL, KPMD dan TPK melakukan survei harga
bahan baku, (b) Dari 'Desa ke desa' memfasilitasi pembuatan rencana anggaran bersama
FKL, TPK, KPMD, KVG dan melibatkan calon penerima manfaat. Kegiatan pertemuan ini
diselenggarakan di kantor UPK.
2.2. Pengembangan dan Memperkenalkan Teknologi Tepat Guna: Kami terus
mengembangkan inovasi teknologi tepat guna (TTG) ramah lingkungan yang dapat
dilakukan sendiri masyarakat perdesaan dan memfasilitasi replikasinya. Triwulan ini,
kami telah memperkenalkan inovasi baru kegiatan Green:
a. Alat untuk membuat arang sekam padi: Mengingat padi merupakan tanaman
pertanian utama di kabupaten Agam dan Pariaman Padang dan juga Kabupaten Lebong,
terutama di areal datar samapai daerah miring. Daerah ini memiliki banyak limbah padi
(gabah), seperti sekam padi/bekatul dan tepung bekatul (dedak). Penggilingan padi
menghasilkan beras 50-64%, sekam padi (20-30%), dan tepung bekatul (8-12%). Jika 1
hektar sawah menghasilkan 4 ton, produksi sekam padi adalah 800-1.200 kg. Dari angka
ini, kita bisa membayangkan produksi sekam tahunan di daerah ini. Sayangnya, sejauh ini
masyarakat setempat belum memanfaatkan sekam padi tersebut. Sekam padi sangat baik
untuk membuat kompos dan untuk arang sekam, dimana semuanya dapat digunakan
sebagai bahan untuk pengembangkan bibit pertumbuhan menengah. Menanggapi masalah
ini, kami memperkenalkan peralatan sederhana yang terbuat dari logam tipis (seng).
Peralatan tersebut bertujuan untuk mengontrol kandungan oksigen selama proses
pembakaran sampai sekam tidak terbakar habis dan menjadi arang sekam.

b.Memperkenalkan penggunaan arang sekam padi sebagai media tumbuh: Manfaatnya
adalah: (a) Meningkatkan pH, (b) Meningkatkan porositas tanah, (c) Bibit mudah
dikeluarkan dari polybag (menghindari gangguan kerusakan akar).
c. Memperkenalkan kotak perkecambahan. Untuk mengontrol kelembaban bibit cabutan
dari lantai hutan atau bibit yang baru berkecambah, kami memperkenalkan kotak
perkecambahan yang terbuat dari kayu dibungkus dengan plastik. Ukuran kotak adalah 1
x 5 x 1 m. Yang berbeda dengan kotak perkecambahan biasa, kotak ini mampu menjaga
kelembaban tinggi sehingga bibit tetap segar, walau tanpa (lupa) disiram.
2.3. Pelatihan TPK di tingkat kecamatan di Kabupaten Padang Pariaman dan
Kabupaten Agam: TPK sebagai pelaksana lapangan proyek memegang peranan penting
untuk mempercepat pelaksanaan proyek tanpa mengabaikan kualitas proyek. Pelatihan ini
relevan seperti yang dilakukan sekitar dua minggu sebelum pencairan pertama dana
kegiatan TA 2012 dan pencairan dana ketiga tahun kegiatan TA 2011. Tujuan pelatihan:
(a) meningkatkan keterampilan TPK untuk melaksanakan kegiatan langkah-demi-langkah
sesuai dengan pencairan dana, (b) dapat mengembangkan strategi prioritas untuk
menyelesaikan implementasi kegiatan sesuai dengan waktu yang diberikan dengan
kualitas pekerjaan yang memuaskan (c) dapat mengelola dana secara akuntabel.
2.4. Tahap I pemutaran film Keliling dengan mobil "My Darling” di Kabupaten Agam:
Sejak akhir Juni 2012, kami sudah mulai menggunakan mobil penyadaran untuk
melakukan penyadaran masyarakat dan menyebarkan isu-isu lingkungan di tingkat Jorong
(dusun) di Kabupaten Agam.. Topik-topik dari pemutaran film tersebut diatur sesuai
dengan masalah sumber daya alam dan sesuai dengan potensi yang di desa lokasi
pemutaran. Metode penyadaran ini mirip dengan apa yang telah dilakukan di Sulawesi:
(a) Pada siang hari: koordinasi dengan pemerintah desa dan tokoh masyarakat dan
melakukan pengumuman keliling desa, (b) Pada malam harinya (pukul 19.00 – 22.00): (i)
Sosialisasi Green PNPM, (ii) Pemutaran Film, (iii) Diskusi dengan memberikan
pertanyaan (kuis) yang berhubungan dengan film dan Program Green PNPM. Untuk
menarik minat penonton, kami menyediakan hadiah untuk beberapa peserta aktif (T-shirt
dan buku serta merchandize lainnya).
2.5. Memfasilitasi Pemeliharaan Penanaman Pohon untuk Kegiatan TA 2011: Kami
memfasilitasi pemeliharaan kegiatan penanaman pohon di Kabupaten Padang Pariaman.
Dukungan kami terdiri dari : (a) memfasilitasi penanaman kembali pohon (penyulaman)
yang sudah berumur 2 bulan setelah tanam, (b) rutin memfasilitasi (setiap dua bulan)
penyiangan dan pengolahan tanah-tanah sekitar pohon yang ditanam.
Indikator Kinerja 3. Adopsi Dari Pemerintah Terhadap Isu Pengelolaan Sumber Daya
Alam Berkelanjutan Sebagai Bagian Integral Dari Pengembangan Kebijakan Dan
Pengambilan Keputusan
3.1. Ikut Terlibat Dalam Kegiatan Jambore PNPM- Mandiri Perdesaan di Padang
Pariaman (9-11 Juli): Jambore PNPM adalah forum pertemuan antara pelaku PNPM-
Mandiri Perdesaan dan pemangku kepentingan di tingkat provinsi, dimana setiap
perwakilan kabupaten dapat berbagi pengalaman dan hasil kegiatan masing-masing.
Acara ini pertama kali diprakarsai oleh Provinsi Sumatera Barat dan diikuti oleh provinsi
lain. Bersama dengan WCS, diacara tersebut kami menampilkan foto, bahan penyadaran,

buku dan pemutaran film dokumenter (Danida) Program Pengelolaan DAS. Kami juga
memperkenalkan mobil penyadaran "My Darling”.
3.2. Kampanye 'Green-Nagari' di Kabupaten Agam: Kegiatan penggunaan lahan yang
tidak berkelanjutan terjadi di banyak desa di Kabupaten Agam. Di daerah dataran rendah
hutan alam dan penggunaan lahan tradisional (wanatani) telah dikonversi menjadi kebun
kelapa sawit (Elaeis guineensis), sedangkan di dataran tinggi, ditanami Gambir (Ucaria
gambir roxb). Perkebunan ini telah tersebar luas dengan mengorbankan hutan alam.
Kedua tanaman tersebut telah membuat deforestasi yang cepat, hilangnya
keanekaragaman hayati, kebakaran hutan, peningkatan emisi karbon, kekurangan air dan
hilangnya keindahan bentang alam. Untuk mengendalikan proses degradasi yang tidak
diinginkan, kami mendukung Kabupaten Agam untuk melakukan kampanye ‘ Green
Nagari’. Ini adalah kampanye penanaman pohon dan penyuluhan kapan menanm dan
tidak menam Kelapa Sawit dan Gambir. Bupati Agam, BPMD dan Dinas Kehutanan telah
mengirim permintaan resmi kepada kami untuk mendukung program tersebut.
3.3 Persiapan Workshop Semiloka DPRD dan SKPD di Kabupaten Lebong; Kami
melakukan beberapa rapat koordinasi dengan PJO kabupaten dan fasilitator Green
Kabupaten Lebong untuk merencanakan Workshop Semiloka Green PNPM bersama
DPRD dan SKPD se-Kabupaten Lebong dan sekaligus memfasilitasi mereka berkunjung
di lokasi praktik cerdas Green PNPM di kabupaten Lebong pada awal September 2012.
Indikator Kinerja 4: Meningkatnya Kapasitas Fasilitator PNPM dan Pemangku
Kepentingan PNPM Pada Semua Level Untuk Meneruskan Implementasi Investasi
“Green” Yang Berbasis Masyarakat Serta Meneruskan Pada Wilayah – Wilayah Baru
4.1. Memfasilitasi pembuatan Perdes NRM di Propinsi Sumatera Barat: Sejak
pertengahan Mei, kami sudah mulai memfasilitasi perumusan Peraturan Nagari di Nagari
Salareh Aia (Kecamatan Palembayan, Agam) dan Pagadih (Kecamatan Palupuh, Agam).
Khusus untuk Nagari Salareh Aia, Peraturan Nagari telah memasukkan hal-hal berikut:
(a) pengelolaan hutan masyarakat, termasuk administrasi hasil hutan dan fungsi hutan,
(b) Konservasi Sumber Daya Air, termasuk mata air dan sungai, (c) Konservasi
keanekaragaman hayati, termasuk perburuan spesies yang terancam punah, (d) peraturan
pertambangan (e) Pengelolaan Sampah, termasuk sampah rumah tangga, pasar, dan
industri rumah tangga, (f) Perlindungan daerah rawan: lahan miring, daerah tepi sungai,
lahan gambut dan lahan sawah irigasi; (g) Mempertahankan kearifan lokal yang relevan
seperti agroforestry dengan sistem (Parak), larangan zona pancing, hutan adat,
mendorong budaya tanam seperti: wajib tanam pohon bagi pasangan sebelum
pernikahan, siswa masuk ke sekolah baru atau lulus dari sebuah sekolah,
mengadministrasi nama sebuah lahan dan izin lainnya dari desa / nagari.
4.2. Memfasilitasi pembuatan Perdes di MHP di Propinsi Bengkulu: Pada akhir Juni,
kami menyelesaikan proses fasilitasi untuk merumuskan Perdes tentang manajemen
penggunaan dan mempertahankan PLTMH di desa Air Pawuk, kecamatan Padang Bango.
Ini adalah Perdes MHP pertama di provinsi ini. Desa ini terletak di daerah terpencil dan
berbatasan dengan Hutan Lindung Gunung Gedang. Untuk mencapai desa kita harus
menggunakan sepeda motor selama beberapa jam melalui jalan logging dari bekas
perusahaan hutan di era tahun 1990-an. Isi Perdes memuat bahwa MHP hanya akan
berkelanjutan jika masyarakat setempat mampu melestarikan Hutan Lindung Gunung

Gedang yang meliputi daerah tangkapan air dari sungai yang mengalir ke desa Air
Pawuk.
4.3. Menstimulus sinergisitas program antara KBR dan Pembibitan Desa Green PNPM: Sejak 2008, Departemen Kehutanan telah menyalurkan dana melalui Kantor Kehutanan
Kabupaten untuk mengembangkan apa yang disebut 'Kebun Bibit Rakyat (KBR). Pada
tahun 2011, melalui dana hibah dari Danida, kami memfasilitasi pembentukan Pembibitan
Nagari (desa), yang dikelola oleh kelompok tani 'Hijaulah Negeriku'. Untuk melanjutkan
kegiatan ini, kami menghubungkan kelompok tani dengan Dinas Kehutanan Kabupaten
Agam; pada Juni 2012, kelompok tani ini menerima hibah dari Dinas Kehutanan untuk
mengembangkan KBR.
4.4 Mendukung PMD untuk merumuskan Peraturan tentang Pengelolaan DAS: Kami
terus mendorong PMD Pusat (Jakarta) untuk mengembangkan Pedoman Umum dan
Petunjuk Teknis tentang Pelaksanaan Pengelolaan Kawasan DAS di tingkat kabupaten,
terutama yang berkaitan dengan peningkatan kapasitas dan pengembangan kelembagaan.
Sejak Desember 2011, Penulis telah ditunjuk oleh PMD sebagai salah satu anggota tim
ahli dalam proses penyusunan pedoman tersebut. Kami juga terlibat pada program PMD
tentang teknis pengelolaan DAS di Timur dan Barat Indonesia.
