TRADE MISSION OVERVIEW

Summary

The aim of this mission was to promote resource, infrastructure and investment opportunities in Queensland among current and potential investors in the key markets of China, Vietnam and Hong Kong. This included promoting the Kevin’s Corner coal project to potential investors, observing the signing of one important commercial contract involving a theme park project as well as signing an MOU.

China

While in China I attended the China Coal Expo as well as the Shanghai World Expo 2010, at which I hosted a VIP function. The mission reinforced Queensland’s relationship with the Chinese government and business communities at the highest levels through targeted meetings, events and activities, including the sectors of resources, energy, telecommunications, education, food, and building and construction.

Vietnam

Citing depletion of domestic supplies of coal and gas, Vietnamese policy promotes investment in resource rich regions to secure energy reserves. The visit provided a platform for Vietnamese companies to assess energy opportunities in Queensland and contribute to the development of the Queensland gas industry and the Galilee Basin coal region. The need to maintain international competitiveness will drive demand for major rail and road infrastructure projects. Vietnam's economic growth is leading to a burgeoning middle class demanding better residential and commercial facilities. Lacking domestic capabilities in key architectural and engineering services, Vietnam presents numerous opportunities for Queensland companies who have competencies in these areas. The visit helped to maintain and strengthen the relationship at an important point in Vietnam's economic development as well as help to diversify Queensland's trade and investment relationship with this market.

Hong Kong

In Hong Kong I met with Chairmen and Presidents of major resource and infrastructure companies to encourage them to invest in Queensland and promote Queensland’s strong capabilities in green building design, infrastructure planning, engineering services and energy efficiency systems necessary for major infrastructure and building projects in Hong Kong. I also officiated at the opening of the new Trade and Investment Queensland office in Hong Kong, which co-locates with Tourism Queensland and Queensland Investment Corporation.

WHY THESE MARKETS? CHINA, VIETNAM AND HONG KONG

China

China, the world’s second largest economy, is a major driver of global growth and strategic influence will naturally grow with its expanding economy. It is the world’s second largest exporter of goods and services, and Australia’s biggest trading partner. The Queensland Government recognises that China is a major contributor to the current global economic order and has Trade and Investment offices strategically located in Shanghai, Guangzhou and Hong Kong and a presence in Beijing to nurture our bilateral trade and investment relationship and spearhead opportunities for Queensland businesses. More than two decades of growth, at around 10 per cent every year, has raised living standards significantly, with nearly half of China’s population now living in urban centres. These advances present significant opportunities for Queensland businesses, with key sectors identified for trade and investment focus including food and agribusiness, education and training, green building and infrastructure, energy and resources, creative industries and tourism.

Vietnam

Despite the global economic climate, Vietnam’s economy is experiencing strong and sustainable growth. According to the IMF 'World Economic Outlook' projections released on 6 October 2010, the Vietnamese economy is expected to grow by 6.5 per cent in 2010 and by 6.8 per cent in 2011. This strong economic development is leading to surging demand for energy, technologies and infrastructure. As part of the Association of South East Nations (ASEAN), Vietnam is a growing market for Queensland in both trade and investment. There is a global shift of economic development with Asian nations taking over from traditional economic regions such as Europe and the United States as drivers of global economic growth. Vietnam and the ASEAN region more generally, has the strategic benefit of having a large population base with developing economies and is also a key gateway to both the China and India markets. Within ASEAN the Vietnam market is one of the fastest growing.

Hong Kong

Hong Kong is a major international and regional financial centre and one of the most open economies in the world. It is home to some of the region’s most important corporate headquarters and is a major provider of services to China and the East Asian region. Its economic prospects now depend largely on its links with China and its role as a strategic entry point to the mainland Chinese market and services centre. Hong Kong is almost completely reliant on imports and is a premium market for Queensland exporters. Hong Kong is also a good test market for new exporters wishing to expand into the East Asian region.

Reinforced the importance of the coal mining industry to Queensland, the synergies shared with China such as: both are major coal producers; use coal to generate power; hold mine safety as a priority and require clean coal for future low emissions targets and also to further advance our collaboration in this sector.

Delivered a speech at the luncheon to an audience of approximately 80 people.

My presence provided significant imprimatur for Queensland companies and reinforced the emphasis the Queensland Government places on advancing business cooperation with China, particularly in the mining equipment, technology and services sector (METS).

The event provided an opportunity for Queensland companies to network with potential Chinese clients, industry experts and decision makers to promote their expertise and supply capabilities in the METS sector.

Several mission delegates have expressed their appreciation and acknowledgment of the value that the Queensland Government brings in organising business missions: These include Ausenco – “I would like to pass on our appreciation to the Queensland Government as the Mission was so meaningful in helping the Australian companies build up direct communications with Chinese companies…the Mission has been very successful.”

From List Premier Education: “For us, the Expo, as well as our participation in the Queensland Trade Mission to Beijing was an enormous success. We have about 8 large mining groups waiting for Agreements. Also, we have already signed a few agreements for our school-based programs and already received a pre-payment of $100,000. Main stories angles of the other media clips included the Minister congratulating Shanghai on its successful hosting of World Expo, the Minister visiting Shanghai with a business delegation, Queensland’s showcasing at World Expo, and the Minister’s statement that clean technology should be affordable to the public.
